a sigalert, though. this is a stalled or disabled, i should say, tractor trailer westbound 80 before the scales. your speeds are down to around nine miles per hour there. but we do have a crash reported. this is going to be in concord westbound for before solano way. it's an overturned vehicle blocking a lane speeds down to around 24mph and that spot your drive times tracy to castro valley around 46 minutes and we will end with a live picture from the bay bridge toll plaza. we're metering lights came on at 544. reggie thanks for being. >> starting today, a new mask mandates are in effect at health care facilities in several bay area counties. abc7 news reporter lena howland joins us with the rules and how they are going to differ from place to place. lena reggie, a number of bay area public health officials past mandates requiring seasonal masking rules. >> now the goal is to try to limit the spread of seasonal respiratory viruses such as the flu rsv and covid. these rules differ depending on which county you are in. so let's break it down for you. santa clara county

will see the biggest change today. patients caregivers and health care providers are now required to mask up inside of hospitals, clinics and long term care facilities. but in alameda, san mateo, contra costa and sonoma counties, it's just the health care workers required to mask up in patient care areas starting today. that's the same mandate san francisco has been following all along. masking required for health care workers. but not patients and caregivers. dr. peter chin-hong of ucsf explains why masking up is particularly important at this time of year. >> nobody really knows what's going to happen this winter. in the hospital last year, it was not so great, but we had the viruses taking turns. there was rsv, influenza, covid. we didn't have them all come together and this year they may all come together. and that may mean fewer beds in the hospitals for people who need them for other reasons. apart from these infectious diseases.

>> san francisco's department of public health says although health care workers wearing a mask does not fully eliminate the risk of transmission of these viruses, it does add a substantial layer of protection for both patients and staff. the mask mandate inside of hospitals and skilled nursing facilities is expected to last five months until at the end of march. live in walnut creek, lena howland, abc seven news. >> thank you, lena. we are learning more about the criminal history of the man accused of throwing explosive devices at police. they say it happened during a chase from san francisco to the east bay. 42 year old daniel garcia is jailed in san francisco this morning on more than a dozen charges. he's accused of punching a man attending mass at a north beach church on sunday and then leading police on a chase into martinez, where he was then arrested back in 2012. garcia was found guilty of placing and detonating a bomb under the suv of a former tenant. the woman

says she and her family rented two bedrooms of garcia's house in 2011. she says they only lived there for three days before learning. garcia was, quote, into crystal meth. end quote. she claims he stalked them at their new home. and then one day they woke up to an explosion in a bomb planted under her car, blew up. >> look at him. this many years later. it's a repeat. it's a shock. i was like, oh, my gosh, i almost like you want a blanket out. >> garcia was sentenced to 35 years in prison. greed still felt unsafe and moved her family out of state. garcia was released in 2019 after challenging one of the charges against him. >> tensions are escalating in the israel-hamas war. the gaza health ministry says israeli military airstrikes on a gaza refugee camp killed at least 52 palestinian civilians. jobina. there are now renewed calls for a cease fire. yes reggie aqui

the sharp rise in civilian deaths is prompting the united nations secretary general to renew demands that the two sides abide by international humanitarian law. >> abc news has determined the airstrikes on gaza's largest refugee camp caused craters consistent with bombs dropped from an aircraft. the israel defense forces confirmed it carried out the strikes and that it killed a top hamas leader and other militants. the idf accuses hamas of using civilians as a human shield. an idf official spoke with abc news about why the camp was targeted and there were secondary explosions and that subterranea infrastructure also exploded or imploded as a result of some kind of secondary explosion. >> and that there are quite a lot of casualties in the area, presumably a civilian. >> sorry, sorry to interrupt. civilian casualties at this stage, i can't confirm that. >> i assess that is the case. >> the rafah crossing into egypt reopened today with priority for

injured palestinians. the us hopes the same applies to americans defense secretary lloyd austin and secretary of state antony blinken are urging lawmakers to approve defense aid for israel. secretary blinken plans to travel to israel friday for continued talks with israeli leaders. kumasi. >> thank you, jobina. fbi director christopher wray says the israel-hamas war is real, adding the threat of an attack against americans in the us to another level. wray and homeland security secretary alejandro mayorkas outlined the threats before a senate committee yesterday. they they say there's no indication that hamas is planning or even has the capacity to carry out an attack here in the us. but it doesn't mean another group won't try. >> we assess that the actions of hamas and its allies will serve as an inspiration, the likes of which we haven't seen since isis launched its so-called caliphate, says years ago.

>> mallorca's told lawmakers that his department has seen a rise in threats against jewish, muslim and arab american communities and institutions across the country since the war started. he urged lawmakers not to let funding requests lapse in the coming weeks. >> former treasury secretary jack lew is the new us ambassador to israel. he was confirmed in the senate yesterday in a 53 to 43 vote. republicans objected due to lu's involvement with the iran nuclear deal during the obama administration. senate majority leader chuck schumer endorsed lew, saying he has a proven record as a public servant and, quote, ferocious ally of israel. >> the oakland education association is facing criticism after it posted a declaration associating israel with genocide and apartheid. according to the chronicle. the union also urged pro-palestinian curriculum within the district and then published an update saying its original post, which has now been deleted, did not accurately represent the declaration.

body camera video from maui as wildfires ravaged the island in the various shots, you can see officers alerting people about the approaching fire. and in other videos, officers put people in their cars to drive them out of the danger area while the island is still trying to recover from the fires. 99 people died and 20,000 structures were damaged. it's hard to look at that, drew. >> that is really hard to look at that. and of course, we're familiar with those images is from years past with our wildfires. it's hard to see that. let's take it a live doppler seven along with satellite. the storm track to our north. you can see it around portland and seattle this morning. but what we'll watch is this cold front will eventually try and sink south into northern california over the weekend. and bring us some light showers. saturday and sunday. but today, enjoy the mild air, the sunshine , the dry conditions. hour by hour, we go. we're warming up very nicely. back into the 70s. later on this afternoon, maybe a few 80s popping up on the board. the three day forecast shows you november warmth. today we'll

went up by 3. and experts say it could be a sign of an underlying health care issue in our country . but they will need to see the numbers for this year first to see if the 2022 increase is isolated. the white house has confirmed what abc7 news reported over the weekend. president biden will be meeting with chinese president xi jinping in san francisco later this month. the white house press secretary said yesterday that they will both be attending the asia pacific economic cooperation summit or apec that begins on november 11th. now some businesses in san francisco are worried about the impact of the conference coming. the area around the moscone center is going to essentially be locked down for apec. entry will be tightly restricted. there could possibly be metal detectors and wands. so for restaurants and shops, that means limited customers and difficulty accommodating delivery requests. >> in this case, if we are not doing any business and customers

cannot be here, i think the city should compensate us. you know, for this for losing this business. >> abc7 reached out to the mayor's office and to the office of economic workforce. it's not clear at this point if any type of financial assistance might be a possibility for these businesses. the apec joint information center says it expects minimal impact to the businesses in the security zone. new at six, you'll likely see more police officers around san francisco neighborhood soon. the board of supervisors approved legislation this week that requires the city's police department to establish and implement a strategy to add more officers for foot patrols. city and law enforcement leaders have expressed support for the concept, according to the examiner. for the problem is that sfpd is short hundreds of full time officers from its suggested staffing levels. >> the queen of halloween is back. heidi klum arrived to her halloween party with an entire team as her costume. so she's a

begin our day. we're dry and we're mild through friday and then cloudier and cooler heading into the weekend. we do have some light showers likely saturday and sunday, but we are warm today. we'll continue that trend of temperatures really just staying above average for this time of the year, 70s and low 80s. so it's a warm start to the month. overnight tonight, we'll have mainly clear skies and temperatures, mainly in the 40s and in the 50s. let's talk rain chances. here's future weather starting out on saturday. the front moves into northern california late saturday, probably saturday, the best chance of showers in the north bay north of the city. and then into sunday, we'll see a ripple of energy work along that front. it looks like sunday, the best chance right now for most of us to get some light showers out of the system. again, we're on the fringe of this front. the heaviest rain as well to our north, but still we'll find additional cloud cover cooler weather moving in this weekend and that chance for some showers, highs amounts likely in the north bay. then they taper a bit as we head south. but probably a quarter of an inch is

asians or in some cases have already done so. according to our media partners at the san francisco standard, 28 employees who work at the bank of the west on montgomery street are going to be laid off. another 200 workers located in san ramon are also being let go. owners bmo bank and they say that changing business needs require it to reduce its workforce force. and then just down the street from where we are here at the studio, the 24 hour fitness on california street is going to close at the end of december after the gym did not cite why it's closing the location, although in 2021, 24 hour fitness filed for bankruptcy because of economic challenges from covid 19. also down the street from from here, mcdonald's on front street is closing at 235. front street.

they cite challenging economic conditions and empty offices downtown. the daytime emmy winner, actor tyler christopher, has died. he was best known for playing nicholas cassidy on abc's general hospital. his general hospital costar maurice bernard, said that christopher died yesterday morning after a cardiac event in his san diego apartment. bernard also said christopher was an advocate for better mental health and substance and also substance use abuse. he spoke openly about his struggles with bipolar depression and alcohol. tyler christopher was only 50 years old. happening today, negotiations will continue between sag-aftra, a major studios. according to cnn. the negotiations have made significant progress at the bargaining table. they say a deal could be reached sometime this week, but there's no word yet on the possible terms of that deal. sag-aftra actors have been on strike for more than 100 days. they want changes in their pay and protections from

artificial intelligence as a rare horse species will be coming to san francisco zoo and gardens. the critically endangered bird chabowski horse will have a new zoo home for the first time in history. it's a smaller, stockier horse breed named after a russian explorer back in the 1800s. this animal has never been domesticated and is known as the last truly wild horse. the species was listed as extinct in the wild roughly 40 years ago. next, at 630, the high profile sporting event coming to the bay area in 2025. then an alert for anyone thinking of buying a home. the major ruling against the national association of realtors , what it means for

weather and warm weather. let's talk about how to be nice this afternoon. here's a live look at our temperatures right now. we're in the 30s and 40s for the most part. so it is a cool start to the day. but just like yesterday, we are in store for a mild afternoon. a live look. this is our east bay hills camera. great visibility out there. all of the city lights. we have sunny skies. sons up here in about an hour at 734, it's mostly sunny and mild heading into the middle part of the day. and then the afternoon it is november. warmth on this first of the new month. we'll see 70s across the board, likely some spots getting close to 80 degrees by 4 p.m. so temperatures certainly above average for this time of the year. but we do have some cooler, cloudier and even some wetter changes on the horizon with the forecast. we'll show you those coming up in about nine minutes. but let's check in with joe baena and see how traffic's doing this morning. >> thank you, drew. good morning, everybody. so we do have a couple of issues to focus on, and they've been persisting for the last half hour or so. so it's the sigalert underway right now in fairfield on westbound 80

before the scales. you can see those speeds around 12mph. we have an overturned vehicle in concord still at least blocking one lane there on westbound for before solano way speeds approaching that area will be around 19mph. it has an impact on the westbound four commute to bad lake because you could see there any active conquered. it's around 33 minutes. tracy devlin will be 44. reggie thanks, jobina. >> a shocking discovery in the heart of oakland. a suitcase found floating in lake merritt with a body inside that discovery made yesterday morning on the eastern side of the lake by pine knoll park. this morning , still so many questions about how this happened. abc7 news reporter ryan curry is in the newsroom with what we know. ryan. yeah. >> reggie, good morning and absolutely horrifying scene how that body got in there and who did this are the biggest questions investigators are asking right now. it is shocking for them. and also shocking for the people who live nearby. workers cleaning the lake rediscovered a suitcase that was floating near the lakeshore avenue side. they thought at

first it was a mannequin or a cadaver, but it ended up being a real human body. police taped off the area while they recovered the body and looking for other evidence. residents around that area say crime has gone up in the last few years. we spoke with the cleaning crew who discovered the body. i thought it was a dummy. >> you know, like one of the human dummies. it looked like, you know, look like a human flesh. and then we opened it up further and realized the person who told me just said, did you hear about the body in the suitcase in the lake? >> wow. >> just really shocking for those people. police are asking anyone around that area to review home security camera footage to see if they caught anything suspicious. it's possible the luggage was dumped elsewhere and the luggage floated to the south end of the lake. but a very surprising and shocking scene in an area that has a lot of foot traffic. it makes sense why oakland residents are on edge in that area right now. live in the

newsroom, ryan curry, abc seven news. thank you, ryan. >> the city of oakland is offering a new solution to tackle its ongoing public safety issue and to bring more people into oakland. mayor shengtao just announced the new five after five initiative. it'll let you park at the franklin plaza garage for $5 after 5 p.m. and all day on weekends. city officials say oakland's downtown area is the second largest tax base for the city. they believe this new strategy will draw more foot traffic to the area and boost the economy for small businesses. >> having a safe garage is going to be incredibly important for the downtown area and for people to feel safe to come out and shop and so that's only one part of the solution to all of these different variances. >> now, in addition to other violent prevention initiatives, the city is also working to connect businesses to a citywide camera network. people living in antioch who call police will now get a text or an email update if the response gets delayed. the feature is automated for anyone

who calls using a phone that has sms text messaging enabled. and antioch is really facing a big shortage of officers. the department is facing multiple investigations for alleged civil rights violations by officers who have been placed on leave. >> san francisco, a five month long crackdown on drug dealing, is leading to more arrests, and that means the city has to do something that hasn't done in a year and a half. the city's jail location in san bruno reopened its annex to deal with the spike in the number of people being incarcerated. county jails have seen a more than 30% increase compared to this time last year. and these photos give you a glimpse into what that annex looks like. >> it's a dormitory style setting, so we have open space and it's a dorm space for up to 50 people right now. currently today we have 46 in that housing space and we have the capacity to open up additional dorms if the count continues to increase. >> the san francisco's da, brooke jenkins, is also reporting an uptick in drug dealer arrests since the end of may when the crackdown on the

home. the national association of realtors and several real estate companies have been ordered to pay 1.8 billion in damages after a federal jury found them guilty of conspiring to artificially inflate commercial loans. so this case specifically focused on the practice where sellers pay the commission for both their agent and for the buyer's agent. this verdict could mean that buyers and sellers will have to pay their own agents. analysts say the result could be some buyers no longer being able to afford to buy a home or an increase in one agent representing both parties. and then that raises questions about a conflict of
