ever news. >> gunshots ring out in a quiet suburb in contra costa county. a house party shooting leaves a 16 year old dead. three others wounded and an entire community searching for what went wrong. good evening. i'm j.r. stone. police arrived to a chaotic scene there and now neighbors are giving us a much better idea of what might have happened next door. officers were called out

to the party on shannon way. they say gunfire erupted just before just after. that is 11 p.m. saturday night. abc seven news reporter ryan curry is hearg from those nearby about just how much this is shaking the neighborhood. ed? >> there is a common theme in this oakland neighborhood. what's it like living on the street? quiet >> it's very quiet. street >> the sidewalks are nicely paved. some homes even have basketball hoops for kids to play. it's a nice suburban street. that all changed late saturday night. there's multiple subjects with gunshot wounds, one shot in the leg and another thinks that they are dying. >> they are telling someone to stay awake. >> two of them ended up on the front lawn and a girl and a boy both shot this woman and her family saw it all. >> you could hear another young man just like screaming, wailing . and she asked us not to show her face for her safety. oakland police say it was a party gone wrong. four were shot. one of

them, a 16 year old, died at the scene. so frantic you can still see a bowl of chips. someone dropped on the lawn while running away. >> five shots rang out and then ten kids just started jumping over fences trying to get away. >> we've seen kids riding their bikes up and down this street. others were putting cobwebs on hedges for a halloween coming up. a shooting was the last thing anyone expected. >> everyone shocked and devastated that this happened at all, let alone here is it's not really what we hear or see in oakley. >> police say the three others injured were taken to john muir hospital. they believe there is only one suspect. people living on this street are left wondering. they heard six gunshots. >> she can see a subject in the driveway shot. how they can return to that quiet, peaceful space. >> hopefully no one experienced anything like this again in oakley. >> ryan curry, abc seven news. >> our other big story tonight was all that rain we saw today,

the widespread storm felt like our largest for quite some time and there might be more on the way. let's check in now with spencer christian, who's tracking what to expect. and tomorrow. so that is in your 24 hour accuweather forecast. >> spencer yes there is still a little bit more on the way. now if you take a quick glance at live doppler seven here, it appears that the system is winding down, the rainfall is but there are scattered or isolated showers moving around the bay area right now. so we still have a storm only a level one on the exclusive abc7 storm impact scale. nonetheless, for the next few hours we can expect isolated showers less than five hundredths of an inch of rainfall likely from these showers, but they may leave slick roadways for the morning commute. so bear that in mind if you are a morning commuter. here's the forecast animation starting at midnight, notice most of the rainfall shower activity will be in the south bay after midnight. but up until three, four, maybe even 5 a.m, there will still be some pockets of showers in the south bay winding down just as the morning commute gets underway. so once again, there could be some wet,

slippery roadways left behind. so tomorrow is a day planner looks like this all through the day. we'll have mainly sunny skies, although early in the morning, maybe some lingering showers, lingering clouds. i should say 7 a.m, temperatures mainly in the mid to upper 50s. by noon, we'll see low 70s inland, upper 60s around the bay, 4 p.m. upper 70s inland, low 70s around the bay. and then just after sunset, 7 p.m, clear skies and maybe a little bit of a marine layer developing. j.r. >> spencer, thank you so much. tomorrow kicks off a big week in san francisco and the build up to the 2023 apec next month or asia pacific economic cooperation summit. the mayor is set to give an update on the preparations on tuesday. and with an event of this magnitude, there's a lot to be done. but as abc seven news reporter suzanne fawn is hearing tonight, some business owners are really worried. i'm very concerned. >> oasis grill is right across from moscone center, the central site for the apec summit restaurant. co-owner muna zygier says she's concerned the

dreamforce conference brought thousands of visitors and boosted her business. but she's worried extra tight security measures for apec will hurt her bottom line. >> now with checkpoints, i don't think anyone will want to go and our my employees, i'm hoping, you know, they n get through. >> take a closer look at this map. accding to the secret service and city ahorities, this section of downtown san francisco will be locked down around moscone center. this includes the area between market and harrison second and fifth streets, all the major closures around moscone center run from november 15th to 18th. business owners and residents in that security zone will have to go through screening. >> we need to bring in our vegetables. we need to bring in our meats. it may be impossible to be quite honest with you. i mean, there's all these checkpoints, but who knows if anyone can get through. >> city leaders say apec could be a great opportunity to spotlight san francisco on an international stage. but there are a lot of big concerns. according to golden gate

restaurant association, asian, it's an issue for people in that exclusion zone because they do need to get deliveries. >> they need to be able to get their staff, you know, to come to work in a timely manner, particularly staff who may be taking bart or muni. >> also, there are questions about what food delivery drivers will do. >> will they be able to get in there to do drop offs, pick ups, that kind of thing? >> now that there's more information from the secret service on security perimeters, the office of economic and workforce development and office of small business will begin going door to door starting monday to inform soma residents and businesses about apec's impact. >> it you know, i think for some businesses this is going to be a boom. we extended restaurant week for an extra four days because we do think we'll get some some business from that. but i think for the you know, the business is really in those exclusion zones. the more information they can get, you know, sooner, as soon as possible, will really will really benefit them. >> the mayor's office emphasizes that people can go through the secured area. it reminds people

to plan ahead, especially if they have to go through screening in san francisco. suzanne phan abc7 news. >> suzanne, thank you so much. also tomorrow, governor newsom will be in china this week for part of his international trip. newsom has visited china several times over the years, including when he was a city official and mayor of san francisco. it's still unclear if he has plans to meet with the chinese president. the governor's office says he will focus on climate issues and advancing cultural technologic and economic collaboration between california and china. last week, governor newsom made a one day stop in israel, meeting with those impacted by the hamas terror attack in israel and reinforcing california's support. now we turn to the war in the middle east. humanitarian aid is slowly starting to trickle into the gaza strip through a small passageway, but fears are still growing of a wider fight across the region with no cease fire in

sight. let's get to the very latest on what we know at this hour. airstrikes by israel are ramping up again in the region, striking hamas militant targets in gaza as well as syria. lebanon and the west bank. israel's military says at least 1400 israelis have been killed, most of those during the hamas terror attack in israel on october seventh. the hamas run health ministry in gaza says more than 4600 people have been killed there, including 29 united nations personnel. abc news reporter andrew dymburt has more on the global tensions tonight. >> israel's war against hamas is intensifying. the idf stepping up its airstrikes into gaza over the weekend and now more than 300,000 israeli troops called up from the reserve as some moved closer to the border, ready to invade the gaza strip early monday morning local time. israeli defense forces striking a refugee camp in gaza. the hamas run gaza health ministry saying 40 palestinians were killed, including women and

children. the idf saying they're attacking terrorist targets throughout the gaza strip. on sunday, israeli fighter jets struck a mosque in the west bank , which israel says thwarted an imminent terror attack. at least two people were killed, five soldiers and eight civilians were wounded when an israeli tank accidentally fired on an egyptian border post. an egyptian military official says israel immediately expressed regret. israel also struck targets in syria today and along the border with lebanon. a barrage of missiles, artillery and tank fire between israel and hezbollah. more israeli towns being evacuated. abc's britt clennett is at the border. the fighting here is intensifying. >> every single day. look over here. you can see smoke blanketing that hillside fire smoldering there. that's where israel just struck hezbollah positions, trying to make their way over here and attack israel. >> israel says hamas is holding at least 212 hostages, including some americans, though two american hostages were released on friday. president joe biden

spoke to israel's prime minister benjamin netanyahu on sunday. the white house tells abc the administration urged israel to delay the ground invasion to allow for the release of the remaining hostages and provide a safe way out for us citizens and others in gaza. meanwhile, the humanitarian crisis inside gaza is growing. people running out of food, water, medicine and fuel. 28 trucks made it into gaza on saturday. and despite hundreds waiting at egypt's rafah border, packed and ready with that critical aid, even fewer of those trucks crossed into gaza sunday. the palestine red crescent posting on social media that they did receive 15 trucks. andrew dymburt, abc news, new york. >> and in the east bay, we saw a message of peace being painted onto the rainy streets of oakland. the event was held in support of the palestinian children suffering in war torn gaza. local organizers say the mural is more than paint. it's a call to action. they're going to be starting a mural if it stops raining, leading some chants and

days since the actors union has been on strike. tuesday will be the first time the two sides have spoke since october 11th. that was when the union and major film studios were reportedly some $500 million apart on streaming service revenue sharing. new at 11, as with pretty much everything else this year, halloween candy is coming at a premium. according to the us bureau of labor statistics, candy, prices are up nearly 13% compared to this time last year. if you're looking at it by exact dollar amount, the national retail federation says an average family had had been spending about $30 on candy this year. it'll likely be $35 as it went up like $3 for just those costco bags. >> everything is so expensive right now, though. >> unfortunately, we went to, i think, target or somewhere else just to start looking for candy. >> and it was outrageous. supply chain experts say the cost of each element of the candy is

the civilians are being routinely caught in the violence. tonight, the united nations is saying 29 of its un personnel have been killed in gaza. so far. half were teachers . right now, the biden administration is requesting a delay for any israeli ground invasion into gaza to allow more time for humanitarian aid to arrive. abc news reports that president biden spoke to israel's prime minister this morning. meanwhile, the pentagon is sending an aircraft carrier and air defense systems to defend us troops amid a growing number of attacks on us. fatalities facilities, that is. reporter josh einiger from our sister station in new york has more tonight from tel aviv. >> it's a sobering reminder of the stakes for israelis. a wall covered with faces of the young and the old innocent civilians held in captivity somewhere in gaza. >> we must bring back these these guys. we did nothing

continue its relentless campaign of airstrikes against hamas and the body count among palestinians continue to rise as the humanitarian crisis deepened. another convoy of aid trucks inching toward the need from egypt. and as if this crisis hadn't claimed enough lives, the region today watched and waited to see israel's next move. if they do invade on the ground, it surely would lead to widespread casualties on both sides. >> i think you'll see a fight that's characterized by a lot of ieds, a lot of booby traps and just really grinds activity going forward. >> there may not yet be a formal ground invasion, but israel has been conducting what it calls local raids in the gaza strip. one of which today ended in the death of an idf soldier. in fact , israel has already lost more than 300 troops killed in action since the war began just two weeks ago. josh einiger, abc news tel aviv.

>> let's take a live look out from the us capitol tonight because another piece of this conflict is president biden's funding and humanitarian aid package. right now, it can't be approved for israel and the gaza strip as well as ukraine until the house of representatives votes in a new speaker, members of the house gop will hold a closed door forum monday night to hear from the candidates vying to become the next speaker for hard line republican jim jordan was removed as a nominee on friday. today, conservative pundits took to the airwaves to express their frustration with the party's division on stay there. >> very simple test. can you get 217 votes? they shouldn't bring anybody out until they have 217 house republican then plan to vote on a secret ballot tuesday morning to select a candidate for speaker. >> a full vote on the floor could come that afternoon. a bold new housing project is looking to build a better bay

area for the low, low price of just $1 a year. a quick build shelter is going up in san jose and will provide 150 beds once it's done. the land is at villa del oro and san ignacio avenue tonight, abc seven news south bay reporter dustin dawsey shares why they say the city views this as a big win. >> what can a dollar get? you can a soda candy bar. how about a plot of land? the san jose city council unanimously approved a five year land lease to build a 150 bed emergency. interim housing site. john sobrato and the sobrato organization is leasing the land to the city for $1 a year. >> what this would do is open up private land to p the solution to homelessness. that's not something we've done all of our sites today are on publicly owned land. city owned land. vta land. caltrans land. this is a potential game changer. >> the units will feature many of the amenities as other tiny home projects, but they will be solar powered with limited

hookups to allow them to be moved off site when the lease is up. mayor mehan says the average stay for residents in similar units is 6 to 9 months, with more than 50% moving to permanent housing. so he says 1500 people could be housed here over five years, creating a pipeline out of homelessness to combat the pipeline into homelessness that is far too common in our community today. while the city views this plot of land as an absolute win, the surrounding community is not as happy. >> we have lost trust and disappointed in our community. representative and mayor lisa ajlouny says. >> neighbors voiced their disapproval to this plan to their council member arjun batra, saying south san jose already has more tiny homes than other parts of the city. >> council member botcher agreed no more tiny homes in this area and would include this in his memo. the community was also surprised when his memo omitted this because the mayor would not agree. council member batra then told the community he would ask for no encampment zone when the city council would vote. he failed the community again when

he did not mention this in his motion, the approved plan would prioritize unhoused residents currently close to the new site. >> when deciding who gets to live on the property. council member batra says the council will explore designated no encampment zones near tiny homes in the future. but for now, our goal would be to get this new site built, have those encampments which are there nearby, those people move into these things and clear out the encampment and hopefully never have another encampment appear in that area. construction is likely to begin in early to mid 2024. in san jose, dustin dawsey , abc seven news. >> today, teens and young adults in san francisco got a chance to peek into the possibilities of becoming a first responder. the annual first responder career pathways fair was hosted at san francisco city hall. people got to talk to 25 different organizations as and agencies about their interest in becoming firefighters, paramedics, nurses and doctors.
