, limped across town to the mission district with more than a dozen patrol cars behind it. finally, almost 30 minutes in, the driver bolted from the car and tried to carjack another vehicle. the driver quickly backed away. >> officers then chased the man into an alley where he paced back and forth behind several cars with a backpack in his hands. after about three minutes, one of the officers rushed the man, followed by several others, taking him into custody on enterprise street at folsom. at this point, police are not saying what started the whole chase or what charges the man might eventually face. we have some developing news out of oakland right now where a police sergeant was on his way to work, shot and killed an armed person who approached his vehicle. this happened just one block from oakland city hall at about 4:00 in the morning. it's the second deadly police shooting in the east bay in as many days. abc7 news reporter anser hassan with exactly what led to that confrontation. >> an an investigation is underway following a fatal police shooting in oakland. it

happened just after 4 a.m. one block from city hall upon arrival, the officers located an individual suffering from a gunshot wound. >> the officers immediately began providing medical aid to the individual, but unfortunately the individual was pronounced deceased on scene. >> oakland police say sergeant was on his way to work when he was confronted in his car by an armed individual. in a statement from the oakland police officers association, president barry donelan, he claims that the individual opened fire and the officer shot back. he adds this morning at oakland city hall, a criminal picked the wrong victim. we are thankful for our officers safety and equally relieved that community members were not injured during the incident. >> spot shot went off and that's a utility that we used here in the city of oakland to really, you know, have our officers show up when there are gunshots that are fired. and these are actually technology. and so we're seeing that technology is working. oakland mayor shengtao says she's limited in terms of what she can say, given that this is an open investigation. >> but did add that the alameda

county district attorney's office is also investigating. >> we've been ringing the alarm bell and saying, if you flood our streets with more cops, if you decide that the answer to every social ill in our current state of crisis is law enforcement only, we are going to see an uptick in police violence. kat brooks with the group anti-police terror project says she's concerned that this is the second fatal police shooting in the east bay in two days, including a shooting in berkeley on monday. >> she acknowledges that the officer may have shot in self-defense, but she says there needs to be proof. >> they say that all the time. when have you ever seen the cops kill somebody and go, you're right, we were wrong. never. they always have a story first. so until we have all the facts and i'm not saying that's not what happened, i'm saying we don't know and their word is not good enough for me. and it should not be good for the rest of the public either. the officer involved is on paid leave pending further investigation in oakland, anser hassan abc7 news. >> in the south bay san jose police are looking for additional witnesses in a deadly collision that killed a

pedestrian. it happened just after 930 last night in a crosswalk on blossom hill road at chesbrough avenue. according to police, a driver hit and killed a woman in a wheelchair who was crossing against a red light. the driver stayed on the scene and is cooperating with investigators. the woman was the 24th pedestrian, killed in san jose this year. that's actually down from 30 this time last year. police credit the drop to a concerted safety effort. >> we try to educate folks and try to tell them to be careful. we're crossing the street. we try to tell people to not drive distracted, to focus on the roadways and follow the rules of the road. but ultimately, what it comes down to is traffic enforcement. >> the overall number of traffic fatalities is also down in san jose from 58 this time last year to 45 this year. in the east bay, police say a san francisco man who's on parole for burglary is one of two people arrested for a home break in that officers interrupted in orinda. police shut down moraga way, which is a major intersection in

while they searched for the people who broke into a house on lloyd lane around 820 this morning. they arrested one of the suspects at the scene, found another hiding in a shed nearby uh- and are still looking for one other person. investigators have identified one of the suspects who's in custody, but the other is not cooperating. >> this afternoon at the san francisco board of supervisors meeting, mayor london breed will introduce legislation to fast track the police department's use of automated license plate reading cameras. the mayor believes the cameras will help disrupt sideshows. retail theft, car break ins and other criminal activity. breed's asking supervisors to expedite the process of approving those cameras so they can be in use. let's say in a few weeks instead of the months it would normally take to implementsan francisco recently received state funding for 400 cameras to cover 100 intersections throughout the city. dreamforce is returning to san francisco next year. mayor breed making the announcement on social media this morning. you may remember salesforce ceo marc

benioff saying he might pull the conference out of the city depending on how things went this year. but after dreamforce basically went off without a hitch in september. benioff had only positive things to say. that conference will be back in san francisco next september. >> now to the conflict in the middle east, where today marks one month in the war between israel and hamas. the violence has left thousands of people dead and more than 200 people are being held hostage. >> abc news reporter inés de la cuetara following developments from jerusalem. >> exactly one month ago, hamas militants stormed across israel's southern border with gaza, killing more than 1400 people there, according to israeli authorities. military officials also saying hamas has taken more than 200 people hostage. prime minister benjamin netanyahu calling this a day of mourning. and around the country , israeli citizens paused to remember the victims of the terror attack. >> i believe in the israelis and we will grow and we will overcome all this disaster.

>> meanwhile, israel's defense forces military campaign against hamas grinds on. smoke rising over gaza as bombs are dropped from israel's air assault. the idf releasing footage it says shows troops destroying tunnels built by hamas in northern gaza. according to the hamas run health ministry, more than 10,000 palestinians have been killed in gaza during the conflict, while more than 25,000 have been injured. displaced gazans seen heading south on foot trying to flee israel's aerial attacks. we are civilian. >> we love to be from our country, from our land. >> what do you want us to do? >> family members of the more than 200 hostages believed to be held by hamas trying to keep their loved ones at the forefront? >> my father has been kidnaped and is held hostage by hamas. we know that he was injured. he is 83 years old and we don't know where he is. >> prime minister benjamin netanyahu told abc news he is

open to small pauses in the fighting to get humanitarian aid into gaza, but that he would only consider a cease fire if all of the hostages are released. ines de la cuetara sarah, abc news, jerusalem. >> a bay area congressman says he wishes he could change his vote on a resolution addressing anti semitism on college campuses nationwide. and in california. the jewish legislative caucus has demanded action to better protect jewish students all across the state. abc7 news reporter leslie brinkley with the story. >> house resolution 798 condemned the support of hamas, hezbollah and other terrorist organizations at instant solutions of higher education. it called on campus administrators to condemn all forms of anti-semitism. it was approved by a vote of 396 to 23. one of those voting no was congressman jared huffman of northern california and marin county. huffman is now saying publicly he he regrets his vote.

you could go back. what would you do differently? >> i would vote yes and i would explain that. i wish the resolution had been written better. i pretty quickly realized that the broader message of just sort of getting on record against anti-semitism was a lot more important than what might be seen as nitpicking of technical details in legislative text. >> huffman publicly apologized. meanwhile while the california legislative jewish caucus issued a letter today demanding immediate action by uc and csu leaders to counter a wave of anti-semitism sweeping across their campuses as it stated that jewish students at uc berkeley, uc davis and san jose state have reported being physically attacked for expressing support for israel. >> look, all of the friends and constituents i talked to that have kids in college right now, their kids in many of these campuses are being subjected to threats and insults and in some cases intimidate. and worse, the

legislators say university presidents and chancellors can do more to protect jewish students, much as they've gone to bat for other marginalized groups. >> i'm leslie brinkley, abc seven news. >> tales on the tupac shakur murder trial. during a hearing today in las vegas. a judge set the trial date for june 20th, 24. duane davis is charged in the 1996 drive-by killing of the rap star. he's one of the few people still alive who witnessed the shooting. davis was arrested in september and has set in interviews that he provided the gun. last week, he entered a plea of not guilty. this afternoon, the oakland city council is poised to pass a resolution affirming their belief that the team belongs in oakland and backing the effort to build a ballpark at howard terminal. they oakland led a rally along with city and port of oakland officials a short time ago. today's action

look at this. the fire around 1 a.m. destroyed the 17 story hangar at the marine corps air station in tustin, one of the largest wooden structures ever built. crews had to call in a helicopter to fight the fire and pumping water from hydrants on nearby streets. no word yet, if anything was inside that hangar, which has been used in several tv shows and films, including pearl harbor and star trek. >> all right. now to aipac, which is approaching fast. we're going to be some significant impacts on traffic. the area around moscone center, which is

where the summit is taking place, is essentially going to be completely locked down. and there are several things you should note about the bridges, the bay bridge and golden gate bridges. some lanes are going to be clodn the bay bridge. thisl be in both directions. and parking lots by the golden gate bridge are going to be off limits. abc7 news reporter suzanne phon shows us now how people are preparing. suzanne we can't emphasize enough to be patient now. >> traffic closures will impact the bay bridge off ramps at fourth and fifth streets and the golden gate bridge. that's because moscone center is ground zero for the apex summit. keep in mind, there will be closures surrounding three secured zones. moscone center, nob hill and along the embarcadero. >> that's going to be a lot going on downtown. >> if you work in downtown san francisco, you might want to rethink your commute in the next coming days when apex summit comes to the city. i'm going to try my best to see if i can work from home and definitely taking bart in because i can't imagine being stuck on the bridge. >> take a closer look at the

official closures. >> those are going to be the eastbound 80 at fourth street off ramp. and then the westbound 80 at fifth street off ramp. now, these closures are scheduled on wednesday, thursday and friday of next week from approximately 5 a.m. to about 9 p.m. that's because the two ramps directly feed into the area surrounding moscone center, where the summit will be held. >> the other closures include the left lane on eastbound 80 on the san francisco oakland bay bridge, and then the far right lane on westbound 80. as for the golden gate bridge, the golden gate vista point will be closed while there is no vehicle or pedestrian access into the vista point on the north east side of the bridge, the pathways that connect the golden gate bridge to the marin headlands as well as into sausalito will remain open. remember when president joe biden was in san francisco earlier this year, all the road closures because of the

motorcades, you can expect this area around nob hill to be locked down because of the dignitaries staying there. again the heads of 21 member economies are coming. >> i live in nob hill, and so it does look like it will affect us. >> jim dudley spent 32 years with san francisco police department and has experience in homeland security, special operations and threat assessment. >> you're going to have some significant dignitaries and heads of state. you're going to see motorcades. you're going to see motorcycle escorts and caravans of multiple vehicles. and they're going to want to get from point a to point b because of the threat level. >> take a closer look at the other areas to be impacted by closures. the area aro moscone center will be locked down between market and harrison second and fifth streets are the area in red along the embarcadero. will also be impacted because of an event on november 17th. a reminder from security experts, my advice would be if you don't have to

get on the road during the apec convention, don't again, authorities emphasize give yourself extra time to where you're going. also plan for delays. and if you can avoid the area, do so. live in the newsroom. suzanne vaughn, abc seven news. >> today, people had a chance to weigh in on the idea of implementing an all lane freeway tolling system on bay area freeways. the metropolitan transportation commission proposed the new freeway pricing as a part of their two year study. residents added their input during one of two public webinars. the commission is hosting. the mtc says its plan could decrease travel time and put fewer drivers on the freeway. to keep up with the state's low emissions goal. now if you want to know more, we will take a deeper look at the proposal. at 5:00 today in the east bay, oakland is now home to the city's first lgbtq cultural district. >> the city council's life enrichment committee approved that proposal. organizers say the goal is to provide oakland's lgbtq families, allies and

community members with a space that is free from violence and discrimination. the emcee of today's event, oakland's own jeopardy champion, amy schneider . >> so this was a labor of love for our community. it's following the successful opening of the town youth club. the queer healing arts center. dozens of lgbt plus owned businesses and nonprofit assets in the area. and of course, the founding of the lgbtq district in 2017. >> oakland's lakeshore, lgbtq plus cultural district includes the area just northeast of lake merritt between grand avenue and lakeshore avenue, up to boulevard, way to the north. the city's lgbt community center is located in that neighborhood and it's out to be a very nice day. >> yeah, it's a little bit cooler than what it has been in the past few weeks, but it's tis the season sandhya patel indeed, it feels more like november or fall, if you will. >> and larry and kristen, let's take a look at a live picture

from lake tahoe where they have been dealing with some snow showers today. >> we just had a moments ago and now they're gone. but there is snow up there. the u.s. berkeley, central, sierra snow lab reporting three inches of snow, still snowing right now. they have thunder snow as you look at live doppler seven at this hour. and there is a winter weather advisory until 10 p.m. tonight, 1 to 3in above 6000. 500ft for the peaks up to a half a foot of additional snow. so that is nice to see. i just checked the roads. no chain controls right now here locally, we do have quiet weather. and as we take a look at the winds, it's a little breezy, 18 miles an hour in san francisco, 20 miles an hour at sfo as we go hour by hour, gusty winds expected this evening. if you're stepping outside, probably a good idea to just bundle up. 8:00, you're still looking at breezy conditions and then the winds die down only to pick back up again. but this time around in the morning, offshore winds developing, especially in the

north bay hills. and that will help to push those temperatures up tomorrow afternoon. here's a live view from our east bay hills camera as we look towards mount diablo. there are a few clouds out there, but otherwise sunny skies, 60 degrees in san francisco, low to mid 60s from oakland to san jose to palo alto, 59 degrees in half moon bay here is a view from our sutro tower camera and you can see that camera is bouncing around because of the breeze. mid 60s novato santa rosa. it is currently 67 in fairfield and 65 degrees in concord and livermore . a look at this gorgeous view from our santa cruz camera. you can see plenty of sun down there gusty this evening. clear clearing, chilly overnight. sunny and milder tomorrow afternoon. and we are looking at a chance of showers on friday. dry for your weekend. a frosted advisory has been issued for parts of mendocino coast and also lake county tomorrow morning as they are expecting those temperatures near or below freezing. so there will be some frost hour by hour, 50, 60 at 5:00 pm tonight, 7:00, you will notice it's cooling. and by

make to make this work and what's in this conversion. well, let me ask you, what do you think are the most challenging aspects of a conversion? >> just take a guess. >> plumbing. >> yeah, lots of bathroom things that kitchen, kitchen, bathrooms . >> that's right. well, you have to wait until you see my package. okay. all right. all right. so so there has been so much talk about housing conversions as the be all end all to save the downtown area. well, the reality is that it has been done before. it can be done again in some cases. but the bottom line is that it has to pencil out financially. and here's what we found out. san francisco is in a constant battle with itself. too much commercial space. but not housing. >> it does cost less. in many example aisles to convert one of these buildings and to build fresh. >> that's what mayor london breed wants to hear. like a marriage. she believes the coming together of the 2nd may

help to revitalize downtown. >> we will continue to adapt. we will adjust, and we will be better. >> the operative word here is conversions. it has been done before. in 2006, the royal insurance building at sampson and pine street across from the old pacific stock exchange was converted from office space to 46 condos. the ritz carlton building on market street with 52 units was once the site of the san francisco chronicle and here is where in the 1930, ap giannini had a branch of the bank of italy. it later became the bank of america, which lent walt disney the money to complete his first feature film, snow white and later, other projects that building one powell street was converted into 44 high end lofts in 2004. okay, so we know that it is possible, but what does it really take to convert office space into

residential units? the answer it's not that simple. strike and froggen knows a thing or two about conversions. his firm, solomon cordwell buenz, was behind the largest office to residential conversion in san francisco's history. 100 van ness, a 29 story building that now has 418 rental units. so for those of you who don't recognize the building, that's the old triple a building, which was not very attractive. okay, i'm going to say it. it was ugly. >> well, yeah, definitely. from the public's perception, the biggest thing that we did at the building was to remove the old precast concrete facade and to replace that with floor to ceiling glass to really allow the view potential of the building to be realized. inside for many conversion projects.

>> one of the biggest challenges is the plumbing. >> so that means we need to cut new vertical rises through the building, which means drilling holes through the concrete. >> each unit must now have its own plumbing sprinkler heads, a thermostat, heating and ventilation and lighting, light and air and natural light into the units is a big deal. >> all many of these office footprints are very large and deep, and it's difficult to get natural light into the bedroom units. >> that's why a floor to ceiling glass exterior was ideal. this all sounds like a pain in the. at what point do you decide to knock the building down and build from the ground up? >> i think there are some buildings that probably have reached the end of their useful life and the highest and best use of that land might be to build new new construction. >> froggen is looking at 15 possible conversions in san francisco, but only 3 to 5 are potential candidate. it's the other challenge is dealing with the planning department because

the city really wanted 100 van ness to succeed. the permits were expedited. the property was purchased in 2011 and only four years later was ready for occupancy. there are other conversions that have been enormously profitable, like this one at 2121, webster street in pacific heights. the old university of the pacific dentist school, it went on the market in 2016 and the sale of the 76 condos is said to have generated $300 million. but that was then. today, in 2023, conversions now may be less profitable. >> construction costs are probably double what they were. and rents right now, rents have dropped so much that they're not that much above where they were in 2012. >> also, when 100 van ness was being built, the city required the owners to set aside 13% of the units for affordable housing. today, it's 21. any developer or architect or engineer will tell you city hall

will need to provide more incentives to make these conversions more realistic. >> you know, this huge inventory of buildings that, you know, could be good enough and could be useful to people who need them. >> so right now, if any big building in san francisco were to be sold, the owner has to pay a 6% transfer tax. now, the mayor is proposing a ballot measure that would do away with that sales tax of any building that decides to convert. that's number one. number two would be to follow new york's lead. now, in the 1990s, lower manhattan had a lot of empty office space. the city said, let's do something different. let's waive most of the prop property taxes for 14 years. once a building is converted. you know what happened next? 30,000 units eventually went online in lower manhattan. so that's what they're proposing doing here. maybe not 14. they're looking.
