so much. >> well, tomorrow the nation will pay its final respects to senator dianne feinstein. today, she is lying in state at san francisco city hall. among the mourners, representative nancy pelosi with her husband paul, as well as feinstein's only daughter, catherine feinstein made history as san francisco's first female mayor. she became the first female us senator from california. she served for three decades. up until her death friday at the age of 90. all day long, we have seen a stream of visitors coming to city hall to pay their respects. and as you look live right now in the rotunda of san francisco city hall, the san francisco gay men's chorus performing a tribute concert in her honor. and we're going to listen in as soon as they begin to sing. as you can see, they are ready. that's the new choir director for the san francisco gay men's chorus has not been on the job very long, but by all accounts is doing a phenomenal job with the chorus. and this is again,

senator feinstein. >> it is fairly clear that folks are now getting off of work. the line is much longer. it is now stretching out the van next door of city hall down van ness avenue and down mcallister, all the way to polk street. it is very clear people are intent on paying respects to senator feinstein. it has been a very hot day in san francisco. many folks who have been waiting in line say that's okay. they were here to honor the woman they loved and admired. rotunda echoing with music on this solemn day. one by one, members of the public filing by the flag draped casket to pay respects and say goodbye to us. senator dianne feinstein in the place where her political career began. >> sad day, but a beautiful but a beautiful legacy. >> tracy sherman and joann loulan say defi was their hero.
6:07 pm
>> i think dianne feinstein has been just an incredible trailblazer for an amazing woman . and she's done a lot for our city and our state. and i wanted to pay my respects to what she did for gun control, for lgbtq rights, for women in for women in the senate, for getting women in the senate and the house. >> i mean, she was everybody's godmother. you know, she was like, come on in. i'm going to show you how to do it. and we're going to rock this place. and she did. >> by midday, the line to get into city hall, stretching down van ness avenue as the sun was hot. but many didn't care, waiting almost an hour to pay respects. >> all the things she worked on, all the things she did, the way she fought for, the things she believed in. you know something you don't see very much anymore. >> i remember her coming out of the mayor's office after milk and moscone were killed and she held it together remarkably well for being panicked on the

street and van ness. hundreds of people still waiting to pay their respects to senator dianne feinstein. the doors to city hall, we are told, will be open until 7 p.m. and a police officer just told us that it is pretty clear that anybody in line will be allowed to go into city hall as long as they're in line by 645. but live at san francisco city hall, cornell, bernard, abc seven news. >> okay, cornell, thank you very much. let's take you inside once again for another live look at the san francisco gay men's chorus performing in senator dianne feinstein means honor. that's jacob steinberg, the artistic director of the chorus . it's not long on the job leading the gay men's chorus in this fitting tribute to the late senator and tomorrow's service will affect things in and around the city, of course, in person, services are closed all day long . all city hall entrances will be closed from 11 a.m. until 3

p.m. streets around city hall will be closed as well. from larkin to franklin, from golden gate to hayes busses along those streets will be rerouted. and the civic center parking garage is closing now and will not reopen for 24 hours, about an hour ago, we learned that tomorrow's city hall memorial service will no longer be open to the public due to heightened security. >> attendance will be by invitation only. dozens of members of congress are flying to san francisco for the service . their travel plans, though, have become more complicated than they expected. abc7 news reporter stephanie sierra is live in the newsroom with the reason why. >> stephanie yes, ama. i spoke with congressman mike thompson who explained the house republican leadership did not allow a plane to transport the late senator's colleagues from d.c. to san francisco to attend tomorrow's memorial service. here's what we know after senator dianne feinstein passed representative zola, greene contacted then-speaker kevin mccarthy to request air transportation for colleagues to attend the memorial service, a courtesy any delegation has
6:11 pm
traditionally been afforded when a member passes away. so they can all fly together. but lofgren never heard back from mccarthy. congressman mike thompson says lofgren made the same request of speaker pro tem patrick mchenry, the person who kicked speaker emeritus nancy pelosi out of her capitol office . but mchenry also did not respond. >> it's just sad commentary on the house republican leadership that they wouldn't pay tribute to this great legislator, great senator, and allow a plane to bring her colleagues back to pay her final tribute. it's just going to be more difficult. and i'm assuming that some people will not be able to make it because of that. >> now, we're told vice president kamala harris's plane only had eight seats left, which did help bring a limited number to the delegate of the delegation that is now that plane is scheduled to arrive this evening. back on capitol hill now, a day full of tributes

6:14 pm
family and our community how much she meant to us. >> now, congressman thompson and congressman garamendi both arrived at sfo this afternoon. they will be joined by congresswoman anna eshoo and congresswoman zoe lofgren and 30 us senators will be coming to the service. we just confirmed that. and we've also learned there are two planes that are currently transporting members of that senate delegation. but one of them, we're told, is already delayed due to maintenance issues. and it's still unclear here if it will be fixed in time, which, of course may further restrict travel. we are told the other plane is set to arrive later this evening. so certainly a lot of moving parts , dan and ana. yeah, absolutely . >> all right, stephanie, thank you. and let's take another live look inside city hall there where you see the late senator's flag draped coffin there. as you can see, a lot of people still paying their respects. this evening ahead of tomorrow's memorial service. and we will be streaming that service for our

san francisco has a plan to transform its downtown into a global destination that plan requires building a better market street. >> many say that's critical to the local businesses that are still recovering from the pandemic. abc7 news reporter leanne melendez is here to explain and let us know how it's going. >> well, not great but not as bad as during the pandemic. so that's not saying much, right? yeah, exactly. so you know, the people we spoke to said if san francisco wants to make a comeback, the focus has to be on market street. now, other major cities are doing it. for example, new york city, the iconic broadway has been key to bringing life back to midtown. the san dalisay in paris, greener and with more pedestrians and people here say
6:31 pm
it's time for market street to reinvent itself. back in 1962, market street was on the verge of a major restoration project, which back then caught the attention of the new york times . that came after a city report titled what to do about market street. back then, the goal was to add new life into market street as a center for shopping business and entertainment. but wait a minute. it's 2023 is in san francisco trying to do that again. an alex hanna has owned oxford street clothing for 30 years. >> there were lots of traffic. now the traffic is very slow. the only thing we're keeping us here because we have a loyal customer. if you depend on the traffic, i want you won't be survive. >> that put traffic or car traffic. >> both of them is hurting. he initially blames the demise of
6:32 pm
some businesses on the city's efforts to slowly begin banning private cars. >> but then in 2012, there was renewed hope for the revitalized ization of the area. when twitter and other businesses occupied residency here. but that proved not to be the answer . everyone anticipated and then, just months before the pandemic , the city removed all car traffic from market street. that's when the number of bicyclists on market street increased by 25. then the city shut down and those workers that were supposed to revitalize the neighborhood dwindled because hardly anyone was coming to work downtown. even even the bicycle coalition admits by commuting downtown is nowhere near what it once was. so we wanted to see why many bicycle lists were staying away from market street. so we rode. one of the things that bicyclists often complain about is the uneven surfaces on market street, not to mention the potholes. and you really
6:33 pm
have to pay attention because you can really get seriously hurt with the city needs to do in the department of public works needs to do is they need to start repaving our streets wherever they are. >> we would like the bike lanes to also be part of that because if you make safe pavement for people biking, they will use those streets, she says. >> any revitalization of market street has to include bike cyclists and pedestrians. there is a massive construction project underway. part of that better market street makeover. the project was sold on a much larger scale. it was supposed to make market street car free from octavia street to the embarcadero, but the city had to return the federal money for the project because it was unable to meet an imposed deadline. >> and there are lots of unmet fulfilled promises. but that doesn't mean that better market street can't continue to be working towards a future of sustainable transportation business owners along market street insist customers will not
6:34 pm
return unless they feel safe and the area is clean. >> just the cleanliness is, you know, don't like stepping in poop every other day. so >> supervisor matt dorsey wants to create a downtown commercial core police district. it would dedicate police patrols in the area, if you can imagine sort of an area that would be from the ferry building down market street down to market and van ness. >> it should also encompass union square. it should also encompass the moscone center convention areas and the hotels around there. we need to get people to say, let's go to market street, like let's do stuff on market street. >> manic teal is a small business owner who also happens to be on the municipal transportation board as a san francisco resident, he'd like to see a section of market street converted into a promenade yard, maybe even turn it into a market, maybe plant a redwood grove, landscape. >> it flowers, music, poetry,
6:35 pm
activations actually create something happening on the street that brings people to market street to do things. >> this is a beautiful city. i love it. but unfortunately, we were facing lots of problems here with the homeless, with the shopping, fighting with you know, it's very tough. it's not a piece of cake. now >> it's going to take time. it's going to take a lot of time. >> long time, you could say. >> so he fears that any improvements will do nothing to the area unless the homeless issue and more importantly, the drug dealings there are addressed. >> in fact, he says it could have the opposite effect and, you know, you and i have been here for a long time and that area has always has really struggled. it's never really been solved, which is a shame because it's such a beautiful area. the sidewalks are wide. it's flat. you can walk for miles. >> oh, no, it could be fantastic. and that that

business owner, shopkeeper, 30 years in business, he knows what he's talking about. he's seen it over the years. he understands what's really going on. that's right. thanks, liane. sure. >> well, san francisco is now making it easier to get people off the streets and into housing. tackling the homeless crisis is one way we are looking to build a better bay area abc7 news reporter ryan curry spoke with the city about what's changing. >> san francisco is removing a barrier that made it difficult for some on the streets to access shelter. the city's department of homelessness and supportive housing says people can now get a temporary place to stay without documentation. >> this is a real opportunity for us to move people directly off of the street and into housing. >> unhoused residents seeking shelter through the department once needed to show a driver's license or social security card . the department says oftentimes those experiencing homelessness couldn't provide those documents. what we knew now was that there were a lot of people on the street who had been determined to need housing based on their vulnerability, but that the system we were using wasn't
6:37 pm
effective in getting those folks into housing. this started as a pilot program back in june, and so far the department says it helped 19 people without documentation when those people were then given 90 days to get the identification needed to continue receiving aid. and the department will help them, they say the goal is to get vulnerable communities, the resources they need to get off the streets and stay off the streets. >> we're also focused on sustainable city and really making sure that people who we who we select for this and are working with for this are surrounded with the support they need so that they can actually maintain their housing. the city says about 350 units are available right now, but officials are prioritizing aid to people living on sidewalks instead of campers or rvs. >> essentially, this was the natural next step in what we call presumptive eligibility. we're going to presume you are going to meet the needs and eligibility of this housing based on everything we know about you. and we'll worry about the paperwork later. >> they say they want to avoid
6:38 pm
the scenario of sending people back on the streets in san francisco. ryan curry, abc seven news, oakland police are investigating vandalism that could be a hate crime. >> the port barr, a popular gay bar next to the paramount theater in downtown was damaged by rocks thrown through the windows sometime after midnight. the bar owner says nothing was stolen and that leads him to believe the bar was targeted because of its lgbtq affiliation. >> an east bay landmark targeted by vandals is standing once again. we're talking about the picker pole, the special marker on mission peak high above fremont. it's now back in place . a crew just reinstalled the pole following what authorities called a premeditated act of vandalism. someone with a tool sort it off. in early september, the vandal still hasn't been found. >> the house needs a speaker, and until that happens, there's a lot that can't happen. >> next, hear from members of congress who find themselves in uncharted territory
