sai on your weather conditions outside as the national weather service issued a red flag warning for parts of the bay area this weekend. good morning. it's sunday, october 29th. i'm stephanie sierra and we'll get right to that red flag warning. lisa is tracking the very latest and those gusty winds continue. >> certainly in our upper elevations where the winds are dropping, the relative humidity drying out the atmosphere. and that's why we have a red flag warning where north to northeast

winds are bringing breezy conditions at the surface. 15 to 30 miles an hour with 40 to 60 mile an hour gusts in the upper elevations. and by later on this afternoon, the relative humidity will drop below 10% in some communities. and our wind advisory, the hills of the east bay, the east foothills down around mount hamilton and la honda, certainly the dry conditions is really widespread. so the north winds right now 37 miles an hour. mount diablo up in the north bay, you can see the colors there indicating those strong northerly gusts. it's in the 30s and 40s and our coldest locations. but many of you in the 50s to near 60 due to all that wind. so with that anywhere from 12 degrees milder in hayward to 21 in napa. so sunshine 60s 70s and the winds beginning to decrease after about 2:00. so we'll talk about a calmer week ahead, including our trick or treat forecast in a few minutes. >> stephanie, lisa, thank you. in the east bay, there are some areas considered at risk of extreme fire danger. abc seven news reporter anser hassan talks to experts about the

significance of this particular red flag warning and asks locals how they're staying safe as the sun sets on the oakland hills wind speeds are expected to pick up with both a red flag warning and wind advisory in place for the east bay hills as the winds blow, they are drying out a lot of the finer fuels such as grasses and shrubs across the region. >> alexis clauser is a meteorite ologist with the national weather service. as she explains the bay area will face the strongest offshore wind event of the past two years and the most expansive that is extending throughout the north bay zones as far south as the santa lucia mountains. >> it's expanding much further than what we've seen over the past two years. and in fact, in 2022, we did not even issue any red flag warnings. >> clauser says to expect wind gusts of up to 45 miles an hour, 60 miles an hour in some isolated areas. dry conditions combined with strong winds can

lead to rapid fire spread up in the oakland hills. the warning signs indicate extreme fire danger. >> the fire department here is really good about going around and inspecting all the houses. >> lloyd santee lives in the oakland hills. he says he and his neighbors have done a better job maintaining their yards, which he thinks will help if everything was still all full of vegetation and the trees weren't trimmed, we'd probably be in a lot more concern and panic mode. >> but because people are doing what we they set out to do to keep the fires from coming back, it's helped out a lot. >> sharon birch has lived in the oakland hills for 50 years. like others, she has cut down big trees, knowing how strong winds can bring them down. >> it's part of life because certainly with the way climate change is going on, i don't think we're going to see a lot of improvement in in fire danger . but i think people are so much more aware of it that that we're actually a lot safer than we might have been, say, ten years ago in the east bay anser hassan abc7 news. >> a reminder you can keep track

protesters filled market street and even spilled onto the freeway here in san francisco, organizers believe more than 10,000 people came out. abc seven news reporter tara campbell spoke to those who have family caught in the middle of the war. >> flags waving and people chanting and we are here in the thousands today to call for a cease fire taking to the streets of san francisco saturday in support of the people of palestine. >> the situation in gaza right now is extremely dire and horrendous. people in gaza don't have water, food or fuel marching down market street, making their way to the central freeway. >> police temporarily closing the ramps. >> this event is organized by a coalition of organizations in the bay area, whether they're palestinian, whether they're black and indigenous. we all came out in a crowd of 15,000. >> many were family in gaza. >> know what happened to them if they're still alive and if they're being killed. we don't

know. >> when was the last time you heard from your in-laws? >> we haven't heard like maybe three weeks, two weeks, she says the images are haunting and hard on her daughter. >> it's traumatized just hearing about it. like, imagine being there right now, but still, all she watches, waiting and hoping. i do want to see it because i want to be updated on who's who's there and what's going on there. and if any of my relatives is still alive or not. >> and for some, it's about showing up simply to support. >> i've just been really struggling with seeing the news over the past few weeks and i wanted to just be around people who also care about what's going on. >> kara campbell, abc seven news three happening today. >> bay area jewish organizations are gathering in an event called bay area united speakers expected include elected officials, spiritual leaders and community organizers. it's starting at 130 this afternoon at the yerba buena gardens here

in san francisco. also today in san jose, a pro-palestinian rally is happening. it will start at 1 p.m. at city hall. it's being put together by the freedom road socialist organization. speaking of protests, one delayed the start of saturday's football game at uc berkeley. this one was about the suspension of a professor who was accused of harassing another professor at a university in 2019. some students argue the professor acted in self defense. 15 people were taken off the field and arrested after staging a sit in the cal versus usc game started about 15 minutes late in san francisco. a person who was walking on the street was struck and killed after a two car crash . the crash happened in lower nob hill on post near leavenworth street just after 11 a.m. on saturday. we're told the driver of the car was not hurt and is now in police custody. the circumstances surrounding the deadly collision are still under investigation. an. well, the us secret service has

requested access to over 500 cameras around union square in san francisco. the request comes ahead of next month's apec conference. the secret service is responsible for the protection of the president and foreign dignitaries. president joe biden is expected to meet with china's president xi jinping at the summit. now, according to the chronicle, the agency plans to staff the surveillance equipment from november 15th through the 18th. licensed street vendors in san francisco's mission district are reportedly pushing back on a temporary vending ban slated to start next month. vendors and city officials will hold a meeting tomorrow to discuss the parameters of the 90 day ban. the ban would be in place along mission street between cesar chavez and 14th streets. we're told sf public works employees are wearing bulletproof vests, regular dealing with attacks and unpermitted vendors selling stolen goods are blocking sidewalks. officials say enforcement details have not

palisades home in los angeles on saturday. >> preliminary reports from police say there was a call just after 4 p.m. local time for a man in his 50s who was unresponsive. investigators are not saying how perry died, only that they've opened a death investigation. investigators said foul play is not suspected. during friends ten year run, perry's chandler bing quickly became a fan favorite, in part due to the iconic delivery of his lines. could i be more sorry ? but behind all of the laughs, the canadian born actor spent years battling addiction, a battle he tried to keep a secret from everyone, including his fellow cast members, on friends. >> secrets kill you, secrets kill people like me. >> but perry revealed those secrets in a book published in two over 22, which he dedicated to others suffering with addiction. in a 2020 special, he spoke with diane sawyer about the memoir, which he called friends, lovers and the big, terrible thing. >> it was important to me to do

the center price returned to the suv to find a broken window and her work laptop missing. the source says the da filed a police report online. then, after waiting an hour for officers in the east bay, now an approach to report car break-ins through social media has come to an end. less than 24 hours after it started. the oakland police department announced saturday it temporarily deactivated the instagram and ex accounts where people could report auto burglaries. on tuesday, police said the program would run through the weekend. the department now tells abc7 news it concluded as scheduled. it also says it is reviewing the effectiveness of this program in the south bay now strides against breast cancer survivors. family and supporters walked for what's called the nation's largest movement against breast cancer. the american cancer society has hosted the walk for more than 30 years. breast cancer is the most common cancer among women. the event raises

money and funds research, which helps develop life saving programs. now to another great cause. hundreds of people joined the walk to end alzheimer's at the bishop ranch in san ramon this weekend. the association is the world's largest fundraiser for alzheimer's research and many participants have deep connections to the cause. >> personally, i have a very strong emotional connection to the cause. my dad died from alzheimer's when i was 26, and i really saw his decline during my college years. as i left and went to college and came back. so it took a while, but i finally decided to do something about it. >> alzheimer's disease is the seventh leading cause of death in the us. and abc7 is a proud sponsor of the walk and our very own abc7 news anchor dan ashley participated in this event. well this weekend women in the fire service are networking, training and collaborating in the east bay. alameda county fire is hosting two nonprofit efforts

aimed at helping female firefighters develop their careers. these kinds of events are designed to foster connection and development among women because firefighting is a male dominated profession. >> people are coming with all different various skill sets and our goal is to enhance it and just share the knowledge and then share contacts so women can stay in touch with the other women that are here participating. >> the training event continues today in san leandro with opportunities in mentorship. firefighters from all over the country are participating in this. well, speaking of fire danger is especially top of mind this morning with a red flag warning in effect for parts of the bay area. lisa is tracking the latest on what we can expect , as well as the wind advisory. >> yeah, you know, right now, 62 degrees in san francisco, which is really mild and that's due to all the wind. but those north winds gusting to 18 miles an hour around concord and relative humidity over in fairfield at a 13. so it's just going to get drier throughout the next

several hours, probably right through 1:00 as high pressure continues to try to nudge in to the eastern pacific and a trough is departing to the east of the sierra nevada. and that is creating what we call a pressure gradient. a tight pressure gradient. that wind, that northerly offshore dry downsloping wind. it is 59 right now in concord. look at napa at 60 degrees as it is 54 over in oakland with 40in palo alto. so some of the protected valleys within some of these areas are certainly cooler than that. so not everyone that warm, but certainly most of us look at the winds gusting around the oakland hills, 46 miles an hour. last check, mt. diablo was 55 miles an hour. it had gusted to 60. we still anticipate the winds to continue to increase through the north bay, the east bay, even down by mount eminem and ben lomond in the advisory area, there is a look at sutro with the clear sky. so high fire danger, a wind advisory all

through 5:00. strong, gusty winds, relative humidity continuing to decrease right on through 4:00. more warmer days through wednesday. that should be the warmest day of the week. and then cloud cover leading to some showers by the end of the week. here's a look at the wind gusts even this morning, you're feeling some of those right in the valleys of the east bay hayward, 16, 17 miles an hour. but certainly from the north bay, from calistoga to napa, up to 30 miles an hour, noontime, we still have that funneling effect from the north and northeast. those winds moving through some of the gaps there. the higher elevations to the lower elevations and so that's why we're drying out the atmosphere and the fire danger as that is highest that we have seen in a couple of years. so as we go through the morning hours, it increases our fire danger index from high low to very high in some of these spots where the winds just continue to blow very strong and the atmosphere air continues to dry out. so 9:00, it's remarkable to see relative humidity at 15% in san ramon and

in livermore and look what happens. this continues to drop to 10% by 11:00. we're not even at our high temperature, which we get at 4:00 in the afternoon. when we get there, we'll be down to about 7. even 6% in san jose. so it's going to take till tonight into monday to see that recovery. so high fire danger today, gusty winds in the hills and some of those breezy valley conditions as well. 70 in fremont, 74 for you in san jose with mid 70s in the north bay. and then for monday, it's chilly. we're dropping back into the 30s for some of the protected valleys of the north bay. 40 in livermore little change into tuesday morning. wednesday should be our mildest morning. our warmest afternoon and the accuweather seven day forecast shows that after today certainly things will calm down into halloween. looks very pleasant and then the rest of the week increasing clouds could see some shower chances, which would be a good thing because we're expecting that, right?

emerging trend in law enforcement and this force is on the cutting edge. i was there this week for one of the daylong training classes. what's the feedback you get after this training program from the officers who've gone through the course? >> what they find out is that we've already been doing a lot of this stuff. it's just we're adding structure here. we're adding an organization mindset. we're breaking down the barrier of different levels of hierarchy . >> and it was hierarchy that may have been a factor keeping fellow officers standing just steps away from intervening in the incident involving george floyd. it's a case study back in that classroom in walnut creek. >> know your duty to intervene if unnecessary harm is being inflicted. i'm expected to do something. shamika riley is a property and evidence technician and dispatcher in the walnut creek police department. >> she's also a trainer teaching her colleagues, sworn officers and staff how to step in when things get sticky and someone who is above you at your same level or well below, you feel confident that they can speak up and face no repercussions. yes.

why is that important? >> it's important that everyone feels that they're on the same level, that it's not broken down by rank and file and it's good from the top down, bottom up. >> for chief jaime knox embracing this program was an obvious decision. this takes awareness and moves it to action . >> no community wants to wait for tragedy to strike or for something to happen that could be prevented. so i thought, well, let's move forward with a program like this so that we can be proactive instead of reactive. >> the walnut creek police department is one of only 22 in the entire state to implement it. the able program able stands for active bystander ship in law enforcement, active bystander ship means empowering officers and staff to step in to help a colleague under stress or crossing a line. it's not just that when to intervene, but you literally are teaching them today how to intervene. what does that entail? yeah, so it's about using your tools or your tactics that you already have quick decision making skills, things that officers do all the

time. >> but putting a spin on it for, okay, how do i go up to my coworker? how do i go up to my boss? >> that's been the mindset in the department. the chief and others tell me, but this formal sizes it and provides the tools to make sure it happens. captain ryan hibbs oversees the project, having the ability to stay open and receive that intervention is a key component to its effectiveness. >> so we feel as though this is going to be a very effective program. we're thrilled to be a part of the ground floor, if you will, and be an early adopter. dan ashley, abc seven news. >> still ahead on abc seven mornings, israel begins what it's calling the second stage of war. how ground and air operations are intensified fighting as authorities scramble to get hostages back home

advisory has been issued for parts of the bay area. we're keeping a close eye on those conditions for you right now. in fact, lisa is tracking wind gusts up to 60mph in some areas overnight in mount diablo, in the oakland hills, gusting to 46 miles an hour. >> so we're looking at the winds continuing to increase the next several hours right on through the early afternoon. a red flag warning takes us until 5:00. north northeast, winds 15 to 30 miles an hour. those gusts much higher than that up to 50 and 60 miles an hour. relative humidity already in the teens. it'll be dropping below 10. this could initiate fires, allow them to spread rapidly, knocked down power lines, which also could spark fires. and we could see some of those tree limbs that have been stressed. but the good news is we've had some rain. but take a look at that 40 mile an hour mount diablo gusts. so even so, it is certainly dry. the grasses are dry. and as you know, just one spark can do it. 54 in oakland right now is 45.

in novato with mid 50s in san jose. much milder due to the wind 16 degrees warmer in concord throughout the afternoon 60s and 70s. sunny skies fog comes back late. the winds will subside to 3:00, but between now and about 2:00 we're watching closely and bike riders should be as well as hikers and runners because it is windy out there. certainly all around us. >> stephanie. yeah, good reminder, lisa, thank you. and the north bay residents are dealing with the largest red flag warning for the bay area since october of 2021. an abc seven news reporter, cornell bernard tells us more about the preparation for a wildfire emergency. >> red flags are flying at fire stations across sonoma county, warning the public about high fire danger in mill valley. families and kids getting some hands on training at southern marin fire station number nine, the public open house is part of october's fire prevention month. >> these are the guys that are going to when we have the big

wildland fire is going to save our butts. >> the timing of this event colliding with this weekend's red flag fire warning this station crew is up, staffed and on high alert by saturday afternoon, winds were starting to pick up every time we get below 30, 30, 35% are relative. >> humidity is when we can potentially expect some extreme fire behavior. so that's kind of where we are this weekend. >> chief patterson says it's the first red flag warning for october in two years and residents are getting nixle alerts about the increased fire danger. >> red flag warning in effect. 1028 through 1029. be cautious. >> is the concern here in the area is a fire on mount tam, which which burns mill valley down like the sign says no parking here on miller avenue in mill valley city officials want to use this stretch as an evacuation route in case of a fire. >> just something happens. >> there's only two roads out of

i think he will achieve nothing on the ground but israel claiming it's killed several hamas leaders, including a commander who oversaw paraglider operations during hamas's deadly october seventh terrorist attack on israel. all across the gaza strip, concerns about a worsening humanitarian crisis. neighborhoods now reduced to rubble. the growing number of injured, overwhelming hospitals, unidentified sources say the internet has been restored. in some areas, food and fuel supplies running low. the united nations reporting a crowd of thousands broke into gaza warehouses sunday, taking food and basic survival items. meantime, israel believes hamas is holding more than 200 hostages in gaza. the white house also working with israel and partners in the region to secure the release of those hostages. the biden administration saying israel should support humanity. pause if it leads to freeing hostages.

we're looking at the bay bridge this morning. we are tracking a strong wind advisory and the first red flag warning since october of 2021. this morning for parts of the bay area. lisa is already tracking wind gusts up to 60mph in some areas. she'll have more details coming up as communities in maine continue their healing. we're learning more about the investigation into the shooting. sources tell abc seven news the suspect tried to buy a silencer for a rifle at a local gun store nearly three months before the tragedy. abc news reporter morgan norwood has the new details, including what he wrote in a letter police found in his home. >> a community gathering for a candlelight vigil saturday night for the victims of the deadly mass shooting in lewiston, maine. >> because we were all here for one reason to try to heal and move forward and really be there for the victims of these families. >> 18 people lost their lives when a gunman opened fire at a

bowling alley and a bar wednesday night. aaron young was at the bowling alley with his father, bill, both gunned down. >> aaron ineluctable. and it was something they did fairly regularly. and just happened to be that night. >> 48 year old bill bracket also lost his life. his father, william senior, says moving forward is difficult. >> everybody loved him no matter where he went. partially back to myself anyways. not wholly, but you never get old after more than a 48 hour manhunt on friday night, police found the body of the suspected gunman, 40 year old robert card, dead from a self-inflicted gunshot wound. >> the body was recovered inside a trailer near a recycling center in lisbon, where card used to work. authorities say they searched and cleared that location twice across the street, there's an overflow parking lot, which is the recycle ing corporation property. >> so the owner was very diligent to say, did you clear those trailers? >> in a statement, the company

says card worked there for almost a year and left voluntarily late last spring. authorities now revealing a note for loved one was discovered at card's home, which included phone passcodes, bank account information and more. investigators say they're trying to access his phone and bank accounts through search warrants, hoping to find clues into a motive. meanwhile, the community focusing on healing. >> it's a huge loss, a huge tragedy to our community. it affects all of us and we're all hurting. >> and investigators say a long gun was found inside card's car. he also appeared to be wearing the same clothing from the night of the shooting. morgan norwood, abc news, lewiston, maine. >> today marks world stroke day. the goal is to bring attention to the serious medical problem and to make people aware of how to prevent and treat this condition. it's estimated 1 in 6 people will experience a stroke during their lifetime strokes are common. about 15 million people around the world experience a stroke each year. a

stroke may cause paralysis, speech issues and emotional problems. building a better bay area can be a long process, but it's important to highlight the process along the way. this morning we want to share some of that good news. the oasis in was a pilot for a hotels in san francisco to start sheltering the unhoused. now, what started off as the city renting 25 rooms in 2020 has now grown to the entire hotel, housing families in need. the saint anthony's foundation recently agreed to acquire the shelter and continue its partnership with the city with housing, the homeless. i'm really proud that this is just another opportunity to ensure that families have a safe, affordable place to call home. the city of san francisco. so far funds 312 affordable housing units. a family shelter and traditional housing. well, we're tracking the latest on that red flag warning in effect today. let's check in with lisa. all right. >> beautiful picture here,

40 miles an hour in the upper elevation. stephanie but a couple gusts to over 50 miles an hour. mount diablo and the oakland hills have been quite gusty. so funneling that wind down into some of the valleys, a 18 to 20 mile an hour winds near concord dropping the relative humidity between 10 and 17. already this morning. so high pressure trying to build into california, a trough pulling away, creating that strong pressure gradient. the downslope dipping winds. and from mount tam, a stunning view, right, 59 degrees in san francisco. look at all the upper 50s where 57 in mountain view as well as half moon bay. but palo alto, 38 degrees. so, you know, there's no wind there. and with the dry air, it warms up and cools up very quickly because warmer air can hold more moisture. so when there's no moisture in the air, like at the desert, we get the hot weather and then very, very cold. santa cruz, beautiful view, 44 degrees, going to the low 70s santa rosa has dropped to 41 degrees. last hour, 43 in

novato they were in the 50s. so with that wind we are in the upper 50s from fairfield, 13% relative humidity, 59 in concord. livermore low 50s. so mount diablo, 40 mile an hour winds. you can see 25 mile an hour winds now in the oakland hills and the colors indicate the stronger winds as well. so this is going to continue and increase the wind speeds right through the middle of the day. exploratorium camera, 731, the official sunrise. and next week we fall back. high fire danger. wind advisory today until 5:00. strong, gusty winds lowering the relative humidity. warmer days arriving through wednesday. that will be our warmest day. and then clouds increase possible showers by the end of the week. here are our wind gusts. you can see the purples from napa to fairfield to calistoga, even over into the east bay here, the oakland hills, the east foothills, santa clara looking at some breezy conditions as well. so throughout the noontime time hour, very strong

northeasterly winds and then by five, 6:00, things really will quiet down. so much of the bay area lit up here with the yellows and then the oranges, even some reds. so that indicates that the fire danger peaking throughout the late morning hours, the early afternoon soon and then dropping off as the winds drop off. so about 9:00, 14% relative humidity in hayward through 11:00, we're down to 9% in concord. look at san francisco at 13. that continues to drop. but through 3:00, we're down into the single digits for most of our inland valleys. and then by 7:00, yes, things are beginning to calm down. highs today, 70 in fremont, 74 in san jose with mid 70s up in the north bay overnight tonight, it's chilly back to the 30s in our north bay valleys as well as tuesday morning. the mildest morning should be about wednesday and that coincides with the warmest afternoon. so red flag warning, high fire danger, gusty winds, even some
