the abc7 news i-team. >> aipac closures and the impact on emergency response times in san francisco are raising concerns over congestion and communication. good evening. i'm ama daetz. >> and i'm dan ashley. thanks for joining us. aipac is the big summit bringing about 30,000 people, including many world leaders, to san francisco. so it starts this weekend with the main events underway next week. >> abc7 news i-team reporter stephanie sierra spoke with paramedics and the secret service to get a clearer picture of the impact and she's with us tonight with the latest on all of this and a very big week coming, steph. >> that's right and many impacts as you pointed out, aside from the security precautions, the traffic congestion alone at aipac is expected to bring significant challenges for ambulances transporting patient s. the secret service says it will be under control, but some emts and paramedics say the backup plans are not clear. aipac will be busy extremely busy from high security for the president and foreign dignitaries to preparations for

potential violence and protests. but what about 911 emergencies? peter greene, a retired paramedic and 42 year veteran, ems consultant, explains. san francisco paramedics are worried. they say the total time on task for 911 calls in soma, downtown, north of downtown and western edition. typically take 45 minutes up to an hour. but with aipac, i think easily 90 minutes, potentially more due to widespread closures in soma and nob hill, greene says response times will likely be a problem in north beach and fisherman's wharf, then extending into the tenderloin union square and the eastern part of soma with a primary focus on a stretch of market street downtown. >> everyone's been told, oh, market street will be open. then they're hearing rumors that no market street may be closed at times. market is an extreme key route for the ambulances, greene says emts are concerned about access to hospital systems that

regularly deal with the high volume of transports like saint francis memorial hospital that will be impacted by proposed closures on pine street. nobody even seems to know what's going on up there. >> in addition, ambulances transporting critical care patients from the east bay will face blocked off ramps on i-80 starting next wednesday through friday. but the secret service says there are certain places where those emergency medical response assets have been pre-positioned. >> and we have a whole plan as it pertains to medical and health and how to deal with that, whether inside our zone or outside our zone, greene says the ambulance hubs most likely to be impacted will be at the corner of polk and post streets and leavenworth and clay streets . >> the congestion paired with another problem all providers right now are critically short of paramedics, and they're short of emts. >> we've also brought in additional federal assets from the health and human services, including doctors, physicians. et cetera.

>> emts need early warning of demonstrate zones because it may require additional overtime. staffing has there been early warning of that? >> my understand reading from all my sources, there's been absolutely zero. >> the i-team asked sfpd and the secret service how they will notify ems of potential closures and their response. >> san francisco fire department, including emergency medical services, is embedded with the secret service at various communicate ation centers during this event. any activity not just protest, but any activity that impacts roadways or the ability of first responders to get to where they need to go will be known immediately. >> the i-team obtained an email sent by san francisco's ems director regarding guidance for ems personnel, saying, quote, there may be situations in which a patient is transferred at a security checkpoint, so crews should review call notes closely. but greene says local paramedics and emts tell him there seems to be a complete lack of information. now, there's also concern about highway 101 closures affecting the transport out of burn patients that rely on getting to

saint francis memorial in the city. and now because of those staffing shortages, we've also heard the state is considering hiring ambulance strike teams to assist from other areas. and those conversations are happening as we speak. >> okay. thank you, stephanie. well the road closures will not just affect emergency responders. >> that's why people are being advised to take public transit. but even that's going to be infected and affected. sfmta which operates muni, is dealing with most of the changes. it's rerouting muni lines, adjusting muni metro service and changing where and when the cable cars operate. >> we got everybody coming in. it's an important summit. so you know, you have to just take it just go with the flow. >> bart is making trains longer to increase capacity because it expects more riders. bart is planning to operate its schedule as usual. you should know that. so as caltrain ac transit and the san francisco bay ferry traffic signs on east bay freeways and the bay bridge are alerting people to expect delays

in san francisco starting tuesday through friday during this huge conference. here's a live look at the bay bridge toll plaza ramp and lane closures begin on tuesday. one lane of the bay bridge will be closed in each direction. theouh and fifth street off ramps will be closed until the endf th summit next friday. access to the pedestrian and bike paths on the bridges eastern span will be controlled fillled and drivers heading into san francisco on the bay bridge today were greeted by this sign. ahead of the conference. environmental activist hung a 75 foot banner above the tunnel at treasure island. the oil and gas action network is calling for president biden and apec leaders to end the expansion of fossil fuels. >> protests are possible during apec. for weeks, the secret service, san francisco police and city leaders have told us about heightened security today we got word of several updates. abc7 news reporter suzanne phan joins us live to explain. suzanne. apec will be the largest gathering of world leaders in san francisco in

nearly eight decades. >> so that means super strict security and the possibility of many last minute changes. president joe biden's visit to san francisco always brings a lot of security. that will definitely be the case when apec, the economic summit arrives in san francisco and brings world leaders like chinese president xi jinping and canadian prime minister justin trudeau for a week of talks and other events. >> i think that our city is ready to meet this moment. >> authorities say expect detours and checkpoints all across downtown san francisco, apec's main site will be moscone center. so there will be increased security measures around moscone center, as well as the embargoed daero and the nob hill neighborhood. the secret service says fencing and concrete will go up on nob hill and moscone center after a full security sweep. expect the area around the legion of honor more than six miles away near the outer richmond district to also see strict security. >> we want to make sure everybody here is safe. >> secret service and police say

there's some updates to the maps they first released in mid-ocr for the greene around moscone center is for local traffic. pedestrians can i without screening or id ride share services and food delivery, though, are not allowed in the green zone by moscone center. instead drivers will have to stage one block away. >> it's unavoidable to have an impact to businesses and people in the city with an event of this magnitude. and that's that's obviously the case. it's however, we've worked tirelessly together to come up with a plan that would minimize the impact to the public as a result of the security of this event. the chief says there will be many people and groups who will want to demonstrate. >> we expect that there will be first amendment activity taking place during the next week. >> and our message is simply this people are welcome to exercise their constitutional rights in san francisco, but we will not tolerate people committing acts of violence or property destruction or any

start the fire, went back and bent down and i guess that's when he was starting the fire. >> investigators are looking for any video footage and surveillance that shows how that fire was started. >> from the i-team tonight, we're hearing from san lorenzo unified school district board members after a five year old boy with special needs wandered away from del rey elementary school. abc7 news i-team reporter melanie woodrow broke this story and has been covering it ever since. she is in the newsroom with the latest on this. melanie. >> dan, school board members are now apologizing to that little boy's mother, but it took her going to the school board meeting last night. their parents shared examples of their children with special needs being lost by staff during the school day. the president of the california school employees association told board members staff working in special education classes don't have the training or the support they need. our special ed program is dysfunctional. >> it needs help. >> real talk. at tuesday night's san lorenzo unified school

district board of education meeting. this after a five year old boy with special needs wandered from del rey elementary school without staff realizing a concern. driver found him a third of a mile from the school. i >> i am appalled by the district's lack of concern for my son. i call. i left messages that same day for you, dr. camp. for kim noble. i left messages. voicemails on with your assistance, dr. camp. nobody from the district called me back. i'm sure you know anyone here who has a child or knows a five year old. he was running on bachmann road unattended. we do take that seriously. >> and we want to make sure that all of our students are are safe. >> two other parents shared similar experiences of their children with special needs being lost during the school day, including jenny robinson, whose daughter murphy was lost last year and later found in a classroom. we want our kids to learn and have a good environment and be kids and they can't do that if they don't have the right instructors to help them. a sentiment echoed by the president of the california

school employees association, who questioned the training and qualified locations of the district's paraprofessional staff members who assist the teacher in a classroom for children with special needs. >> i thought when you know, it made the news that we would have some plans in place to try to get this taken care of. but there's nothing. >> i asked the superintendent about the district's special ed program. >> i would say the vast majority of the school days things work out. >> is it acceptable to you as superintendent for there to be any one day where things don't work out and a child is able to leave the school for their? >> a lot of gaps in our school system overall, as if you know if you look at various achievement measures across the state, there are gaps in systems and we're going to work to improve those gaps in the system. >> what is specifically being done to fill those gaps in the meantime, i'm not going to talk about the individual situation nor just our overall staffing challenges.

>> but but our intent is to have every position filled and sometimes we're able to accomplish that in certain in certain areas. and sometimes we do fall short of that for that board members apology said no system is perfect, but what we have to do is hold ourselves accountable. >> i apologize for what you went through. >> these parents hope it's more than empty promises. >> is it's acceptable. >> it's a little it's like a daily adult short. i mean, and i had to come here. >> i'm hopeful, optimistic, like for following what happened. >> tina's son, jojo is now at a different school within the district, as is jenny's daughter. though her school change was unrelated to her being lost. the district superintendent tells me he is proud of school staff and the systems that they do have in place in the newsroom for the it. melanie woodrow, abc seven news. >> okay melanie thank you very much. we have an update to an i-team story from three weeks ago that we brought you about. the unhoused man who camped across from a richmond district grade school for more than a year after joseph adam moore

posted a sign offering free fentanyl for new users, police arrested him. moore now faces charges of public nuisance battery on a parent from the school and a probation violation. moore is also a registered sex offender. today, a superior court judge lowered moore's bail from 35,000 to $10,000 and issued an order that moore stay away from the two blocks that contain the school and a nearby library. moore's attorney told the i-team, dan noyes that moore survives only on social security, so he cannot afford even the lower bail amount and will remain in jail. therefore until his trial within the next month or so. >> after two months of work, today's united nations plaza in san francisco reopened the site near city hall has gone through a makeover and the hope is that this is the start of a much brighter future. abc7 news reporter tara campbell shows you what changed. >> you from a deputy dancing to skateboarders skating. a lot of fanfare wednesday for the

reopening of san francisco's united nations plaza. >> we want this to be an exciting place for community. the plaza getting a multi-million dollar facelift, complete with fitness equipment, permanent ping pong tables, cornhole and more, and a new skate park at the heart of the project. nothing is going to make this space more exciting than to see the skateboard community completely descend on this area like never before. >> the plaza has long been a hub for the open air drug market. the city working to clean it up ahead of apec. the economic summit expected to draw tens of thousands of people to the city next week. i'm at the point now i will try anything to get my neighborhood back. >> dale seymour is the founder of multiple nonprofits helping people in the tenderloin. and this appears to be a normal ization of an area that just a week ago was total hectic. >> i think if they empower skaters, we're going to be able to keep this area clean. >> the skating community ready

blue skies and look at the temperatures upper 60s to low 70s around the region, 2 to 5 degrees above average got up to 72 in concord, san jose, it was a mild one in santa rosa, 71 degrees. same thing for oakland and 68 in san francisco and half moon bay. well, things are changing. here's a look at live doppler seven. this this is the system that is initially going to go into the pacific northwest. but the back end of this, the tail end of it will come through here friday, bringing us the opportunity for a couple of showers is not looking widespread right now from our san jose camera. we are looking at a lovely, lovely view. 58 degrees in san francisco, 59 and oakland. you're in the low 60s from mountain view to san jose and it's cooling. palo alto half moon bay already in the mid 50s here is a gorgeous view from our exploratorium camera looking toward salesforce tower san francisco upper 50s santa rosa novato and napa. we don't have any clouds to insulate us. so you're going to see good radiation cooling tonight. 49 in fairfield, upper 50s concord in livermore and stunning view from

our sutro tower camera clear and colder in the morning. cooler and cloudier. tomorrow afternoon we are looking at isolated shower chance friday dry and warmer for your weekend plans and a major pattern change coming next week. so tonight by 10:00, you're already looking at a lot of 40s as the skies will remain clear tomorrow morning. a few high clouds, but that's not going to insulate us. we're looking at upper 30s, early in the morning before the clouds increase and those high temperatures come down. compared to today. we're looking at mainly upper 50s and 60s, but there will be a few low 70s showing up. so tomorrow morning, bundle up. as you will notice, it's colder than this morning, mid to upper 30s in our inland valleys 40s right around the bay and coastline. tomorrow afternoon, low 60s to upper 60s. but you will notice in the south bay san jose morgan hill getting up into the low 70s. now we're going to go hour by hour for that friday system. a couple of showers at 5 a.m. on friday.

still a possibility 8-80 in the late morning hours, but then the clouds thin out and you get that break for the weekend to prepare and to get ready for what's looking like impactful storm as early as tuesday. it's going to be a widespread event. one computer model is hinting at possibility of an atmospheric river will stay tuned wednesday. you will notice sierra is getting a rain snow mix. all of california pretty much in on this storm on thursday. it's still pretty wet. and this is just a rough estimate as we are still about a week away. so the timeline and the totals and everything will change. but friday still looks like some showers and snow showers in the mountains. now these are projections for next week. taking you through that monday through friday time period we're looking at over a half a foot of rain in santa barbara, over two inches in san francisco, redding, palm springs, just over an inch of rain. so stay tuned. but we do know that november is one of our wetter months and it's certainly shaping up to be that way. later on next week,

the family of an oakland man who died while in custody at santa rita jail is demanding answers, airs tonight and leading the charge as alameda county district attorney pamela price's newly formed public accountability unit. >> attorneys with the da's office say even basic evidence has yet to be turned over to them. abc7 news reporter anser hassan has a look at the case. >> something unusual and very disturbing happened at the santa rita jail in november of 2021. alameda county deputy district attorney zachary linowitz says

maurice monk died in custody in his cell at santa rita jail. his task is to figure out why it appears that he may have been dead upwards of 72 hours before he was finally be observed by deputies on november 15th. the investigation will be led by the newly formed public accountability office, which has met with monk's family. >> i'm well aware of the problems that we have faced at santa rita county jail of the number of in custody deaths in this county, which are unacceptable. >> the da's office says monk, who is in his 40s, was arrested in october 2021 for refusing to get off a transit bus. he couldn't afford bail, so he spent over a month locked up. the family recently won a multi-million dollar wrongful death lawsuit. the family says monk struggled with mental health issues and may not have been given his medication. his sister tried desperately to get him medication during the month that he was at santa rita jail,

and she was thwarted at every turn. da price says her predecessor, nancy o'malley, opened an investigation which didn't lead to any conclusive results. linowitz says under his investigation, the sheriff's department has now agreed to deliver the information requested, such as police reports and jail logs. i discovered that that a great deal of very basic investigatory materials had not yet been provided to my office. >> things that could possibly be provided within 15 minutes of any diligent search. da price says santa rita jail is the fifth largest county jail in the united states. >> her office isn't saying that anything malicious happened surrounding monk's death. but she adds that even neglect won't be tolerated. >> too many people have died in santa rita county jail, and it is only by holding people accountable will that we believe that we will begin to get this problem under control. >> in oakland, anser hassan abc7 news. >> a second teenager has been arrested for a hit and run in san jose that killed a pregnant

woman and her baby. the 15 year old had taken off from the scene of last month's crash. another 15 year old who was also in the car was arrested previously. san jose police say the teens were in a stolen suv when they t-boned the victim's car on winfield boulevard and blossom hill road. 21 year old april zeigler was killed. her unborn child was delivered through emergency c-section, but later died. >> former president donald trump's daughter was the latest family member to testify in the civil fraud trial against the trump organized nation. ivanka trump left the new york courtroom this afternoon after hours of testimony in which she mostly denied remembering details of financial dealings. the trump organization is accused of falsify lying financial documents to obtain better loans. ivanka trump was a point person in dealings with deutsche bank, but she is not a defendant in the case. >> her testimony raises some questions with regards to its credibility. she clearly was involved in negotiate ing and

securing loans. >> the prosecution rested its case after ivanka trump admitted she received $4 million from a real estate deal. donald trump's team will begin its defense on monday, but said today the ag has failed to prove its case. house republicans are ramping up their effort to build an impeachment case against president biden. today, a gop committee issued subpoenas for hunter and james biden, the president's son and brother. those are the first subpoenas issued directly to members of the biden family. the committee is trying to build a case about the bidens foreign business dealings. both the white house and the biden family. personal lawyers have dismissed the investigation as a political ploy. meantime, a new berkeley igs poll out today shows biden's job approval ratings are declining in california. he's underwater for the first time in his presidency. 52% of california voters disapprove of his performance. yes, only 44% approve. 4% have no opinion.

>> we move now to the war between israel and hamas, which has been going for on more than a month. conditions in gaza have prompted the us to call on the israelis to agree to humanitarian pauses in the fighting. but israel says it wants hostages released before it will agree to a ceasefire. abc news reporter ines de la cuetara cuetara is in the war zone with the latest that israeli armored vehicles are moving across the israel-gaza border in search of hamas militants as the northern region of the territory around gaza city continue to come under heavy bombing from israel's defense forces, tall flames leapt into the air as smoke rose above buildings, as the idf said its offensive was targeting the militants tunnel network. >> the idf says they have destroyed at least 130 hamas tunnels since the beginning of the war. hamas releasing video it claims shows its fighters are still firing rockets into israel despite the israeli ground offensive. meanwhile, thousands of palestinians continue to head south trying to flee the

fighting. the red cross appealing for protection for civilians and aid workers in gaza. the agency saying it had to abandon a plan to deliver medical supplies to palestinians in gaza city after one red cross worker was injured and two of its vehicles damaged. these are not conditions under which humanity koreans can work and meet. >> the urgently required needs of the civilian population. >> many, including president biden, are calling for a pause in the fighting so that more civilians can escape and additional hostages freed. but secretary of state antony blinken in japan with his g7 counterparts, believes an immediate cease fire would be counterproductive of the unacceptable result. >> it would likely bring about hamas left in place with more than 200 hostages with the capacity and stated intent to repeat october 7th. again and again and again in israel, photos of some 240 people believed held hostage by hamas were placed on seats reserved for guests at israel's parliament, the chairman of the body said lawmakers are praying for their safe return.

to say the month of october was the hottest on record globally. it was 3.1 degrees warmer than the average temperatures for the same month in pre industrial times. scientists say this year has been so hot, partly because ocean temperatures are going up, which means they're doing less to counter act global warming and the warming oceans are leading to the rapid melting of ice and glaciers, long thought to be stable. >> yeah. a new study by san jose state researchers shows how dire the situation really is becoming . abc7 news south bay reporter dustin dorsey has the story. >> the scenes of greenland. and don't let its name fool you. the

beauty doesn't come from the green but from the white. the ice shelves and glaciers dating back millions of years ago. >> the sheer scale of the greenland ice sheet and the ice shelves is really astounding and really beautiful. but of course, the changes that we're seeing are also a bit concerning the ice shelves are melting. >> san jose state assistant professor mike wood and a group of international researchers use data from satellites, aircrafts and other models to see an unprecedented rented increase in melting across greenland. northern eight ice shelves, one third of the shelves. total mass is gone. >> we've seen an increase in ice melting on the undersides of these ice shelves over the past 20 years. and the reason for this increase was because of warming ocean waters around greenland. >> these shelves are an important part of the ecosystem because they hold glaciers on land and slow ice loss as they melt. researchers have seen the disturbing ization of nearby glaciers this is really important because as we melt down these ice shelves, they act as ice dams that help to hold

back that ice. >> so as they weaken this permits in an increase of the ice that can make it to the ocean. and that causes sea level rise and the impacts are felt globally, including here in the bay area. ice is added to the ocean in northern greenland. it melts and it finds its way through occurrence. so it really spreads across the entire world. and of course sea level rise is one of the most concerning components of our in our changing climate. and that's because most of our global population, like in the bay area , lives along the coast. so to keep the world above water, the goal of the study that wood coauthored is to raise awareness about ice loss and sea level rise in order to take steps now to prevent further harm. it's a direct benefit to society. the more we know about these processes, the better we can adapt to it and the more we can help mitigate negative impacts on society resulting from sea level rise. >> justin dorsey, abc seven news. well from the big picture of weather, we'll get a look at our local weather for this
