like yesterday. you can see the valleys of napa and sonoma county, the most impacted regions. what we'll see, though, is visibility in those spots are down to a quarter of a mile, if not less than that. look at nevada. you're at zero miles. that is as bad as it gets. it is thick fog out there. we're also watching livermore in san jose. visibility is reduced this morning, just not warranted for a dense fog advisory there. here's a live look from the exploratorium camera showing you cloud cover over the city skyline. so we'll have that dense fog worse in the north bay early on. the fog will lift after 10 a.m. for bright conditions. another mild afternoon on the way with temperatures mainly in the 60s and 70s by about 4 p.m. kumasi reggie aqui through the alaska airlines pilot who lives in the east bay is accused of trying to turn off the engines of a flight on its way to san francisco. >> he's expected to appear in court for the first time today. the flight from washington state had to make an emergency landing in portland. >> he landed and then about ten police officers armed came on, walked straight to the back of

the plane where i was sitting and detained him. and walked the gentleman off the plane. he looked dead in the eyes, almost. it was it was almost like he had a psychotic breakdown. >> the pilot was off duty. he was riding in the cockpit on a flight from everett, washington. he was basically commuting to san francisco for his own flight out. everett is just outside of seattle. and now the plane had to divert to portland, oregon and jobina. we're hearing from neighbors who say they can't believe this happened. >> yes, reggie, so 44 year old joseph emerson is originally from washington state but has lived in contra costa county since 2008. emerson works for alaska airlines, which owns horizon air, which is the reason he was authorized to sit in the jump seat in the cockpit. abc7 went to his home in pleasant hill yesterday. neighbors say he was always kind toward them and they were shocked to hear what happened. he's never had a negative statement about his job or anything like that.

>> so yeah, he's very understanding and well of other people. and, you know, we have a grandson with special needs and he's very good to him. so the airline pilots association says pilots are continuously evaluated throughout their careers, adding, quote, while the investigation is just getting underway, it is important to remember here that the airline pilot profession in north america is one of the most highly vetted and scrutinized careers. >> the faa relies on pilots to self-report any mental health conditions during annual visits with medical examiners. records show emerson received his last medical clearance just last month. when emerson appears in court today, he's facing 83 counts of attempted murder, one for each person on board that plane. he's also facing dozens of other charges as well. kumasi, thanks, jobina so we wanted to learn how exactly something like this could happen from a technical aspect. >> so we went inside of a

cockpit with an aviation expert with just the pull of a lever and oppressive button power and fuel can be cut off to a plane's engine by fire extinguishers, which is what emerson emerson is accused of attempting to do. now, normally this function is only to be used in case of a fire or what i would do is i would pull this lever up, which is hard to do. >> i've got to push the safety button down first so it can't happen by accident. when i pull this up, this disconnects the fuel flow going to the engine. this also disconnects the hydraulics and the electrical power. >> now, for this particular plane model, emerson would have had easy access to those controls from where he was sitting in the cockpit. if he succeeded, it would have left the plane with no way to fly. normally in the east bay this morning, growing outrage in the city of oakley after a deadly house party shooting over the weekend. >> parents demand answers. a community meeting, community meeting where frustrations boiled over last night. now the

shooting happened saturday night at a home on shannon way. a 16 year old died. three other teens were hurt and no one's been arrested. there were rumors online that there could be more violence connected to the shooting at freedom high school. police say the rumors are not true, but the fear prompted a thousand students to walk out of class yesterday ahead of that community meeting. that's where parents voiced their concerns. >> we don't know where the shooter is. we don't know what's happening. we don't know anything if you think i'm going to let my daughter walk back here, you're crazy. and i think all of these parents probably feel the same. >> the principal confirmed with abc seven that the teen killed was not a student at freedom high school, but students tell abc seven news, many of them knew the teen who died. oakleys police chief says a school resource officer will be on campus for the rest of the week. >> new developments out of the middle east this morning. overnight two israeli hostages held by hamas arrived in tel aviv. one of them says her time in captivity was, quote, hell by

the party's nominee. depending on the outcome, a floor vote on that nominee could happen later today. it's been almost three weeks without a speaker. no legislation can reach the floor in the meantime. so there is rising urgency to get some one selected happen today is san francisco mayor london breed is expected to give an update on preps for the asia pacific economic cooperation summit, otherwise known as apec, which is coming next month. in fact, it's only about three weeks away between 30 and 50,000 people are expected to come to the city for this, including president biden and several heads of state officials say a four square block section of downtown san francisco will be locked down around moscone center. businesses are gearing up. some expecting a lot of people to come in. and some worry that no one will be. that summit is the reason behind an immediate push by the city to move that giant ferris wheel, which is currently in golden gate park over to fisherman's wharf. operators are hoping to get the wheel up and running in time for apec.

on this afternoon. that's weather. let's see how we do on the roads with jobina. good morning. >> good morning, drew. thank you. hi, everybody. so we are going to start in walnut creek with a live picture of 680. and look how packed it is for our southbound traffic as you approach 24. at the moment, the chp is not reporting any issues, but you are facing that stop and go all the way starting from around main street into 24 at the richmond-san rafael bridge. as you approach westbound, you're looking at a 4.2 mile backup. now due to that sigalert on the bridge, the three westbound lanes closed there. no wide load vehicles allowed. and also if you rely on caltrain, they're experiencing delays there as well for train 101 and 102, you're about 28 minutes behind schedule. all thanks, jobina. >> new developments about that off duty airline pilot who is set to face 83 charges of attempted murder today. he allegedly tried to crash an alaska airlines flight on the way to san francisco. the pilot, 44 year old joseph emerson, who lives in the east bay, was riding in a cockpit of that

flight. soon after takeoff. officials say emerson tried to cut the plane's engines by pulling the fire extinguisher handles known as t handles the t handle, which is what this individual tried to pull on each engine actually turns the engine off and prepares it for a fire extinguisher. >> the problem is at high altitude, you can get the engines restarted at low altitude and that could be a fatal result. >> federal officials tell abc news emerson got overwhelmed by the flight crew and subdued. he was subdued. he was then handcuffed to a seat. passengers say flight attendants told them over the intercom that the suspect had a, quote, mental breakdown. >> so what about the passengers on the plane? we know the flight was full. 83 passengers were on board. we spoke with a woman from san francisco who was flying with her boyfriend. aubrey guevara was sitting toward the back of the plane. her boyfriend was up in the very front seat, one a so she says the flight crew was so calm that he never knew what happened.

>> and did you hear anything at all that raised red flags? nothing >> nothing. until the flight attendants announcement that said we had a situation we needed to prepare for landing. my boyfriend was up in the front so we weren't sitting together and he slept through the whole thing. so that tells you how calm it was. >> so she says at the back of the plane, a flight attendant tried to calm the suspect, telling him, you're going to be okay. >> the abc7 news i-team has been looking into pilot joseph emerson's history. emerson is originally from washington state, but currently as we have mentioned, lives in the east bay . he works for alaska airlines, which is why he's authorized to sit in the cockpit. records reviewed by the abc7 news i-team show that emerson has lived in contra costa county since 2008. he has no criminal record tax liens or divorce proceedings. he has a wife who teaches at peralta community college, as well as two young children. neighbors near his home in pleasant hill tell abc7 news emerson was always kind to them. they say they were shocked to hear this news. we just can't imagine him doing anything that

would hurt anyone. >> he is facing charges, including 83 counts of attempted murder. >> one for each person on board a new developments this morning in the war between israel and hamas. two israeli women held hostage in gaza arrived in tel aviv overnight. jobina the release of these women is creating new hope that perhaps more hostages could be freed. >> yes, reggie, so officials in israel say those women released by hamas are back home with their families this morning. and overnight, one of the women described her ordeal, saying she was taken from her home earlier this month on a motorcycle and then taken into a tunnel system in gaza where she was held captive. the release of these women has created new hope that hamas may release more people held hostage. it's believed that hamas has 200 hostages, including ten americans. the biden administration is advising israel to consider delaying its ground invasion in order to get more people out. and abc news

and if they embargo oil or cut exports, that could weigh more heavily on oil prices. >> brant crude oil prices have fluctuated, but it hasn't reached the gas pumps because of seasonal trends so far, the gas prices are staying lower because of cheaper winter gas blends and decreased demand. this weekend. this week i should say, the national average could fall to its lowest level since march. >> my mother in sacramento says she is hurt and angry after police mistook her eight year old son for the suspect in a crime. a witness recorded the incident on the shoulder of busy interstate 80in sacramento. shanice stewart, who is nine months pregnant, says police pulled her over last week when she checked her rear view mirror. she saw police with their guns drawn. she told her son to stay in the car because she was afraid police would start shooting if her son made a sudden movement. in the video, you can hear her son pleading for his mother. please
