your toddler didn't tantrum and you... got to fly happily ever after. if our camera had a nose, the smell of bacon wrapped hot dogs sold on san francisco's sidewalks, certainly irresistible to a lot of people. but now san francisco health officials are hoping a new social media campaign questioning the safety of this street food will convince you to think twice. good evening. thank you for joining us for this special edition of abc7 news at nine. i'm dan ashley. for months, the san francisco public health department has been cracking down on unpermitted street vendors along the embarcadero. but now instead of

confiscating the carts, they are also starting a social media campaign to alert the public of what they say are unsanitary conditions. abc7 news reporter luz pena has the story. >> it's the street food that captures the attention of many tourists in san francisco. >> we were looking forward to it . been planning it for three days. >> but not everyone loves these hot dogs in san francisco. the city's department of public health has effectively started an online campaign against these vendors with the hashtag don't risk it. citing a lack of proper refrigeration, access, clean water and unsanitary conditions. we went to pier 33 to speak to vendors and see it ourselves, all fresh al fresco. it's a bread i bought today. >> yeah. >> we met anna escoto, who owns several food carts and showed us a box with hot dogs wrapped in bacon and a receipt of all the ingredients she bought today.

what do you think about what the city is saying? what the health department is saying? stars.and el departamento de salud como te digo somos muchos muchos vendedores. many vendors? no puedo hablar por me otros compartir de trabajo. i speak for the others. for months, the department of public health has been cracking down on street vendors on the san francisco port. >> it's the volume, the sheer volume of vendors that are out there. one vendor, a little bit of debris, a little bit of issue . 18 vendors out there. lot of debris, lots of grease, lots of issues. >> in a statement, the public health department said they require permits for any street and sidewalk vendors to sell food. in san francisco. and regarding sanitation said in part, these incidents of foodborne illness due to unpermitted vending are difficult to track because they range from vomiting and diarrhea to salmonella and e coli. for mild symptoms, the majority of people do not report it. ucsf's

infectious diseases. dr. monica gandhi looked at the photos and said bacteria is breeding in there. >> if they're kept at room temperature and not cooked to at least 165 degrees, the kind of bacteria for that hot dogs can breed are uh- salmonella, for example, which is a common type of food poisoning. >> dr. gandhi pointed to bacon increased the risk of foodborne illness. >> the thing about bacon is it doesn't have the same level of preservatives that hot dogs do. vendors like milka said they have never heard of anyone getting sick from their hot dogs. >> i would like for city workers to train them. we can learn how to manage these products to give us tips. i also asked san francisco's public health department if they have any reports of foodborne illness related to these food vendors. and they said many don't report so effectively. no. in the newsroom, luz pena abc seven news, cannabis infused fruit juice were found mixed in with students. >> candy from an alameda

elementary school event. at least one child ate the candy from amelia earhart elementary. the district notified families to look out for kiva, lost farm shoes, which are marked as cannabis infused. three families have reported finding them. police are looking into this incident and warned that these infused candies can closely resemble popular name brand sweets. so be on the lookout this halloween. now details about the bizarre and dangerous police psuitrom san francisco to the east bay that ended last nightith an arrest martinez. along the way, the suspect punched a man in a church and threw bombs at police officers. he's now in jail. and abc7 news reporter leslie brinkley explains what happened. >> the san francisco police swat team and bomb squad swarmed into this home in concord this afternoon and searched for possible explosive materials in the home where 42 year old suspect daniel garcia lives. police say garcia went to mass

at saints peter and paul church late sunday afternoon in san francisco's north beach neighborhood after communion. he confronted a parishioner. >> he demanded money from that person. the parishioner continued to pray and ignored him, at which point the suspect then violently assaulted this parishioner, punching him in the head. we believe that the parishioner went unconscious temporarily. >> witnesses say he left the church with a knife in hand and a police pursuit began when he got in his car. police said officers felt their lives were in danger as the suspect intentionally threw two explosive devices at their patrol car. once on filbert street. and again at eighth and mission. >> the officers described not only seeing the flames of the device that hit the ground, but also the officers could feel the air when the bomb detonated. they could feel the blowback from that in their vehicles. >> ten squad cars and chp joined

the chase as the suspect took off over the bay bridge. the pursuit ended in martinez suspect daniel garcia was put into an ambulance as a bomb seeking robot probed his car and witnesses from the church arrived and he was able to look at the suspect and positively identify that he was the individual who was in the church. >> the church was swept for bombs or and was found to be safe. >> that's chilling. and i'm just really thankful that not only the officers did not get hurt, but there are innocent people. i mean, it was close to 6:00. there are still people out on the street. >> garcia is jailed in san francisco, facing three counts of attempted murder, two counts of igniting explosive devices with intent to commit murder and more than a dozen other charges. garcia was already due in court tuesday on a different domestic violence charge in contra costa county. i'm leslie brinkly, abc7 news. >> a 15 year old is now in

custody in santa clara county juvenile hall for a hit and run crash that killed a woman and her baby. that was delivered after her death. police say they arrested the suspect on saturday , four days after the fatal accident at blossom hill road and winfield boulevard in san jose. according to investigators, the car driven by the young suspect, a white hyundai sedan, was stolen. two others in that car are still on the loose. the woman killed has been identified as 21 year old april zalgaller. she died at the hospital shortly after the crash and her after her baby was delivered. but the baby, unfortunately, died the next day . some new details tonight in the cold case of the 1976 gypsy killings. an elderly kidnaper and sex offender has been convicted for the murder of a daly city woman, leon melvin seymour, an inmate patient at coalinga state hospital, was found guilty of the stabbing murder of 19 year old denise lampe. five young women were murdered on the peninsula within five months. in 1976, rodney

lynn halbower was convicted of two of those killings, which were originally thought to be committed all by the same person. but 2017 dna testing ultimately linked seymour to her death. this particular death well, days after the mass shooting in maine that left 18 people dead, 13 injured, we're learning now that authorities were warned about that the lewiston shooter. cnn is reporting that police were sent to robert cod's home weeks before the massacre after concern from the army that he was going to, quote, snap and commit a mass shooting. that came from a report following a wellness check to his trailer home. and last month, a sheriff sent an alert to all law enforcement agencies in the state after sources say the man threatened to shoot up an army reserve center. but the lewiston police chief says he never received it. >> this just came to my knowledge that these that there was supposedly some reports made. it is concerning to me,

according to the county sheriff's office, the man was in a psychiatric hospital for two weeks in july. >> it's unclear if there was any action taken regarding the shooter's access to weapons. let's turn overseas now and go to the latest in the war between israel and hamas. the last planned us chartered flight will leave tel aviv tomorrow. the us state department says it's because there are no longer enough american passengers to fill the planes. abc news reporter inez delcastillo jatyra is in jerusalem as the war rages on between israel and hamas militants, there is some reason for celebration in israel. >> prime minister benjamin netanyahu announcing that a young female soldier who had been held hostage was freed during an israel defense forces ground operation. >> the ground action actually creates the possibility, not the certainty, but the possibility of getting our hostages out because hamas will not do it unless they're under pressure. officials say private ori megadisc pictured here, is said

to have been medically checked and she is okay and has already met with her family. >> the rescue giving hope to the families of the other more than 200 hostages. meanwhile idf troops and tanks are continuing to push deeper into gaza with their ground operations against hamas advancing on two sides of gaza city. casualties on both sides are expected to rise sharply as the offensive expands . three weeks after the terror attack from hamas militants shocked israel, killing at least 1400. drone footage shows a junkyard full of vehicles destroyed in the attack. each sira opens in jerusalem still warn of incoming rockets from gaza and isolated violence still flares. we're here in jerusalem on the scene where a palestinian suspect was shot dead by police. police say he stabbed and critically injured a policeman. this as the idf conducted additional raids in the west bank, killing four palestinians in the janine refugee camp before word of the successful hostage rescue. hamas released a video that claims to show three other female hostage as they do

temecula. the so-called highland fire broke out at noon this afternoon near the junction to highway 79 and 371. evacuation orders and warnings have been issued here. several structures have burned. the fire broke out in high fire danger conditions because of gusty santa ana winds across southern california. and this comes as the red flag warnings have been extend, did until 2 p.m. tomorrow for the mountains and valleys of los angeles and ventura counties. reporter rob mcmillan from our sister station in los angeles has more on those windy conditions. >> gusty santa ana winds ripped through fontana today. the first significant santa ana wind event of the fall season, making a real mess through some parts of town. and a tough day for many to be working outside. inside several truck drivers. we saw pulled over at a truck stop in rialto, waiting until the winds died down before pushing on. >> just slow down when you can

and it does get more dangerous the more empty you are, the less weight you got on you. it'll knock you right over, which is exactly what happened to the driver of this truck on the 210 freeway early this morning. >> experienced drivers know that during strong santa ana wind events, drivers on some of the freeways below the cajon pass need to be extra careful, especially those whose trucks might be empty because they can easily be blown over, just weighted down. >> slow down or just stop. rest area truck stop or wherever it's safe. it's not worth it to try to. no, it's not, man. it's not worth any your life. your life is more important. >> roman singh is a truck driver who's done for the day. but even heading home in his personal pickup truck was a little dicey this morning. >> even when i was riding the pickup truck. yeah it was going everywhere, man. >> it would be best to pull over and just sit and wait. wait it out if you can. >> rob mcmillan, abc seven news, all right.

>> so worrisome conditions in southern california. >> that red flag warning extended until tomorrow afternoon. meteorologist sandyha patel is here with conditions on the fire lines. and of course, what we're expecting up here, sandy, really we got a break from the wind after a couple of days of real concern about fire danger here in northern california. >> we did indeed, dan, but unfortunately, that's not the case down in southern california , where the santa ana winds are still all keeping the high wind warning and the wind advisories up for southern california. it has been gusty. it's also very dry and the combination of the two, along with very dry fuels, is prompting those concern. and as you mentioned, the red flag warning not near the fire zone, but just northwest and north of the fire zone has been extended. so that is another concern, at least through tomorrow afternoon as we look at live doppler seven right now, you will notice that there are some passing high clouds out there, but that's about it. the wider perspective showing you those harmless clouds that are coming through the bay area and they will

continue to stream in as we head into tomorrow from our golden gate bridge camera. we are looking at a nice view of the bridge visible city is good. it is mild in san francisco, 63 degrees upper 50s. oakland mountain view 62 and san jose and 52 degrees right now in half moon bay and palo alto. today's high temperatures were anywhere from the low to the upper 70s, so it turned out to be a pretty nice mild start to the workweek from our east bay hills camera. visibility is good from this vantage point as well. you can see the moon there, 50 degrees in santa rosa. low 50s around napa, 55. concord 46. right now in fairfield, though, that's one of our cooler spots, 54 in livermore. and from our san jose camera, you can see just a nice view out there. mild to warm weather through midweek. a spooktacular forecast for halloween and we're looking at a cooler end of the week. a chance of rain coming your way, but no rain to dampen the halloween plans tomorrow. the sun goes down at 612. temperatures will still be on the mild side in the 60s, close to 70 degrees there. no tricks, just a treat at 7

p.m. and not expecting bone chilling cold conditions. just some creepy clouds going through the bay area with temperatures in the 50s. as you notice here tomorrow morning. those higher clouds continuing to stream in tomorrow evening, they'll start to thin out a bit, but we'll still have some clouds around your morning. temperatures will range from the upper 30s in places like fairfield to the low 50s in san francisco, at least not quite as cold as it was saturday morning. you probably remember that by tomorrow afternoon, we're looking at 80 degrees in morgan hill in the south bay. so pretty warm, 79 in san jose, 75. cupertino on the peninsula, mid 70s from palo alto to san mateo, 70 degrees in pacifica, downtown san francisco, 73 degrees. a mix of sun and high clouds in the north bay, 78in santa rosa, 75. san rafael, napa. pretty nice looking day in the east bay. 75 in oakland, 74. fremont head inland and you will notice the mild weather there as well. 74 degrees in concord, 76 in livermore. now we're going to fast forward to thursday, the

first in a series of systems tries to go through mendocino county area, perhaps down to sonoma county. could see a few sprinkles. certainly early it looks like saturday night going into early sunday, we could see some showers around here. and another opportunity may be coming our way on monday. the problem is the computer models for monday are not in agreement. here's what we are in agreement with. halloween is going to be quite the treat tomorrow. temperatures in the 70s and 80s fall warmth holds on wednesday with cooler weather by week's end. and don't forget to set your clocks back one hour. we go to standard time sunday morning and you know, you get to sleep in a little. might be seeing some wet weather out there. dan yeah, and halloween looks good. it does indeed. >> thank you. thank you very much. a natural gas leak led to a mandatory evacuation order in a richmond neighborhood around lunchtime. that order lasted for less than an hour. sky seven was over the site of the leak at carlson boulevard near shasta street. the fire department ordered everyone in that area to leave their homes and meet at a

nearby fire training depot. that order was lifted about half an hour later. you can see p-g-and-e's crews working there to cap the leak. firefighters say the danger posed by the leak was quickly resolved. a hacker group says it has infiltrated the networks of stanford university's public safety department. and that group is threatening to release a huge amount of confidential information. the hackers who call themselves akira say they will release 430gb of internal information and confidential documents onto the dark web. that's according to the mercury news. last week, stanford confirmed there had been a data breach affecting its public safety department. the university declined to comment further today. limited a statement to say the matter is under investigation and that no other parts of the university were affected. but obviously it's a very serious situation for stanford. today, president biden signed an executive order to roll out requi for developers of ai, artificial intelligence apps. abc seven

news reporter zach fuentes has more on the order and how the bay area played a role in the lead up to its signing. and go over and sign that the document signed by president joe biden monday is an all new executive order on artificial intelligence . >> it's one his administration says includes the most sweeping actions to protect americans from the potential risks of ai systems. >> the main pillars of the executive order, safety, security, trust and protection. >> the order was teased back in july in our interview with the president, director of the office of science and technology policy, we're working on an executive order that the president will consider to take all the actions we can under existing law within the executive branch, because we got to play our part that july interview followed an announcement of ai safeguards. the biden administration got seven major tech companies to agree to the newly signed executive order was built on those guidelines. but experts say it takes things forward in a major way. >> it's an enforcement factor here because in the executive

order, they talk about asking the department of justice, the human services, the commerce department, they ask them to take certain actions. for example, the commerce department now has to develop guidance for watermarking content that shows the public that it was made by ai developer. >> others will have to share results of their safety tests with the federal government before it's released to the public. much of what's in the executive order has roots in conversations. the president had right here in the bay area. in june, he sat down with experts and leaders in ai at a san francisco conference. >> silicon valley, you know, the bay area is the brain of the united states when it comes to ai. so you talk to the brain first before they can do anything else. governor gavin newsom issued a similar state executive order in september in a statement monday, he said in part, today's action will directly complement the executive order i signed to shape the state's use of ethical, transparent and trustworthy ai biden's executive order will be completely rolled out over a range of 90 days to a year in the south bay. >> zach fuentes, abc seven news. after the break, a police

while the colorado buffaloes were playing ucla, and when players returned to the locker room, they say many items, including jewelry, was gone. reporter rob hayes from our sister station in l.a. has the story. >> in the game of football, travis hunter makes a jump and intercepts it. take aways are cheered, but when they happen off the field, it's a crime. >> we got a report of a theft that had taken place in the university of colorado locker room. >> colorado football players reporting someone broke into their locker room and stole several pieces of jewelry. burglar happened saturday at the

rose bowl, where the team lost to ucla. >> the loss includes some jewelry and some miscellaneous personal items and some miscellaneous football items from the locker room. >> the heist is being investigated by both the pasadena police department and ucla's school police. the case getting increased attention for one big reason. i'm not new to this. >> i'm true to this nfl hall of famer deion sanders is colorado's head coach. >> his celebrity bringing massive amounts of media coverage to the team this year. now, investigators aren't saying just how much the stolen property is estimated to be worth, but one of colorado's star players, sanders son, shedeur sanders, is well known for wearing expensive of jewelry. his watch alone reportedly cost more than $30,000. one colorado player tweeting in locker room. you would think your stuff safe, man. it's crazy. rob hayes, abc7 news staying in southern california. >> family there is mourning the

loss of four of their six daughters after they were killed by a swarm of bees. rebecca lopez and daniel geren are still under ably in a state of shock after their two english bulldogs and two dobermans were suddenly attacked. rebecca says the bees escaped from a neighbor's house and watched the attack from behind her window, unable to open it because there were kids inside. the couple rushed the dogs to the vet, but by then there was little they could do. >> if i remember correctly, the vet said she pulled. out 900 stingers from our puppy pancake's ears. >> 900. can you imagine? the family says they're looking into legal action to cover their loss and their veterinary bill. all right. moving on after the break , a new program being launched in the east bay to help businesses affected by crime. we're going to tell you about the grants being offered to help owners make improvements. plus thousands of workers with the cal state university system are one step closer to striking.

i'm happy to add yet another tool to our toolbox, which is to announce our that we will be directly investing in local merchants in specific census tracts like the one we are in today. >> antioch city officials are now launching a new program to help business owners make safety improvements. it's specifically for those businesses affected by crime. abc7 news reporter ryan curry has details about a new $500,000 grant. >> the chain links are the harsh reality of her and her family's life. they're store is closed and fenced off. no one can go near it. our business is exposed. >> we're personally exposed as

well to we've had three burglaries over the course of the week for over 20 years. >> they've owned this convenience store. it was next to a supermarket, but that supermarket has closed and they say unhoused used the vacant store for shelter to weeks ago. they say a fire inside caused enough damage to render the entire building, including nisha's store, unsafe, forcing them to close the code. >> enforcement came in and they mentioned that the fire alarms out of code as well as the sprinkler systems. so because of that and then there's no power to any of the units. they told us, shut your doors down. your business is no longer safe to operate. >> her store is one of many struggling in southwest antioch. the unhoused camp behind buildings, parking lots are empty, stores are boarded shut. the city is trying to change that. mayor lamar thorpe announced a new grant program where business owners can apply to get the fronts of their stores upgraded. >> go outside right now, you can take a look at some of the

businesses that are boarded up and some of the businesses that continue to exist. but they may not have enough capital to make the types of investments that we'd like to see. >> the goal is to use the money to make these storefronts nicer and in some cases safer for what's going to stop criminals from just breaking the new storefronts after they're being built. well, mayor thorpe says it's about a collection of different measures to make the city safer for. >> i would never say that one strategy is going to fix all the problems, just like i'm not going to say that a adding all these different police is going to solve the problems. it has to be a collective effort of all these strategies in order to have a meaningful impact. >> $500,000 total is available and each business that applies and gets approved will get between 5 and $20,000. tau says this area has been getting more dangerous each year. she says right now the only people trying to help her and other owners are city leaders. >> we're basically having to build our store back up from the ground in antioch. >> ryan curry, abc seven news.

>> more than 3700 union nurses with santa clara county's health and hospital system are now working without a contract. eight members of the registered nurses professional association staged rallies outside three health facilities today, this one at o'connor hospital in san jose. the nurses are demanding improved working conditions and staffing levels and better care for patients who rely on the county's public health system. their contract expired yesterday. the county issued a statement today saying, quote, we look forward to working collaboratively with our nurses to reach an agreement on a contract that reflects our mutual commitment to supporting our nursing workforce and delivering excellent care to our patients. meantime, two unions representing thousands of workers and faculty members in the california state university system are a step closer to going out on strike today. both the skilled trades teamsters and the california faculty association, or the cfa, voted overwhelmingly to authorize strikes. both say the results

sent a powerful signal that they are prepared to walk if the csu board doesn't meet their demands. cfa leaders say a strike for them is not imminent, but they are ready to do what's best for their members and the students. >> we love our students. we love our jobs. we are public servants of the people of california. but students are being hurt right now. >> the cfa represents about 29,000 professors, lecturers, coaches and other faculty at all 23 csu campuses. they're demanding a 12% pay increase. the csu board has reportedly countered with a 5% increase. the contract expires next year. we have not received a statement yet from the csu board of trustees, but we will keep trying to reach them and get a comment on this. and one more news about labor item here. the end is in sight for the united auto workers strike. the last of the three big auto makers is reaching a tentative deal with the union. abc news reporter

reena roy has that story. >> after being out on the picket lines for weeks against the big three carmakers, the united auto workers union has now reached a tentative deal with general motors. it comes after ford and stellantis, the maker of chrysler vehicles, also struck agreements with the union last week. abc news has confirmed all three tentative deals include a 25% raise for workers over four years, plus cost of living adjustments. the ford and stellantis agreements also call for more paid time off sick, significant improvements on pensions and guarantees to keep certain factories open. >> preliminarily. it's exciting. it looks good. it truly is. major gains based on the little that we've got in the last four contract acts, gm was the last remaining holdout and the union increased the pressure by expanding its strike at gm's largest manufacturing facility in north america within 48 hours, a tentative deal with the uaw was reached. >> we are the union last month, for the first time in history, the uaw went on strike against

all three auto manufacturers at the same time, thousands of uaw workers walking off the job around the country demanding better pay and benefits. the tentative deals give less than what uaw members wanted. they had been calling for a 40% wage increase over the next four years, a figure they say matches with the ceos for the companies earned, but still they consider it a win. >> we fought like hell and we won like never before. when we say this is a record contract, we mean it. >> the strike did have a ripple effect. the big three automakers laid off workers at several plants. now it is important to note that these are just tentative deals and all uaw members still need to vote and ratify the contract. that's before they become official. that process could take a few weeks. reena roy, abc news, new york. >> in colorado tonight, will former president trump be kept off the ballot there tonight? the trial has begun with a group

right. let's turn our attention now to the weather forecast. meteorologist sandhya patel is back with that sandy and dan, this nice looking weather that we had today is going to continue the next couple of days. >> so enjoy it during the day and for halloween. it's going to be quite the treat. let's take a look at a live picture from our sutro tower camera and san francisco just looking beautiful tonight. let's take a look at that trick or treat forecast for the little ones heading out shortly after sunset. it's still going to be mild. they don't have to wear those extra layers underneath their costumes. temperatures will be in the 60s, close to 70 degrees in some areas. a halloween treat at 7 p.m. and then a few creepy clouds coming through here at 8:00. but they're harmless. we're looking at not bone chilling cold at 9 p.m, only mid 50s to low 60s. so definitely nice weather for trick or treaters or for any of you going out to halloween parties, perhaps in the castro. let's take a look at live doppler seven. now these are the high clouds that have been passing through. but overall pattern,

high pressure is in command of our weather. and that's why we're going to experience another other day that is similar to today. today's high temperatures were in the low to upper 70s. we're going to bump up those numbers a few more degrees tomorrow from our exploratorium camera. here is a lovely view of the city. we're looking at 63 here in san francisco, 59 in oakland, 57, mountain view, low 60s around san jose and 51 in palo alto, oakland airport camera. we don't have any visibility restrictions here. as we look across the bay there, 50 degrees in santa rosa. i should say. look back towards the city, 52 in napa, mid 40s, already in fairfield. you know, it's going to be a chilly start down to the 30s tomorrow morning, mid 50s concord and livermore. and from our santa cruz camera just in case you want to go out and spend time at the beach tomorrow, if you've got the day off, it should be nice weather mild to warm weather through midweek. spooktacular for halloween and it's going to be a cooler end to the week with a chance of some rain later in the week. for a few days. your temperatures tonight at 10:00. 40s 50s as we
