we've seen thousands of people trudging on foot to safer areas. also creating those four hour combat pauses. it's unclear when the two will overlap. overnight thundering explosions rattling at least two gaza hospitals. fire balls shooting skyward, people scrambling for cover. israeli bombardment intensifying near two of gaza's main hospitals where israel claims hamas has command posts. with the death toll in gaza soaring, hamas authorities put it at over 10,000. the white house saying that israel has agreed to four-hour combat pauses in northern gaza to allow civilians to evacuate. israel releasing the video of thousands fleeing on foot, a tank in the foreground saying more than 120,000 have made it through to safer areas in southern gaza. rami reunited with his family rami masoon reunited with his family for the first time in weeks.

chief white house correspondent mary bruce. >> reporter: good morning, george. the white house is haralding these four hour pauses but it is clear frustration is growing here. the president with rare criticism of netanyahu, saying he was pushing for longer pauses and he wished netanyahu had acted sooner. that it took the israeli prime minister too long to meet biden's request. the israelis are downplaying this announcement. they say these four hour pauses are no different from what they are doing. that there isn't a shift here. but the white house said this now is an expanded effort. the hope, of course, is that this will allow time for more aid to get into gaza and civilians to get out. the white house is also hoping this could help advance efforts to release these hostages. the president remains optimistic. they are working around the clock on this. yesterday the head of the cia was in qatar meeting with the prime minister there and the head of the intelligence service is trying to secure a deal to get them released. the president saying he's doing everything he can, george, to bring them home. >> mary bruce, thanks. let's go from the white house to

capitol hill where joe manchin announced he is not running for re-election next year. it is a set back for democrats' hopes of maintaining control of the senate in 2024. it could also impact the presidential race. senior congressional correspondent rachel scott has the latest on that. good morning, rachel. >> reporter: george, good morning. this is a major blow for democrats with big implications ahead of 2024. senator joe manchin of west virginia announcing he will not run for re-election. he's one of the most conservative democrats in the senate, often a headache for president biden and his agenda. this will be a set back for their party and the chances of holding on to the senate in 2024. complicating matters even more, manchin is not ruling out the possibility of launching an independent third party bid for the white house in 204. a source close to the senator telling me all options are on the table. he now plans to tour the country to speak with americans directly. manchin does have close ties to a group called no label, which imploring the idea of a unity ticket, putting a democrat and republican on the ballot together.

democrats warn this would back fire, taking votes away from president biden and hanning them directly to donald trump. >> rachel, it's deja vu all over again another government shutdown deadline looming. >> reporter: george, here we go again. seven days until a government shutdown and there is still no clear path forward. all eyes will be on the new speaker of the house, mike johnson. with time running out, he still has not revealed the republican plan forward. there are several members of his conference who say they will not agree to a short term spending deal until democrats agree to spending cuts. once again setting up a contentious and very familiar fight. >> sure is. okay, rachel. thank you very much. rebecca? >> thank you, george. we turn now to the dangerous attacks on election officials. authorities in multiple states are investigating suspicious envelopes sent to election offices this week. some testing positive for the deadly drug fentanyl. abc news senior investigative correspondent aaron katersky is here with more on that. good morning, aaron. >> rebecca, good morning. the ranks of election workers

have been dwindling as threats increase. the latest involving suspicious letters, some of which did test positive for fentanyl. this morning the fbi is working to trace the origin of threatening mail sent to election offices in at least five states. the envelopes containing different substances, including fentanyl, which can be deadly, even in tiny amounts, about the size of ten grains of table salt. >> it is really distressing that some people would resort to this type of domestic terroristic actions. >> reporter: georgia authorities are trying to intercept a letter targeting fulton county and in the mean time, providing election workers with narcan. the georgia bound letter is similar to those sent in four other states. california, nevada oregon and washington, where ballot counting temporarily stopped in several counties while election workers evacuated. >> we are going into a presidential election. things are only going to get crazier. hopefully not. >> reporter: the pearce county auditor's office in ta pho ka received this letter reading in

part, end elections now. we are in charge now and there's no more need for them. >> this is a form of domestic terrorism. that's all that it is. >> reporter: the fbi said at least four of the letters tested positive for fentanyl. postal inspection service is racing to intercept any additional letters before they're delivered. investigators are working to determine now whether this was coordinated or whether the letters originated from the same source. demarco? >> it is frightening to see. thank you very much. now a warning ahead of the holiday travel season. the chair of the national transportation safety board is telling lawmakers that a surge of close calls at u.s. airports is a clear warning sign that the aviation system is under strain. abc transportation correspondent gio benitez is here with more on this. good to see you, gio. >> good to see you. this is a very serious issue. we've been talking about this so much. now the nation's top aviation experts are sounding the alarm about those close calls at our airports just ahead of that busy holiday travel season. >> while these events are incredibly rare, our safety system is showing clear signs of strain that we cannot ignore.

>> reporter: this morning, fear from top aviation officials. the lead investigator at the ntsb telling a senate subcommittee that a shortage of air traffic controllers is leading to fatigue and distraction, likely contributing to a growing list of planes nearly colliding on takeoff and landing. >> it only takes one missed warning to become a tragedy. >> reporter: the faa identified 23 close calls in the last year, including a delta plane at jfk in new york almost colliding with an american airlines flight on the wrong runway. and in austin, texas, a fedex cargo plane came within 100 feet of a southwest flight packed with passengers. >> southwest abort. fedex is on the go. >> we are so short staffed. we don't have the opportunity or the capacity to have a five-day work week. >> reporter: we're now less than two weeks away from the busiest travel time of the year.

nearly half of americans are expected to travel between thanksgiving and mid january. >> air traffic controllers are being required to do mandatory overtime. what happens with mandatory overtime? it ends up leading to fatigue and distraction. >> reporter: now, of course, there's a concern about that possible government shutdown rachel was talking about. if that happens it would likely lead to the furlough of 1,000 air traffic control workers and force about 13,000 to work without pay. not to mention how it will affect the training pipeline for those air traffic controllers. it is something to watch very very closely. >> sure is, gio. thank you very much. we are going to head to florida where deputies were targeted by a driver determined to kill. victor oquendo has more on that attack. good morning, victor. >> reporter: good morning, george. it happened so quickly. the sheriff said his deputies did not have a chance to get out of the way. this was all caught on surveillance and body camera. we want to warn you, these images are difficult to watch. this morning two florida deputies are in serious

condition after being allege dzly targeted and hit by a speeding car. >> get out the vehicle right now! >> reporter: the hillsborough sheriffs office responding to a t 911 call. a mother reporting her adult son acting violently. when deputies arrived, they found a man parked in the drive way sitting in the driver's seat. >> he wants nothing to do with the deputies. instead he puts the car in reverse and leaves the scene. >> reporter: then the man returns, driving at a high rate of speed and heading directly towards the officers. >> these deputies never had a chance. >> reporter: surveillance and body camera footage capturing the frightening moments. both deputies struck, seriously hurt. corporal carlos burito has suffered the most serious of injuries. his leg might be amputated. >> reporter: the suspect leaves the vehicle, before being tased and taken into custody. the suspect who police say has a

violent criminal history now faces three counts of attempted murder on a law enforcement officer. rebecca. >> thank you. we turn to trevor ault, who joins us with the news on mortgage rates. we know it's serious. you've got the panels and the numbers. trevor, good morning. >> full presentation for you. these are new numbers from freddie mac. in just the past week, the 30 year fixed rate mortgage dropped from 7.76 down to 7.5. the largest single week drop since last november. let's talk about what that could mean in dollars and cents. right now the median home cost $406,000. if you were to put 20% down at 7.5% your monthly payment would be $2,276. if you got it at last week 7.76% it would be $2,334. that's $58 more. enough for a decent dinner every month. if you think about it over the course of 30 years that's $20,962 in difference just that quarter percent can be a big deal for you.

plus the verdict in a work place lawsuit brought by robert de niro's assistance. >> and the fbi speaking about a public safety crisis called swatting. how the agency is changing the way it responds to certain types of calls about violence. first to ginger. >> we told you yesterday that 2023 is on track to be the warmest year on record for the planet. just new information in from the world meteorology organization tells us el nino is intensifying for the next month or so. that's when the warmer waters are out in the pacific. it's extending further west, which makes it even stronger. usually that means the next year sees the impact of the global warming. so 2024 could be even warmer than 2023. that's the new headline. what it usually means for us in the united states is a very active jet stream across the west. that would be great for the drought areas, texas, is mississippi, alabama. usually means a little bit warmer than average on the northern tier. you can have activity in the northeast. we expect the winter outlook to stay above average.

with just two weeks until thanksgiving, many people are getting ready to hit the road. there's a new reason to give thanks at the gas pump with prices dropping. we'll break it down in our next hour. we've got a lot more ahead including swatting. what the fbi is saying about the fake threats phoned into police. that's coming up. >> right now the mystery in guatemala, after a california woman went missing while kay kayaking. this morning we're hearing from the operators of the kayak company. eva pilgrim has the story. good morning, eva. >> reporter: the owners of the kayak company telling us the conditions on the lake that day were choppy and the area where nancy ng went missing is very deep. >> no one in the group was interested in talking to anybody. it was almost like immediately clamming up and we're not gonna say anything. >> reporter: this morning the owners of the company who rented the kayak to a missing california woman now speaking out. nancy ng's family said this is the last known video of her, taken october 19th, and has now been provided to rescuers.

the 29-year-old was on a yoga retreat when she went on a kayaking excursion and disappeared. according to elaine and lee beal who run kayak guatemala, this yoga group of ten people set out on the water in the morning. their employee taking this photo. >> when the group returned there were only eight that returned but we could see in the distance, of about 100 yards two single kayaks. >> reporter: those two kayakers were ng and another woman. >> we watched them as they continued paddling until we lost sight of them. >> reporter: a distress signal called in. the next thing elaine beal said she sees -- >> i witnessed the survivor being ushered up the steps with the yoga instructor. she was clearly distressed. they didn't say a word to us. >> reporter: but no sign of nancy ng. the beals called the group's hotel the next morning because they hadn't been paid only to

learn they were gone. >> i just don't understand that part, leaving within eight hours, 12 hours of the accident. >> reporter: abc news learned from guatemala's attorney general's office they haven't been able to interview the woman who was with nancy or the tour guide because the group left the country. they requested international assistance to speak with them but are still waiting to hear back. meanwhile nancy ng's family desperate for answers. >> please help us bring nancy home. >> reporter: her family hiring a private search team, trying to find her, searching by water and land now three weeks later their only clue is an empty kayak and a growing mystery. nancy ng's family telling abc news in a statement, our family has tried to contact the witness many times over the last three weeks, but she will not speak with us.

we are back with an abc news exclusive on what the fbi is calling a public safety crisis. an explosion of what's known as swatting, fake threats phoned into police about active shooters, bombs or violence in progress. we hear more and more about it every day. aaron katersky is back with those details. good morning, aaron. >> reporter: good morning. this is the public safety crisis law enforcement did not want to talk about, but now can no longer be avoided. >> shots at the library. >> reporter: in april, oklahoma university received a series of calls about a shooting that evacuated the campus and drew scores of police, running to the scene, guns out.

>> where are you at exactly? >> hiding in the library. >> west side of the library. >> reporter: there never was a shooting. this was a hoax. the country is seeing a sky rocketing number of these calls, called swatting, bogus threats phoned in to police about active shooters, bombs or other acts of violence in progress. the fbi's brian leblanc is teaching law enforcement officers the best way to react. >> for a long time the fbi in particular didn't want to discuss these kinds of incidents. why not? >> because we are concerned of the copy cat effect. >> so why are we talking now? >> it's reached that level of being a crisis level. >> reporter: in may these massachusetts middle schoolers fled their campus to escape what they thought was an active shooter. video shot showing some of the dangers, children reportedly running along a busy highway, putting their lives in danger for a hoax. >> i got a call from a person saying he had a shot gun, saying he was going to kill everybody.

>> reporter: in texas last year students on the ground as police swarm this high school. that one, too, turned out to be fake. is this thrill seeking? revenge on certain groups? >> in some cases they are being paid. some cases it's revenge. that's where swatting came from, from the gaming community, where individuals were playing each other and wanted to take out their opponents so they would call in a swatting to their house. the police would come and they could lose their game. >> reporter: to interrupt a video game? >> absolutely. >> reporter: statistics are showing the profile of a typical swatter is 12-17 and they are doing this to cause chaos. >> these are kids, yes. >> reporter: the fbi says it now investigates thousands of these kinds of swatting calls every year targeting school, synagogues, black churches and hospitals and leading to an overwhelming police response. >> show your hands! >> reporter: in 2018 andrew finch was killed by wichita police after someone called in a phoney report of a murder and hostage taking at his address.

the online gamer behind the swatting call was later sentenced to 20 years in prison. since then swatting has become so widespread the fbi set up a specialized unit to help police departments inundated by these hoax calls make more informed assessments. >> these calls have characteristics that can be used to identify them as hoaxes pretty early on in the process. based on that, you can have a measured response. we're not saying don't have any response. we're saying have a measured response. >> reporter: someone who makes one of these calls could face criminal charges, anything from providing false information, even stalking. for police, after 20 years of being trained to drop everything and run toward active shooter call, the fbi is now working to retrain officers. take an extra second, evaluate the call. guys, when police arrive with weapons drawn, there can be real danger and the risk of a mistake is high. guys. >> not only is it dangerous, but it's traumatizing. >> of course. to think 12-17-year-olds are the

take a look at those gas prices. they're really starting to ease up. the national average of gas for regular unleaded $3.39 a gallon. that is down $0.29 from last month. $0.41 from last year. you really got to see florida. $3.22 a gallon. that is the cheapest we've seen all year long in the sunshine state. it is looking pretty good in the south. nine states in the region seeing gas prices under $3 a gallon. in california prices a little high over there, just $5 a gallon. they were just near $7 just a few weeks ago so that is a welcome reprieve for folks on the west coast. across several western states above $4. why are we seeing this slowdown on gas prices? they tend to drop every year especially as we hit the fall months. there's a switch to cheaper winter blend. we're also seeing a milder winter forecast, a drop in crude oil prices and the fed, of course, holding off on raising those key interest rates. even better news, especially if you'll be hitting the roads around the holidays, but then

military dogs. stephanie ramos has the story about one dog and her trainer. good morning, stephanie. >> reporter: good morning, george. as an active duty reservist, i can tell you veterans day is so special, so meaningful. we appreciate the recognition. we also appreciate our military dogs. this morning we are going to introduce you to staff sergeant thomas watkins who will be reunited with his military dog who he hasn't seen in about 3 1/2 years. before we do that, here's their story. can't fly like super dog -- >> my dog is the best. >> reporter: -- or shoot baskets like air bud. but this retired military dog blek can certainly fetch. blek, named after the old english term for black, or inky, had some ink stains on his reputation for being a tough dog to handle. >> that was the issue they were having. so my kennel master pulled me into his office and said, i know you are a new handler, but i

feel like you're up to the challenge. >> reporter: he was right. >> we just connected right off the bat. we truly understood each other. another handler was out there with me. he was like, man, i just never seen this dog be so affectionate towards someone. >> reporter: staff sergeant thomas watkins and blek became a standout team. >> it's such a beautiful experience, especially when you get a dog that has issues and then you connect with that dog and you give that dog to where they need to be. it's such an awesome and rewarding experience. the rest of the 2 1/2 years that i worked him, from deployment, secret service missions all over the world, we had no issues whatsoever. >> reporter: but duty stations are not permanent. when thomas was transferred, blek was difficult for other handlers to manage. >> it wasn't looking good for blek. >> reporter: enter project k-9 hero, an organization dedicated to rehabilitating military working dogs. >> it was a game changer. they were able to provide him everything that he needed. >> reporter: because of that, watkins had the chance to adopt

his old buddy. >> i'm so thankful for those guys out there, and that they were able to take him in and hold him until i got to a place where i could truly take care of him and allow him to just be a dog in his retirement. i have a lot of overwhelming mixed emotions just to see how he's going to react and if he's going to recognize me. if he isn't. god placed blek into my life. i'm so thankful for that dog. i'm excited to actually bring him home with me and live out his life. >> back here in tennessee with thomas. thomas, thank you so much for sharing your story with gma. you flew here from texas to be reunited with blek.

>> it's a 24/7 job. >> how does it feel? >> military working dogs sometimes don't have a home. blek was scheduled to be euthanized because no one could adopt him. thomas wasn't able to. we were able to keep him alive for 18 months here in tennessee. that's what our project does. we tried to make sure these guys have a home. they raise their paw to serve our country. project k-9 heroes is there to protect them. >> he looks happy. he looks healthy. he's done a great job. thomas, how does it feel to be reunited? >> i'm so thankful for jason and the foundation and allowing them to give blek an opportunity for a second chance. and to take care of him until i was able to. while i was in the military, i didn't have a facility to hold him or to take care of him.
