60s. by the way, your sun getting up here at 641 this morning. that's weather. let's see how we're doing with traffic and jobina. good morning. >> good morning, drew. thank you. hi, everyone. so we are going to start with a major slowdown. we're seeing in oakland due to a crash. that'll be on westbound 24 right before 580. those speeds down to 14mph. the backup almost to highway 13. and we do have at least one lane blocked there. so we'll let you know when that clears. and there's a new crash in pleasanton and we'll show you in a few minutes. but right now, the richmond-san rafael bridge is beginning to fill in. we are in week five of this sigalert with three westbound lanes blocked and no wide load vehicles allowed until further notice at the bay bridge toll plaza metering lights came on at 535 and the backup is not too bad here. reggie and kumasi. >> thanks jobina. we are tracking breaking news in oakland this morning. there is a large police presence near city hall in the area of san pablo and 16th, which is close to frank ogawa plaza. that's where we find abc7 news reporter lena howland. lena, what's the latest out kind of kumasi. >> i'm at 16th and san pablo where we are still seeing a very heavy and active police

presence. if you take a look right behind me here, this is all happening right outside of the oakland police department's internal affairs office, which is just behind oakland city hall. they have multiple blocks shut down at the moment. let's go now to some video taken of the scene earlier this morning. it shows a car with its doors open behind the crime scene tape and at least a dozen patrol cars just in the past 20 minutes. i talked to a business owner nearby who saw the flashing lights on his security cameras shortly after finishing up for the night and came back to the scene to help. >> i was just finishing up for the night in the morning, got on my car, went home before i reached my house. i got a ping from citizens saying there was some kind of a shooting nearby. i looked at my security cameras and i saw the flashing lights. so i decided to make myself and the business available for the police for camera footage if they needed to pull camera footage and not the first time,

probably won't be the last time. but the officers did respond really quickly. i mean, a matter of, i think minutes. >> and i did just speak with an oakland police officer. he says that they that the police department is sending a spokesperson to the scene to give us an update on what's happening here, because at this point in time, we do not have any confirmed information about what has led to this massive police presence here. so as soon as we get that update, we will bring that to you. for now, reporting live in oakland, lena howland, abc seven news. >> lena, thank you. in the east bay, oakland police are investigating after a driver crashed into two parked cars and then into a home overnight. video shows the car flipped upside down on worth street. one homeowner says she and her husband were watching tv in their living room when they heard a loud explosion outside. >> we felt something just came down really hard and i knew right. i knew right away it was

our car because our car was so loud. the alarm came off and it just went on and on and on. we were looking for our car keys. we were afraid to come out. and then we saw so many people outside trying to get somebody out of this car. the homeowner says their house has been yellow tagged. >> they will still be able to stay there, but utilities have been shut off. one person was seen in the back of an ambulance. we don't know about their condition. the cause of the crash is under investigation . down in the south bay, san jose police are investigating a deadly crash that killed a pedestrian. the crash happened just after 930 at the intersection of chesbro avenue and blossom hill road. a car hit a woman who was taken to the hospital with life threatening injuries and she died later. police say the driver stayed on the scene and is cooperating with the investigation. an. this is the 45th traffic death of the year in san jose. today you can weigh in on a proposal that would bring tolls to most bay area freeways. >> the metropolitan transportation commission wants a future with fewer cars in the

roads, less traffic and improved travel times. but to make that happen, they're looking into possibly implementing all lane freeway tolling. the mtc says freeway congestion is jumping back to where it was before the pandemic. their freeway pricing study aims to reduce travel times, encourage people to use public transit and to generate money for road safety improvements. last year, mtc spokesperson john goodwin said the study will address how new fees would impact low income drivers. >> how do you make sure that the burdens are not borne disproportionately by low income people? >> mtc will be holding two virtual workshops. bay area residents can weigh in on the trade offs between driving and taking transit. the first is happening on zoom today, starting at noon the second tomorrow night at 5:00. you can find the links on the mtc website. mtc says this is just a planning exercise. it's not any type of policy proposal. and no

summit. israeli prime minister benjamin netanyahu is acknowledging to abc news anchor david muir he bears some responsibility for intelligence failures that resulted in that surprise attack by hamas militants last month. he's also looking ahead to what the gaza strip may look like when the fighting finally ends. >> president biden has said that it would be a mistake for israel to occupy gaza. who should govern gaza when this is over? >> for those who don't want to continue the way of hamas, it certainly is not. i think israel will for an indefinite period, will have the overall security responsibility because we've seen what happens when we don't have it. >> netanyahu also rejected calls for a cease fire unless specific requirements are met. >> well, there will be no more cease fire, general. cease fire in gaza without the release of our hostages. as far as tactical little pauses and our here and our there, we've had them before, i suppose we'll check

where the supreme court today jobina the decision in this case could have consequences all across the country. >> yes, reggie, if the supreme court overturns the federal law that bans americans with domestic abuse, restraining orders from owning a gun, similar laws in most states would also be invalidated. every year, judges issue thousands of those restraining orders, limiting contact between an aggressor and victim and blocking just about 77,000 gun purchases through the federal background check system. but the supreme court has a decision to make after a lower court ruled the law violates the second amendment. >> this statute actually ends up disarming a bunch of law abiding or otherwise good people. judges often issue mutual restraining orders, which disarms both the victim and the abuser at the same time. we know that it's not just intimate partners murdering their their partners. >> we know that they're doing it with firearms and that these

laws are preventing them from doing that. hundreds of gun safety and domestic violence prevention advocates are expected to rally at the supreme court today. >> gun rights advocates say they will be there to as oral arguments begin. so we'll follow this closely. reggie thanks, jobina. >> more on this now. yesterday, california attorney general rob bonta released a report that found death is 12 times more likely to occur in a domestic violence case if a gun is involved. and bonta says people with a history of violence should not have firearms as violence is not an accident. >> it's also not inevitable. it's not something that is unpreventable. it can be prevented. >> bonta says the law barring people with domestic violence restraining orders from gun possession works. since it was enacted in 1994. california saw a 61% drop in domestic violence deaths involving firearms. >> the company behind chatgpt is joining major corporations like google and microsoft, offering to pay legal fees for some users

what's happening out here as soon as we get that, we will bring that to you. for now, reporting live in oakland, lena howland, abc seven news. thank you, lena. >> oakland police are asking for your help after an outrageous attempted robbery at a convenience store. and we're about to show you video of vandals breaking into the store using a backhoe. they're trying to claw the atm out of the building. abc7 news reporter gloria rodriguez joins us live in the newsroom with more about the vandals unsuccessful attempt. gloria? >> good morning, reggie. the owner of the store says it's caused at least $70,000 worth of damage and the vandals still have not been caught. check out the surveillance video. shows a backhoe crashing through the bulletproof glass of an ampm store on west grand avenue in west oakland on monday morning. the backhoe is used to eventually tear apart the atm machine outdoor surveillance video shows the masked

individuals first breaking into the store with a backhoe and then backing a white pickup truck to the entrance. soon they can be seen pulling out a chain which they then tried to connect to the damaged atm. but it appears the chain was not long enough. so when they heard sirens, at least one jumped into the back of the pickup truck and then drove off without even taking anything. ali abdullah, the owner of the store, talked to our j.r. stone. he chose not to show his face because of safety concerns. >> i was born and raised in oakland. i'm 51 years old. i've never seen nothing like this. i think the only way you can run a business in oakland is you maybe have to as soon as you close, you sleep in your store and stay locked and loaded with an ak 47 and just be ready because the police is not coming on time. and i'm not blaming the police. it's just not enough of them out there. abdullah says a clerk who was working then is okay when officers arrived, they could see the heavily damaged store.

>> the backhoe is also still there, but there were no signs of the vandals. abdullah says he is frustrated by the thousands of dollars worth of damage to the store. and he's also upset over what has happened to other businesses in oakland. he wants to know where his tax dollars are going when it comes to public safety and also reminder, if you know anything about what happened, if you recognize the vandals, contact police. kumasi thank you, gloria. >> new developments in the debate over public safety in san francisco. mayor london breed along with some city supervisors, have pulled support for a plan to increase police staffing. in a letter, mayor breed says she's, quote, alarmed by an amendment added earlier this month that would require a tax increase to pay for additional officers. breed says basic services like police staffing should be within the city's budget. supervisors joel and gabriel and raphael mendelman have pulled support from that proposal as well. it was originally introduced by supervisor matt dorsey. that measure with the amendments was

approved by the rules committee yesterday and now it goes to the full board. >> new information in a disturbing crime in the north bay. investigators in sonoma county say they have found the head of a woman after her body was discovered decapitated last week. the victim was identified as 64 year old santa rosa resident elvia lopez arroyo. the grandmother of the suspect. her head was found in the santa rosa creek near a park walkway and brought to the coroner for examination. 23 year old luis gustavo arroyo lopez has been charged with murder. and police recovered several weapons from his home. >> more information this morning on a story we first told you about yesterday day here on abc7 mornings. police in berkeley are investigating a shooting involving at least one of its officers. it happened yesterday morning at seventh and grayson streets. not too far from berkeley bowl west and officer shot a car burglary suspect who was then taken to the hospital highland hospital and that person later died. it's not known how many officers shot at

the individual, but this is the second shooting by a berkeley police officer since september. i worry about theft and i worry about anything happening officers were injured. it's not clear if the suspect who died was armed at the time of the shooting. the federal trial for the man charged with the attack on nancy pelosi's husband starts this week in san francisco. >> finding unbiased jurors is proving to be a challenge. several prospective jurors admitted they could not remain impartial given the media coverage or other preconceived notions they have about the case and the former speaker. so if somebody is critical of the pelosi's, it shows a bias and they're perhaps not a good juror for this case. >> the reality is san francisco has a wide variety of people that are for and against that family in general. >> the defense team for the suspect, david depape, tried to move the trial to eureka, but the judge denied that request.

depape has pleaded not guilty to federal attempted kidnaping and assault charges that trial starts thursday. paul pelosi expected is scheduled to testify, i should say, on monday. today the city of oakland plans to call on mlb owners to keep the a's in oakland. the city council is also likely to pass a resolution today urging team owners to agree that the a's should stay in oakland and build a new stadium at howard terminal. this all comes after a judge ruled nevada voters will not have a say in whether taxpayer money should be used to help the a's build a new ballpark in las vegas. the petition could still qualify for the ballot if an appeal is approved. it would ask voters if they want to repeal some of the $380 million in public funding for that stadium. >> five republican presidential candidates will be taking part in the third primary debate tomorrow in miami. those candidates are chris christie, ron desantis, nikki haley, vivek ramaswamy and tim scott. to qualify, the republican national

committee said participants must have secured 4% of the vote in multiple polls and 70,000 unique donors. they're also required to sign a pledge to support the party's eventual 2024 nominee. >> a former president, donald trump's daughter, ivanka, will testify tomorrow in his fraud trial. trump took the stand and attacked the judge and the attorney general of new york. jobina has more on the testimony. and now the judges response. yes, reggie, former president trump's five hours of testimony was full of emotions. >> many of his insults and aggravation was directed at judge arthur engoron trump said the judge, quote, always rules against me. this is a very unfair trial and quote, the judge threatened to throw trump out of the courtroom and yelled at his attorneys to control their client, judge and goran has already determined trump to frauded banks by overvaluing his assets and inflating his net worth to get better rates on bank loans and insurance. trump also claimed that when factoring in the trump brand, his net

seattle among some of the us cities reportedly looking into possible right on red bans. washington, d.c. city council approved a right on red ban last year. that takes effect in 2025. the idea is that stopping right turns on red lights would help reduce the number of people who are hit and killed by cars. although san francisco's right

on red ban has not been passed, a similar initiative was implemented in the tenderloin in 2021. >> los gatos. my mom faces new charges connected to accusations she organized drunken parties for her son and his friends during which some teens were allegedly sexually assaulted. 49 year old shannon o'connor was arraigned yesterday on 20 felonies and 43 misdemeanors. they include child endangerment, sexual assault and providing alcohol to minors. the complaint says girls as young as 14 were sexually assaulted at the parties. the da's office sent the case to a grand jury to avoid preliminary hearings that would have retraumatized the victims. >> their anxiety understandably ramps up as they get prepared to testify and relive what the defendant did to them. o'connor could face more than 30 years in prison if convicted and hundreds of engineers in san francisco are tackling problems like crime and homelessness using artificial intelligence.
