everyone. i'm andrew dymburt. good morning to you. >> i'm rhiannon ally. we want to begin with president biden's plea to the american people. >> he made his case last night for why supporting both israel and ukraine is vital to us national security. and overnight we learned how much money the president is now requesting from congress for both wars. >> meanwhile, the us has taken its first military action in this war to defend israel. a us navy destroyer shot down cruise missiles launched by an iranian backed rebels in yemen and another troubling sign that this conflict could spread. >> projectiles were fired at a us military installation in iraq. it comes as israel appears to make final preparations for its ground invasion into gaza, where aid shipments have once again been delayed. this morning , president biden is preparing to send an urgent funding request to congress that includes aid for ukraine, israel and us border security. biden from the oval office last night appealing for support. >> we can't let petty partizan angry politics get in the way of

our responsibilities to the great nation. and we cannot and will not let terrorists like hamas and tyrants like putin win. >> the $105 billion aid package includes $60 billion for ukraine and 14 billion for israel. the israelis declared war on hamas nearly two weeks ago after militants slaughtered more than 1400 people in israel. fresh off his visit to the war zone, biden said he cautioned the israelis about blind rage. >> i said that when america experienced the hell of 911, we felt enraged as well. while we sought and got justice, we made mistakes. >> he is very concerned about that. according to a us official , he wants to talk to the israelis, continue to talk to those israeli leaders about using some caution on how does this end? what is it you want to accomplish? >> so, you know, israel's defense minister yesterday told his troops they will soon see gaza from the inside, suggesting a ground offensive is imminent. >> these satellite images show hundreds of israeli tanks and

armored vehicles north of gaza. a source says israel is preparing for a long war with many casualties. one reason for the delayed ground invasion. israel is setting up hospitals waiting for more medical supplies. we're going to have to destroy hamas. >> we don't have an obligation. we don't we cannot have this happen again. all the way. >> yeah, israel has pounded gaza with airstrikes for days. the ministry of health in gaza says 307 palestinians were killed in the past 24 hours, bringing the overall death toll there to more than 3700. condition are becoming more dire by the hour. people left without food, water and medicine. surgeries at some hospitals are reportedly being done without anesthetic. president biden says he brokered a deal to get humanitarian aid into gaza and the white house is hopeful the rafah crossing on the egyptian border will be open today. but repairs to a road near the crossing damaged by an israeli airstrike are taking longer than expected. and meanwhile, a new concern about this conflict expands. a us navy destroyer in the red sea shot down multiple missiles and

drones heading toward israel, launched by iranian backed rebels in yemen and in iraq. projects shells were fired at a us military installation near baghdad's airport. are no injuries reported. president biden last night vowed to hold the iranian regime accountable for supporting both hamas and russia's war in ukraine. as for those trucks carrying aid for gaza, officials say they've been delayed likely until tomorrow. >> we are following breaking news from maryland where a state judge has been shot at his home and has died from his injuries. the washington county sheriff's department says judge andrew wilkinson was found in his driveway in hagerstown suffering from gunshot wounds. no information about a suspect was released overnight. police did not comment on a report that the shooter had a case before the judge. and police are now protecting other local judges as a precaution, threats against judges have been on the rise in recent years. back in 2020, the son of a federal judge in new jersey was murdered by a man who was angry at the judge. that led to federal legislation that

would make it a crime to publish addresses of federal judges and their families. but again, the victim in this case overnight in maryland was a state judge. we will, of course, bring you more information as we get it. >> let's turn now to the new chaos on capitol hill. it's day 17 with no speaker of the house. and now we've learned the man filling in as temporary speaker has threatened to quit. abc's liz landers joins us from washington, d.c. liz, even though congressman jim jordan has the most votes, he still doesn't have enough for the job. that's right. >> andrew. good morning. congress man jim jordan is still struggling to find the votes to be elected speaker. so a new plan was floated to give the temporary speaker more power. but that's only led to more uncertainty this morning. congressman jim jordan is vowing to take his bid for house speaker back to the floor for a third round of voting. i'm still running for speaker and i plan to go to the floor and get the votes and win this race. but a meeting last night with the holdouts in his party failed to

change any minds. jordan's other plan already failed. he floated giving the temporary speaker, congressman patrick mchenry, more power to buy jordan. the time to change people's minds. but talks reportedly ended in a screaming match. >> i'm opposed to it. and a lot of us feel the same way. oh, hell no. >> no, no. >> abc news has learned mchenry threatened to quit if his colleagues tried to give him more power outside of his caretaker role, which he took on after former speaker kevin mccarthy was ousted. >> some other alternative here is something that i believe is unconstitutional and not conforming with house rules. further more that i would not participate. >> in the meantime, congress remains paralyzed, unable to take up president biden's request for israel and ukraine war funding. all while another potential government shutdown looms next month. congressman jordan has scheduled a news conference for this morning before a third round of voting begins as rhiannon. all right,

liz landers, thank you for that. >> the army private who fled into north korea over the summer is in us military custody, now facing a slew of charges, including desertion and child. travis king was released from a south korean prison in july where he had been serving time for assault. then on his way back to the us, he suddenly bolted across the border. north korea held him for two months and then released him to the us. king's mother is asking for the presumption of innocence, saying a mother knows her son. and i believe something happened to mine when he was deployed. >> we have new video of the terrifying moment a car came crashing through the chinese consulate in san francisco. turns out that was only the beginning of what became a deadly encounter. here's abc's andrea fujii. >> this morning we're getting our first look at what happened after police say a man drove a car into the chinese consulate in san francisco and was eventually shot by police as a car runs into the china embassy and the guy has a gun.

>> the chaos unfolding october 9th calls to 911 saying the suspect crashed a car into the consulate's visa office and had a gun. >> people running out as security guards surround the suspect. newly released police body camera video shows a sergeant running through the broken glass doors almost immediately overcome by pepper spray. security had used on the driver. the sergeant trying to arrest the suspect. she got a gun. the suspect appears to start swinging a knife and the sergeant shoots additional officers, then try to find the man's knife book. >> i should have told me he had a knife. >> the suspect, 31 year old san francisco resident jean wen yang, died at the hospital. police say they also found a loaded crossbow and two fired gun casings in his car. the police chief defended his officer's actions. >> we don't know what we don't know. and what we don't know is what he can or can't see or what

2020 election. as part of her deal, powell must testify truthfully against her co-defendants, which do include donald trump. in exchange, she will avoid prison time. >> now to a big story in the sports world. one of the most prestigious college football programs is under investigation for allegedly cheating. this morning, one of the biggest schools in football is caught up in a sign stealing scandal touchdown. the ncaa says it's investigating the university of michigan after yahoo! sports reported the team allegedly sent people to the games of future opponents to gather signs used to call plays. >> stealing signs is not against the rules in college football, however, what could be is scouting opponents in person. >> michigan is seven and zero ranked second in the nation. >> the big ten came out and publicly acknowledged an investigation. can't overstate how rare that is. and that speaks to me to the severity of these allegations. >> coach jim harbaugh denies the allegations, saying he'll fully

cooperate with the investigation. his lawyer telling espn the coach was just as surprised as anyone else about the investigation. >> the patriots still deal with it, right? i was just going to say, the spygate was like 2007. it's 16 years later and people still make the spygate and jokes, the allegations striking tones of previous cheating scandals. >> in 2007, the new england patriots were accused of videotaping other coaches in what became known as spygate. coach bill belichick later acknowledged he violated nfl rules and in baseball, how to be a 2017 houston astros were accused of using a camera in center field. pitchers signs were relayed to the astros dugout where someone would bang on a trash can, letting their batter know what pitch was coming. as a result, the astros manager and gm were suspended and the team lost draft picks and was fined $5 million. as for michigan, the rule book makes no mention of a potential punishment if the allegation are found to be true. >> we will keep watching that story for sure. coming up, a
