conference coming to san francisco in just a few weeks. >> the new details on how the city plans to address impacted businesses. the unhoused and the struggle for seniors living in the area. good morning. it's wednesday, october 25th. >> it's going to start the check of our forecast with drew. hi, friends. >> good morning. so a lot less fog out there this morning and we're in store for a cooler afternoon and the winds are going to kick up later on today. a live look from the exploratorium camera. we're dealing with partly cloudy skies and throughout the day, the clouds will be on the increase as the cold front gets closer to us. as the day rolls on. temperatures right now, some of our cooler spots were in the 40s for santa rosa, 51 in napa. we're at 47. in palo alto, 56 in oakland. so certainly take the jacket with you out the door this morning. a bit of a chill in the atmosphere. future weather just showing you. it's a mix of sun and clouds this morning. clouds will thicken throughout the afternoon as that cold front moves through here. and that's really going to limit temperatures today. it's going to feel cooler today. the winds are going to pick up. we expect winds gusting about 15 to 30mph as this front moves through. and

morning. a possible kidnaping of a four year old girl in san francisco. police believe a woman who is a relative took fatima abreu vieira from her home without her family's knowledge or consent. the tima has brown hair, brown eyes and was last seen wearing a pink pajama top and tan pants. her dad reported her missing to police yesterday morning. ines barari is a relative accused of taking fatima, the woman's eight year old son was also with her. police say it's possible they are staying in a hotel in the tenderloin where they were all last seen. so anyone with any information, look at the photos, please call san francisco police . >> new overnight, the city of richmond has become the first city in the country to adopt a resolution condemning the nation of israel, accusing it of ethnic cleansing in gaza during its war with hamas. the city council heard hours of public comment during last night's meeting. the majority of speakers applauding the resolution motion in support of the palestinian people

impacted in gaza. some callers opposed to the resolution even claim that it is anti-semitic and divisive. the resolution before us is a resolution calling to basic humanity, basic humanity in the name of innocent and helpless. >> it is a resolution of heroes. >> this resolution is divisive. it is inflammatory. it is one sided. it is factually incorrect . but there are many, many ways that i would love to sit down with you and explain to you the language that is being used and why it's and why it's inaccurate . >> but in the end, the resolution passed in a 5 to 1 vote. council member césar cepeda voted in opposition of the resolution before the meeting even got started. the jewish community and many others voiced strong opposition. the chair of the contra costa county board of supervisors, john gioia, wrote a letter to richmond city council. it reads in part, quote, the resolution fails to condemn the terrorist hamas killing of innocent israeli men. women and children,

which unfortunately started this recent brutal warfare. i believe it's important at times like these to bring our community together rather than create divisiveness. the passage of any resolution, regardless of attempts to amend it, will only contribute to the divisiveness. this morning there is a major roadblock for self driving car company crews. the dmv has suspended the company's permits to operate fully autonomous cars in san francisco. abc's seven news reporter lena howland is in the city with what it means for the industry going forward. lena >> reggie what this means is that crews cars must have a to legally operate within theder city. that's until the company can make a number of changes that the dmv is calling for. now, the dmv says these cars are not safe for the public's operation, and they say the manufacturer has misrepresented information related to the safety of the autonomous technology of its cars. we have seen several times where crews,

cars stall on the street and block both traffic and first responders. earlier this month, a woman was trapped underneath a cruz ave after being hit by another car. san francisco supervisor aaron peskin says crews needs to be more transparent when it comes to sharing data. >> these companies know when their cars are breaking. these companies know when their cars are doing, you know, charging a pedestrian or going through an intersection with a red light. they need to make all of that data transparent. and if they do that, we can actually see whether or not their software is evolving and becoming safer. >> we also checked in with mayor london breed shortly after the news of this suspension. she says she wants to see crews operate in san francisco, but she wants to see it done safely. in a statement from crews, the company said we will be pausing operations of our driverless avs in san francisco. ultimately, we develop and deploy autonomous

vehicles in an effort to save lives. the dmv says it will not allow crews. it will not allow crews to use their driverless vehicles until their inspectors deem them safe. there is not a set timeline at this time. for now, reporting live in san francisco, lena howland, abc seven news. >> thank you, lena. we are getting new information about the plan. san francisco is making to host the asia-pacific economic cooperation or apec summit. now, in just two and a half weeks, leaders from around the world will be converging on the city. police in san francisco have made it abundantly clear there will be no mass sweeps of unhoused individuals as to prepare under a revised city guidance, a person will be asked to move their tent and their belongings if they decline an offer for shelter. people who move to a shelter can take up to two suitcases with them. they are offered storage for the rest of their belongings. the city's health healthy streets operation center handles this work, and we

spoke with one person who's been moving around the city and just refused an offer for shelter. so you would prefer to live out on the streets than get shelter? >> that's correct, ma'am. >> is it that bad? yes, it is. yes it is. >> it's awful. they treat you like garbage. >> some people living on the streets close to the major events planned moscone center have started to clear the area because they believe they will ultimately be forced to do so. mayor london breed also addressing concerns of seniors living inside apex secure perimeter or those impacted by street closures. >> we know there's going to be impacts. we know that there are people who are concerned. we're going to do everything we can to address what people's concerns are. but make no mistake, this is going to have a significant impact on our economy. so we anticipate that almost $53 million into the san francisco economy, the mayor says efforts are being made to assist seniors living inside the secured area,

especially those who rely on paratransit. >> the city urges anyone with questions or concerns to call three one, one or access apex website. >> city leaders are calling on san francisco mayor london breed to make payments to businesses that could be potentially hurt by apec. the board of supervisors voted yesterday in support of a resolution that would help to cover portions of losses by businesses impacted by the conference. the chronicle is reporting this move would tap into $10 million set aside in the city's public fund for logistical costs. local businesses are expecting a big financial loss because of the tight security measures around moscone center. >> licensed street vendors in san francisco's mission district are reportedly pushing back on a temporary vending ban that is supposed to start next month. vendors and city officials held a meeting yesterday to discuss the parameters of that 90 day ban. our media partner, the sf standard, reports the ban would be in place along mission street between cesar chavez and 14th street. sf public works

employees say they've been attacked and unpermitted vendors selling stolen goods are blocking sidewalks. officials say enforcement details have not been finalized. some vendors say they're worried the ban would impact their ability to provide for their families. >> now to new details about the talks underway to free more hostages being held by hamas in gaza. americans are among them. and jobina, the negotiations are being described as intense. >> yes, kumasi according to abc news sources, these negotiators plans to release more hostages are going on between the us, israel, egypt and qatar. this comes as conditions grow more desperate inside gaza. the world health organization says at least six gaza hospitals have been forced to close due to a lack of supplies, including fuel. israel says hamas has fueled stockpiles but is refusing to distribute them. this morning we're learning a us ship shot down missiles and drones shot by rebels in yemen over the red sea last week. the

bring additional cloud cover to our sky and it'll kick up our winds. it's a gusty afternoon soon and it's a cooler afternoon. temperatures mainly in the 60s. i do want to take you into the tropical pacific where we had a pretty rare event happen overnight. we had this hurricane, hurricane otis, which about 24 hours ago was just a tropical storm. and it was only forecast to strengthen a little bit. but unfortunately, before it made landfall in acapulco, it strengthened to a major category five hurricane and it made landfall with winds of 165mph. that is the strongest landfalling hurricane mexico has ever seen. it made landfall about five miles south of acapulco. so this morning, we are seeing some incredible images coming out of there. we'll try and show you some of those as the day goes on. here's a live look outside. back here at home, the cameras bouncing around as those winds begin to pick up, increasing clouds throughout the day. it's just a breezy, cloudier and a cooler afternoon. temperatures only in the 60s. reggie we'll show you those wind speeds coming up in about nine minutes. >> thanks, drew. up meta mental

is trying to recover hundreds of thousands of dollars worth of puppets and show gear after it was stolen in san francisco's marina district creator and director jamin ramayan says that the gear was inside a u-haul truck in the parking lot of the comfort inn on venice avenue. when he came out monday morning, everything was gone, he says. roughly three years of production materials were in that stolen u-haul. >> i'm not from here. i'm from new york. and we thought, okay, we are in the affluent neighborhood in marina. i thought, my car is in the parking lot of the hotel. what could go wrong.

>> romanian told abc's at seven that he hopes the thieves have a change of heart and that they return his production equipment. >> walnut creek police just put a big dent in a retail theft ring targeting lululemon stores. several suspects were arrested just ahead of the busy holiday shopping season last week. suspects tied to thefts in the north bay showed up at the walnut creek store. they tried to. return 3 to $4000 in sto merchandise and get cash or gift cards as well. employees managed to stall them while officers moved in, ultimately arresting two people in the store and two people who were waiting in a car two days later for thieves stormed that same store. >> they go in, they grab as much as they can, and then and then they leave. and the officers that responded responded quickly and were able to detain those individuals and subsequently arrest them.

>> as far as a security plan for the holiday shopping season, the street through broadway plaza will be blocked off to traffic. there will also be a heavy police presence with officers in cars walking and patrolling on bikes. oakland police are getting ready to launch a pilot program on social media designed to stop car break ins. so this weekend, you'll be able to report an auto burglary on instagram and formerly known as twitter, using the handle at at oakland auto berg staff will be monitoring the platforms relaying that information. the city has seen a spike in break ins this year. there have been 11,300 of them, which is a nearly 40% increase from last year with the community's help if they could direct us to where these things are occurring at with the air assets, with the uniform, with the undercut our officers, we'll be able to track the vehicles down and make the arrests rapidly and remove some of the luck out of the city

station. the pilot program runs this weekend only and if it's effective, it could be used again. >> menlo park based meta is preparing to release its third quarter earnings today. just one day after dozens of states joined to sue the company. they're alleging facebook and instagram enable features that are harmful to young people's mental health. >> we know that meta knows that instagram is addicting. it even used that word internally addicting meta's conduct is deceptive. it's dangerous and as we make clear in our lawsuit, it is not illegal. >> the federal lawsuit filed in oakland accuses meta officials, including ceo mark zuckerberg, of publicly lying about the addictive nature of the platforms, saying they lower young people's self-esteem. the suit also accuses meta of violating federal law by routinely collecting data on kids under 13 without parental consent. meta issued a statement. it says, quote, we're disappointed that instead of working productively with

companies across the industry to create clear age appropriate standards for the many apps teens use. the attorneys general have chosen this path just in time for halloween, apple is teasing some new products. the company already revealed its new iphone and apple watch last month, but it's calling monday's event scary fast. that's leading some to think apple will debut its new, faster processing chip and perhaps the next model of computers. the news comes as apple's making a major commitment to california's new right to repair law. signed a couple of weeks ago. the company says it's making all apple parts tools and information available to consumers and third party repair shops so they can fix the devices on the peninsula. >> a typhoon originating from japan is causing massive swells near half moon bay. so if you want to see it, the best place to see the giant waves is at mavericks off of pillar point harbor. now, according to our media partners at the sf standard, the waves at mavericks

can reach up to 60ft tall during the winter surf season. mavericks is a highly sought after surfing destination. there's an annual surf competition there. that competition the mavericks invitational, kicks off in november. let's get ready to have a baby shower. we have some big news regarding the santa cruz water who got really popular because of her interaction with surfers. now they gave her the name marine experts otter 841 and apparently she's just giving birth to a young pup, a photographer, mark woodward, posted new photos of the new pup and said mom would. ward has been closely watching otter 841 in the santa cruz area . she got national attention this summer for being, some call it aggressive. we've decided that she was just defending her territory, living her life,

through here in the afternoon. it will bring the additional cloud cover. we'll turn mostly cloudy later on today and also pretty gusty as well. look at your temperatures. a lot cooler today than we were yesterday. a cooling trend gets underway here. we're already starting out on a chilly note in some areas, especially in the north bay novato, you're down to 45 this morning, 47 in palo alto. you might need the heavier jacket out the door this morning in some spots as we have that cooler air mass already moving in right now. winds were gusting in spots 20 right now that current wind in san francisco gusting to 18 at sfo 14 in oakland. and those winds will pick up as we head throughout the afternoon. we expect those winds to gust about 15 to 30mph as that cold front slides through here. and that's just going to reinforce the cooler air later on today. so we'll start out with mainly clear skies. clouds will thicken throughout the day. we'll turn partly sunny to mostly cloudy. it's a gusty afternoon and your temperatures certainly below average. most of us just stuck in the 60s for daytime highs now overnight tonight, behind that front, we clear out our skies. it is going to get chilly

on cruise, the dmv says cruise can no longer operate its driverless taxis in san francisco. >> so it's suspending its permits, citing safety concerns. in a statement, cruise said its team is doing an analysis to identify any potential enhancements to its technology. >> number two, the off duty pilot charged with trying to shut off the engines of an alaska airlines flight from washington to san francisco has pleaded not guilty. according to court documents, joseph emerson told police he had been struggling with depression and took psychedelic mushrooms and hadn't slept for 40 hours before the flight. number three, richmond has become the first city in the nation to adopt a resolution condemning israel, accusing it of ethnic cleansing in gaza during its war with hamas. >> the city council vote came after hours of public comment last night. >> number four, louisiana

area pilot accused of trying to shut off a plane's engine as it was heading to sfo. jose emerson appeared before a judge yesterday. a new court documents are outlining what he told police happened on that flight. abc7 news reporter gloria rodriguez has the new details coming out in court. gloria good morning, kumasi officials say had emerson pulled the handles all the way down the plane would have turned into a glider within seconds. >> 83 people were aboard the alaska airlines flight operated by horizon air. and this morning , we're hearing from one of the passengers on that plane, 44 year old alaska airlines pilot joseph emerson pleaded not guilty to attempted murder charges yesterday. he's accused of trying to shut off the engines during a flight to san francisco. video shows emerson being removed from the plane, which took off from everett, washington, on sunday. emerson was off duty sitting in the cockpit. jumpseat an fbi affidavit says that as the
