tonight with the exception of some coastal locations. highs will range this afternoon from upper 80s to upper 90s near 100 heat related illness is always a possibility under conditions like this, with such excessive heat. and of course, as the temperatures rise, the air quality declines. today, as they spare the air day moderate to poor air quality at best. and we have a high surf advisory in effect also until 7:00 this evening. so even if you want to escape to the beaches there are hazards to be on the lookout for. jobina >> thank you, spencer. good morning, everybody. so we are going to start with our richmond-san rafael bridge camera because the sig alert that we thought would be canceled today remains in effect. all three lanes in the westbound direction are closed there due to a deadly crash from last week. wide load vehicles are not allowed on the bridge. you must take highway 37 to get into the north bay. the bay bridge toll plaza here. metering lights came on at 542. and also we want to bring in video from our newsroom of an earlier crash that was reported around 1:00 this morning involving a muni bus and a pedestrian. this was

at venice and o'farrell. it was closed until about 45 minutes ago. so all lanes have reopened. so want to let you know about that update. but we do not unfortunately know the condition of the pedestrian involved in this crash. kumasi >> thank you, jobina some of you may have been startled to say the least, by a test earthquake alert on your phone overnight. and for many people that alert came seven hours before it was supposed to as a part of the great california shakeout. abc7 news reporter lena howland joining us live from pleasanton with what you need to know about that and about the test today. lena >> hey, kumasi. bart is one of several organizations across the state taking part in the great california shakeout today. they all to make sure that everyone is prepared for the next big earthquake. now, some of you may have already gotten what appears to be a misfire of the alert sent out a full seven hours early at 319 this morning, we are still waiting to hear back from the myshake team on why

that was sent so early. but here's what's actually supposed to happen later on this morning, right at 1019, anyone with the myshake app, including bart riders, will receive a notification. that's a test. and in that moment, everyone participating will be asked to drop cover and hold on as if it was a real earthquake. bart says once there shakealert is triggered, trains will automatically slow down to 27mph before coming to a very brief stop. bart will make a system wide public announcement on all trains at that moment, encouraging riders to be prepared for earthquakes. and they'll also be testing their earthquake alarms to make sure they're working. it's something my shake up users should already be familiar with after the app alerted folks across the bay area to an earthquake in isleton yesterday, alert is operating very, very quickly. >> shakealert is not prediction. it's saying an earthquake has happened and we're going to let you know that the shaking is about to reach you. so everything is happening very, very quickly. this means we

for civilians in gaza. >> yeah, as reggie said, the deal announced by the president last night will allow trucks filled with humanitarian aid to cross into gaza from egypt, including basic supplies like water, food and medical supplies. right now, nearly 150 trucks are filled with life saving aid and waiting at the border. but egypt's president has only agreed to allow 20 through the border, according to the president, some trucks could be sent out as soon as tomorrow, but the roads in the war torn area need to be fixed before that happens. as the president says, all sides agree that aid is needed to people in gaza. >> i got no pushback. virtually none. let me say it again. i got no pushback from the israelis or from all the partners here. all the partners. >> the president's visit came shortly after the deadly hospital explosion in gaza that killed hundreds of people. sources confirm with abc news the rocket was fired by

palestinian military. but arab leaders accused israel's military of bombing the hospital, which triggered protests across the region. people shouted anti-israel and anti american slogans. israel denied it was involved with the explosion. last night, president biden said justice must be done, but cautioned people to not be consumed with rage. kumasi. >> thank you, jobina. students across the bay area joined a national walkout calling for a cease fire in gaza. marches were held from berkeley to san francisco. more than 100 teens taking to the streets outside of galileo high school in the city yesterday. >> they have been seeing horrific images on the tv of people getting killed. you know, a million people getting displaced in palestine. how does it feel to be walking with so many of your fellow students today? >> it feels powerful. it feels like my voice is actually heard in a lot of times. it hasn't been. you just need to be human.

just to feel with these people that are getting killed. free palestine. >> city officials and community members called for peace on the steps of city hall. president biden is planning to address the nation tonight to give an update on the situation in the middle east. you can watch it live starting at 5 p.m. right here on abc seven. and wherever you stream, the secret service has declared a national special security event for apec. >> now, this conference is going to bring more than 30,000 delegates from around the world, including the president, to san francisco next month. and that means security is going to be tight in the designated higher security zone at moscone center and yerba buena gardens. the secret service will put up a 14 foot where they're calling unscalable fence. that area will be limited to people with credentials along the outer perimeter. about 1000 chp officers will support sfpd. >> the number one priority for the united states secret service, as well as everyone standing here today, is the

safety of the world leaders, the attendees coming to the apec summit. but as well as the general public here in san francisco, the secret service will close 12 blocks around the moscone center. >> and the part of the central subway that runs underneath the security zone will also be closed. and this is major for apec runs november 11th through the 17th. >> governor newsom is going to china next week for a high profile trip. he's visited china several times over the years, including when he was a city official and mayor of san francisco. it's not clear whether or not there are plans for him to meet with chinese president xi jinping. the governor's office says he'll be focusing on climate issues and advancing cultural technologic and economic collaboration between california and china. still to come, oakland's plan to cut down on car thefts that have increased by more than 50% since this time last year. and a scary moment for a carnival worker when he gets stuck 30ft in the

about 30ft in the air after a mishap on a ride. officials say the worker was loading the ride when a gust of wind picked up and it started to move it around. the worker held on because there was a kid inside. and so he was trying to protect that kid. and thank goodness he

did. the other workers eventually were able to get to it, and they got this worker back to the ground. no one was hurt, but but obviously, this ride was closed for the day. should should wind be able to push you up like that? because i'm thinking no. well i don't know. >> spencer lynn can do straight edge things. >> i guess it can. >> that's one of the strangest things i've seen. but man, what a brave guy that is. >> no kidding. and also the upper body strength. >> yes. and that he held on for sure. we're going to need some strength today to get through this heat advisory which covers the entire bay area, with the exception of a couple of coastal areas. high temperatures will range from upper 80s to near 100. and the hottest spots, of course, in this kind of excessive heat. heat related illnesses are always a possibility and the air quality is declining. so today is a spare the air day as the temperatures go up, the air quality goes down. on we go to the high surf advisory now you're looking to escape the heat. you think all let's go out to the beaches. well that might not be a good idea either. as wave heights are excessively elevated, large breakers up to 17 to 22ft, rip currents and

sneaker waves are a possibility under these conditions. so if you're going to the coastline, just exercise caution. high temperatures today will range from 84 at half moon bay to 90 here in san francisco, low 90s right around the bay shoreline and all of our inland areas, north bay, east bay and south bay will see highs in the mid to upper 90s and once again, some record highs for this date are likely the good news is that one more day and temperatures drop sharply, it's going to be much cooler tomorrow by about 15 to 20 degrees in most locations with further cooling likely on saturday and then on sunday, cooler weather with even a chance of some showers. so relief is right around the corner. we just have to sweat it out, pun intended. today where do we go next? >> i will be set to sweat. spencer, you better believe that. thank you. coming up, details of the deal that ends a potential san francisco unified worker strike. the raise those employees are going to be getting. and a paddleboarder off the california coast shocked when they get a little too close to a whale oil as we had to

governor newsom set aside funds after mayor shengtao asked for state help with crime. we asked her about that on midday live, and she said the readers will be used to monitor our real time crime and also know for evidence later in prosecution when they do more than just read license plate. >> these cameras are high definition cameras that can really get the details of the vehicle that the suspect is in so that we can get our airplane up and going so that we can follow and track the suspect. >> city data found robberies climbed by 35% compared to the

same time last year. motor vehicle thefts of any kind are up more than 51. i'm seeing right now on the bottom of your screen, it says that chief lauren armstrong won't be rehired. and that was something she also made news about yesterday on midday live. he is one of the seven people being considered for the job again. you'll remember that the mayor fired him earlier this year and she says that she has no intentions on having him back in that job. new developments, the san francisco unified school district announced it has reached a tentative agreement with the service workers union. it would give a 16% pay increase through 2024, plus a one time stipend of $1,300. the union represents just over 1000 employees. the agreement would be finalized by vote in the next board of education meeting. >> imagine you're out paddleboard ing, minding your business and a whale surfaces right in front of you. >> this is your dream. now. >> this is really my dream. but also i don't want to be too close because look, that

richmond-san rafael bridge in the westbound direction due to three lanes blocked here due to an earlier crash last week. reggie and kumasi, thanks to being a developing news, president biden will address the nation tonight after returning from his visit to the middle east yesterday, he announced that he brokered a deal to allow humanitarian aid to pass through egypt's border with gaza. >> the president's trip came shortly after a deadly explosion at a gaza hospital. it killed hundreds of people. sources confirm with abc news the rocket was actually fired by palestinian militants. however, arab leaders have accused israel of the blast. the blast triggered protests across the region in a bay area resident who witnessed the tragedy and destruction in israel firsthand is finally back here in the united states. >> tesla morgan arrived at sfo from portugal yesterday with assistance from the state department and north bay congressman mike thompson's office. morgan spent ten months in israel traveling with a jewish youth group. she said getting back to sfo was not easy

prepare nor-cal. we do have a guide of things you can do to get ready right now. >> today we are expecting to learn more about the deadly shooting of a man who drove into the chinese consulate in san francisco last week. police are expected to release new video of the incident. 31 year old jin yuanhong rammed a car into the visa office where dozens of people were inside. investigators haven't released a possible motive or given details as to whether or not yan had a weapon. sfpd will be holding a virtual town hall this afternoon. another update is also expected from police about that rolling gun battle from fisherman's wharf to the embarcadero and howard street. it happened back in june. so out of the six people who were injured, four were bystanders. the shooting happened while people were walking, riding their bikes and just driving in that area. authorities are expected to speak at 10 a.m. from the sfpd public safety building. >> san francisco is set to become one of the diplomat capitals of the world for the

2023 asia pacific economic cooperation summit, known as apec. this happens in just a few weeks, and now we're finding out how they're going to handle security. 30,000 delegates from around the world will be here, including the president of the united states. abc7 news reporter gloria rodriguez is in the newsroom this morning with some of the concerns coming from chinatown merchants. >> gloria, good morning, reggie. yeah, there are road closures and public transit detours planned around apec and that has some business owners worried it'll deter tourism. but some are still expecting a very busy week. it's unclear whether chinatown will be busy as usual during the apec summit in november because of safety measures for the conference, which is happening at the moscone center. sfpd, chp, the military and secret service will be providing heavy security. tsay almost two dozen world leaders will be there, including president biden. sfmta is making some adjustments because of the conference and some muni lines will be rerouted. and that's

story in the height of the pandemic. mark sheena ran sunnyvale based arayat corporation an. prosecutors say he lied to investors about inventing technology that tested for allergies and covid 19 with just a few drops of blood. he was convicted last year of bribing doctors and defrauding medicare for these tests as part of the settlement. sheena has also been ordered to pay $24 million in restitution. >> it's been almost 20 years since alabama team teen natalee holloway disappeared on a trip to aruba. this morning, her family can finally say that they know what happened. and urine van der sloot has confessed to her murder as part of a guilty

plea in a federal extortion case. van der sloot was accused of demanding $250,000 from holloway's mother in exchange for information about her as part of the deal. vandersloot admitted that he was with holloway at a casino hours before her disappearance. he says the two were later kissing on the beach when holloway denied his advances as she needs me. >> she ends up needing me in the crotch when she needs me in the crotch. i get up on the beach and i kick her extremely hard. and in the face. >> van der sloot says eventually he bludgeoned, earned holloway to death with a cinderblock that he found on the beach. her body has never been found. and yesterday they said it never will be found. van der sloot will now be transferred back to peru, where he's already serving a prison sentence for murdering another woman. that murder happened after natalee holloway. it's an unbelievable story. >> a warning this morning for

anyone who loves true crime stories. a doctor from the cleveland clinic says the genre could be having a negative impact on your mental health. the doctor says your view of the world changes easily. if you are constantly consuming grisly murder stories. it can make you overly wary of other people, including people you've known and trusted for a long time. at home. some even find themselves triple checking their locks at night and not being able to sleep. >> notice when you've had too much, or if you're more than hyper vigilant, if your anxiety is increased, if you're fearful of leaving your home, if you start to isolate and you're thinking more about the true crime than you think about anything else, it's time to take a break. >> she says those feelings of heightened anxiety can lead to isolation. that's not good for your mental health and also, she says, moderation is key. you should limit your consumption and find other hobbies and activities. olympic legend mary lou retton has suffered a

before page mill road is the site of the crash. speeds still resting around seven miles per hour. and that spot we haven't shown you the 880 at the coliseum camera in oakland this morning. so i wanted to bring this one in. so you can see the traffic in this area moving pretty smoothly for the most part. but we have an over three mile backup now as you approach the richmond-san rafael bridge in the westbound direction due to those lane closures on 580. so we still have three lanes shut down in that area and wide load vehicles are not allowed here. you still have to rely on highway 37 kumasi. >> all right, thanks, jobina. >> the 40 niners are playing in prime time monday night football. next week they're going to be on the road playing the vikings coverage starts right here on abc seven at 5 p.m. followed by after the game. >> delta airlines is backtracking on some changes it recently made to its skymiles loyalty program after complaints from its customers. the airline is keeping the biggest change, which transitioned its rewards program from miles base to spending base. however they're going to make it easier for frequent fliers to reach the
