for joining us. abc7 news i-team reporter melanie woodrow has been covering issues with the department since 2015. >> she's live in the newsroom with the latest. melanie >> kristen and dan, if this sounds somewhat familiar, it's because it is in june of 2020, the doj entered into an agreement with the vallejo police department just days after sean monterrosa was shot and killed. that agreement expired this past june. this new agreement ensures greater accountability and oversight. but california attorney general rob bonta announcing a new agreement with the city of vallejo and the vallejo police department. >> each of us is here because we are committed to serving and protecting the members of this community. the stipulated judgment outlines reform to vpd's policies and practices as it builds off a prior memorandum of understanding that expired in june. to date, the vallejo police department has substantially complied with 20 of the 45 recommendations as program for sure, but also not enough. >> the new five year plan

requires the vpd to comply with all 45 recommendations, as well as additional reforms related to bias, use of force searches, seizures and arrests. it also adds accountable equity components, including an oversight and reform evaluator who will assess if vpd is complying with the agreement. interim police chief jason to addressed concerns regarding staffing shortages. >> it's going to be a challenge and explain why. >> vpd missed the mark in the prior agreement. >> what we learned in hindsight was a lot of these reforms had to be completed. at the same time, initially when we started our our efforts, we were working at chronologically the previous mou was entered into days after vallejo police officer shot and killed sean monterrosa from the back seat of an unmarked police vehicle. >> his sister michelle says she's pleased with the announcement because there was a time when we didn't hear anything from anyone. monterrosa's sisters have been advocating on his behalf for the past three years. >> all our pleas haven't gone unheard, not just our families,

but communities and to see this collaborative agreement come forward is just a testament to all the work that everyone has done. >> during the announcement, there was little said about the ag's investigation into monterrosa's death. we're looking into monterrosa, of course, but his sister says that's okay. they are patiently waiting when things are rushed. >> they're not always done right. so, you know, our family has always grounded ourselves and understanding that when the time is right, we'll get the answers we need. the new agreement has the full support of the vallejo city council and mayor who said it could become a roadmap for others as we build together the successful transformation of the vallejo police department into the first california police department to be a daily living example of the highest level of police professionalism in the state of california. >> the mayor called on the vallejo police officers association to support what needs to be done, perhaps even faster than five years. i reached out to the vallejo pio for comment and have not yet heard back in the newsroom for

the i team, melanie woodrow, abc seven news. >> melanie thank you. in oakland, three more homicides over the weekend bring this year's homicide total to 103. on the eve of the oakland mayor's state of the city address, local leaders are calling for bold decisions on crime. here's abc seven news reporter leslie brinkley. >> we have over 100 homicides this year in the city of oakland , which impacts us all directly or indirectly at a press conference this morning, city officials launched love life week in oakland. >> there's a lot of tragedy in the city of oakland, however, the best way to combat tragedies is to come together, heal together, care and love and uplift the town. >> just to point out that three lives were lost over the weekend , which is the counterposition of what? live life, love, love is supposed to be in this city,

which is disappointing. >> the oakland police officers association says it's a critical moment. >> what's the public safety plan for? we just don't seem to have a plan. we are at a nine year low. budgeted numbers for the police department. no permanent chief of police, abc seven's neighborhood safety tracker looked at data from the oakland police department that shows reports of burglaries, vehicle thefts, robberies and carjackings are all increasing since this time last year. >> burglary reports are up 36. vehicle thefts up 51. robberies 35, and carjacking reports have increased 22% since last year. >> right now, everybody's just pointing fingers as the council points the finger at the mayor, the mayor at the council, then we blame the district attorney for everything. >> council member gallo hopes the mayor in her state of the city address tomorrow speaks out on the crime crisis in oakland.

>> we need to get back to enforcing the laws that we have. certainly we're at a time that if we need the national guard, well, let's call in the national guard. >> leaders called on the mayor for decisive action to change the course of the crime surge in oakland. i'm leslie brinkly, abc7 news. >> our abc7 neighborhood safety tracker shows you a wide range of public safety statistics for oakland, san jose and san francisco. you'll find it on the front page of abc seven news.com. your neighborhood drug store could soon be closing. >> rite aid has officially filed for bankruptcy as it tries to dig itself out of billions of dollars in debt. abc7 news reporter lena howland has a look at the impact after 60 years in business rite aid, one of the nation's largest drugstore chains with 2100 pharmacies nationwide filed for bankruptcy. >> this comes as the company faces slowing sales, increased competition and recently settled lawsuits for its role in the opioid crisis. agreeing to pay

$30 million with the bankruptcy filing. the company says it was able to secure $3.45 billion in new financing from lenders. that money should help it pay employee salaries and carry out its restructuring plan. >> an i'm so disappointed gillian mckee, a longtime pleasanton resident, says she has relied on her neighborhood rite aid for 28 years, while rite aid says they plan to close some under performing stores. >> they haven't announced which ones. mckee is hoping hers off of hopyard road won't be on the chopping block. >> i would be very sad to see this one go. as you saw, i'm about to head off drive ing somewhere and this is my stop point to get a few things before i go, you know, because it's so handy. i just live two miles that way. >> last month, the wall street journal reported that the company was proposing to close roughly 400 to 500 stores in bankruptcy as part of the bankruptcy process. the company says it would accelerate the pace of store closures and sell

off some of its businesses, including prescription benefit provider. a elixir solutions. in a statement, rite aid said the company is making every effort to ensure customers of impacted stores have access to health services, whether at another rite aid or a nearby pharmacy, and will work to transfer prescriptions accordingly so that there is no disruption of services and for the locations that are closing, rite aid says they will work to transfer associates daetz to other locations when possible. all in pleasanton. lena howland, abc seven news. >> another pharmacy chain that's struggling is walgreens. walgreens announced last week that it plans to cut $1 billion in cost cuts next year, drastically shrinking the company. walgreens lost $180 million in the last quarter and shares have fallen almost 40% this year. new ceo tim wentworth begins his tenure later this month. >> more job cuts are on the way for bay area based linkedin. the professional networking site is laying off 668 workers. that's

on top of 716 workers who were laid off in may. the new job cuts represent 4% of linkedin's workforce. the company is owned by microsoft but is based in sunnyvale. linkedin is also subleasing its san francisco office in the north bay. >> a meeting is underway right now that could determine if teachers in the sausalito marin city school district will go on strike. members authorized a strike last month. today, the union and district are presenting their contract proposals to a three member panel that will then make a recommendation for an agreement if no deal can be reached, the union could call a strike bomb threats shut down several bay area schools today. stratford schools in fremont and dublin closed for the day after receiving an email claiming there were explosives on campus. dublin police checked the campus with bomb sniffing dogs as the staff waited outside. nothing turned up, thankfully, in any of the searches. police say private schools in los angeles and other parts of the country received similar online threats. the fbi

is now investigating california is investing $500 million to improve student math and reading scores. >> state superinten dent of public instruction. tony thurmond said the money will go to higher literacy coaches and math teachers, educators, school staff and administrators. others will be eligible for professional development grants so they can help teach reading and math in schools. >> it will take the entire team at a school and at a district to support our students. that team might be a specialist out or a reading coach. there are roles for the principal to play. >> california is also investing $4 million in other programs like universal preschool, mental health resources and programs to close the achievement gap that grew deeper during the pandemic. >> more protests as the israel-hamas war continues and the local plea to stop threats here in the bay area. also, nasa has new research partners and it's right here in the south bay and a popular chain of coffee shops that started in san

either on the scene. this is video taken minutes ago on westbound 80 near the alportel exit. you can see the freeway is shut down while highway patrol officers investigate. a white toyota corolla is on the side of the freeway with a shattered window. the broken glass may have injured a passenger. we are working on getting more details on what happened. >> the first ever philz coffee shop closed its doors for the last time today. the coffeehouse chain known throughout the country got its start on 24th street in san francisco more than 20 years ago. abc seven news reporter luis pena went to the mission where many coffee fans flocked to say their final farewell. >> for two decades, philz coffee has captured the hearts and mornings of millions across the country. today, they closed a coffee shop where it all started in san francisco sos mission district. >> this is really sad. >> this feels location served their last cup of coffee at 1 p.m, marking an end of an era for customers like cha soto, who

grew up coming here as a teenager and also years later as a mom. >> personally, i love phil. we used to come and sit out here and he would sit on the bench. he would talk to my kids when they were little. >> his spirit of community is what kept many coming back. we've been coming here for how many years? >> about a dozen years. yeah. >> after opening in 2003, philz has expanded to over 60 locations with the majority in california. and even though they're closing the first one, the business continues. >> we're just closing because we did not renew the lease. well, it's the original. the spirit is built from here. >> despite foot traffic not being the reason behind phil's closing this store throughout the mission district, a lack of business is leading to many closures. one of them is medianoche, a cuban restaurant set to close at the end of this month. after six years in this neighborhood, the restaurant does a lie. >> my home 40 hours on the week. it's one of my house. this that's so hard.

>> according to the golden gate restaurant association, in 2022, san francisco reported twice as many restaurant closures as openings. and now it's not looking promising for many. >> unfortunately. it's just been pretty slow in that area, particularly around valencia street, 16, 17th, 18th and onward. the restaurant owners we've talked to who've made those such, you know, such hard decisions to close has been a lack of sales as many enjoyed their last moments at phil's original coffee shop chair made a call to bring closure to many. >> she called phil on speakerphone. phil had a message for everyone. okay, everybody, i want to tell you all, thank you so much for your dedication and your love in san francisco, luis pena, abc seven news. >> well, we all know san francisco has a thriving and diverse restaurant scene. now it's official. a report by a company called datassential ranked san francisco as the most

food forward city in america. the ranking is based on a number of factors, including diversity of cuisine and prevalence of emerging foods and flavor trends, as well as residents appetite for varied menus. other cities ranked in the top five include la, miami, washington, d.c. and san diego. >> san francisco restaurants will be highlighted for two weeks in november this year. fall restaurant week is longer than ever and extra four days due to the apec summit, which is expected to bring thousands of diners and some world leaders. i spoke with amy cleary from the golden gate restaurant about what you can expect this year. >> it's a real diversity of cuisines. it's not just it's not just one thing. there's chinese, there's japanese, there's mexican, there's a little bit of everything. and i think that's really great. it's a chance to, you know, we always say to like, go back to your favorites because they need your support. but also, you know, to take a look at the list and see, wow, i've heard about this place. i've always wondered. it's a great chance to try it. >> sf restaurant week 2023 is

expected to release the full list of restaurants tomorrow, so you'll want to check then. yeah. >> wow, that's exciting. >> i try to get it out of them early, but no, you did. >> all right. let's turn our attention to the forecast as we start another week. >> we don't have to pry too hard to get that information out of spencer, though. >> you don't see all that food, though. just made me hungry. right. but all i can look at now is my weather menu. so here's what's happening right now on live doppler seven, the looping image shows a weak cold front that has been passing over the bay area, mainly the north bay all day. and there was a slight chance, we thought early in the day of maybe some isolated sprinkles. but so far we have no reports of any measurable rainfall. just a few clouds passing by and of course, a cooldown. now it's a little bit breezy out there right now with most surface wind speeds between 15 and 20mph. now terribly gusty, but a breeze nonetheless. and you can see the 24 hour temperature change showing most locations anywhere from three to about eight degrees. cooler than at this time yesterday. here's the view from sutro tower looking out over san francisco,

under partly cloudy and partly sunny skies, 69 degrees here in the city right now. we have low 70s at oakland and mountain view, mid 70s at san jose and palo alto, 72 degrees right now at half moon bay. and looking at the golden gate, you see lots of blue sky there and those broken clouds passing over. as i mentioned earlier, looking at live doppler seven, 75 degrees right now in santa rosa. we have upper 70s at novato and napa, 81 at fairfield and upper 70s at concord and livermore. one more live view. beautiful view looking westward from emeryville across the golden gate. and these are our forecast headlines. low clouds and some high clouds as well. we'll return to the coast and bay overnight. much warmer pattern begins tomorrow and the peak of that warming will occur on wednesday and thursday. for tonight, the forecast animation looks like this continued passage of high clouds overhead and some low clouds will return to the coast and push across the bay as well. during the overnight hours. so tomorrow morning, early morning commuters may be greeted by some areas of light fog here and there, but it

looks like it'll be dry and the skies will clear quickly by mid-morning, giving way to sunny conditions. now, overnight, low temperatures will be mainly in the upper 50s to around 60 and around the bay shoreline and moving down to the south bay, mid to upper 50s in the inland east bay, mid 50s and a little bit cooler up in the north bay there. and tomorrow's highs 66 at half moon bay, 72 here in san francisco, mainly mid 70s around the bay shoreline, mid 80s in the inland east bay. and as we skip ahead, looking at the high temperature range for the next several days, wednesday we'll see the warm up kicking into high gear with low 90s in the warmest inland spots. thursday will be the warmest day in the forecast period and a sharp cooldown begins on friday. so here is the accuweather seven day forecast. almost summer like on wednesday with highs near 90 inland mid 90s inland on thursday, upper 80s to almost 90 around the bay shoreline on thursday, friday cooling begins and then a sharper cooldown will occur going into next weekend. temperatures will be in a much more autumn like range. dan very nice.

lee announced the launch of the berkeley space center. >> yeah, it's coming to nasa ames in mountain view. abc7 news south bay reporter zach fuentes was there for the announcement. >> berkeley space center sees nasa ames and uc berkeley joining forces to create an all new campus for research and advancement. they say the $2 billion project will bring the private academic and governmental sectors together. feels so wonderful that we're at this point in the game because this public announcement makes things actual. >> it makes it known to the world. >> the campus is planned to be built at nasa ames in mountain view. those behind it say it will bring technological breakthroughs in fields like

aeronautics, quantum computing, climate studies and more. some of the biggest beneficiaries of it will be uc berkeley students. it's so exciting. >> i mean, these are going to be world class institutions that are not only going to bring students, but industry for us to learn from. >> phd student taylor waddell already works as an engineer in an existing program the university has with nasa. being able to have world class research facilities is really exciting at first. >> and then we also have all these hopefully commercial companies that are going to be coming in and that allow us to get industry experience, work with these companies, maybe even have full time jobs at experience and that's what students love and need, just as excited about the project are officials at nasa ames. >> this will be a completely different environment for a nasa research center where we're really going to blend and integrate the best of the academic community as well as government laboratory like nasa. >> the center will be built on 36 acres and feature one point 4,000,000ft■!s of research and development. building developers, partners still have a lot of work ahead before the campus is up and running. >> it's anticipated that that first building could begin

ramping up its retaliatory attacks on gaza city, where a growing number of palestinians are trying to escape to safety. >> the us is working with officials in egypt and israel to open up a border crossing from gaza to help foreign nationals get out. abc news reporter ines de la cuetara has the latest from jerusalem. >> eight trucks and ambulances are now stationed at egypt's border with gaza, waiting for the rafah crossing to open. many people are also gathering on the gaza side, hoping to be among the passport holders allowed out of the war zone to safety, including zakaria aliriza from michigan, who was visiting family in gaza city when hamas launched its deadly terror attack. i cannot sleep. >> a lot of bomb, no water, no food, no nothing. no no life here. no life. >> despite pleas from secretary of state antony blinken to egypt's president, egypt still refusing to open the border unless israel allows food, water and fuel to flow back into gaza. abc obtaining audio reports from doctors without borders staff inside gaza. i mean, today we

were for two hours searching for drinkable water, no electricity. >> i mean, we don't know what will be tomorrow and where we are going. >> a senior state department official saying egypt has informed the us that there are acute security threats near the crossing, which currently prevent us officials and others from aiding american is inside gaza. it comes as israel prepares for a potential ground invasion into gaza, amassing some 360,000 reservists. an israeli lieutenant colonel telling our matt gutman some of their forces are already inside gaza. >> so there are specialized israeli units probing into the area in gaza pretty much as we speak. >> we have special forces and regular infantry, artillery, tanks, armored divisions and battalions that are operating in that area. >> israeli airstrikes continue ing israel defense forces saying they've killed the head of hamas. general intelligence s more than 2700 palestinians have been killed during the israeli retaliation. nearly 10,000

wounded in israel, more than 1400 killed by hamas, including 30 american indians. president biden is considering a visit to israel, but a senior us official tells abc news any trip would only be to soften the hardliners inside the netanyahu government, who are blocking food and water from entering gaza. ines de la cuetara. abc news, jerusalem. >> and this was the scene at uc berkeley earlier today. hundreds of pro-palestinian students filled sproul plaza and blocked access to the cal campus at sather gate. the demonstrators called for a free palestinian state and for better representation of palestinian students on campus. the rally also attracted a handful of counter demonstrators who held up israeli flags. today's rally remained peaceful, while last week protesters support israel clashed with pro-palestinian groups on campus and the san francisco district attorney, brooke jenkins, is apologizing for a tweet that she posted about one of the protests that took place in the city over the weekend in the tweet, jenkins

described the event as a pro-hamas rally and blamed protesters for death to israel. graffiti left behind in the area downtown. jenkin has since deleted that tweet after she says members of the muslim and arab communities reached out. jenkins writes, i listened and understand their concerns and as a result, deleted the tweet. i do not support violence. the clearly anti-semitic graffiti has no place in san francisco, and we must be mindful that a person who chooses to engage in hateful acts is not representative of an entire community or faith. >> a billboard in berkeley condemning the hatred of jews has been vandalized. someone wrote. gaza is a concentration camp over the jew belong billboard on university and san pablo avenues. the graffiti also shows support of the coordinated attacks led by hamas in the gaza strip. jews belong says this is the third time their billboard in berkeley has been vandalized. we are continuing to keep you updated on what's happening in

postponed tax deadlines for taxpayers and 55 of the 58 california counties. it's now november 16th. the extension does not include residents of lassen, modoc and shasta counties. the irs initially extended the traditional filing deadline to today because of last winter storms. it's important to note this change does not apply to state taxes. the deadline to file those remains today. >> taylor swift has another hit on her hands and celebrating 100 years of disney. >> the ford four's

you have larry and spencer joining us. so you probably saw it. the niners first loss of the season also included the loss of two of the team's biggest stars. right now. no word from the team yet on the severity of injuries suffered by christian mccaffrey and deebo samuel. mccaffrey injured his oblique in the second half of yesterday's loss in cleveland. samuel hurt his shoulder in the first half of the game and did not return. i'm not sure how. i mean, how concerned are we looking at what happened and where we are now? larry what do you think? >> not very. i mean, it took the perfect storm of injuries, bad weather for brock purdy having his worst game as a pro. in addition to cleveland's defense being very aggressive. and on top of that, a rookie kicker who misses with the game on the line

was always something of quality and fun to sit around with your family and watch. kristen, how about you? then we'll go to spencer and larry. >> it's a disneyland memory, actually, just when my daughter was really little, she enjoyed talking to belle and asking why the little hair clip of belle doesn't look like the belle that's in front of her. yeah, it was so cute. yeah >> when i was a kid, around 8 or 9 or ten, i used to love watching the mickey mouse club. that was fun. yeah. and every day of the week was a different theme. like fantasyland, adventure, land, frontier, land, fairy land. but probably my favorite disney memory is taking my young children to disney world. and for the first time, when they were really little and oh, i think i had a much better time than they had actually. >> no, that's so true. when i took the kids, when they wer die fun because so joyful seeing them have a good time. how about you, larry? >> i could probably give you a dozen. we don't have time for that. but i remember one thing. when my oldest daughter, kiana, when she was really little, it

was a tradition where we would watch bambi all the time on vhs. so you know how many years ago that was. and my wife and i had this had this arrangement towards the end of the movie, you know, bambi's mom doesn't quite make it right. and so one of us would distract kiana and the other one would fast forward, pass the part where it was sad, and then, you know, oh, okay, we're back to the movie. and where's bambi's mother? and oh, she's fine. she's. she just took a walk. you know, we came up with all sorts of excuses, but that was we did that over and over again. it worked every time. i'm not even sure kiana knows to this day what happened. >> you know what's interesting about that is that was a really i remember that as a kid, my wife and we were talking about it a few a couple of weeks ago, actually, that was really upsetting for her. >> it was upsetting for me. >> pretty heavy duty, actually. back then to confront death in that way. and i think it was educational for a lot of kids in some ways, but it was also it was pretty, pretty heavy. >> yeah. a number of the disney movies have that kind of crisis, you know, lion king as well. i

farms of its kind in the country . >> and so it's a relatively simple system. you know, you pump water in offshore, you run it through some tanks, you use natural sunlight and you perpetuate seaweed to the point where it over supplies itself and we're able to harvest it. and put it into the commercial market. >> the aqua farm, which sits several hundred yards from the moss landing marine laboratory, is a joint venture with san jose state. the tanks, which provide a bubbling saltwater home, are dr. graham's own design. but he says the key is their ability to draw in the critical ocean water through an existing pipeline in the pipe was originally built for an industrial plant many years ago and later used for research. it's a legacy structure that would have been difficult, if not impossible, able to permit in recent decades , as the state of california has a pretty rigid regulatory environment, when new things go in the water. >> and so once we start getting those applications through and getting some pipes in and locations in that aren't going to do environmental damage, you're going to start seeing

these types of systems show up and there is growing support on several fronts. >> a number of marine labs in northern california are growing specimens to help repopulate offshore kelp forests under threat from environmental pressures. north bay congressman jared huffman has also introduced legislation to streamline commercial regulation, arguing that an expanded kelp farming industry would have both economic and environmental benefits and there are all sorts of really interesting uses for kelp. >> people may think of it as something that, you know, maybe you see in a sushi dish, and that's it. there's actually all kinds of interesting products and applications. >> back in moss landing, michael graham is already planning a major expansion at a second location with an existing seawater pipeline in place, potentially making kelp, seaweed and other farm products available to a broader market. >> and we're going to start being able to make seaweed and abalone and other shellfish at a price point in which normal consumers and what i mean by
