we'll get to that story in a bit. but first, meteorologist drew tuma is in this morning for lisa argen. so drew, thanks for waking up bright and early on this saturday. good morning. >> yeah, i'm used to this shift, just not today on a saturday. you're usually sleeping in, right? little sleeping in right now, but it will be a pretty decent start to the week. and gloria, we have a mix of sun and clouds out there on your saturday. here's a live look outside. we have great visibility out there. you can see a live look from our tam cam showing you the beautiful lights of the city. temperature wise, you're starting out mainly in the 40s and in the 50s. so we do have some chilly spots out there like novato half moon bay elsewhere around the bay shoreline. we're in the 50s visibility. we have a little bit of fog in novato but that's about it. we are dealing with good visibility out there. it's a mix of sun and clouds throughout the day. future weather showing you as we go throughout the afternoon. it will be partly sunny. temperatures really maxing out below average in the mid 60s to the lower 70 later on today. so sun and clouds today is dry. tomorrow's a different story. we are tracking some showers for the back half of your weekend.

we'll bring in the storm impacts. i'll show you where this next system lands coming up in just a few minutes. gloria sounds nice. >> thank you so much, drew. happening today, san jose mayor matt mehan will deliver his first state of the city address. crime and homelessness and clean streets are some of the items on his checklist. abc7 news reporter lauren martinez tells us what the community hopes to hear from the mayor. san jose mayor matt mehan will deliver his first state of the city address on saturday. >> there are literally hundreds of things that we want to do, but there are a few things we must do. >> this year. mehan plans to focus on four goals in his speech reduce crime, ending homelessness for folks on the street, cleaning up san jose and improving investment opportunities. >> i'm very proud of the progress we've made this year. it reducing unsheltered homelessness in fact, the number of people living outside on our streets is down 10% year over year. and we're just getting started with progress. >> there's also room for improvement. a homeless advocate shared his thoughts on what the

mayor does. >> well, what i like about what mehan has done is he's treated this like the crisis. it is it is a humanitarian crisis and he's gone after it. guadalupe village is transitional housing went up arena hotel. some of the success is the property but todd langton said homeless abating rents or sweeps are something that needs work. you can't just post the poster and say, hey, you got to be out of here in a week or two. you need to have to other parts of that abatement. they've got to have somewhere to go in. the bottom line is there's plenty of land in santa clara county and there's plenty of money. we just have to have more public will and stand up and do the right thing. >> one area the city invests in is the vision zero program, which aims to cut down on traffic deaths. a member from the silicon valley bike coalition said this past year she's seen more city investment in individual neighborhoods, but more funding could be put to good use. >> we need more funding for all

of our priorities. the truth is we never have as many resources as we would like, and right now, the things we must out do is ensure that our neighborhoods are safe, that they are clean, that everyone one lives in doors and has at least safe, dignified shelter means address at noon is open to the public at san jose community college in san jose, lauren martinez, abc seven news. >> new this morning, the first trucks carrying water, food and medicine passed through the rafah crossing from egypt into gaza overnight. the convoy was the first humanitarian aid to arrive to the area since the war erupted. the rafah crossing was only open for a brief period to allow the trucks to pass through. it's not certain when it will reopen. in hamas, released to american hostages, a mother and daughter from the chicago area. judith and natalie raanan are dual us and israeli citizens and we're visiting

relatives. they were handed over to israeli forces and taken to a military base to be reunited with family members. they are now under the care of israeli defense forces. natalie is just 17. her father said that he talked to her on the phone for a couple of minutes and cannot wait to see her again. >> i did not sleep at night and my head always been in israel. lots of phone calls in israel, lots of tvs. i've been glued to the tv for two weeks hoping for good news. finally it came. >> he says his daughter told him that she and her mother were treated well while they were held captive. and there are still roughly 200 hostages being held by hamas and other militant groups. qatar egypt and other countries are among those working to get them released. the president says that ten americans also remain unaccounted, wanted for more than 5500 people have died in the violence, including those

who died in a deadly blast at a hospital in gaza. governor gavin newsom made a brief stop in israel on his way to china. his trip comes on the heels of a visit by new york's governor. so the question is, why are state governors venturing into international war zones? as abc's seven news reporter tara campbell explains, some experts believe their motivation is crystal clear. >> the ruins of war on display nearly two weeks into the israeli hamas war. governor gavin newsom on the ground at a tel aviv medical center visiting with california families impacted by the war. his office sharing these photos friday in a statement saying, i listened to the grief and terror in a mother's voice as she spoke about her son, a californian, right now being held hostage in gaza. that mother, rachel goldberg, and father john poland, spoke about their son, hirsch, on cnn. he was born in berkeley. >> we know that hirsch was last

seen with an arm freshly blown off being taken captive. he is our primary interest, but of course, we're humans. we're parents. we're children of parents. and we care about all of the 200 hostages. governor newsom also meeting with a girl from los angeles who was shot in the leg by hamas and left for dead. >> i'm grateful that the governor is visiting israel and talking to the families. >> state senator scott wiener is co-chair of the california legislative jewish caucus. there's a long relationship between california and israel with sister city relations ships. >> and so. i think it's good for the governor to show that that relationship continues. >> new york governor kathy hochul also in israel this week. >> this was a never forget moment that the world can never forget the barbarism and how uncivilized and savage these attacks were. >> political science expert,

and live stream updates. a bay area native and former major league baseball player is being accused of killing his father in law and severely injuring his mother in law. 49 year old danny seraphine, along with a woman, were arrested in nevada yesterday morning. the shooting happened in 2021, in homewood, which was in the north lake tahoe area. the plastic county sheriff's office released surveillance video showing one of the suspects running and a second video with a suspect walking along a path near the lake. seraphine went to sarah high school in san mateo and played for several teams, including the giants, for a brief stint. happening today, a community festival to showcase san francisco civic pride. the event is part of a $4 million campaign to repair the city's image, called it all starts here. this weekend is the official launch with cultural performance is reflective of the city and local foods, and that includes music from bay area rapper p-lo. it all begins at 11

a.m. today until 5 p.m. at the east cut crossing. that's located at 200 folsom street. everybody is welcome. there will be family friendly activities days as well. now to a chaotic scene in san francisco. police say that a driver was first involved in a hit and run. and while he was trying to get away, he hit two cars a pedestrian and then crashed into a fairly well known furniture store in san francisco. every body involved with the crashes ended up having non-life threatening injuries. it all happened at the rocky balboa store at townsend and eighth street. now the driver of the truck was detained for questioning. a new oversight committee has been assigned to the san jose bart extension. the watchdog group comes as construction has fallen years behind schedule and has become one of the nation's pricey transportation projects. vta officials recently announced that the santa clara extension would cost an estimated $12.2

according to our media partners at the san francisco standard, the location on 500 geary street at the intersection of taylor street is closing on november 15th. this is the third walgreens to close in the city in less than two years. the cause of the closure is not known this morning. it currently operates about 40 stores in san francisco in the north bay. the town of yountville is under a precautionary notice to boil water samples from a treatment plant tested positive for e coli. they came back from the town's main water source, rector reservoir. it is the second boil water notice this year after

another was set for three days in july. locals say that they've been stocking up on water bottles for the coming days. the city also set up a safe to drink water filling station, and that's at fire station 12 in airbnb. host is stuck with a mess and a big bill after getting flooded out by some guests. she also has nowhere to live because of that. abc7 news reporter suzanne phan has her story. >> so this is the toilet that caused the damage. you can still see the baby wipe. >> it's hard to believe that a clogged and broken toilet could have caused so much damage. >> it was the toilet that had been broken and running over for 15 plus hours. erika gimsa and her husband, who are expecting their first child any day now, were forced to move out of their home in the mission district six months ago. >> their house is still unfixed. >> there was no kitchen, no bathrooms that could be usable. >> gemser is an airbnb host, a march 15th for guests signed on to stay at her upstairs unit in the mission district for a month.

>> they had actually left it the evening of april 30th, presumably early, right before or right after this clog started. >> gensler lived in the unit directly downstairs. she didn't see any red flags until it was too late. >> water coming from every crevice opening every light fixture. >> gensler immediately called airbnb, who then told her to get a full estimate and receipts for the repairs to her home. she says the extent of the damage made it impossible to get a quick assessment. i tried to explain this to airbnb like this is not a this is not a broken door. >> this isn't furniture. >> gebser says it took weeks for airbnb's investigator plumber to arrive and determine the cause of the clogged toilet. >> three of those things happening. it's the feces. it's the baby wipes that they probably use. the entire 30 days that they were there. and the trying to relieve the clog by messing with the tank. >> gebser estimates that the damages and the losses add up to about $300,000. she says she's

disappointed by airbnb's coverage policy for hosts. >> they advertise it as the $3 million host protection guarantee. so the idea is, as a host, we've got you covered. top to bottom with $3 million of coverage. so don't worry. we got you. turns out 90% of that is not covered. so they've given me an offer of around $31,000. >> gebser believes she was fully covered between airbnb's host coverage and her own homeowner's insurance. >> turns out that's not the case . so for people who are thinking about being hosts, a look into all the different insurance you can buy, buy all of it, buy all of it. >> an airbnb just got back to us and released this statement. quote, we take air cover requests incredibly seriously, including in this case where we tried to send a third party investigator to review the damage, but the host declined, stating that her homeowner's insurance company was supporting her with the damage as well as temporary accommodation. still we offered to pay the loss of her booking, her insurance deductible and additional reimbursement as a gesture of goodwill. we've been in

continuous contact with the hosts, including speaking today to continue to support her. i reached out to gebser for a response. she says much of it is untrue. she also says she has 60 emails with a third party investigate trying to get him to come out to review the damage. in the newsroom, suzanne fawn, abc seven news. >> all right, suzanne, thank you so much. after 12 five hours of negotiating nations, san francisco teachers and the school district struck a deal stopping the possibility of the city's first teacher strike since 1979. the proposed includes a $9,000 salary increase for teachers for the school year and an additional 5% raise for the next school year. the tentative agreement also includes worker protections and higher compensation for paraeducators is the big joy for me is that we were able to avoid a strike and we were able to kind of find a middle ground that really prioritized student learning and student outcomes as well as what our educators need. the deal will also likely help fund a $1 billion school bond

that would be used to improve san francisco schools. happening today, the city of vallejo will honor bay area rap legend e-40. that's where he was born. earl stevens. that's his real name. we'll receive a key to the city today on top of his illustrious music career, he's donated to new emerus charities in vallejo over the years. a one mile stretch of magazine street is going to be renamed e-40 way as well. e-40 way is a street that he lived on as a kid, and it made it onto his 2015 album as a song. definitely an icon here in the bay area. well now let's turn it over to meteorologist drew tuma, tracking the forecast . drew, is it going to be a nice weekend to be out and about? >> i think it will. i think today is the better of the two days to do any outdoor activities. 80s. maybe you want to go to the pumpkin patch, do some yard work outside. it's a mix of sun and clouds out there. later today, temperatures a bit below average this afternoon. but by tomorrow we'll track some

scattered showers moving through the region with a cold front. here's a live look outside from our emeryville camera this morning. it is a quiet start to the day. we'll just find increasing clouds as your saturday rolls on later on this afternoon. temperatures will be a bit below average for this time of the year. tomorrow we're tracking a level one storm on the exclusive abc seven storm impact scale. it will bring light scattered showers to the region, but it's a quick moving cold front by early next week, drier and warmer weather does move into the picture out there. right now. temperatures were mainly in the 50s. there are some chilly spots like novato, santa rosa, half moon bay starting out their day in the 40s. so you might need the jacket first thing there but otherwise we'll find rather comfortable conditions later on this afternoon. here's how the day shapes up. we'll have our brightest conditions early on before we'll see clouds start to increase throughout the afternoon. a blend of sun and clouds and temperatures mainly in the 60s and 70s by 4 p.m. going to 67 in the city, 70 for the high in san jose, about 71.

in san rafael, 68. in napa, 72. in concord, 70in palo alto. good about 74. in fairfield overnight tonight will turn mostly cloudy and we'll track those showers moving in after midnight tonight on the liv doppler seven along with satellite. you can see it's really quiet this morning. but here's our next storm system we are tracking. this is a low pressure system that'll push a cold front through here early tomorrow morning and initiate those showers. so on the exclusive abc seven storm impact scale, remember we rank our storms here on abc seven from one late five to severe. just gives you a better idea of what to expect with each storm. and the one tomorrow is a level one light storm. scattered showers, slick roads. it is breezy early in the afternoon. we could see an isolated thunderstorm pop up. that's something we'll watch as the day goes on. here's future weather by about this time tomorrow morning, we'll track those light showers beginning to move through here. the very scattered in nature. you're waking up throughout the morning. by 9 a.m, we're still seeing that light rain in spots into the early afternoon. we

could see a couple of downpours move through before this cold front clears us by tomorrow night. it is out of here. but rainfall estimates it is a pretty decent front. we will see some areas that will likely pick up more than a quarter of an inch of rain depending on where those downpours are set up. perhaps a thunder shower could set up. that's something we'll watch very closely. but just know you'll be dodging some showers for the second half of your weekend. here's the accuweather seven day forecast for the next seven days. for you it's a nice start to the weekend. we'll find increasing clouds throughout the day today. temperatures a bit below average. then tomorrow there's that level one storm with scattered showers throughout the day. it's a quick mover behind it. it's brighter and it's warmer to start out the week. so much of the work week ahead is really quiet. it's just the second half of our weekend. we will track those rain showers. we're not anticipating any big problems with it. just some dodging of drops here and there throughout the day. >> yeah, you know, we had a lot of heat this week, so it sounds like it's finally going to feel like fall now. it's like whiplash from thursday.

>> it's a world known uh- gathering, so the whole world is going to be looking at san francisco this week. >> sfmta announced numerous street closures and public transit changes to make apec as secure as possible. part of those security measures could limit access to chinatown. on friday, chinatown leaders met with sfmta to talk about how to limit the impact on tourism. despite the changes, all the regular routes that might be in that area are going to be rerouted. >> this line built with the intention of making it easier for people to access chinatown. >> but with one of the biggest conferences coming to san francisco in decades, this line won't be running. sfmta has to make adjustments. >> we'll be able to run high frequency shuttle trains between union square, market street station and chinatown. this is very important for us to make sure we maintain strong connectivity to chinatown. >> in addition to that, sfmta will send text messages, emails

from hamas captivity. >> we welcome the release as the two hostages identified as judith raanan, 59 years old and her daughter natalie raanan, 17, both from illinois, are now back in israel and expected to return to the united states by next week. >> natalie's father says his daughter is doing good. >> told her, i love you. i miss you very much. and i hope for the release of the other hostages. >> president joe biden spoke with them by phone, offering full us support. meanwhile at least ten more americans are still being held hostage alongside 200 or more other people, says the secretary of state, who assured the public their release is a top priority. >> the urgent work to free every single american, to free all other hostages continues, as does our work to secure the safe passage out of gaza. for the americans who are trapped there. >> thousands of people have been killed and injured in both israel and gaza since hamas

attacked israel two weeks ago. an israeli forces are expected to invade gaza in a ground incursion at any time. and this morning, hope for millions of people trapped inside gaza as trucks loaded with humanitarian aid were seen passing the rafah crossing at the border between egypt and gaza. a deal negotiated mediated by the us. israel and egypt to deliver critical supplies like medicine, food and water to egypt's president has agreed to allow the rafah border crossing to continue to operate in a sustained manner so that humanitarian aid gets safely into gaza. in washington, liz landers, abc news. >> closer to home activists gathered at the san francisco federal building for one of many national protests in solidarity with the palestinian people. the protests was called stop the gaza genocide. it was organized by the us campaign for palestinian rights. they painted a road mural and they called on people to contact their members of congress to demand a cease

fire and de escalation. protests will also take place across dozens of states over the weekend at stanford university, hundreds of people showed up for a rally in support of the palestinian people. they're calling for special ised resources for palestinian american students, and they're also demanding that stanford divest from companies or organizations that support israel. the san francisco restaurant in the historic cathay house is being sued and facing eviction. a lawsuit was filed this week against the operator of cathay house restaurant in chinatown. it alleges that they've had trouble paying rent since 2020 and they stopped paying rent in november of last year. now, the owner of the property says more than $220,000 is owed in back pay. they issued a notice to pay or vacate by october 11th. one week prior to the lawsuit, a san jose police officer who was shot and injured in an ambush in august is finally out of the hospital.

emit 56% of all air pollution from ships moored in california to. there's a new tactic being used by people who illegally catch dungeness crabs on the peninsula. they're apparently using rideshare services like uber to get to their secluded spot during the night instead of parking along the beach. according to the chronicle, state officials conducted a special operation in half moon bay. they say that agents encountered people who had hailed rides to the coast, mostly from san francisco and san jose. uber did not immediately comment on the situation. there's a new effort in the battle against climate change, a technology out of iceland is reducing or removing carbon dioxide or co two from the atmosphere. the technology uses filters and also fans to take co2 and send it deep underground where it fuzes with bus salt. and that's a porous rock that traps the carbon. >> the reason that that sort of considered a gold standard for
