halloween. >> yes, let's start the check of our forecast. >> yeah, good morning. it is going to be a warm halloween. we have temperatures later today well into the 70s. we have clear skies out there this morning. it is a mostly sunny pattern underneath over the next couple of days. a live look from the exploratorium camera showing you clear skies out there. typical chilly spots right now in the 30s and our coldest valleys. we're at 38in san ramon, 37in novato, 40s and 50s around the bay shoreline. so here's future weather on your halloween. we have temperatures that will warm. you could see into the 60 and low 70s by about noon lunchtime. it feels mild out there and then later on by 3:04 p.m. we are into the mid 70s. even if the upper 70s if not lower 80s from san jose to gilroy. so it will be a warm afternoon. temperatures above average for this time of the year heading about 79. in san jose, 75. in oakland, 73. in san francisco, 78. in santa rosa, 76. in livermore 72. in half moon bay tomorrow is even warmer than today. we'll look at those numbers coming up in a few

minutes. let's check in with jobina to see how traffic is doing this morning. >> thank you, drew. good morning, everybody. so we are back again on the sigalert at the richmond-san rafael bridge. we'll continue to check in on this one for you as long as it remains closed, those three westbound lanes. so that is still the case this morning. and also, again, no wide load vehicles allowed in that area. elsewhere, though, showing you a live picture from emeryville and 80. those headlights traveling in the westbound direction towards the maze. we have no advisories coming in here or major blocking issues at the moment. tracy to dublin, you're looking at about 33 minutes. >> thank you, jobina. police in the south bay are investigating a brazen daytime robbery. it was all caught on a home surveillance camera. abc7 spoke with the grandson of this elderly couple targeted and he's hoping that this footage can help police find the people who did it. abc seven news reporter lena howland live in san jose this morning with that video. good morning, lena. >> good morning. the grandson of the couple targeted said they were vulnerable, hard of hearing and could barely speak any

english. now he's asking for your help to identify the three people responsible. take a look on on friday afternoon, the grandson said three women opened the gate to his grandparents front yard off of story road while two of them asked if they could pick flowers. a third person made their way inside. he said his grandmother didn't know someone was robbing them until it was too late. too late minutes later, you can see someone carrying a safe outside, safe head around like $10,000 in it. >> it scared me to moses that that person individual entered the house with a smile on her face like that. she was happy to rob my parents grandparents, which hurt me a lot. >> the couple's grandson said the three suspects went through three bedrooms and two hallway closet to find that safe before taking off with it in a white van. the couple have since installed new locks and will be getting more cameras installed today. meanwhile if you

recognize any of these three suspects all caught on camera, you are asked to call san jose police right away. live in san jose, lena howland, abc seven news. >> you can clearly see them. okay lena, thank you. in the south bay, a 15 year old has been arrested for a hit and run crash that killed a woman and her baby. police say they arrested the suspect on saturday for days after the crash at blossom hill road and winfield boulevard in san jose. according to investigators, the car driven by the suspect was stolen. two others in the car are wanted, but still on the loose. the victim, just 21 years old, april zeigler. zeigler excuse me, was pregnant at the time of the crash. she died at the hospital. her baby was delivered, but that baby died the next day. >> we are learning more this morning about the man accused of assaulting a parishioner at a well-known san francisco church before leading police on a chase that ended in martinez. police say it all started at saints. peter and paul church in north beach on sunday afternoon. that's where they say david garcia punched a person who was

praying during mass. garcia then led officers on a chase through san francisco go all the way across the bay bridge to martinez. our media partners at the sf standard report, garcia was previously convicted in a 2011 car bombing in fairfield that damaged a vehicle and an apartment complex. he was sentenced to 35 years in prison, but won early release in 2019. now, during the service on sunday and the chase, police say officers felt their lives were in danger when garcia intentionally threw two explosive devices toward their cars. >> the officers described not only seeing the flames of the device that hit the ground, but also the officers could feel the when the bomb detonated, they could feel the blowback from that in their vehicles. garcia is facing murder charges and is currently being held in san francisco county jail.

>> thousands of workers and faculty in the cal state university system are one step closer to going on strike. both the skilled trades teamsters and the california faculty association, or kff, voted overwhelmingly to authorize strikes. cfa leaders say a strike for them is not imminent, but they're ready to do what's best for their members and students. >> we love our students. we love our jobs. we are public servants of the people of california. but students are being hurt right now. >> the cfa represents some 20,000 professors, lecturers, coaches and other faculty. at 23 csu campuses. they're demanding a 12% pay increase. they csu board is reportedly countering with 5. we reached out to the csu board of trustees for further comment, but we have not yet heard back. >> we are learning more about the tentative contract agreement between general motors and the united auto workers union. we first told you about this yesterday right here on abc7 mornings just moments after that

agreement was announced, the uaw released a statement saying this agreement includes record economic gains for its members and is said to be similar to the deals announced last week with ford and stellantis, including a roughly 25% raise over four years and improvements to pensions. >> our bargainers did their job. they're going to present us with something and then we get to tell them it was good enough or it wasn't. >> gm was the last of the big three automakers to come to a deal which could end the six week long strike. three agreements still have to be approved by union members. those votes are expected to happen over the next two weeks, according to the associated press, gm was losing about $200 million a week during this strike happening today, the us government says it will operate its final charter flight out of tel aviv to bring americans home . >> commercial flights are still available on el al, but they are limited. we're also learning about one of the americans who was held hostage by hamas, the 18 year old arrived back in the

us yesterday, returning to her chicago area home. her mother was also captured. she was freed and is with family in israel. jobina this is all happening as israel's intensifying its ground offensive in gaza. >> yes, reggie aqui a relentless exchange of rocket fire between israel and hamas continues this morning. israel is rejecting calls for cease fire. prime minister benjamin netanyahu says he has no plans to resign as some military and political figures call on him to, quote, quit. now for wing claims, he bears responsibility for the failures that led to the war. he is pleading with the international community to support israel, framing the war as a fight for civilization. he is vowing that israel will keep fighting despite international criticism, just as the united states would not agree to a cease fire after the bombing of pearl harbor or after the terrorist attack of 911. >> israel will not agree to a cessation of hostilities with hamas.

halloween shapes up. we'll have those bright conditions early on. temperatures start out on the cool side. we're in the 40s and 50s around 9 a.m. but we're mild mid day and it's a warm afternoon. by 4 p.m, our warmest areas inland getting close to 80 degrees. even along the coast. we will be in the 70s mid 70s around the bay shoreline. your sunset, by the way, coming at 612 this evening. we are in the minority when it comes to warm weather across the country. there has been a cold blast of air that has moved through much of the lower 48. it's basically us and florida that are dealing with above average temperatures. everybody else is well below where they should be for this time of the year. the three day forecast shows you a warm halloween today. we start november on a warm note with those temperatures giving us that autumn above average temperature trend throughout the afternoon. but then cooler weather starts to move in and we do have a chance of some wet weather over the weekend. reggie, we'll show you that coming up in nine minutes. >> drew, thank you. still ahead, the full cast of friends now releasing a joint statement following the sudden death of

this cannabis infused candy during a halloween event over the weekend. one child got sick. other parents found the candy before their kids could open them. the trick or treating event was held in one of amelia earhart elementary schools parking lots. the alameda unified school district says one student ate at least part of the cannabis infused candy. three other families say they found the same edible in their kids candy bags. >> we do know that the student appears to have ingested the candy unintentionally. the

family got help. the student is stabilized and is doing well. so all the edible candies families reported were blue in color. >> the superintendent says the district is now working with police to see where the candy came from. >> the city of san jose is expand its automatic license plate reader program. you can see matt mayor matt mehan there helping install a new camera in this video that was posted on social media. the video shows him saying the cameras have already made the city safer, helping to solve multiple crimes , including robberies, hit and runs, home invasions and stolen vehicles. mayor matt mehan says the readers take still photos of license plates and the technology is, quote, very limited and deleted on a regular basis. it's a surprising development in the debate over public safety in san francisco, supervisor matt dorsey is now reportedly rejecting his own plan to improve police staffing after another supervisor

introduced introduced changes to that measure. now, the chronicle is reporting the debate centers around $30 million a year in funding to recruit new officers. dorsey's original charter amendment used money already in the city's budget. but yesterday, during a rules committee meeting, supervisor asha sapphire introduced an amendment making the funding reliant on new or modified taxes . dorsey called the idea a, quote, poison pill, but sapphire and others criticized the original plan for using so much money when many departments are facing cuts. dorsey is now reportedly considering taking his original proposal to voters in the form of a ballot measure or a heads up. >> if you're still using paper tickets on bart. bart says it's going to stop selling them on november 30th. the agency is getting ready to install new fare gates and they don't accept paper tickets. these new fare gates make jumping the turnstiles at stations more difficult. if you still have the paper tickets, you can get a

cash refund for tickets worth more than a buck. going forward, everyone is going to need a clipper card to pay for your ride in the south by santa clara counties. vta is bus route between gilroy and monterey county is now back. bus line 59 reconnects passengers with four weekday round trips between gilroy transit center and salinas intermodal transit center. the transit line was discontinued in 2020 because of the pandemic. since then, many passengers requested to revive the bus route to make public transport easier between monterey county and the bay area. i'm heartened to see vta partnering with yet another transit agency to ensure that residents throughout santa clara county, including gilroy, have these very, very needed mobility options. >> this is made possible by a funding partnership between monterey-salinas transit and the vta. >> tomorrow for the holiday ice rink at san francisco. >> union square is reopening for the winter season and the ice rink is celebrating its 16th

tell us. walnut creek is starting to get a bit busier as you travel southbound on 680. you could see people starting to tap their brake lights as they approach north main street in this area. and then we will end our bridge drive times for the golden gate bridge traveling southbound, six minutes westbound on the bay bridge, nine minutes. so very quick there and then westbound on the san mateo bridge. 11. >> thanks jobina. happening right now, a wildfire is burning in riverside county and it's prompted evacuations for people in that area. the highland fire has burned at least 1200 acres in aguanga, which is east of temecula since the flames broke out yesterday afternoon. there is no containment as of this morning. we've learned at least three structures have been destroyed and six others are damaged. strong santa ana winds and a winds are expected to continue in the area today, which could help that fire to spread. the cause is under investigation. >> do you recognize people in this video because police in the south bay are investigating after a brazen daytime robbery that was all caught on this ring

refrigeration or clean water. they say permits are required for any street and sidewalk vendor in order to sell food in the city. ucsf infectious disease expert dr. monica gandhi looked at the photos of some of the food being sold and says bacteria is breeding in these boxes. >> if they're kept at room temperature and not cooked to at least 165 degrees, the kind of bacteria that hot dogs can breed are salmonella, for example, which is a common type of food poisoning. >> one vendor we spoke with says she hasn't heard of anybody getting sick from her food, but she would like city workers to train them on how to manage products. >> we're looking at the results of a statewide investigation, looking at implicit bias among health care workers and prenatal settings. the investigation started after the state legislature passed a bill in 2019 requiring all health professionals to receive training to reduce racial bias. according to recent data. black women have maternal mortality

>> attorneys for former president trump are confident they can beat the unprecedented lawsuit. a group of voters in colorado filed a lawsuit arguing trump's efforts to overturn the 2020 election, leading to the january 6th insurrection should prohibit him from becoming president again. the suit invokes the 14th amendment is aimed at people who fought for the confederacy and disqualifies anyone who, quote, engaged in insurrection or rebellion, end quote. from serving in government. trump's lawyers argue he never called for violence and did not walk down to the capitol as he said he would. the best they have is trying to be a mini me january 6th report. >> that's the best they've got sort of a pretty slick movie production and that's not real evidence. that's a partizan witch hunt. >> trump incited a violent mob to attack our capitol to stop the peaceful transfer of power under our constitution. >> this is one of several lawsuits trying to remove trump

from the ballot under the 14th amendment. a case in minnesota is set to start thursday. other lawsuits are filed in new hampshire and michigan. the hearing in colorado is expected to wrap up on friday. a judge, not a jury, will decide the case. reggie >> thanks, jobina. thousands of migrants from central america, venezuela, cuba and haiti are walking north toward the us. 5000 people started marching yesterday. they're complaining about the process for getting visas. they say it takes too long in mexico's main migrant processing center. people trying to get their visa often have to wait weeks or months without being able to work. this march is among the largest since june of 2022. the biden ministration can't continue taking down the razor wire at the southern border in texas. a federal judge granted the state's motion to temporarily stop the removal of that wire until preliminary injunction hearing is held. that hearing is scheduled for next tuesday. the temporary restraining order expires

november 13th. the court could extend it. >> president biden has signed an executive order to roll out required permits for developers of artificial intelligence since his administration says the order includes the most sweeping actions to protect americans from the potential risks of ai systems. the commerce department now has to develop guidance for watermarking content that shows the public. it was made by. developers will have to share results of their safety tests with the federal government before it's released to the public. much of what's in the order has roots in conversations. the president had right here in the bay area back in june, he sat down with experts and leaders in ai at a conference. >> silicon valley. you know, the bay area is the brain of the united states when it comes to ai. so you talk to the brain first before they can do anything else. governor newsom issued a similar state executive order in september. >> apple has unveiled its new macbook pro containing the advanced m3 family of chips and
