this morning. but first, we begin with the weather. drew tuma is here with this level one storm. >> yeah, good morning. so we have some showers that we're tracking throughout the morning in the early afternoon. here's live. doppler seven, the loop over the past two hours, we've been in and out of the showers for much of the morning in the north bay. parts of the city. see, i want to track this line that is moving on shore into the north bay and will move into the city over the next hour or so. so we time it out for you. you can see it's moving into san francisco right around 934. this morning. vallejo 1003 into antioch by 1047. it's all part of a cold front that's giving us a level one light storm on the exclusive abc7 storm impact scale today, the biggest impact will be slick roadways slowing down travel a bit early in the afternoon. we do have a slight chance of a rumble of thunder. here's san rafael 101. it is wet in the north bay. we'll track those scattered showers now until 2 p.m. that's when we have the window for those showers as that cold front moves through after 2 p.m, those showers will diminish and they're out of here by the time the sun goes down,

we'll go hour by hour closer into detail, show you when you could expect some showers in your neighborhood. coming up in just a few minutes stephanie. >> drew, thank you. developing news now. the war between israel and hamas is escalating as a ground attack appears to be imminent. the israel defense forces said it will enter the gaza strip and initiate an operation to take out hamas. but the idf did not give a specific timeframe. name sources briefed on discussions say the biden administration is seeking to delay an israeli ground attack in gaza to allow more time for hostage talks, as well as provide more humanitarian aid. the us military is placing additional us troops on prepared to deploy orders and deploying additional missile defense systems in the middle east. the death toll on both sides of the conflict has now risen to more than 6000 people. this morning, we're also learning an israeli american dual citizen who was serving as a reservist was killed in action on friday. abc news reporter liz landers tells

us more about the developments in just the last 24 hours. >> good morning. despite calls for a cease fire between israel and hamas, both sides ignoring those demands as israel prepares for what they are calling the next stage of this war against hamas. the world watching border of israel and gaza this morning as a ground invasion is expected soon. and airstrikes in gaza have ramped back up and for the first time, the state department has confirmed that an american was killed in action fighting for israeli defense forces. israeli defense forces have told their soldiers that they will enter gaza to, quote, destroy the hamas fighters and their infrastructure teacher as he left church on saturday, president joe biden not directly answering reporters when asked about the potential for israeli invasion on two americans kidnaped by hamas have been released. but at least ten more americans and hundreds of other people remain as hostages in gaza territory, though the

president insists us boots will not fight on the ground in the middle east, the secretary of defense announced late saturday that another navy carrier, the uss eisenhower, has been redirected to the middle east to, quote, bolster regional defense efforts against iran and help the israelis as the war reaches into week two, more than 1400 have been killed in israel and thousands more in gaza. and the humanitarian crisis in that small area deteriorates, but a glimmer of hope for civilians in the area came yesterday as 20 trucks from the world food program finally moved through the rafah crossing from egypt into gaza. the united nations estimates that a half a million people have evacuated into emergency shelters in gaza. the world food program and usaid continue to call for humanitarian aid to that area in the coming days. in washington, liz landers, abc news. here in the bay area, people are feeling

the weight of this war. >> in palo alto, an interfaith vigil was held to show solidarity for israel. it's one of many vigils and rallies we've seen here locally as abc seven news reporter anser hassan reports, it's the focus is all on peace. >> shalom. yes it was a small group that gathered for a big message light of flame. >> and together we can all try to banish the darkness. >> it was an interfaith vigil in palo alto to condemn the october 7th hamas attacks in israel, standing for justice, praying for peace, says pastor jack cabanas. >> whether their neighbors are israeli, have connections with israel. you know, are with palestine. the most important thing is to recognize that human grief that need and just the deep hope for justice and for eventual peace. sukhi chahal is a leader in the sikh community. >> terrorism of any form of any form. anybody is bad. it needs to be condemned. and this is the time. so we have to stand up together. >> rabbi david booth says unity

is important at a time like this, especially with some recent attacks on muslims and jews. >> it's very frightening. i mean, haters and anti-semites and people who hate muslims are using this as an excuse to do terrible things. we've been filling in the jewish community very insecure for since this happened. people have been using this as an excuse to spew anti-semitic hate. and it's very, very frightening for our community because gaza is effectively earlier in the day was standing room only in berkeley. >> the group speak out now hosted a conversation with stanford middle east professor emeritus joe beynon. he spoke via zoom. the discussion focused on the unfolding humanitarian crisis in gaza. >> how could we be standing here? and there are over a million people ordered to march because there are no roads that go to the south into an area where there are there's no fuel, no food, no water there. and we're supposed to think that this is tolerable. >> it's not more bay area events are planned for next week. anser hassan abc abc7 news.

>> we will of course continue to keep you updated on what's happening in israel, gaza and here at home. you can find the latest updates anytime at abc7 news.com download the abc7 bay area app to get breaking news alerts and live stream updates. well new this morning in the east bay. one person is dead after an overnight shooting in an oakland neighborhood. three others were taken to the hospital. we're still waiting for an update on their condition as it happened in the area of shannon and windflower way video from the scene does show several people walking around in costumes. so it's unclear if a halloween house party was going on when this shooting happened. no word yet on any possible suspects or arrests, but in contra costa county, smoky skies yesterday afternoon, take a look. this was the aftermath of a large fire that sent plumes of smoke into the air. it all started when an agricultural burn near discovery bay got out of control. according to contra costa, fire crews formed a perimeter line around the flames and allowed the fire to burn

itself out. morning, sideshows and fireworks taking over the streets of san jose, shutting down multiple intersections throughout the city. cars spinning donuts drew crowds to camden avenue near the highway 85 off ramp. the second hotspot was at meridian and hamilton avenue. the mayor of san jose recently called on social media companies to impose stricter penalties for users who post illegal sideshow material. people ran off as soon as police showed up this morning in the south bay. san jose mayor matt mehan delivered his first state of the city address. as abc seven news reporter tara campbell tells us, he applauded the city's progress, but also says there's a lot more work to do. >> san jose mayor matt mehan delivering his first state of the city address saturday, taking direct aim at one of its most pressing issues homelessness.

mall debuted 100 portraits by two local street photographers. >> as somebody who is physically and emotionally invested in the city and the progress of the city, i feel happy to be a part of something that shows and drives a positive narrative of what the city is and what it can be. >> some beautiful artwork showcased here. the project was commissioned by visit oakland to capture the heart and soul of the town across its 19 neighborhoods, 100 faces of oakland was opened to the public as a chance for people to connect with their community. everyone photographed was also invited to the event. well, a little pug and a taxi costume stole the show and a halloween dog parade in new york city. take a look at this pah'-ha-row guy. the pug has trouble walking and relies on a doggie wheelchair to get around. you see him right there? his human family came up with this creative costume and dressed up pierogi as a canine cabbie.

seeing walking around, he walked around new york city's east village in a bright yellow costume, and everyone at the parade could not get enough of this sweet pug. i agree. he's pretty darn cute. i got to say, if my dog bubba was doing this, he would be charging for some treats at every stop. drew, my friend. what about mister dapper? >> yeah. dapper would be running around. he'd be very useless if anybody tried to take that taxi. he tried to take that costume right off. he's not one to wear one of those sweaters this time. >> he's a cutie. >> he is a cutie, but a costume wearer. he is not a rain jacket. maybe a rain jacket. your umbrella. that's what you need this morning in spots, we are tracking a cold front that is bringing some wet weather to the region. take a look at our network of cameras, our microclimates in full effect this morning from san rafael to the richmond, san rafael bridge. you can see we have rain coming down. it is quite moody over the city with some scattered showers right now. much of the south bay, you're enjoying a quiet morning with partly cloudy skies, but showers will move into the south bay right around

lunchtime. here's live. doppler seven along with satellite. we're tracking a line of showers that will be moving on shore over the next couple of hours. we've actually had a lightning strike over the past ten minutes just outside of ukiah. and thunder is something we are watching, especially as the late morning and early afternoon rolls on. we could see a bit more energy creating a couple more thunderstorms as this system moves through. let's track this line of downpours that's working through the north bay. 925 working into cloverdale , 935 into santa rosa, middletown by 10 a.m. and knoxville by 1032, the southern branch of this front, you can see, has showers with it as well. mill valley around 930. expect some rain across the city. 942 we see this line move through vallejo around ten, ten, 1044 in fremont and livermore shortly after 11 a.m. you'll start to see some showers falling temperatures right now, pretty uniform. we're mainly in the low and mid 60s right now and temperatures are slow to warm today because of all this cloud cover and the showers. here's the area of low pressure on live doppler seven along with

satellite pushing that front into northern california. the coastline will see some very beneficial rain from this front. look at eureka over an inch of rain closing in on two thirds of an inch. and ukiah over the next 24 hours. so we bring in the exclusive abc7 storm impact scale today. it's a level one light storm. your biggest impact will be slower travel thanks to the slick roads and the rain falling down. here's future weather 11 a.m. we're tracking those scattered showers. it continues through about 1:02 p.m. after 2 p.m. it looks like things are really going to quiet down as that front moves through . and then after the sun goes down, we are totally done with any showers. it's a short window of time that will see that rain. it's basically now rain through about 2 p.m. we're dealing with the showers. rainfall totals highest in the north bay outside of the north bay. most of us ending up with less than a quarter of an inch of rain today. we'll have those temperatures certainly below average mid 60s to the low 70s with those scattered showers moving through tonight. we get rid of the showers, but we'll likely find some dense areas of

mission district. they were installed to make it safer for cyclists, but we're learning they're also hurting some local businesses. abc seven news reporter lou pena has a closer look at the problem. >> three months ago, we tested and reported on the controversial valencia street bike lane. cars can easily drive through these rubber dividers. back then, it was still under construction and there was already a mix of opinions. >> i don't love it. >> actually, i like it a lot. >> this week we went back and heard from multiple business owners who say the bike lane is making it hard to survive on valencia street. >> not everybody, you know, take bicycles or walk. people drive to the city in the weekend. our businesses have went down dramatically when the valencia street bike lane was installed about 70 parking spots were removed from the area. >> i get a lot of calls every day right before the shift starts. sorry, we cannot make it. we've been looking for

parking for half an hour for 45 minutes. we have to cancel. >> gola restaurant opened five months ago. rafiq said it was a dream to open his business on this street. but lately it's been a nightmare. >> this is what's the last disaster. we were okay with it the first month because. okay, it's a pilot program. what's the worst could happen? and we've seen the worst. >> supervisor hillary ronen represents the mission district. she said her office has been swamped with hundreds of messages from cyclists complaining about the safety aspect of the bike lane. she's proposing a solution. >> if they made it a one way street, maybe we could have a place for people to double park. we could have a bike lanes that are, you know, on the on the sides of the streets. and we could engineer things so that both sides would be happier than they are now. >> during an sfmta board of directors meeting sustainable transportation advocate luke bornheimer called for change. >> either pedestrianized the street or install curbside protected bike lanes immediately . not wait any longer.

>> at that same meeting, the citizens advisory committee made strong recommendations to end the pilot program. >> the sfmta cac recommends abandoning the current unintuitive and dangerous center running bicycle lane pilot on valencia and refocusing the street toward its core needs. >> in a statement, sfmta acknowledged the impacts of the bike lane and said in part, we are committed to continued changes throughout the pilot period to optimize the available space. to the extent possible. as it stands now, business owners like rafiq don't think they can wait for the pilot program to run its course within a year, this street will die completely. luz pena, abc seven news. >> the sfmta board of directors did not make a decision at that meeting, but the agency did say it's actively monitoring use of loading zones and commercial loading. still to come on abc seven mornings, more details about that massive land grab in solano county. the latest questions and concerns looming about the potential for a new

the best chance of finding showers crossing the region after 2 p.m. the activity really winds down. and by sunset, the showers are out of here. but we'll take a detailed look. we'll go hour by hour, show you your neighborhood when you can see the wet weather coming up in a few minutes stephanie. >> drew, thank you. well, the investment firm that's purchased nearly $1 billion worth of solano county farmland with hopes to build a new city wants residents feedback once again for the second time, california forever is sending out this letter to residents this week, along with an updated survey asking more detailed questions about the long term project that may be considered like new parks and solar farms. but concerns over lack of infrastructure, water and transportation remain top of mind. joining me now is the mayor of fairfield, catherine moy. mayor, thanks for being with us. >> good morning. thank you very much. >> let's start with this latest survey. what's your take on it? >> well, i have read through it.

i haven't answered the questions myself, but i will let you know that many of my residents have and one of our most popular facebook groups that has about 36,000 people on it, we've seen a lot of folks post their, you know, how they feel about this. and out of all of them, i've only seen one who said, well, it doesn't hurt to listen, but the others have posted the actual form that they filled out. and it's been very, very negative toward flannery, very, um, if i could just for a minute, this this lady wrote, nobody wants this. a new city. the last three attempts have failed with good reason. nobody wants you here, sir. we like the open space. go away. nobody wants this. go away. leave the land and go away . >> yeah, we certainly heard

mixed reaction. yeah, yeah, a lot of that. this survey covers a lot, as you pointed out. the first portion asking about different things the new community could create a big one. major improvements with infrastructure like highway 12. and we've talked a lot about this logistically, how do you see that happening? >> highway 12 will go take billions, not just one to be widened. and we know that yawn who's the ceo of flannery, expects our current tax payers to pay a big portion of that and that they would. when i say they, i mean california forever or flannery call them would pay quote their fair share. it is unbelievable bill that they would think that we should pay for infrastructure to build their city if we could afford to widen highway 12. it would have been done already. but neither

the federal government nor the state government has come up with those funds. so i think, again, it's pie in the sky. >> let's talk about water for our viewers. it's important to note you serve as the director on the board of the solano county water agency. i understand, as you just pointed out, you and your colleagues recently met with ceo jan sramek . how did that go? >> and actually, we are scheduled to have i've met with jan and so has a director of the solano county water agency. um, we will be meeting on november 9th. it's a public meeting in the media are welcome, as is the rest of the public or the rest of the public. and november 9th, we're going to be talking about whether we even want to talk to flannery or yawn or california forever over and what they want to talk about, of course, is water rights and water rights in solano county is very touchy.

we're a farming community. and the bottom line is all of our water rights are already taken. so they'd have to bring in new water rights and it s a real, real, real long shot. >> do you think that meeting with mr. sramek will happen? >> i do. we have an agendized, so it will be there if mr. sherman does not show up. um, that would not that would poison the well. further, i would say we have a lot of questions for him and he i have to tell you, he's been very good at showing up at meetings where he says he's going to be. um, you know, he, he's a charming person and he does come and he he answers questions. so for that, i'm thankful because people have a lot of questions now in order to get the water needed. >> jan sramek will need to get

the green light from neighboring cities, as you pointed out. do you know of any sitting mayor that would be willing to do that ? >> i do not. and i work closely with many mayors. i will tell you that the city of benicia, which obviously. is already a city here, need is more water rights and as the representative for that city, the vice mayor said at the last water agency meeting, why would we give or sell any water to flannery for another city when we don't have the water that we need. so no, i , i, i can tell you right now that there are zero mayors in, in solano county who are willing to sell or give up some of their water rights into eating. >> well, i want to talk about another project proposal, solar farms that provide clean energy. one idea, as you know, is to combine grazing land for sheep with solar energy farms. what do

you think about this? >> i don't think it's a bad idea at all. i would have to talk to my sheep ranching friends more about it. again, my concern goes back to how the glare from those would affect our plains coming in and out of travis air force base. now you can create some that do not have as much glare, but it would have to go through a lot, a lot of process. also i'm wondering how much land it would take up if you think about it. leighton plates out all in your backyard. it's not a good looking thing. i'd prefer to just have it open space where the lambs can roam freely. >> yeah, an interesting point there are at least seven us military bases that have gone solar. are you still concerned, as you pointed out, the concerns about light, this could be problematic with travis air force base? what would actually

organizers say habitat for humanity homeowners will be there to take part in this celebration. we'll prepare for a slick drive or ride this morning. drew is tracking a level one storm. >> yeah, if you have any plans outside, say through about 2:00 pm, you do want to stay weather aware because we are tracking another line of rain showers moving onshore as we speak. live from sfo this morning. you begin to see some of that rain falling across the coastline right now. here's live doppler seven and you can see some of the heavier showers right now falling in the north bay on live doppler seven. so we'll zoom in a little bit tighter. essentially, it's riding up 101 this morning from santa rosa to healdsburg to cloverdale. these pops of yellow and orange on your screen, those are some heavier showers and live doppler seven is estimating this rain could be falling close to half an inch per hour. so that is a brief period of heavy rain moving through the north bay this morning. we'll track this line of showers moving through parts of marin and solano and napa county into richmond. by about 10 a.m, we'll find some more rain falling. martinez 1023 this morning,

fairfield around 1040, this line moves through. and then as we move a bit further to the south, that line of showers moving onshore in the city right now. hayward by about 1040 this morning, expect some showers in san jose just before 11 a.m. we'll begin to see some light rain falling in livermore at about 1118. expect that line to move through the inland east bay outside this morning. it is mild. we're essentially all sitting in the 60s. it's humid out there as that front moves through. here's live doppler seven along with satellite. the bigger picture, you can see that spin right there off our coastline. this is the low pressure that's pushing the cold front through this morning and ushering in those showers for the second half of our weekend. here's the exclusive abc7 storm impacts scale. remember we rank our storms here at abc seven from one light five to severe. it gives you a good idea of what to expect with each storm and the one occurring right now. it is a level one light system with the biggest impact being slick roadways out there, slower than normal travel conditions. and later on this afternoon, there's a slight chance for a

thunderstorm popping up as we go hour by hour on future weather. you can see 1130, we're still tracking scattered showers through the region. that continues through 2:00 pm. then after 2 p.m, things really do start to quiet down much of the rain is out of here as that cold front continues to track off to the east. and by sunset, we really do anticipate drier conditions and that cloud cover breaking down. but rainfall estimates will be a bit higher in the north bay where we have some of those downpours occurring right now. look at santa rosa, probably close to half of an inch of rain out of this front outside of the north bay. it's a lot lighter and less when it comes to our rainfall totals. less than about a quarter of an inch for most of us. from san francisco to oakland to the south bay. highs today very slow to warm. we're not going to go too far from where we are right now. mid 60s to the low 70s as these showers move through tonight. the rain is out of here, but we will find some areas of dense fog developing likely in the valleys of the north bay first thing monday morning and overnight lows in the 50s. here's the accuweather seven day forecast next seven days for you.
