week. but right now we're looking at that lasting chill, that lingering chill in our inland areas where temperatures are still in the mid to upper 30s right around the bay shoreline. we have 40s, but this afternoon it'll warm up a little bit. we'll see some mid to upper 60s around the bay and in our inland areas under filtered sunshine. jobina >> thank you, spencer. good morning, everybody. so we are going to start with the bay bridge because it is packed here as you travel into san francisco right now and that is due to some road work that is happening on the harrison street off ramp. it's currently shut down for road work preparation for apex. i will highlight that area for you in just a moment. but we do have the sigalert underway in burlingame, northbound 101 at broadway. the on ramp, their speeds still down to around 14mph. and this is where we're seeing that roadwork. so i know a lot of people were expecting this off ramp at harrison street to be closed for the weekend, but it actually is in place today. it will reopen tomorrow. and that, again, is due to some preparation for apec. reggie >> and speaking of apec, it doesn't officially begin for a few more days, but today there's

already a high profile economic meeting happening here in san francisco between been the us and china. abc seven news reporter gloria rodriguez joins us live with more on what's at stake. gloria >> good morning, reggie. today is day one of two days of meetings between us treasury secretary janet yellen and china's vice premier ha fung excuse me, ha li fung. and it comes at a time when relations are improving between the two countries and the biden administration is also trying to shore up diplomatic ties. now this is not the first time that yellen and ha have met in person. they were last together in china in july. and the treasury department says the meetings are designed to further stabilize our economic relationship with china and also make progress on some key issues. and those include trade and investment and developing more resilient supply chains. as cal state east bay professor nancy pak, who's an expert in chinese history, tells me trade will be at the top of the list of things to discuss.

>> one of the main ones is going to be the issue of trade barriers, because both sides are frustrated and with the what they perceive to be barriers of free trade on the us side, the lot of american companies are frustrated by what they perceive to be chinese control of their companies or policies that put their companies at a disadvantage. and from the chinese side, many chinese are frustrated by what they consider to be controls. us controls on the export of technologies. pak says. >> more open lines of communication can help prevent the two countries from spiraling into more serious conflicts. secretary yellen's meetings with the vice premier will be held before secretary yellen hosts the apec finance ministers meeting in san francisco and secretary yellen will be talking

to the media tomorrow in san francisco. of course, we'll have updates for you right here on abc seven. live in san francisco , gloria rodriguez, abc seven news. thank you, gloria. >> the apex summit officially gets underway saturday. and if you look at the calendar, you see it goes almost a week until next friday, the 17th. today say the summit flag will officially be raised at san francisco city hall. and it marks the beginning of a week of diplomacy that will put san francisco at the epicenter of international attention. >> we're already seeing messages of active ism here in the bay area ahead of the summit. this 75 foot banner was put above the bay bridge yesterday during the morning commute. the environmental activist group oil and gas action network is calling for president biden and apec leaders to support the transition away from fossil fuels. they're planning a rally in san francisco next week. other demonstrations are also expected. and san francisco police chief bill scott has a message for anyone who may try to use these protests as a way to commit crimes. >> the message is this, though,

and i just want to reiterate that this criminal activity will not be tolerated. and if anybody thinks that they're going to come and protest or in the name of protest and hurt somebody else or commit crimes or destroy property or light fires that will not be tolerated at all. so i just want to reemphasize that we will do it constitutionally. we will respect everybody's rights. >> today, a city officials and law enforcement are expected to give more information about the emergency response center that will help manage any emergencies that may arise. >> san francisco police and secret service have updated the security maps that they first released last month. the red zone around moscone center is the highest level of security that will require screening for both for all vehicles. the green zone is for local traffic only, and it may require screening for vehicles, but not for pedestrians. now ride hailing services and food delivery are not allowed in that green zone. there will be a stage about a block away.

he says now is the time. it's urging people to get both shots ahead of thanksgiving. the cdc says it's especially important if you're planning to travel or visiting family and friends who are considered high risk. the recommendation comes as new research shows getting both covid 19 and flu shots at the same time is not only safe, but but might also improve community uptake. the cdc says it takes about two weeks after vaccination for that body to build immunity. so your time is running out. a new twist in a years long fight between three wineries and napa county. the wineries are now calling for federal and state civil rights

investigations. representatives from hoops smith, madrone and summit lake vineyards laid out their case yesterday. they say napa's rules are discriminatory towards small wine producers. last year, napa county sued hoops vineyard, claiming that it was hosting tastings without county approval. that case is scheduled to come to trial next year. >> the napa county government is functionally trying to take away our rights to operate as wineries. this will force us to sell or close under napa county's wine definition ordinance, producers have to apply to expand their businesses unless they have permits issued before 1990 or they meet the definition of small wineries. >> these wineries claim that they are grandfathered in. the county disagrees. plans are in motion to bring a marghera rita ville resort to napa county. it would be the same one made popular by the late jimmy buffett. >> we'll have, i think about a 50 slip marina of gas, docks, restaurants, rv parking cabins.

announcement comes a day after a labor union representing hotel and hospitality workers reached a tentative deal with caesars entertainment. so that is good news. taking a live look at the new york stock exchange as trading gets underway this morning. you can see that we're down about 20 points. can a smartphone detect how drunk you are based on changes in your voice? s stanford researchers say they've come up with a model that does just that. they use sensors in phones to record a person's voice before and after drinking a digital program used those recordings to measure frequency and pitch. then they checked it against breath alcohol concentration. the model was able to predict a person's level of intoxication with 98% accuracy. the researchers hope this can now develop into ways to help prevent alcohol related injuries and deaths. >> the 57th annual cma awards were right here on abc seven last night. >> jimmy buffett got a well deserved tribute.
