have been woken up by the rain last night. >> we had a damp weekend, but when is it going to dry out? drew is here with the forecast. >> good morning. it is monday, october 23rd. monday night football, it's on abc7 and we are counting down the coverage throughout the morning at the bottom of your screen as you can see. >> yes, we have that going on and we want to know what is the weather going to be like today. >> yes. so we're drying out this morning, but it's creating areas of dense fog. so outside we go to the exploratorium camera. here's a live look across the city. we have the cloud cover breaking down. but as this front moves out of the region, it will bring about some areas of dense fog. this morning in the north bay. so we do have a dense fog advisory in effect until 10 a.m. for the valleys of the north bay. we were expecting this this morning as we have that moisture from that front yesterday and the clearing skies, it is condensing into fog right now. we're down to a quarter of a mile. visibility in santa rosa, some reduced visibility as well in mountain view and san jose. but the thickest fog right now is in the north bay. future weather will keep that fog through 10 a.m. we'll see

clearing skies as the day goes on. we will get afternoon sunshine and a bit of a warming trend later on today. our warmest spots and the upper 70s to lower 80s around the bay shoreline will mainly go into the low and mid 70s by about 4 p.m. that is weather. let's see how we do on the roadways this morning. good morning, jobina. >> good morning, drew. thank you. hi, everybody. so we are starting here with the live camera from the san mateo bridge. and you can see those tail lights moving towards the peninsula. so far, this area is pretty clear. we do have a wind advisory issued for the altamont pass. so that's going to be five to 8-80. and then also 580 in the westbound direction on the richmond, san rafael bridge, we still are seeing a restriction for wide load vehicles there. and walnut creek, though, 680 looking clear for the most part. but we do have slick conditions out there on the roadways. so be aware of that. tracy, to dublin, your drive time will be around 36 minutes. >> reggie thank you, jobina this morning, israel says it is stepping up aerial attacks on gaza and is once again warning civilians to leave the northern part of the territory. three president biden's administration is asking israel to delay a looming ground invasion. abc

news reporter ike ejiochi is live in dc with the efforts to stop the fighting. ike yeah, good morning, reggie. >> the biden administration's request to delay that incoming ground incursion from israel comes as more than 300,000 troops have been waking up and moved closer towards toward the border. this morning, israeli defense forces stepping up its attacks on terrorist targets, striking a refugee camp in gaza, killing 40 palestinians, including women and children. according to the hamas run gaza health ministry. elsewhere where israeli fighter jets striking a mosque in the west bank, which israel says thwarted an imminent terror attack. at least two people were killed. this drone video showing buildings pulverized a palestine syrian journalist says he scooped up these two wounded toddlers, rushing them to a hospital. abc's matt gutman reports what happens next in gaza will unfold in three stages. >> the first will comprise the

most intense fighting. that's the invasion of the gaza strip. the second stage is clean up operations, finding remaining hamas cells and weaponry destroying them. the third stage is rehabilitation, restoring essential services in gaza, perhaps a government the biden administration urging israel to delay a ground invasion in gaza in order to allow time for the release of more hostages. >> israel says hamas is holding at least 212 hostages, including some americans, says, i'm scared because because what does that mean? >> i don't know. where is my daughter? and nobody knows. >> on friday, hamas releasing a mother and daughter from the chicago area. judith and natalie ronen in a deal brokered by qatar. meanwhile, the humanitarian crisis inside gaza is growing. people are running out of food, water, medicine and fuel. 15 aid trucks arriving in gaza over the weekend slowly trickling in. still hundreds of additional trucks packed with critical aid waiting at egypt's rafah border. now there are

concerns this conflict could widen. the united states now bringing a second carrier strike group and missile defense system to the area. reggie kumasi, back to you. >> thank you, ike. in the east bay, a message of peace painted onto the rainy streets of oakland. this weekend. this event was held in support of palestinian children suffering in war torn gaza. local organizers say the mural is more than paint. it is a call to action. >> they're going to be starting a mural if it stops raining, leading some chants and songs for children and really helping kids understand the situation in palestine and especially gaza right now. >> the artists say they hope the mural will put pressure on california legislators to call for a cease fire to allow more humanitarian aid to reach those who need it. >> this morning, we're learning more about governor newsom's trip to israel. he went there on friday ahead of a trip to china and hong kong this week, he met with survivors, impacted families and others. in a

advance climate action and collaboration, promote economic development and tourism, and strengthen cultural ties and combat anti-asian hate. this comes ahead of the pivotal apec summit being hosted here in san francisco next month, and it builds on a long history of partnership between california and china. two of the world's largest economy. swease newsom's office says both economies are intertwined and have been since the earliest days of our statehood. and they added that california seeks healthy economic competition with china, especially as both are working together to transition to low carbon economies. california has already passed some of the world's most aggressive vehicle emissions rules, including a ban on the sale of most new gas powered cars by statewide by 2035. this morning, newsom already participated in a fireside chat with hong kong university leadership with a focus on shared efforts to combat climate change while fostering strong economic growth. we're going to hear from

him coming up in the next half hour. live in the newsroom. lena howland, abc seven news. >> lena, thank you. new this morning, investing in tech beyond the silicon valley. the biden administration announcing the winners of its contest for communities that want to become tech leaders. joe biden is at the live desk now with a look at who's going to receive this jobina. >> thank you, reggie. none are in california or in the bay area, so that's because we're learning here that silicon valley is home to some of the biggest and best tech companies. and a lot of tech money. so the us government, it wants to spread out the wealth and turn more metro areas into hotspots for tech innovation. so this morning the us commerce department announced the winners of its contest after receiving more than 370 applications. the project will award up to $75 million to the 31 different tech hubs located in places like oklahoma, colorado, florida and oregon. officials say these are companies already in existence that will be connected with a

surge of resources. we spoke to the us commerce department, commerce department about the program when the application process first opened up in may. >> the idea here is to make sure that we are democratizing technology and innovation across the country. this is not only a program that is about economic development, but it's also about the us global competitiveness. >> the biden administration says for too long economic growth and opportunity has clustered in a few cities. the winners were selected to represent the full diversity of america and stimulate investments in new technologies, including artificial intelligence, quantum computing and biotech. kumasi thanks, jobina okay, this is a heads up. >> if you take the ferry from alameda during your commute starting today, the main street ferry terminal is temporarily closed for a 10,000,000 million renovation. so this means there will be no service at this terminal for a few months. you will instead need to use the

alameda seaplane lagoon or the oakland ferry terminal, depending on where you're going. the terminal is expected to reopen january second, 509. >> here's live doppler seven along with satellite. you can see that area of low pressure that spins across northern california in the past 12 hours brought the wet weather the last 24 hours. a lot of us picked up about a quarter of an inch of rain out of this system. you can see it's moving out of our region and it will bring about clearing skies as the day goes on. temperatures right now are cooler spots starting out in the mid 50s. but a lot of us around the bay shoreline and inland starting out right around 60 degrees. here's a live doppler seven. the local view we have generally clear skies but dense fog in the north bay. we may have a little bit of residual moisture in the atmosphere in the santa cruz mountains and the east bay hills. but over the next couple of hours, we'll start to dry out and we will have brighter, drier conditions this afternoon. here's a live look at the golden gate bridge

east bay. it happened late saturday night at a house in oakley. abc7 news reporter ryan curry talked to people who say they can't believe their quiet neighborhood is now being rocked by violence. >> there is a common theme in this oakley neighborhood. what's it like living on the street? >> quiet. it's very quiet street. >> the sidewalks are nicely paved. some homes even have basketball hoops for kids to play. it's a nice suburban street. but that all changed late saturday night. >> there's multiple subjects with gunshot wounds, one shot in the leg and another thinks that they are dying. they are telling someone to stay awake. >> two of them ended up on the front lawn. a girl and a boy. both shot this woman and her family saw it all. you could hear another young man just like screaming, wailing. >> she asked us not to show her face for her safety. oakley police say it was a party gone wrong. four were shot at. one of them, a 16 year old died. the

scene so frantic, you can still see a bowl of chips. someone dropped on the lawn while running away. >> five shots rang out and then kids just started jumping over fences trying to get away. we've seen kids riding their bikes up and down this street. >> others were putting cobwebs on hedges for halloween. coming up, a shooting was the last thing anyone expected. >> everyone shocked and devastated that this happened at all, let alone here. it's not really what we hear or see in oakley. >> police say the three others injured were taken to john muir hospital. they believe there is only one suspect. people living on this street are left wondering. >> they heard six gunshots. you can see a subject in the driveway shot. how they can return to that quiet, peaceful space. >> hopefully no one experiences anything like this. again in oakley, ryan curry, abc seven news. >> happening today, the group that's bought tens of thousands of acres of land in solano

county will begin sending a survey to residents asking for their input on what long term projects should be considered. that could include everything from parks to solar farms. flannery associates has said they want to build a new city on 52,000 acres that they own near travis air force base. the $1 billion project is sparking some big concerns with the city. abc7 news spoke with fairfield's mayor about her worries including widening highway 12 which would cost billions mostly from taxpayers. >> it is unbelievable that they would think that we should pay for infrastructure to build their city if we could afford to widen highway 12, it would have been done already. >> flannery associates is planning to open several offices throughout solano county, so residents can stop by and ask questions about the project. the ceo says he wants the public to be involved, and some residents are already voicing their opposition to this.

>> this this lady wrote, nobody wants a new city. the last three attempts have failed with good reason. nobody wants you here. we like the open space. go away. >> the mayor is offering up a whole city block for flannery to develop and show what they can do. if they can agree to an equal partnership with the city. >> this morning, the faa is investigating a close call involving an alaska airlines flight at one point, two planes came within less than a half of a mile of each other over portland's airport and oregon. the faa believes the weather may be to blame because it was storming at the time. an alaska airlines flight that came from southern california was trying to land on a runway next to a skywest plane last monday. the alaska plane veered away and aborted its landing, but at one point, those planes were just 1800 feet apart. they had 250ft of space between them. thankfully, nobody was hurt. >> new developments in the ongoing screen actors strike in

thousands of visitors and boosted her business, but she's worried extra tight security measures for apec will hurt her bottom line. now with checkpoints, i don't think anyone will want to go and our my employees, i'm hoping, you know, they can get through. take a closer look at this map. according to the secret service and city authorities, this section of downtown san francisco will be locked down around moscone center. this includes the area between market and harrison. second and fifth streets, all the major closures around moscone center run from november 15th to 18th. business owners and residents in that security zone will have to go through screening. >> we need to bring in our vegetables. we need to bring in our meats. it may be impossible to be quite honest with you. i mean, there's all these checkpoints, but who knows if anyone can get through. >> city leaders say apec could be a great opportunity to spotlight san francisco on an international stage. but there are a lot of big concerns. according to golden gate restaurant association nation, it's an issue for people in that

exclusion zone because they do need to get deliveries. >> they need to be able to get their staff, you know, to come to work in a timely manner, particularly staff who may be taking bart or muni. >> also, there are questions about what food delivery drivers will do. >> will they be able to get in there to do drop offs, pick ups, that kind of thing? >> now that there's more information from the secret service on security perimeters, the office of economic and workforce development and office of small business will begin going door to door starting monday to inform soma residents and businesses about apec's impact. >> it you know, i think for some businesses this is going to be a boom. we extended restaurant week for an extra four days because we do think we'll get some some business from that. but i think for the you know, the business is really in those exclusion zones. the more information they can get, you know, sooner, as soon as possible will really will really benefit them. >> the mayor's office emphasizes that people can go through the secured area. it reminds people to plan ahead, especially if

suspect on the run has been identified by nashville's police chief as his own estranged son, john drake, jr. the 38 year old described as armed and extremely dangerous. >> our officers were investigating a stolen vehicle all during that investigation. they had contact with the subject. they struggled with that subject. and during that struggle, the suspect produced a handgun and fired shots. >> people in the suburb of laverne have been told to shelter in place and stay alert. nashville police chief john drake senior releasing a statement saying, i am shocked and deeply saddened to learn that my estranged son, with whom i have had very minimal contact over many years, is the suspect. despite my efforts and guidance in the early and teenage years, my son resorted to years of criminal activity and is a convicted felon. he has not been a part of my life for quite some time. he now needs to be found and held accountable for his actions. this resident near the shooting scene is sympathetic. >> he is a father, and i know he

advisory until 10 a.m. we have a brighter air, drier pattern developing later on this after noon. temperatures are very comfortable today and tomorrow. then cooler weather starts to move in here late week and that does come with a chance of another shower moving in here by friday morning. live doppler seven showing you it's really quiet. we were tracking those showers yesterday. you could see maybe some residual moisture lingering in the air from mount hamilton into the santa cruz mountains. but for the most part, we're drying out this morning and the cloud cover will be decreasing over the next couple of hours. but dense fog is in the north bay. look at these numbers. we're down to a quarter of a mile in petaluma, half a mile in santa rosa. and again, this fog is going to linger through about 10 a.m. this morning. here's future weather. we'll see those clouds early on that dense fog giving way to sunshine by midday. it's a bright afternoon. it's a really nice afternoon. we'll have temperatures very comfortable in the 70s and low 80s for the most part. we'll go from that morning fog to sunshine today, 73 in richmond, 75 in san jose. we'll go to 70. in the city, 73 in oakland, 82.
