has sent a list of the top seven candidates for police chief to city leaders. >> one of them is ousted chief leronne armstrong, who was fired just eight months ago. abc seven news reporter leslie brinkley has the latest. >> oakland's police commission has issued its recommendations for the top seven candidates for oakland police chief. out of the 20 who have applied so far, the only name that's been public is that of leronne armstrong, the former police chief whom oakland's mayor qingtao fire in february, alleging he mishandled misconduct charges against a police officer. last month, an independent report cleared armstrong of any wrongdoing. i feel good. i feel vindicated today. armstrong released a statement saying, i believe that the mayor should rehire me as chief of police based upon the clear evidence that i acted properly and did not violate any department policies. this should be a no brainer for the mayor and the police commission. >> and we hope that they do the

right thing and right a past wrong and put him back where he belongs as chief of police. >> but there are six other candidates still on that short list and there could be more names since more candidates can still throw their hat in the ring until the end of this week . the mayor's office declined to comment today on the list of candidates, including armstrong, so as to not compromise the integrity of the search for a police chief. since recruitment is open until friday, they said . the police commission is expected to start formal consideration of all of the candidates later this month in the east bay. i'm leslie brinkly, abc seven news. >> alameda county district attorney pamela price says human trafficking has become a public safety priority. that's why she was at oakland international airport announcing a billboard campaign to combat human trafficking coming through the county's largest transportation center. according to the district attorney's office, alameda county is the third largest hub for human trafficking in the us. each billboard displays various resources for victims who want

to safely escape from being trafficked. >> we need to let people know as they travel through our borders, that there are people who are being slaved, who are being traded, and that that is an unacceptable label. >> oakland mayor chantel will also launch a new human trafficking task force on wednesday, october 18th. we've learned from a witness that the driver who crashed into the chinese consulate in san francisco yesterday was carrying a knife. >> and our media partners at the san francisco standard reporting. the man also had a crossbow with him. san francisco police shot and killed that man. no word at this point on a motive. abc7 news reporter luis pena will have more details coming up on abc seven news at five. >> now to a crackdown on attacks against postal workers. ten people have been arrested for stealing mail and assaulting postal employees. >> abc seven news reporter ryan curry on why the department of justice is hoping this sends a message to other criminals. >> in the last few years, we have reported on incidents like this mail carriers getting

robbed. now the department of justice is cracking down on some of these alleged attackers. >> today, i'm announcing the arrest and prosecute portion of ten people who have been involved in the theft or interfere with delivery of the united states. mail >> federal prosecutor ismail ramsey announced those ten people have been charged with crimes related to assaulting postal workers and stealing mail . some of the people involved face over 20 years in prison. if convicted, taking robbers off the street where our mail carriers work is a priority for the entire community. >> we look forward to seeing each of today's cases go to judgment in federal court. they say robbers are looking to steal money, credit cards or other valuable items delivered by mail. >> they attack postal workers to gain access to these keys that open larger mail containers. prosecutors say many of the people arrested carried a set. >> these keys are now the keys to prison. if you're found with these. >> the union representing postal

he's walked off the job for three days last week, marking the largest health care strike in us history. and now their unions have notified kaiser that another strike is looming starting on november 1st. that is, if a deal can't be reached by then. and they say if this strike happens as it would involve more employees and would be longer than the first one, perhaps lasting up to a week, governor newsom today signed a bill updating california's conservatorship laws for the first time in more than 50 years. >> the new law includes people who are unable to provide for their own personal safety or medical care due to either substance use or serious mental illnesses. the change allows courts to take testimony from trained mental health, professional to determine whether someone needs to be in a conservatorship to receive treatment. san francisco mayor london breed responded, saying the bill will enable us to provide life saving behavioral health support to those who are struggling in our city and on our streets today is world health, mental health day and

this is mainly confined to the north bay right now. but some of these showers may actually work their way south and east of the golden gate. and along with the light scattered showers, we have a rather brisk onshore wind flow right now with gusts up to 20mph at novato 21 at sfo, 26 mile per hour gust over at napa. so it's breezy, it's partly cloudy and there's no real 24 hour temperature change trend here. some locations right now are a couple of degrees warmer than they were at this time yesterday. some others are 1 or 2 degrees cooler. so let's take a view such as it is from sutro tower looking out over san francisco, where we had a little better view just a few seconds ago. but some of those darker lower clouds are now swinging into the picture. it's 63 degrees in san francisco right now. oakland, 69, 70 at mountain view, san jose, 74, palo alto, 71, 64 at half moon bay. now at the golden gate, you see those mixed sky conditions. some clouds off in the distance there , looking north eastward, but lots of blue sky breaking through as well. other temperature readings right now, 61 in santa rosa. novato, 7068

and napa low 70s at fairfield and concord, 69 at livermore and from the east bay hills camera we see a lot of sun breaking through in the distance there. looking south eastward. these are our forecast features, our headlines, scattered showers through this evening, but then mostly clear overnight, sunnier and drier the next two days and then another unsettled pattern comes in late friday into saturday for the evening forecast. animation looks like this. a few more showers swinging through the area, winding down after about 9 or 10:00, giving way to some partial clearing. and that clearing pattern will continue during the overnight hours. overnight the rainfall estimates, by the way, will be very light, only about 1 or 2 hundredths of an inch in places that actually receive measurable rainfall. overnight lows mainly in the low to mid 50s highs tomorrow, mid 60s at the coast up to about 70 around the bay shoreline and mid 70s inland. here's the accuweather seven day forecast. it gets a little bit milder and drier on thursday. friday we see clouds coming into the picture again with a late

platforms. >> the city of san francisco just filed a lawsuit against the owners of three different single room occupancy hotels in chinatown. according to city attorney david chiu, the landlord has neglected the properties and created safety and health hazards for tenants. there abc7 news reporter suzannephan live in the newsroom now with a look at that lawsuit. suzanne. >> so larry city attorney david chiu says this is the most significant legal action he's taken in chinatown so far as it pertains to substandard conditions in sros, building authorities and tenant advocates believe this lawsuit will be a game changer inside this sro hotel in chinatown, yangfan liu has been living in this tiny ten by ten foot room for nearly three decades with a subsidy, she pays $300 a month because she can't afford to live anywhere else. >> and she says it has not been easy. >> the landlord never fixed anything like broken stove. >> liu says there's an ongoing rat and roach problem.

>> those are rodent trap and she showed abc7 an another big problem the ceiling. >> suhaila say it again ceiling leaks when it rains. >> liu says these problems start in 2014 when laurel realty took over the building over the past nine years, we had to file over 60 complaints with the city. city attorney david chiu is suing three sro hotel owners. they own the building where liu lives at 1449 powell street, along with the property, is at 790. vallejo street and 912 jackson street in chinatown. >> it is not acceptable. it is not humane. >> chiu claims the landlord's neglected properties and created hazardous conditions for tenants and neighbors. we are bringing this lawsuit to ensure that these owners are held accountable. all the chinatown community development center ccdc works closely with sro tenants. the group says tenants taking action plus legal action by the city attorney will send a strong message to problematic

landlords. >> you cannot do these kinds of things, not only in chinatown, but you can't do these kinds of things in san francisco, because if you do, the city is going to step in department of building inspection says it's been working with landlords, trying to bring them into compliance. >> but they say things have gotten out of hand, which is a cycle of neglect. >> that's been very persistent and said the city attorney coming in to ask for civil penalties was the game changer here. >> abc7 news reached out to the three landlords named. we reached one of them. he tells me he acquired the property in june this year and that he's worked to clear the ten violations at his jackson vallejo buildings. he also said the violations cited by the city belong to the previous owner. >> we believe that there is significant liability on the part of all of the actors that are mentioned in this and we will sort these issues out in court, ccdc says. >> the investors who bought the three sro hotels ignored years of tenant complaints and notices
