running for parts of the bay area this weekend. good morning. it's sunday, october 29th. i'm stephanie sierra and we'll get right to that red flag warning. lisa is here tracking the latest. >> yeah, good morning, stephanie. we are looking at those very gusty winds in the upper elevations starting out with our red flag warning, which includes most of the bay area until 5:00 tonight. winds out of the north northeast, 15 to 30 miles an hour at the lower

elevations. but mount diablo right now is at 55 miles an hour. so this certainly could start fires. they could spread easily. and our wind advisory in the higher elevations until 5:00 as well from the hills of the east bay, the santa cruz mountains, our inland valleys. and as we look at the winds above 1000ft, there's your mount diablo, 55 mile an hour wind gusts. you can see wide spread winds from 30 miles an hour up in the north bay. and current temperatures because of the winds. how about that? 60 in san francisco, napa down the road in santa rosa, it is 44. and our 24 hour temperature change. look at how dramatic due to that wind keeping the atmosphere mixed and warmer. so temperatures in the upper 60s to 70s today. we'll track those winds and talk about a quiet trick or treaters forecast and the week ahead. stephanie. >> lisa, thank you. in the east bay now, there are some areas considered at risk of extreme fire danger. abc seven news reporter anser hassan talks to experts about the significance of the warning and asks locals

how they're staying safe as the sun sets on the oakland hills wind speeds are expected to pick up with both a red flag warning and wind advisory in place for the east bay hills as the winds blow, they are drying out a lot of the finer fuels such as grasses and shrubs across the region. >> alexis clauser is a meteorologist with the national weather service as she explains, the bay area will face the strongest offshore wind event of the past two years and the most expensive that is extending throughout the north bay zones as far south as the santa lucia mountains. it's expanding much further than what we've seen over the past two years. and in fact, in 2022, we did not even issue any red flag warnings. >> clauser says to expect wind gusts of up to 45 miles an hour, 60 miles an hour in some isolated areas. dry conditions combined with strong winds can lead to rapid fire spread up in the oakland hills. the warning

signs indicate extreme fire danger. >> the fire department here is really good about going around and inspecting all the houses. >> lloyd santee lives in the oakland hills. he says he and his neighbors have done a better job maintaining their yards, which he thinks will help if everything was still all full of vegetation and the trees weren't trimmed, we'd probably be in a lot more concern and panic mode. >> but because people are doing what we they set out to do to keep the fires from coming back, it's helped out a lot. >> sharon burch has lived in the oakland hills for 50 years. like others, she has cut down big trees, knowing how strong winds can bring them down. >> it's part of life because certainly with the way climate change is going, i don't think we're going to see a lot of improvement in in fire danger. but i think people are so much more aware of it that that we're actually a lot safer than we might have been, say, ten years ago in the east bay anser hassan chan abc7 news. >> you can keep track of the weather with the same tools. our abc7 meteorologists use. it's

all on our app. just download the abc7 bay area app wherever you stream in the middle east. israeli prime minister benjamin netanyahu says the next stage of the war has begun. in an address to his nation, he warned the next phase will be quote long. he says the goal is to destroy hamas and return hostages held by the militant group. people in gaza endured the heaviest aerial assault this week. and landline cellular and internet connectivity are slowly being restored after being severely disrupted friday night. we continue to see protests around the world over the conflict in the middle east. some of the biggest crowds we've seen this weekend were in london, where hundreds of thousands of people marched. crowds of people also gathered in rome and closer to home in new york city, in fact, a large protest also shut down new york city's grand central terminal. here at home, more calls for peace and a cease fire as protesters filled market street and even spilled onto the

freeway here in san francisco, organizers believe more than 10,000 people came out. abc seven news reporter tara campbell spoke to those who have family caught in the middle of the war. >> flags waving and people chanting and we are here in the thousands today to call for a cease fire, taking to the streets of san francisco saturday in support of the people of palestine. >> the situation in gaza right now is extremely dire and horrendous. people in gaza don't have water, food or fuel. marching down market street, making their way to the central freeway. >> police temporarily closing the ramps. >> this event is organized by a coalition of organizations in the bay area, whether they're palestinian, whether they're black and indigenous. we all came out in a crowd of 15,000. >> many were family in gaza. they don't know what happened to them if they're still alive, if they're being killed, we don't know. >> when was the last time you heard from your in-laws?

>> we haven't heard like maybe three weeks. two weeks? >> she says the images are haunting and hard on her daughter. >> it's traumatizing just hearing about it. like imagine being there right now, but still , she watches, waiting and hoping. i do want to see it because i want to be updated on who's who's there and what's going on there and if any of my relatives is still alive or not. >> and for some, it's about showing up simply to support. >> i've just been really struggling with seeing the news over the past few weeks and i wanted to just be around people who also care about what's going on. >> tara campbell, abc seven news. happening today, bay area jewish organizations are gathering in an event called bay area united speakers expected include elected officials, spiritual leaders and community organizers leaders. >> it's starting at 130 this afternoon at the yerba buena gardens here in san francisco. also today in san jose, a

pro-palestinian rally is happening. it will start at 1 p.m. at city hall. it's being put together by the freedom road socialist organization. speaking of protests, one delayed the start of saturday's football game at uc berkeley. this one was about the suspension of a professor. 15 people were taken off the field and arrested after staging a sit in the cal versus usc game started about 15 minutes late because of this incident, a person who was walking on the street was struck and killed after a two car crash in san francisco. the crash happened in lower nob hill on post near leavenworth street, just after 11 saturday. we're told the driver of the car was not hurt and is now in police custody. he the circumstances surrounding the deadly collision are still under investigation. the us secret service requested access to over 500 cameras around union square in san francisco. the request comes ahead of next month's aipac conference. the secret service is responsible for the

protection of the president and foreign dignitaries. president joe biden is expected to meet with china's president xi jinping at the summit, according to the chronicle, the agency plans to staff the surveillance equipment from november 15th through the 18th. licensed street vendors in san francisco's mission district are reporting, pushing back on a temporary vending ban slated to start in november. vendors and city officials will hold a meeting tomorrow to discuss the parameters of the 90 day ban. the ban would be in place along mission street between cesar chavez and 14th streets. we're told sf public works employees are wearing bulletproof vests regularly dealing with attacks and unpermitted vendors selling stolen goods are blocking the sidewalks. officials say enforcement details have not been finalized yet. some vendors say they are worried the ban would impact their ability to provide for their families. coming up during our 9:00 hour, we will speak to santiago lerma, the legislative aide to

friends. perry was found dead at his pacific palisades home in los angeles saturday. abc news reporter alex stone tells us more about his passing as we look back at his remarkable career. >> actor matthew perry, best known for his portrayal of chandler bing on the 90s sitcom friends, was found dead at his pacific palisades home in los angeles on saturday. preliminary reports from police say there was a call just after 4 p.m. local time for a man in his 50s who was unresponsive. investigators are not saying how perry died, only that they've opened a death investigation. investigator said foul play is not suspected. during friends ten year run, perry's chandler bing quickly became a fan favorite, in part due to the iconic delivery of his lines. could i be more sorry? but behind all of the laughs, the canadian born actor spent years battling addiction, a battle he tried to keep a secret from everyone, including his fellow cast members on friends.

about a stolen work laptop belonging to alameda county da pamela price. a police source tells the i-team's dan noise it happened while she attended a domestic violence event at the alameda county family justice center in oakland. they say price's bodyguard parked the county owned chevy tahoe right outside the center. price returned to the suv to find a broken window and her work laptop missing. the source says the da filed a police report online after waiting an hour for officers in the east bay. now an approach to report car break-ins through social media has come to an end. less than 24 hours after it started, the oakland police department announced saturday it temporarily deactivated the instagram and accounts where people could report auto burglaries. on tuesday, police said the program would run through the weekend. the department now tells abc7 news it concluded as scheduled. it also says it is reviewing the effectiveness of this program in the south bay strides against

breast cancer survivors, family and supporters walked for what's called the nation's largest movement against breast cancer. the american cancer society has hosted the walk for more than 30 years as breast cancer is the most common cancer in women. and the event raises money and funds research, which helps develop life saving programs. now to another. >> personally, i have a very strong emotional connection to the cause. my dad died from alzheimer's when i was 26 and i really saw his decline during my college years. as i left and went to college and came back. so it took a while, but i finally decided to do something about it. >> hundreds of people joined the walk to end alzheimer's at the bishop branch in san ramon this weekend. the association is the world's largest fundraiser for alzheimer's research. many participants have deep connections to the cause. alzheimer's disease is the seventh leading cause of death in the us. our abc seven is a proud sponsor of the walk and

our very own abc seven news anchor dan ashley participate in this event. well, it's spooky season this weekend and it certainly was felt in the castro district where they kicked off their first halloween celebration. there was no shortage of decorations and themed fanfare. the ghoulish festivities featured kid games during the day and a block party that goes until midnight. the family focused event is different compared to the district's notorious halloween parties of the past, though. but as you can see, that certainly did not stop the dazzling array of costume as well. this weekend , women in the fire service are networking, training and collaborating in the east bay. alameda county fire is hosting two nonprofits aimed at helping female firefighters develop their careers. these kinds of events are designed to foster connection and development among women because fire fighting is a male dominated profession in people are coming with all different various skill sets. >> and our goal is to enhance it and just share the knowledge and then share contacts so women can

stay in touch with the other women that are here participating. >> the training event continues today in san leandro with opportunities in mentorship. firefighters from all over the country are participating in this. now, speaking of fire, danger is especially top of mind this morning with a red flag warning in effect for parts of the bay area. lisa is tracking what we can expect. what's the latest? >> well, you know, relative humidity in fairfield at 13% right now. and in livermore and hayward, 18 and 19. so very, very dry atmosphere here as the winds in the upper elevations are very gusty at the surface. we're finally beginning to see some of the breezy winds and we'll see that throughout the morning to early afternoon hours. then by about 2:00, the winds will begin to subside. so we've got high pressure building into the eastern pacific. there where all that blue is and to the east of us, a trough. and the pressure gradient between the two, allowing for the very gusty winds out there and the mild temperatures to start out. 63 in san francisco, look at

that, 41 palo alto with some protected valleys in the north bay. quite cool. 44 in cloverdale, 55, vallejo and 54 in livermore. the current winds continue to increase out of the north, 54 miles an hour mount diablo and you can see mount hood 32 miles an hour. atlas peak in the colors indicate those strong, gusty winds. so those offshore winds with us today and the view from our exploratorium camera, high fire danger, the wind advisory both till 5:00, upper level winds. and at the surface, though, some gusts from time to time right in the valleys. i've seen some things blow around this morning. so certainly the breeze out there bringing the very low relative humidity and then the warmer days will arrive through at the beginning of the week through wednesday. more clouds could see a few areas of showers as we get into thursday, friday, maybe even saturday. our fire danger index has all the colors this morning so that indicates a high risk of the dry atmosphere, sparking a fire allowing for

fires to spread. this is 11:00. it increases it only decreases towards the to 3:00 hour. and a look at the winds. these are the winds that will be gusting throughout the day today. up to about 40 miles an hour. those pinks there through 10:00, still very gusty from the north and northeast into the valleys of the east bay. the east foothills here, the santa cruz mountains. and then as we get towards noontime, still very breezy to gusty winds and then the winds finally tapering off. this is what is really remarkable. take a look at our relative humidity at 9:00 this morning. most locations in the teens here. but as we get through the afternoon, check that out. we don't like to see that 9% relative humidity, napa, concord and look at that in hayward. and then we'll continue to see these drop even further through 4:00 in the afternoon. and then a bit of recovery as we get into your monday morning, late sunday, monday. so certainly the driest we have seen in quite some time.

a police department taking that concept to the next level. a new program in walnut creek is meant to equip staff with resources so they can step up if something doesn't feel right. abc seven news anchor dan ashley tells us how the program is helping build a better bay area. >> down a nondescript hallway at the walnut creek police department, something new and different is happening on the other side of this door. an emerging trend in law enforcement and this force is on the cutting edge. i was there this week for one of the daylong training classes. what's the feedback you get after this training program from the officers who've gone through the course? what they find out is that we've already been doing a lot of this stuff. >> it's just we're adding structure or we're adding an organization mindset. we're breaking down the barrier of different levels of hierarchy

and it was hierarchy that may have been a factor keeping fellow officers standing just steps away from intervening in the incident involving george floyd. >> it's a case study back in that classroom in walnut creek. know your duty to intervene if unnecessary harm is being inflicted. >> i'm expected to do something. >> shamika riley is a property and evidence technician and dispatcher in the walnut creek police department. she's also a trainer teaching her colleagues, sworn officers and staff how to step in when things get sticky. and someone who is above you at your same level or well below, you can feel confident that they can speak up and face no repercussions. yes. why is that important? >> it's important that everyone feels that they're on the same level, that it's not broken down by rank and file. it's good from the top down. bottom up. >> for chief jaime knox embracing this program was an obvious decision. this takes awareness and moves it to action . >> no community wants to wait for tragedy to strike or for something to happen that could

be prevented. so i thought, well, let's move forward with a program like this so that we can be proactive instead of reactive. >> the walnut creek police department is one of only 22 in the entire state to implement the able program. able stands for active bystander ship in law enforcement. active bystander ship means empowering officers and staff to step in to help a colleague under stress or crossing a line. it's not just when to intervene, but you literally are teaching them today how to intervene. what does that entail? >> yeah, so it's about using your tools or your tactics that you already have quick decision making skills, things that officers do all the time. but putting a spin on it for, okay, how do i go up to my coworker? how do i go up to my boss? >> that's been the mindset in the department. the chief and others tell me, but this formalizes it and provides the tools to make sure it happens. captain ryan hibbs oversees the project. >> having the ability to stay open and receive that intervention is a key component to its effectiveness. so we feel as though this is going to be a

stronger, stephanie. >> in fact, upper elevation wind gusts over 54 miles an hour. mount diablo. so a red flag warning until 5:00 for pretty much the entire bay area north to northeast. winds common 15 to 30 miles an hour. even at the surface, we've had some of those gusty winds even here in san francisco. so allowing for the temperatures to stay much milder this morning. our wind advisory in the upper elevations, this to until 5:00. and this could also bring down trees. we could see some power outages and those unsecured objects perhaps blowing around upper elevations here. look at that, 53, mount diablo, 32 miles an hour around atlas peak. and you can see over 30 miles an hour throughout the north bay. temperatures ranging from the 40s to the 50s and 60s. this morning due to all that wind. and that brings us anywhere from 2 to 20 degrees warmer. so this morning the winds increase upper elevations, gusty winds in spots at times and then we'll climb through the low 70s inland and we'll talk about a much calmer monday as we

get towards the new month coming up. >> stephanie, looking forward to that. lisa, thank you. well, in the north bay, residents are dealing with the largest red flag warning for the bay area since october of 2021. an abc seven news reporter, cornell bernard tells us more about the preparation for a wildfire emergency. >> red flags are flying at fire stations across sonoma county, warning the public about high fire danger in mill valley. families and kids getting some hands on training at southern marin fire station. number nine, the public open house is part of october's fire prevention month. >> these are the guys that are going to when we have the big wildland fire is going to save our butts. >> the timing of this event colliding with this weekend's red flag fire warning this station crew is up, staffed and on high alert by saturday afternoon, winds were starting to pick up and every time we get below low, 30, 30, 35% are relative humidity is when we can potentially expect some extreme fire behavior. >> so that's kind of where we

are this weekend. >> chief patterson says it's the first red flag warning for october in two years, and residents are getting nixle alerts about the increase fire danger, red flag warning in effect. >> 1028 through 1029. be cautious. >> the concern here in the area is a fire on mount tam, which burns mill valley down like the sign says. >> no parking here on miller avenue in mill valley. city officials want to use this stretch as an evacuation route in case of a fire. just something happens. >> there's only two roads out of mill valley. so if these roads are being used for parking other than the median, then those escape routes will be blocked for everybody. >> we're asking your viewership to be very vigilant this weekend . >> and cal fire chief mike marcucci says it's been a productive year of prescribed controlled burns producing fire threat. but despite a mild fire season, he says the danger isn't over yet and residents should be ready to leave their homes. if a

netanyahu confirms as israel's war against hamas has entered a new phase. in a televised address to the israeli people, the prime minister saying we will fight for our native land, we will fight and won't back down. israel bolstering its offensive striking hamas from the air, the sea and on the ground and claiming 150 underground hamas targets are now destroyed. netanyahu saying the fight will only intensify in preparation for a broad ground invasion into gaza. a hamas official promising a fight. >> i think he will achieve nothing on the ground but israel claiming it's killed several hamas leaders, including a commander who oversaw paraglider operations during hamas's deadly october 7th terrorist attack on israel. >> across the gaza strip concerns about a worsening humanitarian crisis as neighborhoods now reduced to rubble. the growing number of injured overwhelming hospitals.

united auto workers is expanding that strike. and the union announced workers at gm's plant in tennessee will walk off the job. the auto workers strike began about six weeks ago against ford, general motors and stellantis. it appears the union was making progress with gm before yesterday's announcement. now the uaw has worked out a new contract with ford. there are reports it has reached a tentative deal with stellantis. now to the surprise announcement from one of the candidates seeking the republican presidential nomination. >> so after much prayer and deliberation action, i have decided to suspend my campaign for president. effective today, former vice president mike pence dropped out of the race on saturday. >> he made the announcement at an address to the republican jewish coalition. most of those close to his campaign were unaware he was going to reveal his decision on stage. pence his campaign has been struggling to raise both money and support in

he wrote in a letter police say was found at his home. abc news reporter morgan norwood has been following the story from lewiston, where the community is now grieving. >> a community gathering for a candlelight vigil saturday night for the victims of the deadly mass shooting in lewiston, maine . >> because we were all here for one reason to try to heal and move forward and really be there for the victims of these families. >> 18 people lost their lives when a gunman opened fire at a bowling alley and a bar wednesday night. aaron young was at the bowling alley with his father, bill, both gunned down. >> aaron loved table and it was something they did fairly regularly. and just happened to be that night. >> 48 year old bill bracket also lost his life. his father, william senior, says moving forward is difficult. >> everybody loved him no matter where he went. partially back to myself anyways, not wholly, but you never get old after more than a 48 hour manhunt on friday

night, police found the body of the suspected gunman, 40 year old robert card, dead from a self-inflicted gunshot wound. >> the body was recovered inside a trailer near a recycling center in lisbon, where card used to work. authorities say they searched and cleared that location twice across the street, there's an overflow parking lot, which is the recycling corporation property. >> so the owner was very diligent to say, did you clear those trailers? >> in a statement, the company says card worked there for almost a year and left voluntarily late last spring. authorities now revealing a note for loved one was discovered at card's home, which included phone passcodes, bank account information and more. investigators say they're trying to access his phone and bank accounts through search warrants, hoping to find clues into a motive. meanwhile the community focusing on healing. >> it's a huge loss, a huge tragedy to our community. it affects all of us and we're all hurting. >> and investigators say a long gun was found inside card's car. he also appeared to be wearing

spotted next to sharks. gm mike grier a couple times, so we can take a guess where his next stop will be. nothing official quite yet. congrats to jumbo joe on an amazing career here. that is your look at sports. have a great sunday. we'll send it back to you. >> let's get right to lisa and the latest on that red flag warning. good morning. >> hey, good morning, stephanie. we have some really low relative humidity up in the upper elevations. just checked mount diablo at the dew point is at five, five degrees. so we're looking at relative humidity in the teens and dropping through the single digits. we have an area of high pressure building offshore and a system moving to the east of the great basin into the rockies, allowing for the winds to kick up. we are at 60 right now downtown, 54 in concord, 55, san ramon. palo alto continues to drop at 39, but still seven degrees warmer than yesterday. 18 degrees milder in santa rosa. and look at that concord and hayward, ten degrees warmer. relative humidity in the teens there.

it's just going to get drier right on through about one 2:00. so the winds above 500ft. you can see anywhere from 37 miles an hour, 35 up to the north breeze early they were in the 50s. they'll continue to think see those gusts over 50 miles an hour. and there's a look from sutro. it is nice and clear out there. i fire danger. our wind advisory continues through 5:00. strong and gusty winds bringing down the very low relative humidity into that dangerous category three. we haven't seen this in quite some time. we'll stay mild. in fact, above average, 5 to 10 degrees above average for the warmest day of the week on wednesday. and then more clo showers by the end of the week. here's a look at the surface wind gusts as we go through the rest of the morning hours. and look how bright the map is with the pinks , the reds, 10:00 from napa into the east bay, even down into the foothills here of the east bay. looking at the south bay, i should say, some very breezy winds. and then towards the evening hours, things do certainly quiet down. so our

fire danger index following the gusty winds throughout the afternoon. north and east bay hills and also even the coast. some breezy to gusty conditions. and then we'll begin to see things improve. but take a look how dry. so 9:00, we're in the teens here, 14% relative humidity in hayward. then 11:00 already dropping off to 9% in hayward, napa 20% in oakland. and then right on through 3:00, even lower than that. so that's quite remarkable. we'll we'll see the improvement through the overnight hours. and then this is a look at what's to come on thursday. could see some showers. another system heading to the north of us on friday. and at this point, it looks like we could see a little bit of rain. then we'll have to wait and see. models keep going back and forth. this brings us 2/10 by by early next weekend, 73 in oakland today. look for 74 in san jose and the temperatures certainly starting out mild so
