>> thank you, spencer. a good morning, everybody. we are going to begin with the richmond-san rafael bridge this is our biggest issue, the sigalert that remains in effect. we are wrapping up week five of this issue. we have three westbound lanes closed, no wide load vehicles allowed still and also no update on when that will improve at any point. san jose looking live at 101. check out the sunrise behind it. beautiful there. traffic is moving smoothly. we have no major advise areas except for veterans day. if you're going to be taking some mass transit, especially tomorrow, bart running the regular schedule. but tomorrow, though, the golden gate ferry is going to be on a holiday schedule. and also today, there is limited service with ace reggie jobina, thank you. >> new this morning, the biden administration has just confirmed that the meeting is going to be happening between president biden and chinese president xi jinping. we knew that it was going to happen, but now it's official, official, official. all they're going to meet during the apec summit in san francisco next week. in an

announcement overnight, the biden administration called it a high stakes meeting to ensure channels of communication are open. it will be their second in-person meeting since mr. biden became president. the two leaders are expected to talk about the russian ukraine war, the israel hamas conflict, iran and restoring military to military lines of communication. president biden is set to arrive in san francisco tuesday. the exact timing and other logistical details of his meeting with xi have not been formally announced. >> leaders from 21 world economies will be in san francisco for apec, and that means a lot of extra security. city state and federal agencies are working together to keep visitors safe during the summit, much of that work will be happening at the city's new activated emergency operations center. that's where abc7 news reporter gloria rodriguez joins us live this morning. gloria >> morning, kumasi mayor london breed says this will be the place where many city agencies will be getting communication information. they'll be able to communicate that with the public

as quickly as possible. and in real time respond. san francisco leaders gathered yesterday to announce a launch of their emergency operations center for apec, the global economic summit is expected to draw some 20,000 people, including world leaders and their entourages. there are already zones with heightened security outlined around moscone center, nob hill, along the embarcadero and the legion of honor for various events. these will impact your ability to move around the city. san francisco police and emts are expected to be out in full force next week to respond to any emergency that may come up. the police chief has this plea. >> please be patient. please allow time, some extra time. bake extra time into your daily routines. if you see something suspicious, report it. >> city leaders have warned that the security situation is changing every day, so you should be prepared because there could be even more. update

down. a student at stanford. and that incident is considered to be a hate crime. so here's a look at the sketch released by investigators. this person is being described as a white man in his mid 20s with prescription glasses. deputies say the man shouted racial motivated things at abdul wahab amirah before running him over last friday. abc seven news spoke with someone who knows the victim personally, who did not want to be identified. his recovering. >> he's in good spirits. i went and saw him in the hospital. he was in a lot of pain physically, he says. >> o'meara recognizes suspect as someone who's antagonized people during protests. authorities say

the man was driving a black toyota suv that likely has front end damage from that crash. employees with san francisco unified school district have ratified a new contract. the union says the contract passed with an 86% yes vote with more than 3800 employees approving that deal. union officials say it is the largest membership vote in recent history. the new contract covers teachers, paraprofessionals, nurses, counselors and psychologists. kaiser workers are calling for an strikes union members voted to ratify their new contract on yesterday. and it comes after seven months of negotiations and a three day strike by 75,000 workers in october. that was the largest health care strike in us history. the new contract includes a 21% wage increase over the next four years and commitments to address staffing shortages in the south bay. >> it's going to be a busy time for second harvest food bank this holiday season and they are rallying for the community's

support. volunteers from silicon valley food bank packed around 30,000 pounds of food yesterday. that's enough food to feed roughly 960 families or more than 3400 people. and listen to how many people they are serving every month, 500,000. the program has outpaced their financial donations this year. so they're asking for community members to donate their time or their money. >> if you do come in and volunteer, please, like get the word out. tell everybody what a great experience it was and tell your neighbors, friends, everybody to also chip in. >> currently, 1 in 6 people in silicon valley is turning to the food bank for food assistance, 3 to 2. one one step. >> all right. macy's in san francisco's union square is celebrating its 34th annual tree lighting. with the flip of a switch, the city officially kicked off the holiday season last night. mayor london breed

was there to with other city officials just taking part in the festivities. guests were delighted by all the lights on the tree. the ornaments and of course, the holiday flair. now on the east coast, the rockefeller tree is on its way to new york city. oh, i'm just taking a look at it. it is 80ft tall. it weighs 12 tons. and they cut it down in vestal, new york yesterday. then as you can see, they're loading it onto a truck and took it to manhattan. the nearly 80 year old tree is expected to arrive at rockefeller center tomorrow. they will be lighting the christmas tree on on the 29th of november. and today is the official start of the holiday season at disneyland. >> and of course, you can always expect a lot of festive atmosphere, food, cultural celebrations. and they're going to have a new nightly snowfall in downtown disney disney park shared this video of mickey mouse and his friends, including daisy donald duck, chip and dale

now sitting in the lobby at the fairmont hotel. the six by five foot sculpture was one of the first hearts auctioned to raise money for the san francisco general hospital foundation. it was in union square for years, as an attraction for tourists. his heart now has a home at the same place. his statue of remembrance is located. founder of the hearts in san francisco say leaving the heart in the city was bennett's wish. >> he was an advocate for the vulnerable. and he said said, if i can paint a heart and i want it permanently left in san francisco, i will do it for you. >> bennett first sang the song i left my heart in san francisco at the fairmont hotel. a new endangered species has made its way to the san francisco zoo. the animal a baird's tapir. it's a two year old male whose originally from a zoo in new orleans. the associates of zoos and aquariums recommended this young guy be sent to the san francisco zoo as part of a species survival plan. tapers are typically found in wetlands

are designed to further stabilize our economic relationship with china and make progress on key issues. >> we have concerns about specific economic practices, such as those that prevent american firms and workers from competing on a living, a level playing field. we will communicate them directly. we now the meetings between the two wrap up today, apec will officially start tomorrow. >> if you're in the city this weekend, there will be unprecedented security, including street closures and transit changes. the main security zones are around moscone center and the fairmont hotel. apec runs through november 17th. a lot of streets are not going to open until november 20th. now we are already seeing barricades being put up and signs going up to warn about the street closures and the restrictions for parking . the secret service is in charge of security arrangements and they can make changes at any time with any event of this magnitude. >> there are complex, detailed emergency response plans in

francisco, gloria rodriguez, abc seven news. >> thank you, gloria. the increased security that opec is bringing means there will be a big impact to traffic and transit in parts of san francisco next week. jobina is breaking down all the major hotspots for us. jobina >> thank you. kumasi. yes. so we are going to start with the moscone center and zoom into this area because we need to point out the red. that is where you're going to face all the road closures around yerba buena gardens. also moscone center, the green that you see here on the map, is going to be open to local traffic. but there are still some restrictions in this area because you're going to not have rideshare as a possibility. also, no food delivery service to that area. they're going to be about a block outside of that barrier. now, when we look at the bay bridge, we know a lot of people started to kind of panic when they heard that we will be down one lane in each direction for four days straight. so let's take a closer look at the specifics. so it's going to start on tuesday. that's the 14th at 5 a.m. and then that won't reopen until the 17th at 9

resigned after an internal investigation. an uncovered the messages, but groups like the naacp in san jose say that his resignation is not enough. >> we want to him to be decertified so that he can't just go around the corner to another city. >> san jose police chief anthony mata said the department is working to make sure mcnamee will be decertified. santa clara district attorney is also reviewing cases that he was involved in, including a controversial shooting in downtown san jose when mcnamara shot carreon green, who had major injuries because of that, green said he took a gun from someone else who was in a fight inside the restaurant and was heading outside to get help when mcnamara shot him. surveillance video shows green holding the gun as he's backing out of the restaurant safety in the sky. >> the concerns at airports across the country as airlines

safety official is voicing concerns about understaffing in the industry, putting airline passengers at risk. so jobina, how is this related to the close calls we've been seeing at our nation's airports? >> well, reggie, the ntsb told senators a shortage of air traffic controllers is leading to fatigue and also distraction. and this is likely playing a role in the growing list of planes almost colliding with other planes during takeoff and landing. the faa identified 23 close calls in the last year. multiple incidents are linked to mistakes by air traffic controllers. >> it only takes one missed warning to become a tragedy. one incorrect response to destroy public confidence in a system that has been built over decades. the union president

says schedules include mandatory overtime, routine, six day work weeks and ten hour shifts. >> the faa is forming a committee to examine mental health among pilots after an off duty alaska airlines pilot allegedly tried to crash a plane on its way to san francisco. i know many of you all are familiar with that story. we've covered extensive lee, that pilot says he'd been suffering from mental health issues and took psychedelic mushrooms. as for the shortage, the faa claims it's working to hire as many pilots as possible. but trains and certifying new ones can take five years and they have to retire at age 57. so a lot of challenges. >> kumasi thank you, jobina. the fbi's investigating a series of suspicious envelopes sent to election facilities in at least five states, including california. some of those envelopes contain fentanyl, which we know can be deadly inside were letters, one of them calling to, quote, end election runs. now, the letters were in la, sacramento, oregon, nevada,
