investigators are still trying to figure out what caused the fire. abc7 news reporter suzanne phan joins us live after speaking with some witnesses. suzanne >> so, kristin, j.r, this was a pretty dramatic scene out here. witnesses tell me they saw one boat on fire and it actually turned out to be three. they heard a lot of yelling and it actually later turned out that one of those people who was rescued could not swim. >> i could hear somebody yelling. >> it was terrifying. i mean, i saw it from the parking lot an early morning emergency at oyster point. >> marina on the water, flames and a lot of smoke. ashley pelayo captured this dramatic video of the fire. >> there was a cloud of smoke, so i came rushing over here and i called 911 immediately because i heard an explosion not so soon after. >> kristin bering, who works nearby, was out for her morning walk. >> i smelled the smoke. i heard the sirens and i saw the billowing of the clouds and fire about 20ft in the air.

>> bering says she initially only saw one boat on fire. and when she got closer, she realized it was three. the fire department explained what they came across. >> the three of them were moored together out there, caught fire and spread apart. >> bering learned people who lived on the boats had to be rescued. that development brought tears to her eyes. >> i just hope they were okay. they know the folks that live in these boats are several of them, and they're part of the community. they dock their boats and they come out and frequent the establishments. >> pelayo and others on shore were stunned to learn about the people rescued. >> i saw people jumping out of the boats and there was one person who was still clinging on and the person couldn't swim because that was the first thing he yelled, i can't swim. it wasn't until a rescue team came and they tried throwing over the life raft that the person was like, i can't swim. so the folks had to get closer to the person, throw it again. so that the person can actually hold on to it. >> one person went to the hospital with minor injuries, according to the fire department. redwood city fire and south san francisco fire managed to put out the flames on

all three boats. the us coast guard was also there to deploy booms to help contain any oil and debris. and tonight, you can still see the oil booms in the area and some of the debris from the boats. the fire department is still looking into the cause of the fire and investigators are interviewing people who live on those boats. we're live in south san francisco, suzanne phan back to you. >> suzanne, thank you so much. new from the abc7 news i-team drinking water contaminated treated at a san mateo county middle school and high school. >> i mean it's disgusting. it's like yellow brown. >> no one wants to have a child actually ingest eating those nitrates that are used to kill pests. >> they deserve better than what they're getting. >> a decades old problem resurfaces in a science classroom. now the proposed solution and is drawing even more questions tonight. i-team reporter stephanie sierra is tracking this and she dug into the problem. she's here with us. yeah, it's a big problem. >> the drinking water at pescadero, middle and high school is contaminated with

nitrate, a fertilizer chemical that's been plaguing the school and surrounding area for decades. tonight we have new data from the state exposing how this problem stands out across the bay area. you can't taste it, smell it, or even see it in the water. but according to the epa, consuming too much can reduce the ability of blood to carry oxygen, which can turn your skin blue. cause cancer and in some cases even be deadly. >> it's horrible looking right now. >> i mean, it's disgusting. >> it's contaminated not only with nitrates, but with magnesium oxidation in pescadero, middle and high school has periodically seen high levels of nitrate for decades. >> it's a fertilizer chemical that's been known to contaminate drinking water in agricultural areas when mixed with other chemicals or compounds. it looks like this. >> not clear water. it's like yellow brown. >> and immediately i don't even have to ask. oh, can i drink this? i knew just looking at it, i can't drink this. i'm going to get sick because of the

chemical. >> the school's drinking faucets are shut off and students like jessica garcia rely on shipments of bottled water to stay hydrated at school. it's a service that's been in place for the past 25 years, but recently, students say it's unreliable. >> well, since we can't drink our water from the sink, we have water station in every classroom. sometimes we run out of the water. how often? way too many times. >> greg vergeletto the school's pe teacher, says it happens often on hot days. >> deliveries can be spotty. we often run out. it can be cause for a real possible health situation. >> an abc7's analysis of state drinking water data found pescadero middle and high school is the only school system in the county to have nitrate failure as of right now across the bay area, three other areas also failed to win valley inc in morgan hill valley, ford water association in valley ford and the robin way water system in santa rosa in pescadero, the district says the latest water test from october 12th showed 5.3mg of nitrates per liter,

with no bacteria detected, adding bacteria has not been detected in our water in the past and samples are taken from the school taps. but earlier this month, colon rose. the high school science teacher, says experiments by students found higher rates of bacteria washing their hands using the school water. then without what we found in our results is that the hand sanitizer was much better at cleaning the bacteria off our hands. >> then the school water here. when we did research beforehand, we found that, oh, washing your hands with soap and water should be more effective at removing bacteria. and so our students came to the conclusion that that's probably due to our water. >> it's like that. it's like chirping. >> students see evidence of the problem from the toilet to the faucet. teachers saying the water is so bad even for the plants, it'll just kill the plants because the amount of sediment in there. this video taken last week showing muggy water next to clean bottled water, according to documents obtained by the i-team, nitrate levels began exceeding the

maximum state and federal limit in february of 2014, where one well was measured at 14mg of nitrate per liter. that's 40% over the legal limit of 10mg/l. the limit was exceeded again in december 2014, october 2015, and several times in 2017, which is why the district is now required to test on a monthly basis. the county has been discussing plans to connect pescadero middle and high school with clean water since 2020. it involves relocate eating a local fire station with maintenance of an underground water line to be able to provide clean water to the school. it's called the fire station 59 relocation project. but san mateo county supervisor ray mueller says the project has hit a big roadblock. a regulation imposed to preserve agricultural land. >> it's a regulation that's being imposed upon the county that we can't meet. it's incredibly frustrating to the administration often, but not everyone agrees that's the right

solution. >> we need to really look at our finances and how spending can be done efficiently and effectively. and i think that the firehouse where it is, is a good place and the firemen deserve to have an excellent state of the art facility. and i think we could do that at the existing location. >> it's supposed to be right behind those trees right there. >> b.j. burns is the president of the san mateo county farm bureau and the owner of yankee flowers ranch right across the street from the school grounds. >> it's just it just don't make sense. it just doesn't make sense. you don't need to move a firehouse to get the water. i mean, if it's the water and they cannot find it here. yeah. then bring the system out. but you don't need to move a firehouse out here in order to bring the water out here. that, to me is a poor excuse. but i think it should be researched more before we've been millions and millions of dollars. >> according to the district, in 2019, the county drilled for a new water well, but it did not have sufficient flow to support the school. so four years later, students still don't have clean water and they're tired of waiting. >> unfortunate we can't provide

by $31. customers say the price increase will negatively impact working families and some doubt whether the additional money will go toward wildfire safety and ratepayer protection, known as p-g-and-e's claims. utility bills are set to go up in january if cpuc votes in favor of the rate hike. san francisco is cracking down on sideshows by looking to keep those who take part in them from eluding police . the city is going after some specific products that drivers often use. abc7 news reporter ryan curry. with the action announced today, these city leaders are targeting specific equipment people put on their cars to make it hard for police to track. >> the main thing. they are cracking down on license plate covers. city attorney david chu says people involved in sideshows have these on their cars. drivers can just push a button and cover their license plates. sideshows are often recorded on cell phones or surveillance cameras, and if you don't know the car's license plate, it is harder to track it

down. chu says these products can easily be bought online at amazon, ebay, etsy and walmart. he says it is illegal to sell these to california residents and now send he is now sending cease and desist letters to all four companies. chu and sfpd think by targeting this equipment it will be easier for police to catch the drivers inside shows. >> our profound hope is that these four online retailers will do the right thing and ensure that these products are not displayed on their sites. >> if these things are on the cars and we can't detect and see the license plates, it prevents us from doing the follow up work that we that we do nowadays with these sideshows. >> it is also not just sideshows. they see people use these covers to evade toll cameras and speeding cameras on freeways. the cease and desist letters went out this morning. we did reach out to each of those companies and we are waiting to hear back. ryan curry, abc7 news. >> ryan, thank you so much. new details in the case of a bay

area native and former major league baseball player who's accused of murder. a newly released criminal complaint alleges danny seraphine carried out a premeditated attack against his in-laws in lake tahoe back in 2021. the claim, the complaint claims seraphine used a 22 caliber firearm to shoot the couple during a home burglary. his father in law died. his mother in law was severely injured and died earlier this year. seraphine is also accused of putting a three year old and an eight month old child in danger during the crime, seraphine went to sarah high school in san mateo and played for several major league baseball teams. san news tonight as legendary basketball coach bobby knight has died at the age of 83. he won three national championships at indiana but gained a reputation for his on court outbursts. knight coached in the college ranks for more than 40 seasons with stints at

concerns of a late fall surge of covid cases as the mandates are now in effect for five counties. abc7 news reporter lena howland takes a closer look at the changes and what it means for patients. >> this situation right now with rsv and other viruses, respiratory viruses is basically our march 2020. this is our pandemic. >> that was last november in the bay area when the tripledemic of rsv, covid and flu pushed health care workers to the limits. it forced at least one hospital to expand into tents on the sidewalk outside. but many bay area counties are taking measures now to stop history from repeating itself. >> the order in santa clara county does require masking for everyone who steps foot into a health care facility and that's because we're all at risk during

this winter virus season. we all need to play a role to protect ourselves and protect each other. starting on wednesday, santa clara county will see the biggest change patients, caregivers and health care providers are now required to mask up inside of hospitals, clinics and long term care facilities. >> but in alameda, san mateo, contra costa and sonoma counties, it's just the health care workers and not patients required to mask up. that's the same mandate san francisco has been following all along to be completely honest and open. >> and part of it is the incredible pushback on mask mandates. >> dr. karen smith, sonoma county's interim health officer, says the population they're most trying to protect are those vulnerable patients at the highest risk that they have when they come into a health care facility is actually from the health care provider because that's who they're dealing with in an enclosed room, close to each other, or if they're already in the hospital. health

care officials are still urging everyone to get their covid and flu shots. and now an rsv vaccine is available to vulnerable groups, too, including pregnant people nearing their due date because getting vaccinated when you're pregnant passes immunity to your baby. >> when it's born and helps it be protected during that most vulnerable period right after birth. in addition, we have vaccines available for people who are 60 and older. >> sonoma county public health officials said they may choose to update their mask mandate later on in the event that they have another surge which puts a strain on icu beds available countywide in walnut creek. lena howland, abc seven news. >> in this era of companies downsizing their office space, youtube is doing the opposite. today, the video sharing company opened two new office buildings at its san bruno campus. youtube is emphasizing how environmentally friendly the buildings are saying carbon emissions are reduced by 50% of what they normally would be. new solar panels will store enough

energy to power more than 3700 homes. rain water is also being recycled. >> we plan to collect rainwater for irrigation and waste removal , which should divert more than a million gallons of stormwater for reuse. >> youtube also planted 475 native trees at its san bruno campus and set aside one acre of land for a pollinator garden. something happened at sfo today that hasn't occurred since before the pandemic. this is an air china flight arriving in san francisco from beijing. it's the first direct flight from mainland china to san francisco since march of 2020. back then, there were 300 flights per week between china and the us. right now, there are only 48. china hopes to double that by the end of this year and reestablish those close ties with san francisco's chinese community. >> people are not 100% out of the pandemic unless we are able to travel convenient and freely, just like before the pandemic.

all across the bay area. here's a view from mount tam looking down onto the bay. skies are bright, although we have a few clouds around. it is 73 degrees here in the city. 71 at oakland mountain view, 7079. san jose, palo alto, 72 and 64 at half moon bay. lovely view looking out over san francisco right now from sutro tower. other temperature readings right now 79 at santa rosa novato 7377 at napa and mid 70s at fairfield, concord and livermore. and finally the view from the east bay hills camera showing a few wispy high clouds, but otherwise the sky is blue. and these are our forecast headlines mainly clear this evening, although high clouds will increase overnight and they'll be with us tomorrow as well. but skies will be bright and it'll be unseasonably mild again tomorrow . but again, cloudier and cooler weather will move in this way this weekend along with some showers. so overnight lows under a few thin high clouds will be mainly in the mid to upper 40s to around 50 degrees in places like oakland, fremont and san jose. and then tomorrow, look for mainly sunny skies. but

again with high clouds so filtered sunshine and it will be mild again with highs ranging from upper 60s on the coast to about 72 here in san francisco, mid 70s around the bay shoreline and upper 70s in our inland areas. now as we take a look at the forecast animation starting at midnight friday night or early saturday morning, we'll see this frontal system sweeping on down into the bay area. if this projection holds up, it looks like it'll be mainly a north bay event on saturday going into saturday evening. then a little bit of a break seems to be shaping up, followed by another surge of moisture or showers or rainfall coming in sunday afternoon into sunday night. so again, active, unsettled weather is coming our way and it's a little bit early right now to pinpoint the exact timing, but it's coming in over the weekend. speaking of the weekend, weekend will be falling back to standard time. so be sure to set your clocks back an hour either saturday night or sunday morning as we lose a bit of evening, daylight. so unsettled weather and wet weather over the weekend going

anyway, the federal reserve decided not to raise interest rates this month, saying there were concerns a rate increase could cool the economy. the not so good news here is the short term rate is still at a 22 year high, just shy of 5.5. and inflation is still a concern. the inflation rate is 3.7, nearly double the target of 2% at jeep is recalling 97,000 wagoneers and grand wagoneer suvs because of a seat belt problem. the automaker says the seat belts in the third row may have been damaged during assembly, and that could make it difficult to access and fasten them. the recall affects jeep wagoneer and grand wagoneers, manufactured between february three, 2021 and september of this year. now, if you own one of these vehicles, take it to a dealership for a free inspection and a replacement. if you bought a costco activity playset at

a news many families are celebrating dia de los muertos today or tomorrow. >> day of the dead honors the lives of loved ones who have passed away. >> while some families in the south bay are coping with loss, they're also celebrating new life. abc7 news south bay reporter zach fuentes explains why and what those families are calling on everyone to do. >> this was brandon castellano. he was like a big teddy bear. >> he loved people. he loved to help people. he loved animals. and of course, he loved cars. >> in 2006, two weeks shy of his 19th birthday, he was killed in a car accident. his mother, sharon castellano, works at santa clara valley health care in high risk obstetrics.

>> i have had, unfortunately had to tell parents they lost their child. okay never did i ever think i'd be on the other side. but i was. >> brandon was one of more than two dozen honored at this dia de los muertos ofrenda at the hospital wednesday. each life celebrated not only because they were loved by so many, but also because they are organ donors who have helped give life. brandon helped over 50 people with his donations. brenda gutierrez lost her 16 year old sister, nancy, to suicide. she says nancy was an organ donor and has since helped five other people live. last year, her family got the chance to meet the recipient of her lungs. she was saying that nancy has traveled with her to malaysia, australia, to fiji, and she no longer has to carry a tank of gas. >> you know, or oxygen tank with her. and she can now get on airplanes. and knowing that nancy made an impact. it brings us comfort. >> right now, though, experts say not enough people are

this week, the state supreme court upheld that ruling. now to the middle east conflict. qatar had reportedly brokered a deal between egypt, israel and hamas to allow for limited evacuations from the gaza strip. this comes as israel's airstrikes and ground operations in gaza continue to abc news reporter ines de la cuetara is following the developments from jerusalem. >> people in gaza were still reeling after tuesday's israeli airstrike on gaza's largest refugee camp when bombs hit again today. huge plumes of smoke seen billowing over the jabalia camp with rescuers using all means to get the injured to the hospital. medics and civilians searching the rubble for survivors as israel's defense forces saying a senior hamas commander was in that area . the death toll in gaza now more than 8700, according to the hamas run health ministry. the israeli military released video showing lines of tanks, military canines and more soldiers preparing to enter gaza. a
