lingering patches of fog will dissipate as we get into the mid morning hours. sharp cooldown from yesterday's record heat and it'll be even cooler this weekend with showers arriving on sunday for today. look for high temperatures of 64 at half moon bay, 68 here in the city across the bay, oakland high of 72, up north, 75 in napa, 80 santa rosa, inland east bay, concord 83. livermore 85. down in the south bay 82 will be the high at san jose and as i mentioned, it will be further cooling going into the weekend. jobina >> thank you, spencer. good morning, everybody. so we are beginning with that sig alert that is still in effect at the richmond, san rafael bridge. so we have three lanes blocked on westbound 580 and again, wide load vehicles not allowed here on this stretch. you will need to take highway 37 to get into the north bay. we don't know when that's going to reopen because it was supposed to open two days ago at the bay bridge toll plaza. no metering lights. just check the log again from the chp. but the western span of the bay bridge is pretty busy as you descend into san francisco and we'll end here with those

drive times for tracy to dublin now officially on the little on the slower end at 37 minutes. thank you, jobina. >> new developments this morning in the attack of a postal worker in san francisco's mission district. we just got new audio and video of the assault. abc7 news reporter lena howland saw it. and joining us live now from san francisco with the investigation and the reward that is now being offered. lena >> well, on the heels of mail carriers crying out for more safety on the job in a rally just last week, another worker was attacked on the job this week. the us postal inspection service shared with us overnight from an attack in the mission district on tuesday afternoon. you can't see the attack, but you can hear the mail carrier scream and then a car speeds away. we're told the worker was not seriously hurt. they believe the gray colored car caught speeding away from the scene had the suspects

inside. but at a rally last week , edward fletcher, head of the regional national association of letter carriers, told us this is nothing new, as several of the people in his union have reported, being assaulted, robbed and threatened while on the job. we have lost some employees. >> they have resigned after being robbed. some of them are still out and have not come back because of the post traumatic stress of being robbed. >> postal inspectors are also asking for help after another mail carrier was attacked and this time robbed of their mail keys yesterday afternoon. they shared these photos with us, which they believe this was the car used by the suspects in the robbery. now, the reward for information leading to an arrest and conviction in for suspects in both of these cases has been set at $150,000 for folks living in the mission district. they are being asked to pick up their mail as soon as possible or have it held at the post office. live

in san francisco, lena howland, abc seven news. >> lena, thank you. one of the suspects recently arrested in connection with the shootout along san francisco's embarcadero is due in court today. bystanders hid behind cars. they ran for cover as people inside two moving vehicles shot at each other. on father's day. a dash cam captured the moment a white car hit a ten year old. and a black suv hit a 16 year old. both survived. and that night, san francisco police detained two people from the black suv and now they've detained three suspects from the white vehicle. >> richard tuiasosopo, xavier pittman and a male juvenile arrest warrants were issued for all three of these individuals. richard tuiasosopo was already in custody at the time of this arrest. both xavier pittman and the juvenile were arrested. >> it turns out pittman won $190,000 in a settlement with the city after he was shot and

injured by an undercover officer in 2021. he is said to be arraigned today. prosecutors said they will ask they will ask that he be detained without bail pending his trial. >> developing news, president joe biden will be asking congress to approve a $105 billion foreign aid package today in a 15 minute speech to the nation last night, he addressed the wars in israel and ukraine while appealing to american values. jobina is live with the president's message. jobina. thank you, kumasi. >> president biden says support for israel and ukraine during the wars is vital for america's national security. from his oval office, he told the american people, quote, if we walk away from ukraine, if we turn our backs on israel, it's just not worth it. as for that $105 billion aid package, $60 billion would go to ukraine and $14 billion to israel. the rest would go toward border security and aid for several other countries. the president says the aid will have a generational impact. >> it is a smart investment. that's going to pay dividends

for american security for generations. help us keep american troops out of harm's way. help us build a world that is safer, more peaceful and more prosperous for our children and grandchildren. >> as tensions rise overseas, the president urged the public to retain american values of free speech and religious practice. he denounced anti-semitism and islamophobia. the first trucks of humanitarian aid were expected to pass from egypt into gaza today, but sources say those trucks carrying water, food and medicine have been delayed because the roads in the war torn area are not yet repaired. the first convoy could cross the border sometime tomorrow. kumasi >> thank you, jobina president biden's address is coming as governor newsom arrived in israel today. israeli president isaac herzog shared this photo with newsom just a few hours ago. the governor is on a one day trip there meeting with those impacted by hamas's attack on israeli civilians. the state is sending medical supplies to the region, including provisions

intended for the gaza strip starting next week. governor newsom will be in china for a week long tour focused on the country's climate change policies. >> the council on american-islamic relations is calling on state and national officials to support a cease fire, humanize the palestinian people, because in these one sided responses, we continue to hear loud and clear that palestinian lives don't matter as much as israeli lives. >> leaders gathered at their bay area office yesterday to talk about the cease fire. >> what's called the cease fire. now resolution, which was introduced by progressive democrats in congress. that resolution has gotten pushed back, including from other democrats like congressman jim himes. he spoke about that on cnn. >> i understand the instinct, but calling for a cease fire is like calling for the united states to stand down and do a cease fire on september 12th, 2001. >> the organization says it's

waterfront is moving forward. the recreation and park commission has voted to complete an environmental impact review after it heard concerns from the community. people were protesting outside of city hall yesterday before the commission heard nearly five dozen public comments. one group accused the city of using money that's supposed to be used to clean up toxins to build a new harbor. instead >> p-g-and-e's is providing. $190 million to clean up gas toxins that are coming up through the gas house cove. >> the current plan is to expand the harbor footprint and to have more than 200 boats moored along the marina. green opponents say the boats would block bay views and supporters of the idea say the plan will make the waterfront more accessible. governor newsom has signed a new bill that allows local governments to ban synthetic

lawns over health concerns in 2015, at the height of california's drought, the state saw a boom in artificial turf. well, now some synthetic lawns have been linked to cancer, causing chemicals as well as other issues involving runoff and extreme heat. >> i made a decision at a time when the drought was so acute. and i think we just i think it was a rash decision, quite frankly. i understand why we did it. the state originally blocked local communities from banning synthetic turf, but lawmakers say this new bill allows them to decide for themselves. >> the bay area's iconic jelly belly brand has just been sold to a chicago based candy company. jelly belly is headquartered in fairfield. it's been family owned since the 1800s, but now it's set to be sold to the ferrero candy company. the mayor of fairfield tells our media partners that the east bay times company is going to stay local, adding that this does not mean mass layoffs. the deal is expected to be finalized by the end of the year.

inflection point, a battle between the world's democracies and autocracies, saying that it would be a mistake for the us to turn its back on those nations. according to abc news, the president is asking congress to approve an enormous $105 billion foreign aid package, 60 billion for ukraine, 14 billion for israel, and another 14 billion for border security and billions more for the indo-pacific region, which includes taiwan. humanitarian aid is also included. >> american leadership is what holds the world together. american alliances will keep us america safe. american valor is what make us a partner that other nations want to work with to put all that at risk. if we walk away from ukraine, if we turn our backs on israel, it's just not worth it. >> president biden said he is making the urgent funding request today. it will be a challenging path through the house, where legislation has been gridlocked as it enters a second week without a speaker.

>> we're seeing some pushback here locally to president biden's address and the us response. sky seven was flying overhead during this massive pro-palestinian demonstration last night. it took place outside the federal building in san francisco and you can see here what some protesters did to the front entrance, leaving a message for the us government to end aid to israel. some protesters locked arms and sat down near the door. uh- is calling on speaker o'meara to nancy pelosi, whose local office is inside this building to sign on to an immediate cease fire in gaza. >> also in san francisco, dozens of people came together to pray for those impacted by the violence overseas. at a candlelight vigil last night, organizers listed the names of people who lost their lives during the war in israel, people from across the bay area showed up with some saying they have ties to israel and to palestine. i grew up with palestinians in my family and i'm married to a jewish man and my daughter is jewish, so i feel a deep

were attacked in two separate incidents just this week right here in san francisco. both happening in the middle of the afternoon. where screams of a mail carrier after being attacked in the mission district. it happened around 330 in the afternoon on tuesday. you can't see the attack, but you can see a gray colored car speeding away from the scene, which investigators believe had the suspects inside. we're told the worker was not seriously hurt. postal inspection says they are trying to catch more offenders. so to help with that, they are raising the reward for reporting mail crimes. from 50,000 to $150,000. >> a letter. carriers don't wake up in the morning. you know, wondering, you know, if someone's going to stick a gun in their face so they are being hunted and these criminals need to be held accountable. >> postal inspectors are also asking for help after another mail carrier was attacked and

this time robbed of their mail keys yesterday afternoon near 23rd and hampshire streets. they shared these photos with us, which they believe was the car used by the suspects in the robbery. now, the reward for information on both of these incidents has been set at $150,000 for people living in the mission district where this all happened. they are being encouraged to pick up their mail as soon as possible or have it held at the post office. live in san francisco, lena howland, abc seven news. >> thank you, lena. new developments. the manager of the martinez refining company is apologizing to the community after a number of chemical releases over the past year. abc seven news reporter gloria rodriguez in the newsroom this morning. and gloria, he says the company has made changes. >> he does kumasi the refinery manager says they are implementing 11 corrective actions, including some having to do with equipment, some with training. he gave a presentation during the city council meeting

on wednesday night and apologized for the chemical releases last november. a chemical release from the martinez refining company sent about 20 tons of ash with chemicals into nearby neighborhoods. a final report released in september found no toxins in the soil in the surrounding area and no health risk. then in july, a substance known as coke dust was released by the refinery. people found what looked like ash on their cars and homes. coke dust is a byproduct of petroleum manufacturing. contra costa health deemed the material does not pose a health risk. there was another coke dust release at the beginning of the month. refinery manager danielle ingram says the investigations are ongoing. >> i do want to say, you know, again that we do sincerely apologize to our neighbors, the community for these incidents, and i know that actions speak louder than words. and you've heard me say this multiple times now and i completely understand. and our commitment moving
