9:16 am
and in the state as a whole. and cities need more solutions. >> martha lindsey is with the group walk san francisco, which has been pushing for safer streets across san francisco, oakland and san jose are three of six california cities that will install speed cameras to catch speeding drivers. the cameras will be installed in high accident areas. schools zones and where street racing is popular for new york city and many other cities around the country have shown incredible results with speed cameras. >> and it's changing behavior. and that is what needs to happen. people need to drive slower. it's not about giving tickets. >> it's a pilot program that will last several years. violators will get a ticket in the mail. fines range from $50 to $500, depending on speed. >> it's absurd to me that we continue to do the same thing and expect different results. >> kat brooks with the anti police-terror project says there is data that shows that automated license plate reader programs don't work, although this legislation has specific provisions on who can access the data. brooks and many other civil liberties groups have concerns over privacy and how
9:17 am
that data may be used. >> it's tied to a fiscal incentive to ticket and find people and that compounds the poverty that our most marginalized communities are already living under. >> other versions of this bill have failed, yet supporters say revisions in this bill do more to address targeting low income residents and privacy. >> this bill, and i think this is why it got all the way to the governor and was signed, has been really carefully crafted in terms of privacy. and it takes a photo of your license plate just like crossing the bay bridge or the golden gate bridge, right. >> the program begins in january in san francisco, anser hassan abc7 news. >> governor gavin newsom also legalized low riding cruising across the state. the move ends years of what some people saw as discrimination against the pastime. the law restricting classic cars like you see here from cruising down city streets. people fought for years to repeal the law which was often seen as discriminatory toward the latino community. some california cities slowly lifted the ban in recent years,
9:18 am
including san jose. a project in the marina district could be moving forward despite pushback from some residents. right now, plans are underway to renovate and dredge the shoreline at the marina harbor for multiple state and federal agencies have to sign off on the plans to create the waterfront park, which would include a small sailboat launch and an interactive waterfront exhibit. marina residents say it will obstruct their views of the bay. so we'll see what happens on thursday, the recreation and park commission will vote on the fate of the harbor. the two year project will cost between 50 and $100 million. it's scheduled to start in 2026 on the peninsula now it's pumpkin carving time. the fun continues today for the world famous half moon bay art and pumpkin festival all today, the 45th annual pumpkin run will happen along with pumpkin carvings and pie eating contests. the festival, of course, featured the massive volkswagen sized champion of
9:19 am
pumpkins, which you're about to see on your screen. here it is, the great pumpkin parade was held yesterday. the beloved community also features local artists, music and food. and of course, that pumpkin pie. well, some people in the bay area had the opportunity to see the rare solar eclipse this weekend. millions of people in eight states had perfect views of the moon, settling directly in front of the sun, turning into the so called ring of fire. you see on your screen, the eclipse blocked out 90% of the sun from texas all the way to oregon. and those glasses, believe it or not, block out over 99% of the ultraviolet light. although california was outside of the direct path of the full eclipse, skygazers still got the crescent shaped treat. >> oh, i saw the eclipse at first. when we got out here, it was pretty cloudy and you couldn't see anything. and then it just got bigger and you kind of seen the you kind of seen it going to the left. so yeah, so you just kind of see like you
9:20 am
kind of see the rotation or the orbit. if you missed out the next total solar eclipse will happen again in the americas in 2046. >> so you will be waiting a while. certainly a neat spectacle to see. lisa i remember covering the total solar eclipse back in august of 2017. i was in colorado at the time at that elementary school i was telling you about. it was so cute. the kids had their glasses on and some of the teachers were actually taping the glasses to their face so they wouldn't take them off. >> well, it was especially tricky yesterday because it was cloudy. >> so you were like, oh, you weren't prepared with the glasses thinking you weren't going to see it. and if you did glance at it and saw it, you were like, wow, it is out there. but very dangerous. yes, you need the gear for sure. but it was visible in many locations around the bay area. what a sight. i thought it was exciting. and as we look at live doppler seven, another exciting feature may be a cold front that wants to enter into california, but unfortunately it's not going to make it further south in extreme northern sonoma county. so that's for tomorrow. as for
9:21 am
today, we're watching parts of the bay area brighten up. it has been pretty foggy. here's a look at san jose where it hasn't been too bad. it is 59 downtown as well as oakland with 63 in mountain view. san jose 66. the warm spot, 63. palo alto lots of fog, half moon bay and cloud today. so unfortunately, don't think you're going to see much clearing but we will get into some sun here but look how foggy it is in san francisco, 56 in santa rosa and a lot of fog, not only in the north bay, but the valleys there. it is getting closer to the bay. so around oakland, pretty foggy while it is sunny now in concord and livermore, where we had some fog there early this morning, napa 61 and fairfield is cleared up at 62. so 24 hour temperature change, five degrees cooler. novato oakland and concord. but we're going to turn that around and warm things up today temporarily before we get invaded with high and mid-level clouds for your monday. so the dense fog advisory, it has been eliminated from santa cruz, but
9:22 am
the north bay, the coast of the peninsula, sunnier and warmer today, especially inland. it depends on how soon we clear out with that fog and then the much warmer weather tuesday, wednesday, thursday and even a portion of friday. so our beach hazard statement has been issued by the national weather service. west northwest facing beaches for a long period north westerly swell throughout the day today. look at the cloud cover beginning to thin out throughout the afternoon. this is 330. so pretty nice day on the way. but look at all the clouds into your monday. there's the front. not going to make it far south at all. so we'll be left with the clouds. kind of a muggy monday. and then by tuesday you may feel a little warmer. there's a look at the current conditions we can expect for monday. the forecast, 74 in richmond, 77 in danville. look what happens on tuesday. numbers bump up considerably. and then those oranges turn to red, meaning that it's getting a lot hotter on wednesday. inland, warm across the bay. look at those 80s. the warmest day will
9:23 am
be thursday where san francisco will be in the 80s highs today, though, low 70s downtown. the fog is going to scatter out and we'll look for the low 80s in san jose, 79in santa rosa. the accuweather seven day forecast. so today a bit of a warm up. tomorrow a lot of clouds kind of muggy out there. wants to rain but it won't and then by tuesday and wednesday a look at some nice days but getting pretty warm again. thursday and friday. so it's going to be a stretch again of some warm weather, certainly not fall weather, right? >> no, thank you, lisa. >> well, still to come out standing but maybe overlooked at a high school grad with more than a perfect gpa and test scores gets reject from over a dozen universities. but get this, he lands a job at google and his story. you'll only see on seven why college admission. experts say they're not surprised. >> big stop. feeling lucky.

9:28 am
students navigate it. we really want to push for transparency. we should be able to, you know, if we get rejected, be able to look at, you know, these are the reasons why and we shouldn't have to just kind of blindly guess in the dark about a black box process. >> zhang's case is an unusual one. education experts say there are options for students to get ahead. a community colleges are a big help, and students should definitely consider california community colleges, especially their stem major. >> why many universities are impacted, meaning that they're getting a lot more applicants than they have spots to serve. so this is a great way to start. and students have a better probability of getting to this university of choice by coming through the community colleges than straight out of high school . >> well, best of luck to stanley. that was suzanne phan reporting. still to come on abc seven mornings, we talk to a bay area woman who is trying to get home from israel amid the war. we'll be right back after this break. >> your dirty vents may be
