you can see, finally almost 30 minutes in, the driver bolted from the car, tried to carjack another vehicle. there you see that the driver quickly backed away. officers chased the man into an alley where he paced back and forth behind several cars with a backpack in his hands. after three minutes, an officer rushed the man, followed by several others, taking him into custody. after a very short struggle at the enterprise. at enterprise, near folsom, the struggle resulted in injuries to both officers and the suspects. police are not saying what, if anything, they found in that mercedes that the suspect was driving, that it did have temporary license plates and tires shredded by a spike strip. >> a sex trafficking ring bust in the south bay led to nine arrests in 18 victims rescued. investigators say the colombian based ring ran brothels out of hotels rooms in santa clara and alameda counties. abc7 news reporter dustin dorsey has details on operation phenix. >> two years, multiple agencies, nine arrests and most

importantly, 18 rescues and alleged human trafficking ring that spans several bay area cities. most in santa clara county was taken down by a joint operation led by the santa clara county district attorney's office. >> it represents the future of human trafficking investigations here in the state. it was a proactive investigation in which this organization was identified. it was thoroughly investigated over the last two years, and it resulted in the identification of these victims as well as traffickers as all nine of the alleged traffickers who come from across california appeared in court tuesday. >> bail ranging from the thousands to millions of dollars in this case, six other suspects have been identified as part of this, but they have not been arrested yet. according to the da's office. arraignment was postponed for two weeks and the defendants attorneys say they intend to fight the charges. what's your clients reaction to the charges? >> well, he's not pleased, so they're in shock. >> they're denying all the allegations. i mean, if you really want to go into it, there's been a lot of things in

this case that we've already reviewed that we need to go a little further in. you can enjoy the show, but there's going to be some lawn motions done that i, i don't know if the government is going to like it. >> the da's office says two of the accused were arrested by san jose police in 2021 and charged with running a legal brothels at homes and apartments. they were released and remained out on bail where the operation is said to have continued. the group allegedly used various hotels in san jose. gilroy hayward and san leandro, where the women were forced to have sex for money. investigators used wiretapping of cell phones to identify 30,000 text messages and calls for evidence. a first for a human trafficking case in santa clara county. >> it provides independent corroboration for what the victims told us happened to them , and it takes the onus off the victims so that the burden isn't upon them necessarily to be able to tell their story in court. but we have recordings of what happened to them that we will introduce in the future. >> the da's office said they identified 18 survivors, including a juvenile, but wiretap revealed 30 total women that were taken from outside of the country to be part of the

human trafficking. it was part of the investigation deemed as operation phenix in the hopes that these victims are on their way to freedom and recovery after a life the da's office deemed as slavery in santa clara county. dustin dawsey, abc seven news and some developing news in oakland, where a police sergeant on his way to work shot and killed someone with a gun who approached his vehicle. >> it happened just one block from oakland city hall at about 4:00 in the morning. it's the second deadly police shooting in the east bay in as many days. abc seven news reporter anser hassan with what led to this confrontation. >> an investigation is underway following a fatal police shooting in oakland. it happened just after 4 a.m. one block from city hall upon arrival, the officers located in individual suffering from a gunshot wound. >> the officers immediately began providing medical aid to the individual. but unfortunately, the individual was pronounced deceased on scene. >> oakland police say sergeant was on his way to work when he was confronted in his car by an armed individual. in a statement

from the oakland police officers association, president barry donelan, he claims that the individual opened fire and the officer shot back. he adds this morning at oakland city hall, a criminal picked the wrong victim. we are thankful for our officers safety and equally relieved that community members were not injured during the incident. dispatch order went off. >> and that's a utility that we used here in the city of oakland to really, you know, have our officers show up when there are gunshots that are fired. and these are actually technology. and so we're seeing that technology is working. oakland mayor shengtao says she's limited in terms of what she can say, given that this is an open investigation. >> but did add that the alameda county district attorney's office is also investigating. >> we've been ringing the alarm bell and saying if you flood our streets with more cops, if you decide that the answer to every social ill in our our current state of crisis is law enforcement only, we are going to stand uptick in police violence. >> kat brooks with the group anti-police terror project says she's concerned that this is the second fatal police shooting in the east bay in two days, including a shooting in berkeley

on monday. she acknowledged that the officer may have shot in self-defense, but she says there needs to be proof. >> they say that all the time. when have you ever seen the cops kill somebody and go, you're right, we were wrong. never. they always have a story first. so until we have all the facts and i'm not saying that's not what happened, i'm saying we don't know and their word is not good enough for me. and it should not be good for the rest of the public either. the officer involved is on paid leave pending further investigation in oakland, anser hassan abc7 news. >> orinda police shut down moraga way today which is a major thoroughfare to search for suspects involved with a home break in that officers interrupted the break in was on lloyd lane around 820 this morning. one suspect was arrested at the scene. another was found hiding in a shed nearby. but police did not find the third suspect. police say a san francisco man who's on parole is one of the two people who was taken into custody. they say the other suspect who's in custody is not cooperating. >> developing news, the upcoming

possibility of paying to use our freeways today. officials showed us what all lane tolling could cost these commuters. abc7 news reporter zach fuentes has the story. >> this is a planning exercise. mtc doesn't have the authority to establish tolls on freeways, but the metropolitan transportation commission is behind the study looking into how it could work by 2035. >> an idea that's not too popular for drivers. we've spoken with are already paying so much to live here. mtc says they get it, but it's a study they say is necessary. mtc says its projections show that the bay area's population will grow by 15% and in turn slow down freeway travel. >> times that we want to reduce

congestion on freeways that we need to reduce driving if we're going to meet the state's emissions reduction targets. this tolling system is one main idea in one scenario being looked at. >> it would be implemented on congested freeways that run parallel with transit service like caltrain. it would cost between 10 to $0.30 per mile, depending on the level of congestion and the tolls would be lower in off peak hours and gone on nights and weekends. take a look at this example. given an mtc's tuesday webinar, if there's no freeway pricing by 2035, it would take 100 minutes to get from antioch to san francisco in a car costing $8 for a bridge toll and 16 for fuel and maintenance. that adds up to $24. now look at the numbers in 2035 with freeway pricing, that same drive from antioch to san francisco would take 80 minutes and cost $35. that total cost includes an $11 highway toll along with the bridge toll and maintenance costs. mtc says a driver traveling on high congestion freeways five days a week for at least 40 miles could pay $270 a

month. one major question brought up is the impact on people who struggle financially. the study factored in a 50% discount for drivers who live in a household that earns less than 55,000 a year and those with disabilities. but even with that discount, those drivers could pay up to $135 monthly. mtc says this is one of the elements they're still hoping to get feedback on. >> it's a planning exercise and we've got a few more steps to go in this exercise. >> the commission has more opportunities for public feedback on its website. zach fuentes, abc seven news. in the east bay, oakland is now home to the city's first lgbtq cultural district. >> the city council's life enrichment committee approved the proposal. organizers say the goal is to provide oakland's lgbt families, allies and community members with a space that's free from violence and discrimination. the emcee of today's event was oakland's own jeopardy! champion, amy schneider. >> so this was a labor of love for our community. it's following the successful opening of the town youth club, the

queer healing arts center. dozens of lgbtq plus owned businesses and nonprofit in the area. and of course, the founding of the lgbtq district in 2017. oakland's lakeshore, lgbtq plus cultural district includes the area just northeast of lake merritt, between grand avenue and lakeshore avenue, up to boulevard, way to the north. >> the city's lgbtq community center is located in that neighborhood. >> now, this afternoon, the oakland city council is poised to pass a resolution affirm their belief that the a's belong in oakland and backing the effort to build a ballpark at howard terminal. abc seven sports reporter casey pratt is live in oakland with the vote is happening right now. casey, how many fans showed up? >> yeah dan that does sound like a lot of word salad. you know, voting to affirm support for something. but what it meant to a's fans was everything. and they packed those chambers. they were wearing these stay shirts and they had a standing room

only crowd in there. they were chanting so loud that it just kept going and going and going. stay in oakland. stay in oakland. they were all saying, now, what does this mean? what does this legislation do really, it doesn't do a whole lot. but what it does is it gives everybody a platform to show their together, to show the city's united and they're ready to get something done. and i believe watching this, that they were overwhelmed by the response you got city hall looking like the treehouse right now. >> good job, mlb owners will be voting very soon on whether or not or not to allow the oakland a's ownership to move to relocate to las vegas. >> but guess what? we are here today to send a very, very loud message. and that message is the oakland a's should stay rooted in oakland.
