news and breaking news is in maine where police say an active shooter situation is unfolding. >> the suspect is still on the loose. this is happening in lewiston, maine. police are investigating shootings at three locations there. the local sheriff's office released a photo as you saw, of the alleged shooter walking into a bowling alley with a gun. >> according to the portland press herald, the other two scenes are a restaurant and a walmart distribution center. multiple people have reportedly been shot. some may be dead. >> the entire city of lewiston is on lockdown. businesses have been ordered to close and residents are told to stay inside with their doors and windows closed. lewiston is the second largest city in maine. it's about 36 miles north of portland. we'll bring you updates on this breaking news just as soon as we learn more. >> last winter was an anomaly. we this winter, it could be not necessarily repeat, but we could be wet again from la nina to el nino and the potential for

higher than normal rainfall, the possibility city prompts a call to action in the bay area. >> good evening. i'm ama daetz. >> and i'm dan ashley. thanks for joining us. it's flood preparedness week in california. and tonight, local water and emergency operations officials are urging everyone to do just that. get ready now. >> abc seven news south bay reporter dustin dorsey shows us the steps they're taking and what we should do before the winter rain arrives in the bay area. >> we went from hardly seeing any rain in the region to one of our wettest winters on record. but if you thought 2023 was bad and el nino year is approaching and the national weather service says that means we could see higher than normal rainfall. >> last winter wasn't anomaly this winter. it could be not necessarily repeat, but we could be wet again. >> and that could lead to widespread flooding. california flood preparedness week is the time for the community and agencies to think about their flood plans. but santa clara county's flood protection agency valley waters preps are year round during the rain. they are

cleaning debris, monitoring river and creek levels and responding to flooding. but when it's dry, it's still all hands on deck, working to try and ensure the flood doesn't happen in the first place. >> throughout the past summer, we've worked at 50 locations across the county to maintain our waterways and clear them of debris. >> that includes here at lower silver creek, where valley water just wrapped up a flood protection project. crews removed four feet of sediment and enough to span 11 city blocks, all to keep waters flowing without any blockage when the rains come. >> if we didn't do that, we'd have less and less room for water in the channel. and that would exacerbate flooding. so this is a very important program . >> valley water remains confident their creeks and rivers will be ready for flooding. the question is, are you? valley water says the best way you can be ready when the rain comes is sign up for alerts , have emergency kits ready and if needed. fill up sandbags. five sandbags locations can be found on valley water's website and are now open across the

county and will remain open through april when the rain subsides. we may not see wet weather often, but the theme here is to stay ready so you don't have to get ready. >> i think we all know that extreme weather is the new normal and we all need to be ready for storms and the potential for flooding in the south bay. >> dustin dawsey, abc seven news. >> a new report tonight claims ski season in the sierra might get shorter by the end of the century because of climate change. according to the desert research institute, temperatures around lake tahoe are expected to be nearly nine degrees higher 100 years from now. that means it will be too warm for snow to fall at the start and the end of the traditional ski season. peak snowpack levels are projected to fall as much as 80% by late century. that's depending on the amount of carbon pollution in the area. >> and this report comes the same day we're actually getting a little bit of snow in the sierra. >> we are abc seven news meteorologist sandy patel is here with a first look at the bay area forecast. >> sandy yeah, it's just nice to see that snow in the mountains.

dan and anna, let me show you a live view from zephyr cove where you can see the clouds are moving quickly there. flurries right now in lake tahoe. they are chaining up on 80 and 50. truckee is reporting snow. you can see in the sierra there is snow falling right now at the higher elevations here in the bay area, we've had a few showers, five hundredths of an inch in napa. as we go hour by hour, you will notice that the snow will continue in the mountains for a few more hours for us, it's just going to be clouds pushing on out of here. and those showers that came through earlier measured in some areas like napa, as i mentioned, but only trace amounts in places like santa rosa, four hundredths in ukiah. now, here's what's going to happen. the clouds are still around at 7:00. look at the clouds clear. and those temperatures drop down to the 30s and 40s for many parts of the bay area. i'll be back with a chillier forecast coming right up. all right. >> we'll check back with you, sandhya. thank you. climate change took center stage during today's surprise meeting between governor newsom and chinese president xi jinping in beijing.

as abc seven news reporter suzanne phan explains, the sit down is prompting chatter and conjecture about newsom's future endeavors as well as the apec conference in san francisco. >> so the timing is really important right now. >> a surprise meeting between governor gavin newsom and china's president xi jinping. it's part of a week long visit to china to promote green technology and action on climate change. >> it's really important that the us and china work together to address climate change. and of course it's such a huge topic for california. it's a it's a natural one for them to pursue. >> but with apec approaching, it's also raising eyes with economic and history experts. sean randolph is executive director of bay area council economic institute. >> the timing is really important right now. relations to the national level are pretty rough and to have the representative of a state like california in china affirming the importance and value of their relationship is very important, especially right now. >> cal state, east bay professor

nancy park special rises in chinese history. the tenor of the relationships between china and the united states has been getting worse and worse for quite a while now. >> i feel that the united states and china have a lot of issues that they need to solve, and it works better if they work together on facebook, representative michelle steele of southern california criticized the governor's visit. >> she posted, quote, governor newsom's effort to cozy up to the chinese communist party is delusional. the ccp is the greatest polluter on the planet, but instead the governor should be concerned about the ccp's control of the critical mineral supply chains as he prepares to ban gasoline powered cars by 2035. climate change aside, park also questions whether the governor's visit ties into his future plans, including a potential run for us president. >> i think it's quite likely that he has political motives of his own, but i also think if you look at the china-us relations trip, it's important for the purposes of climate change,

which is why he says he's there. >> as for the upcoming asia pacific economic cooperative summit in san francisco in two weeks, could newsom also be laying the groundwork for a visit by president xi? >> i think that the steps that newsom has taken and others have taken to make this happen are moving in the right direction. there will be a chinese delegation one way or the other. >> we hope to welcome them here at the bay area council. we're hopeful that he will be here and several california governors have visited china. >> governor jerry brown, governor arnold schwarzenegger, economic experts say california and china have had strong ties when it comes to trade and investment. tonight in the newsroom, suzanne phan abc seven news. suzanne thanks very much. >> hundreds of students calling for a cease fire in gaza among other demands, took part in a rally. and teach in today at uc berkeley. free, free palestine. >> free, free palestine. >> they're calling for an end to the violence to allow

humanitarian aid to enter gaza. several palestinian campus organizations put together this event today. many of the demonstrators say they want to be the voice for change. >> most basic message in the universe. palestinians are human. they deserve freedom. they deserve equality like everybody else. it's as simple as that. >> some of the participants wore masks, fearful of being identified in this tense political climate. a small group of jewish students was also on hand. they're organizing their own student rally to be held on campus friday. >> controversy in richmond after the city voted last night to condemn the nation of israel, accusing it of ethnic cleansing in gaza during its war with hamas. some are calling the resolution anti-semitic. abc seven news reporter ryan curry spoke with some richmond residents about the vote. >> richmond is not a city that welcomes us and i feel unwelcomed here. it's good news and what's felt like three weeks of just horrifying tragedy.

>> anger on one side. applause on the other. richmond is a city divided. the city council passed a resolution tuesday night supporting the palestinian people and claiming israel is committing ethnic cleansing. >> we are on the precipice of a genocide. and despite that, polish petitions hollywood celebrities, school districts have all been continuing to repeat that they stand with israel. >> the fact that there's no acknowledgment of jewish humanity and the jewish trauma that's happening right now is really making residents second guess whether this is the right place for them to live. >> the san francisco chapter of the center for islamic american relations hopes other cities do the same. >> richmond was courageous last night. and what we are hopeful for is that they will inspire others who may have been afraid to speak out, to know that they can do so. >> arnon oren, who is from israel and has owned a catering company in richmond for ten years, views his city differently today. >> it's an embarrassment for the city of richmond because they didn't do their homework,

because they didn't really reach out to the people who they represent. >> the mayor and vice mayor brought this before the city council for a vote. we went upstairs to try and talk to the mayor and they told us he's not in right now. meanwhile, richmond residents are questioning why the city had to take a stance like this. >> the city of richmond said needs to deal with the city of richmond. there is unfortunate crime or in wonders where the city council goes from here. >> both he and the jewish community relations council say they will be heavily involved in coming local elections. >> we're not going to let the public in richmond forget about this egregious vote. >> members of the islamic community say richmond's decision is about spreading awareness. start to stem the tide in the other direction. >> to say you are not alone. >> in richmond, ryan curry, abc seven news. >> today say the un agency for palestinian refugees issued a warning saying it's on the verge

of running out of fuel in the gaza strip. the agency says that is forcing it to sharply cut back relief operations across the region. the territory has been blockaded and hit by devastating israeli airstrikes since the deadly attack launched hamas militants launched on israel. israel is accusing hamas of using fuel for its operations instead of providing that fuel to hospital crews. meantime, an official says internal national efforts to secure the release of the more than 200 hostages taken by hamas terrorists during the siege are making progress today. president biden reiterated he's urged but not demanded israel delay its planned ground invasion of gaza to allow additional time to win the release of israeli hostages and allow aid into gaza. >> israel has the right and i would add responsibility to respond to the slaughter of their people. but that does not lessen the need for to operate in a line with the laws of war. >> today, president biden also called for a concentrated effort

as mission district after the latest set installed in an effort to deter sex work was destroyed yet again. yeah. >> a i-team reporter stephanie sierra takes a look at the cost and the controversy. >> it's been four months since these barriers were installed along four blocks of san francisco's capp street. the barriers also called collapsible steel bollards, cost taxpayers more than $250,000. and within weeks, we saw this and this and this. bollards collapsed, slanted, broken off the hinges, covered in graffiti, leaving neighbors relying on these planters to block incoming traffic like, frankly, the bollards were inadequate for

they're relatively short and not very sturdy. >> i would say about a third are destroyed. >> santiago, lerma is the legislative aide for supervisor hillary ronen. he says sfmta is considering two replacements. these silver steel bollards that are at least 3 to 4ft tall or these cement planters that are currently being used in berkeley. lerma says the setup would likely mirror what's happening here with two concrete planters on both sides of the street. a metal bar in the middle restricting smaller cars but still allowing bikes to get through, as well as emergency vehicles. >> we're we're looking at which is better, which is cheaper, which is going to be more efficient. >> but some residents are doubtful, arguing the existing process has been everything but cheap and efficient from stalled cars to deliveries. here's a firsthand account from an amazon employee. >> they go to the next block. we have to bust the u-turn. i don't think it's a good idea. the city can't come up with a better solution than than making people's lives harder. >> there was the traffic

barriers. >> there was the cement k-rails. there was consideration of the water based barriers. yes. then the collapsible steel bollards replacement of those bollards. so that's five attempts. what do you say to critics who argue this is a waste of taxpayer money? >> well, i mean, i would have i mean, the problem that we solved was such that really it was our responsibility as a city to spend as much money as we needed to really reduce the amount of sex trafficking that was going on on the street. hundreds of sex workers walking the streets that were pimps. johns the traffic was bumper to bumper and if you go out there now, that is no longer present at most residents we've talked to agree it's been money. >> well spent. excellent >> yeah, they really did solve the problem. they were meant to address. >> no more loud music. everybody sleeping? okay. >> each bollard can cost between a couple hundred dollars up to a couple thousand dollars. but lerma pointed out it's not the materials that are expensive,

but the labor. if this process moves forward, it's likely all four blocks would need to be replaced, which could be another $250,000 at least. >> but i would like to say that i hope that it's going to be much cheaper. well, i wish they'd spend the money on creating more services for people, more support for people who need it, and divert some of the revenue that goes into like mental health services. >> and but as we've seen before, the reality of the price tag depends on the durability. would you consider doing a phased in approach where, depending on what option you choose, you install it at one intersection to see if they work before purchasing a whole batch. sure >> i think that's a great idea for the i-team. >> stephanie sierra, abc seven news. >> perfect fall day. perhaps a hint of winter here. >> yeah, a little bit. right. meteorologist cindy patel is tracking the forecast for santa. >> yeah, it's going to feel like winter tonight, that's for sure. and dan and i want to show you just a stunning view from zephyr cove. i know you saw it earlier,

but the sun is going down and the colors, it's just so pretty. all right. they are dealing with snow up in the sierra. we're dealing with a cooler pattern. many parts of the bay area still running lower than where they were yesterday by 11 degrees in concord, 13 degrees cooler right now in livermore. as we check out the winds uh, they have actually dropped off a little bit, gusting to 15 in novato 17 there in fairfield as we check out live doppler seven right now, notice this snow falling in the sierra starting to push just south of lake tahoe as this cold front is coming in. that's what ushered in our clouds. the cooler weather and a couple of showers in the north bay. here's a closer look at that snow in the mountains right now. so they have been seeing the snow down to lake level in terms of flurries. so cold enough, system to still have a lot of cloud cover right now, but that's going to be changing as we head towards tomorrow morning. a live view from our pier 39 camera. look how pretty this is. nobody there right now, but 59 degrees

in the city. you need the sweater tonight. 61 in oakland. it's in the mid 60s around san jose. palo alto, 62 degrees and a lovely view from our oakland airport. camera as the sun is trying to go down there and you see all those clouds seen a little peek of color. low 60s santa rosa novato temperatures below average today, 62 in concord, 60 in livermore, san jose. you made it up into the low 70s and basically now the numbers are dropping. skies clear overnight. chilly morning ahead mainly sunny tomorrow with below average highs colder mornings through the weekend. so i hope you have all your heavy layers ready because you're going to need them tonight in the sierra, a couple more hours seeing those snow showers for us. we're looking at those clearing skies. and then tomorrow, mainly sunny, occasional high clouds. that's about it. what you're going to notice is the change in the air mass. it's going to be so much colder tomorrow morning, mid 30s in places like lakeport to the upper 40s in locations like san francisco 50 and san jose as we

go into the afternoon hours, hang on to that extra layer because it's still going to be on the cool side and breezy low 60s to the low 70s for your thursday afternoon but plenty of sun as you look at the accuweather seven day forecast temperatures bottoming out in the 50s and 60s for your friday. remember that possibility of some showers for friday that's gone. so if you do have outdoor activities you're fine cold couple of mornings for the weekend milder days expect and we are expecting the winds in the hills to pick up as we see offshore winds developing late saturday into sunday. it will heighten the fire danger. but because of the recent rain we have had, moisture is still there in the fuels, which is helpful. and as we head towards next week, it's going to be milder weather and really just spectacular conditions for trick or treaters. ama and dan. i love that. yes. >> thank you, sandy. >> just ahead, a possible deal between striking workers and one detroit automaker. >> how could this be the breakthrough that ends is a six

uaw leadership signs off. ford's deal could set the pattern for agreements with general motors and stellantis, both of which are still negotiating with the union. >> a pregnant woman was killed in a hit and run crash in san jose. just horrible. but doctors were able to save her baby. the crash happened at blossom hill road and winfield. winfield field boulevard just before 845 last night. police say two men driving a stolen white hyundai crashed into the pregnant woman's car, then ran away before police arrived. first hospital where the baby waso the delivered by emergency surgery. she died at the hospital. her newborn is currently in critical condition. >> a stolen u-haul truck filled with thousands of dollars worth of puppet show gear has been found, however, the owner says many of his show items are gone. the truck was located this morning in richmond. just yesterday, the owner of the puppets told abc seven news thieves stole the u-haul early monday morning from outside his hotel in san francisco. and we

has confirmed we are now hearing 16 people have been killed and dozens injured in an active shooter situation. that is still ongoing in lewiston, maine. the

shooter is still at large. police released a photo of him walking into a bowling alley with a gun. now, video from the scene shows people as you see, just running from the bowling alley, which is one of three shooting scenes. that's what we're hearing there are three separate scenes. this is according to the portland press herald, the newspaper reports. the other two scenes are a restaurant and a walmart distribution center. >> now, the entire city of lewiston is on lockdown. businesses have been ordered to close and residents are told to stay inside with their doors and their windows locked out. lewiston is the second largest city in maine. it's about 35 miles north of portland. let's go now to a special report from abc news. >> this is an abc news special report. >> good evening. i'm juju chang at abc news headquarters here in new york. and we're interrupt your regular programing with breaking news as we're learning details about what officials are calling a mass casualty event playing out in lewiston, maine, home to bates college about 45 minutes north of portland, maine

. law enforcement sources there say at least 16 people are dead and dozens more injured. a bowling alley came under fire and there are additional reports of shots fired at a local bar and a walmart distribution center. the local sheriff's office releasing these photos of the possible shooter. the suspect is still at large and authorities are asking the public to shelter in place and for businesses to remain closed. and maine's governor, janet mills has posted, i am aware of and have been briefed on the active shooter situation in lewiston. i urge all people in the area to follow the direction of state and local law enforcement, but i will continue to monitor the situation and remain in close contact with public safety officials. this is clearly an active shooter event still underway. the suspect still at large. and joining me now is abc news senior investigative reporter aaron katersky. aaron, i know you've been on the phone with law enforcement sources. what are you hearing? >> we're hearing that there are at least preliminarily 16 people that have been killed in this

shooting in lewiston, maine, that seems to have unfolded in three different locations as you know, juju, a bowling alley, a bar or restaurant and a walmart distribution center. the fear is there are dozens more injured and numbers are still fluctuating right now because cause the shooting still remains active and the suspect is not in custody. people are being told to stay indoors. businesses are being urged to close as neighboring new hampshire is setting up roadblocks to prevent a possible escape across state lines. and the fbi is now moving aviation assets into the area to help with the search. >> and we're seeing now surveillance video, what looks like grainy surveillance images of the suspected shooter. we're seeing police evacuating the area. citizens running clearly on the authority of law enforcement. but joining me now is abc news chief justice correspondent pierre thomas. pierre, what are you hearing? >> well, federal authorities are deeply concerned about this. sources confirming me multiple,

multiple fatalities, multiple. injured. as aaron pointed out, multiple locations as law enforcement descending on the area. the fbi sending assets, making all resources available. i expect that the attorney general will be briefed very shortly on this situation. again it's being described to me extremely volatile, extremely dangerous situation with the suspect still at large. >> pierre, we're also being told that the president has now been briefed on the situation this is clearly an active shooter situation underway. the suspect still at large. we talked about federal assets being moved into place. and joining me now is former fbi agent and abc news contributor brad garrett. brad i know you're being briefed on the situation, too. what are you hearing? well that the big advantage you have here is lewiston is not that big because you have three locations.

>> i think it really increases the odds that somebody knows who the shooter is because you're going to probably do have survivors at each location, i presume so with that, you can start tracking this guy. obviously, the big concern, even if he's hit three targets and he's continuing to move, is that is he going to a fourth or fifth target? and that's a big concern, obviously. and that's why the shelter in place, et cetera is going on, if you will, combine assets, as both of them have mentioned, about aviation from the fbi. i mean, you'll get everybody to come out to help you do this. but the real key, obviously, is intelligence. who is this guy? and i'm going to guess in short order, if they don't know already who he is. >> and brad, what do you make of that image that we're seeing now, that grainy surveillance image? what kind of weapon are we looking at? >> it looks like to me an ar 15 or some version of it. it could

be an m4. i'd have to see it closer here, but it looks like to me that he's got some sort of extended magazine. i mean, typically those weapons, you can maybe shoot up to 25 or 30 rounds with a standard magazine. so that's why you have so many people shot. i'm going to guess the number is probably really big as to the number of people injured. and you've got to find this guy quickly because is he, as i mentioned earlier, going to go into another location. but but that's sadly juju the weapon of choice with these mass shooters. they're easy to shoot at. and if you're shooting in close order, you can really harm a lot of people. >> and brad, as pierre mentioned , a very volatile situation, a suspect still at large, an active shooter situation underway in lewiston, maine. aaron katersky, what more can you add in terms of perspective on this unfolding situation?

>> maine state police are now urging people to stay in their home with doors locked law enforcement is currently investigating at multiple locations. maine state police say stay off the streets, allow law enforcement to diffuse the situation. they're very concerned that additional shots could be fired with this suspect still on the loose. and so they are bringing as many assets to bear as they can. aviation roadblocks in neighboring new hampshire and other resources with at least 16 people believed to be dead so far, according to law enforcement sources, and dozens more feared to be injured. the main hospital taking the casualties. central maine medical center says it is reacting to this mass casualty shooter event. they are not confirming any numbers, but they are going to be overwhelmed. so they're going to be coordinating with additional hospitals in lewiston and the surrounding area. >> and once again, the governor of maine monitoring the situation. we're told that the president has been briefed. pierre thomas, what are you hearing from the justice department tonight? >> well, one of the things you

change at the oasis inn began during the pandemic, and today the saint anthony foundation announced an agreement to make sure it's permanent. >> abc seven news reporter loose pena toured the shelter and spoke with families who are benefits for two months. >> leticia atkins and her three children called the oasis inn home right here. >> we stayed in this room. >> leticia moved into the shelter after losing one of her sons and her housing in contra costa county. >> i just got into a really depression and it led me into homelessness. >> in september, she got the news. she had been waiting for. she was placed into permanent housing. >> i remember the staff here

telling me, stay strong, you got this for the last three years, providence foundation has been offering shelter for families like leticia. >> we think that it's about 300 people, probably a few more every year that go through the oasis. >> today, the saint anthony's foundation announced an agreement to acquire the shelter and continue their partnership with the city of san francisco. >> i'm really proud that this is just another opportunity to ensure that families have a safe , affordable place to call home. >> the 59 unit hotel now turned shelter, has been branded the kaplan family oasis shelter, a dream that started during the pandemic. >> a lot of the hotel owners were not interested in moving homeless families in and to their credit, the manager here said, let's give it a try. >> the oasis inn was a pilot for other hotels in the city of san francisco to house homeless individuals. it started in 2020 with the city renting 25 rooms in this hotel, and now the

entire building is sheltering families in need. we toured the oasis inn with the executive director of the san francisco department of homelessness and supportive housing, who said they would like more places like this. so far, the city funds 312 units of family shelter and transitional housing. >> now we're seeing a slight increase of families in our system as the need increases. >> families like the avila's are glad the oasis inn was a stepping stone before getting into permanent housing. so a week ago, we finally got permanent housing at city garden semana just a week ago. felicidades. congrats. >> gracias. >> in san francisco, luis pena, abc seven news. >> in the south bay, the city of san jose is declaring a homelessness emergency. city officials say the declaration will cut through the red tape to make it easier to quickly build interim shelters. the declaration also relaxes

occurred to hit mexico's coastline in flooding from the storm triggered land slides, interrupted communications and damaged a local military airport . at this point, damage estimates are slowly coming in. before otis hurricane patricia in october of 2015 was the strongest to hit that region. but now this one. >> yeah. now reports say otis went from a tropical storm to a cat five hurricane. just a matter of hours. >> it did seem to really increase strength quickly. sandhya patel is back to explain exactly how that happened. sandy >> yeah. dan and one thing that happened was the rapid

intensification was as a result of the warm waters in the pacific as well as, you know, el nino is with us. and so the waters running warmer, but it blew up quickly in just a matter of 12 hours. and that forecast models didn't even pick up on. so landfall as a category five near acapulco, strongest to hit mexico's coast in the pacific, rapidly intensifying in 12 hours. rain and flooding continue shoes. but otis is no longer. as you will notice, it has fallen apart. it's dissipated. and the national hurricane center has discontinued. and all of the advisories right now, winds of 35 miles an hour with the remnants. as you look at the computer animation, you will notice that the rain will continue to exacerbating flooding conditions. ian's there. here, all's quiet. a lot of cloud covers still with that cold front going through tomorrow, we're going to notice a chilly start. and then in the afternoon, it's going to be a cool day. cooler than average low 60s to low 70s, but lots of sunshine for your thursday and your accuweather seven day forecast does feature a fall

that was bruce bochy, who ended up leading the giants to three world series titles, worked out pretty well, and they're hoping bob melvin will be boach 2.0. melvin the bay area native and long time a's skipper, admitted he would often gaze at oracle park and wonder, am i ever going to get the chance to manage the giants? could that happen? abc7's chris alvarez talked with beaumelle, who was a backup catcher with the giants in the mid 80 soquel's you know, whether it was cal stanford, whether it was raiders, and in 49 ers with the warriors, my godfather was a trainer for the warriors when i was younger. >> a's giants. i was lucky enough to grow up in an area where you got to experience sports like nowhere else. that's really kind of the thing that resonates with me and be able to do it with with several teams in the bay area now and going to
