check of our forecast with spencer. >> yeah, things are looking pretty good. a little chilly out this morning, though. we got some frosty spots up in the north bay. check out the 24 hour temperature change. it's 11 degrees cooler right now or chillier than it was at this time yesterday morning in novato. 17 degrees cooler in fairfield. so let's take a look at some current temperature readings. we've got 30s all over the map right now. we have temperatures in the mid 30s at novato and santa rosa and napa, upper 30s at vallejo and fairfield central 37 and livermore 38. palo alto, 38 degrees. but skies are relatively clear at the moment. we're going to have some high clouds today. these are our forecast headlines. chilly in the morning with patchy frost. as i've already pointed out, getting cloudier in the afternoon. cooler than yesterday. a shower chance tomorrow, mainly in the north bay and then a rainy pattern likely next week. but this afternoon, under high clouds, we'll see dry conditions and temperatures mainly in the mid 60s. jobina >> thank you, spencer. good morning, everybody. so what's interesting is the closure for the harrison street off ramp when you're coming off of the bay bridge there was supposed to

start on the weekend. it actually started this morning saw the signage myself so i know that might have caught some people off guard. of course, those closures are in place because of apec. we'll have much more coming throughout the week and next week, but that's the first one it appears has started right now at the richmond-san rafael bridge. the sigalert remains in effect. we are in week five of this. and again, the chp has given us no sort of estimate here. we do have a crash in millbrae that we'll talk about in our next traffic update. but i wanted to leave you with the drive. times tracy to dublin will be 34 minutes. reggie thanks for being the official start of the apex summit is still days away, but today a major bilateral meeting will happen right here in san francisco. >> that will set the stage for next week's meeting between president biden and chinese president xi jinping. abc7 news reporter gloria rodriguez is in the newsroom with why the talks today are so important for this relationship between the two countries. >> good morning, reggie. today is day one of two meetings between us treasury secretary janet yellen and china's vice

premier li feng. it comes at a time when relations between the two countries is improving and the biden administration is trying to shore up diplomatic ties. this is not the first time that yellen and ha have met in person. they were last together in china in july. the treasury department says the meetings are designed to further stable allies. our economic relationship with china and make progress on some key issues. and those include trade, investment and developing more resilient supply chains. cal state east bay professor nancy park, who is an expert in chinese history, tells me that trade will be at the top of the list of things to discuss. >> one of the main ones is going to be the issue of trade barriers, because both sides are frustrated with the what they perceive to be barriers of free trade on the us side, the for a lot of american companies are

frustrated by what they perceive to be chinese control of their companies or policies that put their companies at a disadvantage. and from the chinese side, many chinese are frustrated by what they consider to be controls us controls on the export of technologies. >> park says more open lines of communication can help prevent the two countries from spiraling into more serious conflicts. secretary yellen's meetings with the vice premier will be held immediately before secretary yellen hosts the apec finance ministers meeting in san francisco, and secretary yellen will host a press conference in san francisco tomorrow. after those meetings wrap up, reggie. >> gloria, thank you. the apex summit officially gets underway saturday and runs through next friday. today, the summit's official flag will be raised at san francisco city hall. it marks the beginning of a week of diplomacy that will put san francisco at the epicenter of

international attention. up to 20,000 people are expected to attend, including, as we mentioned, president biden and chinese president xi jinping. >> we are already seeing messages of activism here in the bay area ahead of the summit this 75 foot banner was put above the bay bridge yesterday morning during the morning commute. the environmental activist group. oil and gas action network is calling for president biden and apec leaders to support the transition away from fossil fuels. they're planning a rally in san francisco next week. other demonstrations are also expected. san francisco police chief bill scott has a message for anyone who may try to take advantage of protests. >> the message is this, though, and i just want to reiterate this criminal activity will not be tolerated. and if anybody thinks that they're going to come and protest or in the name of protest and hurt somebody else or commit crimes or destroy property or light fires, that will not be tolerated at all. so i just want to reemphasize that we will do it constitutionally and we will respect everybody's

rights. >> today, city officials and law enforcement are expected to give more information about the emergency response center that will help manage any emergencies that may arise. san francisco police and the secret service have updated the security maps they first released last month. so the red zone that you see there around moscone center, that's the highest level of security. and that area will require screening for both vehicles. any cars that go in the green zone is for local traffic only. and it may require screening for vehicles, but not for pedestrians. ride hailing services and food delivery not allowed in the green zone, though they will stage about a block away. >> it's unavoidable to have an impact to businesses and people in the city with an event of this magnitude. and that's that's obviously the case. however, we've worked tirelessly together to come up with a plan that would minimize the impact to the public as a result of the security of this event. >> san francisco police is

of traffic instead of remaining stationary after a crash last month, the dmv forced the company to pause driverless rides in california because something that was just like what i described happened in san francisco when one of the cars pulled a woman to the side of the road. after it ran, it ran her over. >> openai ceo sam altman is warning about tempoorary instability issues with the company's chatgpt services and the artificial intelligence tool experienced two outages yesterday and they come just days after openai held its first developer conference where new chatgpt features were introduced . according to our news partners at the san francisco standard, altman said the new the new features are, quote, far outpacing expectations. new developments at midnight. >> one of the largest strikes in hollywood history finally ended jobina is at the live desk with what we're learning about this much anticipated deal. jobina >> thank you, reggie. more specific details of the deal are expected to be released tomorrow. but for movie fans,

this agreement means next summer's movie season will be saved. the strike affected 160,000 union members and cost the us economy billions of dollars. we do know the billion dollar agreement includes a significant boost in minimum pay, increased residual payments for streaming content and new protections from artificial intelligence, which has been a major sticking point. the ai protections were absolutely essential to the union. >> they would not have called an end to this strike without achieving them. >> i'm really excited. >> the alliance of motion picture and tv producers says it looks forward to the industry resuming the work of telling great stories as early as today. film crew members could return to productions that were paused mid-shoot when the strike started. other projects should restart shooting once scripts are finished, as for tv, new episodes could still be months away. hey spencer, let's take a

look at what's going on with our weather. >> this is a satellite radar composite image. you know, we had clear skies overnight, which is why it got so chilly. but we've got clouds approaching us right now. it's a weak frontal system, but it is likely to bring a few sprinkles mainly to the north bay tomorrow. so let's move along and take a look at current conditions. more on what that front's going to do for us in a moment. skies are still mainly clear and it's a very chilly morning. 51 degrees here in san francisco. not so chilly. mid 40s at oakland, mountain view and san jose, but we have only upper 30s right now at palo alto and half moon bay and is looking at some more temperature readings right now mid to upper 30s at santa rosa novato, napa, fairfield, livermore and 43 degrees in concord. so quite a chilly morning start to the day but it'll get a little bit milder later in the day after the patchy frost disappears. we'll see increasing clouds but relatively mild conditions just cooler than yesterday. highs will range from about 60 one half moon bay to 65 here in san francisco, most locations around the bay shoreline will reach

someone who is ineligible to hold office. however, they said the case could be brought back later if trump wins the nomination and former president trump will be back in a new york courtroom next week to begin his defense in the fraud trial against the trump organization. his daughter, ivanka trump, took the stand yesterday for hours of testimony where she mostly denied remembering details of financial dealings. the trump organization has accused of falsifying financial documents to obtain better loans. ivanka trump was a point person in dealing with deutsche bank, but she is not a defendant in the case. >> her testimony raises some questions with regards to its credibility. she clearly was involved in negotiating and securing loans. >> the prosecution rested its case after ivanka trump admitted she received $4 million from a real estate deal. donald trump's team will begin its defense on monday, but says the ag has failed to prove its case. >> the christmas tree in san

francisco's union square is going to light up for the season tonight. >> it's the 34th annual tree lighting event, and it marks the start of all the holiday fun that's planned in the area. and that includes the macy's holiday windows. oh, i love this. you'll get to see the pets available for adoption starting on november 17th. and then santas returned to union square on november 24th. this is always so festive. and then you have a pretty good time to enjoy it. the union square tree will be lit through january 1st. >> it's really kind of gets you into the spirit of the season, doesn't it? >> yeah, they have the ice rink open now right next to the tree. so it's all coming together. >> yeah. my question is, how long do you all leave the tree up? are you done with it the day after christmas or the first or like february the 1st? the first what? >> tree? >> what tree? my tree is up already. really really? yeah. yeah. my wife decorates early and i enjoy it because, you

view, san jose, 38 degrees at palo alto, 41 at half moon bay. looking across the embarcadero, rooftop camera, virtually all of these locations are still in the 30s, so it's pretty chilly, especially in the north bay. santa rosa, novato, napa, fairfield all in the mid to upper 30s. 43 at concord, 38 at livermore. and these are forecast headlines after this chilly morning and the patchy frost that we had in some parts of the north bay. it'll be cloudier this afternoon than yesterday and a little bit cooler as well. she has some light showers tomorrow, mainly in the north bay, followed by a dry and warmer weekend and then a rainy pattern will develop early next week. for today, increasing clouds, but bright skies, high temperatures mainly in the mid to upper 60s from the bay to inland, only up to about 60 on the coast. those clouds will continue to increase overnight. here's the forecast animation taking us into tomorrow. see a few little patchy showers offshore tomorrow morning. that may work their way across the north bay. we're not expecting heavy or widespread rain tomorrow at all. and once those clouds move out of here,

we can look forward to a nice dry and sunny and much warmer weekend veterans day weekend. but as you can see, early next week, the rain returns. but i'll tell you more about that a little bit later. now a look at traffic with jobina. >> thank you, spencer. good morning, everybody. so we're starting with the maps because we're following a couple of issues right now, beginning with a crash in burlingame that's slowing you down on northbound 101 at the broadway on ramp there. your speeds will be down to around 15mph. and then the reason the harrison street off ramp is closed, when you are coming off of the bay bridge in the westbound direction is because there's some roadwork preparation that is underway for apex. so they are telling us that it'll be open again tomorrow because that was a really early closure. i know people weren't expecting that. that's why we saw a lot of brake lights this morning coming across the bridge. the good news, though, is that the dry time for the bridge isn't too bad, right now. it's only seven minutes for the bay bridge in the westbound direction. and then we will end with a pretty slow look at the 8-80 at the

figure it out. we'll figure it out. >> of course we'll. meanwhile, we can shiver a little bit because this day is off to a chilly start. as you probably noticed already, if you've been outside patchy frost, some of our north bay locations, it'll be partly cloudy this afternoon. a little cooler than yesterday. and a chance of showers tomorrow, mainly in the north bay, though not widespread showers, dry and warmer this weekend. and then rain returns next week. right now, we're looking at temperatures in the 30s and almost all of our inland areas. so you can see where the chill is right around the bay shoreline. it's not exactly warm either. temperatures there are only in the mid 40s. and here in san francisco, it's 51 degrees in the afternoon hours. skies will be bright, but we'll have increasing high clouds. so it'll be like filtered sunshine. high temperatures will reach only into the mid to upper 60s from the bay to inland and up to about 60 degrees on the coastline. and here's a look at that, increasing chance of some isolated showers in the north bay tomorrow as a little weak frontal system sweeps through. but the good news is after that, we have a warmer weekend coming our way. reggie spencer, thank you. >> new developments now.

negotiations are reportedly underway right now for a three day humanitarian ceasefire in gaza. the goal is to rescue about a dozen people held hostage and get more humanity korean aid in. it comes as the us is targeting iran backed fighters in the middle east. jobina is tracking that situation. >> thank you, reggie. a us military drone flying off the coast of yemen was blasted out of the sky by iran backed rebels who claim militants shot down a $30 million american reaper drone over international waters. the pentagon also announced a us airstrike on a weapons storage facility in syria used by iran and its proxies. iran backed militants have warned of a widening conflict due to us support for israel in its war with hamas. more than 400 us citizens have escaped gaza, including a michigan man and his wife. >> everybody's care and bomb everywhere. when i go sleep, we cannot sleep. maybe i sleep in

the chair like 30 minutes a day. >> new video shows israeli airstrikes targeting hamas in gaza. israeli ground forces say they destroyed 130 hamas tunnels. talks for a pause in the fighting are ongoing. sources say israel is considering a proposal from egypt and qatar for humanity. pause in exchange for the release of dozens of hostages held by hamas. kumasi thanks, jobina. >> this morning, secretary of state antony blinken is in south korea to talk about the growing threat north korea poses. he and his south korean counterpart spoke at a news conference by blinken shared the south's concern about the military cooperation between the north and russia to help its war in ukraine. they also talked about countering threats from north korea, including the use of us military assets and its nuclear forces for protection from attacks. >> transmitter. transportation secretary pete buttigieg visited kyiv to talk about rebuilding

day one of two days of meetings between us treasury secretary janet yellen and china's vice premier li hong. the treasury department says the meetings are designed to further stabilize our economic relationship with china and also make progress on some key issues. and those include trade and investment and developing more resilient supply chains. this is not the first time that yellen and ha have met in person. they were last together here in china in july. cal state east bay professor nancy park, who's an expert in chinese history, tells me that they're likely to discuss the issue of trade barriers among other topics. so i hope that this is going to be the start of greater de-escalation of tensions as the united states, china relationships is the worst that it's been in my professional lifetime. >> and the united states and china both benefit from a more open lines of communication

transit next week if they can. and of course work from home if that's an option for you. so the biggest impact here is going to be with the sfmta, which operates muni. they're going to be dealing with the most changes. it's rerouting muni lines, adjust ing, muni metro service and changing where and when cable cars operate. >> not everybody coming in. it's an important summit. so you know, you have to just take it just go with the flow. >> rhonda's got the word right. go with the flow. so bart is making trains longer to increase capacity because it expects more riders. bart is planning to operate its schedule as usual, though, so is caltrain, ac transit and the san francisco bay ferry. commuters driving through downtown will need to take note of the red and green zones around moscone center that you can see here on this map. there are different levels of security and may require screening rideshare services and food delivery are not allowed in the green zone. so drivers will have to stage one block away from that and of course, we know that next week between the 14th

international event in decades. but away from the diplomats and heads of state gathered at the moscone center, other important events will be happening around the city, too. >> i think this is a real opportunity for the city. it's certainly an economic opportunity. 30,000, upwards of 30,000 people are going to be coming here and they're going to be going back and telling their stories about what they saw. >> supervisor rafael mandelman is spearheading one of those events at bow, a gay bar in the castro cleverly called gay peak. mandelman says it's aimed at lgbtq aipac attendees, many of whom come from countries where gay rights are little to nonexistent. >> we thought that there if apec is going to be happening in san francisco, it's got to be gay, it's got to be queer and we're trying to give have a little bit of that for that week. many of the events happening are more than just fun things to do during the apex summit, though, several of the organizers tell me they're also a way to promote san francisco and our values. >> while also pushing back against the doom loop narrative that's taken hold in both the national and international media
