in oakland, anser hassan abc7 news. >> housing is one of the pillars of building a better bay area, especially the effort to address the shortage in so many communities. >> and this afternoon we want to focus on san francisco, which was just put on notice and threatened with the possibility of losing millions in funding because it's way behind in the amount of new housing units that are needed. >> abc seven news reporter leanne melendez is here now to tell us what san francisco has to do. and liane not much time to do it. >> well, can we say the clock is ticking, right? because in order to meet the mandate imposed by the state over the next eight years, san francisco should be adding 10,000 units a year because now the city is nowhere near that goal. all because the process is so very long and nimbyism is very much a part of the city's dna. the building process in san francisco can be summed up in 1 or 2 words slow and convoluted, like mark

linzell. many architects and builders agree. san francisco takes too long to approve new housing when it comes to issuing new housing permits. the latest numbers show that so far this year, san francisco has granted 182 permits where san jose, with a slightly larger population, has issued 1448. we are expected to deliver 82,000 units in the laid because some on the board of supervisors believed it would cause gentrification. so the way they halted the project was to

use the california environmental quality act. sequa >> unfortunately, it is now being used by to stop housing and other projects, even if those projects are environmentally beneficial. >> san francisco also allows anyone one to object to a project, even if it meets all the requirements. is that discretionary review can take months. that's the case with the 2550 irving street project, which offers 90 units of affordable housing. a neighborhood group objected and the project was delayed, pending several appeals. after losing all appeals, the project has finally been given the green light to start construction in spring of 2024. state senator scott wiener says san francisco also violates the state's density bonus law, where builders can add more units if they add more affordable housing. but san francisco frequently adds an additional fee.

bring the cost of housing in san francisco down. >> and because there isn't enough housing in the city of san francisco, especially affordable housing, we are seeing homelessness to climb, to record levels. but here's the rub. if san francisco doesn't act quickly to streamline the building process, the state has said it could withhold state funding. >> but if the state pulls out, then we can kiss affordable housing in san francisco goodbye . >> so it's not only mayor breed saying this, but state officials know what they're talking about when they say if san francisco doesn't build enough affordable housing, the city will have more unhoused people and people forced to move out of the city. now, in addition, san francisco could lose local control over what gets built here. and that's a big issue because you don't want you don't want the state, you know, a city like san francisco, which is so focused on, you know, the character of a neighborhood, you don't want sacramento making those

a live view from our kgo roof camera. and it's a little breezy, but this is a sea breeze . we're not dealing with the offshore winds or the downsloping drying winds right now, 67 in santa rosa, 64 in napa. we're in the mid to upper 60s from concord to fairfield. and here's a lovely view from our santa cruz camera as some people are out at the beach enjoying the sunshine. high fire danger this weekend. strongest winds late tomorrow into sunday morning. and we are looking at cold and frosty conditions tomorrow morning with sunny and milder weather for the afternoon soon. let's talk about the fire danger index. it takes into account the winds. also the fuels, how dry they are and the humidity levels as well. and as we take a look here, you'll notice that 8:00 tomorrow night, some areas going into the orange to red category in the hills, particularly which is very high to extreme fire danger that continues into sunday morning as we are expecting some of the stronger winds between late saturday night and sunday

morning. what this is going to do is cause these humidity values that were pretty elevated tomorrow morning at 5:00 to really crash. i mean, we're talking about teens to single digits in places like napa starting tomorrow afternoon and really continuing right on through sunday where you see the humidity values really low. so it's not so much the dense vegetation that still is retaining moisture from the recent rains, but it's the finer for vegetation, grasses and shrubs that could easily be flammable if there is any sort of a fire that does break out and that can spread rapidly. once again, a reminder, frost advisory for the north bay valleys, 1 to 10 a.m. tomorrow, 36 degrees or lower frost will form. so protect any sensitive plants. and don't forget about your pets as you take a look at your morning temperature. they'll be dropping down into the mid 30s to upper 40s. there's not a lot of cloud cover to insulate you. it's going to be mainly clear other than a few high thin, wispy clouds tomorrow afternoon. wall to wall sunshine but certainly windy conditions

some surprising numbers about consumer spending. >> i don't know what's going on. nobody does. now, many of us have cut back on spending in this era of high inflation. but overall, that's not what the numbers are showing. consumer spending actually increased by nearly half a percent between august and september. the commerce department says consumers are pulling that off by dipping into their savings

information on the former president is accused of overstating his wealth for years on financial statements. he denies the accusations. ftx founder sam bankman-fried took the stand in his own defense today. the palo alto native admitted that he made mistakes but denied defrauding anyone or taking funds from customers. bankman-fried is accused of diverting billions from ftx clients and using the money elsewhere. the prosecution wrapped up their arguments this week. >> a national survey shows a lot of people are not getting the new covid vaccine that recently became available. only 7% of adults and 2% of children have gotten the shot so far. one expert is calling the rates abysmal. according to the survey, nearly 40% of adults say they probably or definitely won't get the updated vaccine for themselves or their kids. new guidance is coming in from the cdc when it comes to the vaccine. for m-pox, it's now recommending routine vaccinations for those at high

risk. abc7 news reporter zach fuentes breaks down what the recommendations mean with local health experts and officials. >> as it was more than a year ago that lines wrapped around blocks with people hoping to get monkeypox. now called mpox. >> vaccines may second, 2022. the who got their first report of a non traveler getting m-pox and then it suddenly started really spreading. >> but by august that same year, cases started to come down and it really was getting the vaccine probably natural immunity. >> all of that made the cases come down. >> but m-pox has not gone away completely. there's still been cases locally, including some in san francisco and santa clara county. vaccines are still being encouraged and offered free in both places. >> we're in a much better situation with the m-pox now than we were last year, but we continue to see cases. >> now, the cdc's advisory committee on immunization practices has voted unanimously to recommend the vaccines become routine. what these recommend nations would add is to think
