9:01 am
every we need every area. they took care of me like a queen. i would recommend you call jacoby and meyers. they really went to bat for me. >> if you've been in a serious accident, we are here for you. call jacoby and myers, justice for you. since 1972, at rec van, the road to adventure starts here. >> come to wreck van and unlock your next adventure. >> building a better bay area. moving forward, finding solutions. this is abc7 news this morning. >> fire weather watch. we're keeping a close eye on your weather conditions outside as the national weather service issued a red flag warning for parts of the bay area this weekend. good morning. it's sunday, october 29th. i'm stephanie sierra. we want to get right to that red flag warning. lisa is tracking the latest. >> yeah, we've had some gusty winds. certainly overnight around mount diablo where the winds have gusted to over 50
9:02 am
miles an hour. this is a red flag warning for most of the bay area here. winds out of the north northeast have been blowing from 15 to 30 miles an hour to consistently above about 500ft. and then you get up above 2000ft. and that's where we have our wind advisory where those winds have been pretty strong. they've been consistent 20 to 30 miles an hour. and that's the concern that they could spark a fire, fires could spread rapidly. but look how clear it is from emeryville, where it is 55 in san francisco, 61 in oakland, with all that wind, the numbers have been pretty mild to start out and a gorgeous shot there from pier 39 4948, santa rosa, 60 by the delta and concord. so anywhere from a couple degrees to about 15 degrees warmer than yesterday. so there's a look at the current winds, 36 mile an hour wind gusts around the oakland hills and over 25 miles an hour from mount tam. so with a lot of sunshine and breezy winds, the dry atmosphere low relative humidity, we will be under that critical fire watch right on
9:03 am
through out the day. that red flag warning. and we'll talk about the easing winds today and a pretty decent week ahead. stephanie, lisa, thank you. >> and speaking of, it's the first red flag warning for the bay area since october of 2021. today, fire crews will closely monitor brush and find out grassier areas. experts say if we don't get rain in the coming weeks, it could raise more concern for devastating wildfires. they encourage agencies to do more prescribed burns to prevent any erratic fires. p-g-and-e's says their increasing their staffing this weekend, but do not anticipate any public safety power shut offs. joining me now is paul lowenthal with the santa rosa division, chief fire marshal. paul, thanks for being with us. thank you. well, this is the first red flag warning we've seen in two years. what are you and your crews expecting today? >> yeah, this is the first one in the lower elevations as we have had a couple in the upper elevations, us here locally in the north bay. but for the
9:04 am
extent of this red flag and the size of it and scope of it has been a couple of years, which is a good sign for us right now. the focus is on the duration of this red flag that is anticipate to last until 5:00 this evening. hopefully, the conditions remain calm and we get through this event without anything significant. but crews remain prepared just like we ask our community to remain prepared. uh- gear ready crews ready. additional staffing in place throughout different regions. in the event that something comes up, we're able to put a lot of equipment on it as quick and efficiently as possible. but again, hopefully we get through this without any significant concerns. and the shift then focuses on what the weather is ahead for next week. >> now, as you pointed out earlier, paul, unlike other red flag warnings this one encompasses not just the upper elevations, but also the valley floor. what areas would you say are most at risk today? >> right now, it seems like the focus really is on the higher elevations. that's where the winds have definitely materialized. we did take a look at our what we refer to as raws.
9:05 am
so our remote automated weather stations throughout our community. and right now, it would look like a lot of the wind concerns in the valley floors have not materialized, which is a great sign. we'd rather err on the side of caution and prepare and let our community know that we are in a red flag and there's the potential for the dangers. but good to see that those winds have not really materialized in the valley floor. regardless, the humidity is down, although it's cool out, there is still the potential that some fire could start and spread rapidly under the conditions that we have. where there is the winds and the higher elevations. so right now, again, we're just hoping to get through this without any major concerns. and those that live in those upper elevations that are experiencing the windier conditions that the people in the valley floors might not be experienced or seen or feeling or definitely being encouraged to limit any of those outdoor activities that could potentially spark a wildfire. >> now, speaking of those winds, lisa has already been tracking wind gusts up to 60mph this morning. how long are we
9:06 am
expecting these strongest winds to last? looking at the national weather service, information that they put out overnight, it looks like we're anticipating that those winds will start to diminish throughout the day and really start to ease off by late this afternoon, into this evening and then again, hopefully we get through this without any issue. >> but that is the focus right now is primarily the windy conditions in those upper elevations. >> as i understand, there's additional staffing regionally. do you know how those deployments are being handled? >> and yeah, so typically it's not uncommon for us to have crews and engines and departments that will essentially either sign up or be prepared to take on strike teams in the event that an incident develops. we also do a similar set of set of almost requirements or conditions where we'll we'll solicit input from agencies to see who is available and then we'll end up putting together strike teams. so that's exactly what's in place here in sonoma county, where a number of different agencies throughout the county have essentially
9:07 am
stepped up, put additional staffing in place in that way, whether it's santa rosa, sonoma county fire district, petaluma fire, whoever has that incident in the north bay can request that strike team. and in addition to their own departments response, they can get those additional resources to their jurisdiction quickly and efficiently. and that's really something we're doing a lot differently in the last several years since our fire activity increased significantly following the 17, 18, 19 and 20 fires. uh- is that we're all about not only community preparedness and doing a better job of educating what people can do to reduce their risks, but also getting a lot of additional equipment on the road quickly and efficiently to keep a fire small. good to know. >> well, as you pointed out, chief, we don't need the heat to have a significant fire threat, especially with humidity levels dropping this afternoon. in just how bad do you think it's potentially going to get today? >> so yesterday, the humidities were in the teens and single digits. as we were looking around the region this morning, looking at the valley floors, the humidities came up anywhere in the high 30s to low 40s, but
9:08 am
stayed pretty consistent in the teens in the upper elevations. so, again, that is the concern that although it's not going to be hot, that's one of the kind of false things that people think about as they think it needs to be hot, dry and windy for fire activity. it can definitely be cool. but with the winds potentially kicking up with those gusty conditions and those low humidities, it doesn't take much to fuel a fire under that type of condition. but hopefully the humidities stay up, at least in the valley floor. and the more populated areas. and again, with all the precautions that we have in place and things that we're asking our community to do, that again, we get through this. >> yeah, a good reminder, chief, we appreciate your insight. thanks as always for your time. thank you. well, this weekend, the national weather service says there is less concern for dense areas from recent rains and the cool summer. but as paul said, you can never be too cautious and warns to be alert for potential power outages. and you can keep track of any live breaking weather updates with the same tools. our abc7

9:19 am
all of its grim detail and personal devastation because he hoped that it might help others. >> i don't like talking about it , but i know it's going to help people to talk about, wow. >> well, aside from his incredible acting career, matthew perry was also a talented tennis player competing in the us open final, a top ranked junior player at the age of 13, he will forever be the beloved chandler bing in our hearts. well to weather now. we have a busy day ahead. from red flag warnings to a strong wind advisory, lisa is tracking the latest along with those wind gusts now topping 60mph. >> yeah, we did have one just last hour around mount saint helena. and we have had 55 mile an hour winds, 54 around mount diablo. so certainly those were the high east. but the oakland hills 30, maybe 40 miles an hour. so the good news is, is that we haven't had consistent or sustained wind winds at that
9:20 am
speed for a long period of time. but already, though, we're looking at relative humidity really, really low. and it will continue to drop off with those breezy winds throughout the day. so high pressure building into the eastern pacific while a trough passes to the east, allowing for those strong pressure gradients from mount diablo or our vollmer peak camera. you can see how clear it is. so very, very clear out there with all that wind, 55 degrees, san francisco, 61. in oakland, it is 63. in half moon bay. so with all that mixing, it is quite mild out there from the golden gate bridge, you can see no wind here with that bright blue sky. 49 santa rosa, 60 by the delta and concord with 61in napa, 55 in livermore. so with those winds right now, you can see saint helena at 60 miles an hour. so we are expecting these winds to continue to be quite strong in the upper elevations right on through about one 2:00 right now, the oakland hills at
9:21 am
30 miles an hour. and the colors indicating the strong wind and that direction out of the north, the down sloping winds that can continue to dry out the atmosphere from sutro, the high fire danger, the wind advisory and the upper elevation, strong, gusty winds with very low relative humidity. and then we'll get into slightly warmer weather as we go through the middle of the week. but then a chance of showers by the end of the week. so that certainly would be welcome throughout the next couple of hours. notice with the colors here from napa to calistoga, mount tam there over into mount diablo and the east foothills down around the south bay. looking at those breezy winds and they get channeled in between the higher terrain. and that will allow for some of the breezy valley winds, some gusts there throughout the afternoon. so it's really not until the late in the afternoon that will be out of this critical fire weather. so our fire danger index from high to very high today. these colors kind of blossomed throughout the afternoon. and then late in the day, coming back down to
9:22 am
moderate to low. the reason why the big reason is that since we dried out yesterday, look where we stand, 15% in concord, 12% in napa, down to the single digits right on through three, 4:00, seven, 8. fremont, livermore, that is definitely a recipe for some dangerous conditions out there. then overnight night, we'll begin to see the relative humidity increase with those winds backing off. 72 downtown 73 in oakland, 74 in san jose. nice day for the niners game where temperatures will be very mild and breezy winds. the accuweather seven day forecast our red flag warning throughout the day today with those gusty mainly upper elevation winds but still some pretty breezy conditions and say fairfield and also concord, napa as well. as we look at the next seven days we've got a string of 70s, even some upper 70s and then some clouds and looking like a return to some wetter and cooler conditions for the weekend. okay. >> well, we'll look forward to that for today. just to put it
9:23 am
in perspective for people, are the drops in humidity levels unusual? >> well, when we see these offshore events, no, we expect that. >> so i can't say it's too unusual, but we've been lucky to not see a lot of red flag warnings in a row. so when we do get the red flag warnings, that's what happens. >> okay. thanks, lisa. we'll be right back. do you own a house you just need out of quickly or just needs costly repairs? >> no worries. jump bys, bay area houses for a cash in any condition. we buy all kinds of houses from inherited or foreclosures to expensive homes that you just need to sell quickly for cash, all with no stress, no hassle, no banks and no commissions or fees. if you have a property you need to sell, call. john buys bay area houses for a fast fair all cash offer call 510 707 6000. that's 510 707 6000. >> i know what you're thinking. right? in a grocery store, celebrities really are just like us. we're not as a pescetarian. i crush it in a place like this. now you got to pay attention to

9:30 am
includes those wind gusts that went up past 60mph for the first time this morning. >> that's right. >> mount saint helena, 61 mile an hour wind gusts. and that's why we have our red flag warning and our wind advisory for the upper elevations until 5:00 north to northeast. winds 15 to 30 miles an hour. we've seen these gusts all around the bay area. but you get up 500 to 1500 feet and that's where the winds get even faster, which could bring down a power line, ignite fire, spread them quickly. and as a result of all this wind, look at the mild temperatures from 55 in san jose to 60 three half moon bay, 61. in oakland, it's only 46, though. here in santa cruz. we'll see highs today easily in the 70s with this warmer start. it is 60 by the delta relative humidity in fairfield down to 13% and it's only 930 in the morning. this is the 24 hour temperature change. much much milder and 36 mile an hour wind gusts in the oakland hills. certainly a concern there as we go through the next
9:31 am
several hours from 60s to mainly 70s today, today and even close to that at the coast. so it won't be till about 2 or 3:00 when the winds begin to diminish. and then we'll be looking at a chilly night. so we'll talk about it in detail in a few minutes stephanie. >> all right, lisa, thank you. well, licensed street vendors in san francisco's mission district are reportedly pushing back on a temporary vending ban slated to start in november. vendors and city officials will hold a meeting tomorrow to discuss the parameters of this 90 day ban. the ban would be in place along mission street between cesar chavez and 14th streets. we're told sf public works employees are wearing bulletproof vests regularly dealing with attacks and unpermitted vendors. selling stolen goods are blocking sidewalks. officials say enforcement details have not been finalized yet and some vendors say they're worried the ban would impact their ability to provide for their families. joining me now is santiago lerma

, the legislative aide to supervisor hillary ronen, who is tracking some new details expected this week. santiago thanks for being with us. >> good morning. thank you for having me. >> so to start off, if this order is signed this week, when do you expect the ban would go into effect? >> um, so what we're planning to do is to first make sure that we have alternative spaces for our street vendors to go to. so right now, now where we're looking at is probably about two weeks or the middle of november is when we're looking for the band to take effect. so the situation at 24th and mission street has been described as getting out of control. >> how will this ban be enforced . >> so the idea is to really make it easier for our public works and law enforcement agencies to
9:33 am
make sure that the streets are clear and safe. public works will be out at informing people. they are out there now letting people know about the ban. and then once it takes effect, they will they will be out and, you know, just letting people know that it's not allowed to vend on mission street. i want to be very clear that this is just mission street for the most part. the rest of the city is still accessible to street vendors. >> as you mentioned, at one point, we need more police presence for this ban to work. what do you say to critics who argue we don't have enough police officers to respond to life threatening emergencies? how will this be any different. >> sure. well the main an enforcer agency in this in this issue is not sfpd. sfpd is there to support public works. as you mentioned, many of the
9:34 am
inspectors have to wear bulletproof vests because they've been attacked and harassed by the police. there are there to support public works. but but the main enforcer is public works. they will be out. and, you know, frankly, we're talking about a one mile stretch of road here. so um, you know, we it is very true that we do have a police officer shortage. um. civil use of its officers . >> so i believe we're having some technical difficulty with your connection. but we do appreciate you being with us. we'll check back with you if we can get that connection back up. all right. also, new this morning, details about a stolen work laptop belonging to alameda county da pamela price. a police
