a date. >> and i'm dan ashley. thanks for joining us today. barriers and blockades went up around san francisco. >> abc7 news reporter ryan curry has a look at the areas undergoing the biggest transformation for the apec summit. starting monday. >> yeah. and ryan, this is going to be an adjusted for everyone. >> oh, an adjustment for sure. i mean already you can see here they are these big, large, tall, heavy black barricades being put up here at the moscone center and other security zones across san francisco. it is an adjustment that everyone is going to have to be prepared for because apec is coming. it is time to start paying attention to these signs. the street closures are starting for apec, the international conference raising security levels around the city in front of the fairmont hotel, forklifts placing these black gates around california and mason streets where president biden will stay. for people living in the nob hill neighborhood, where many world leaders will be staying have mixed feelings. >> i've talked to a few friends. it's kind of frustrating because it seems like they're making a big deal out of everything.

>> a big deal indeed. so many top foreign officials will be in san francisco at the same time, tourists are canceling their plans. yeah, i'm leaving town a day early just to get down to menlo park. >> i'm going to go visit some friends there, but i was i was planning on staying here and just turned on the news and saw the stuff. i was like, nope. >> all week long we have told you about these changes coming to san francisco. so those changes are here. san francisco police are already walking city streets near the security zones. >> i spent a lot of time in new york, too. and you know, when the president's there or you have world leaders and everything goes up, it's part of part and parcel of living in a city. >> those closures will stretch on to the bay bridge to one lane on the lower deck. and upper deck will be shut down. also on the eastbound fourth street off ramp and the westbound fifth street off ramp will be closed. you're going to be closed from approximately 5 a.m. to 9 p.m. wednesday through friday of next week. >> these ramps are closed because they specifically feed right into the area of the moscone center. >> chp wants to keep the general public away from apec and reduce

any potential threats to conference attendees as those directly feed into security areas where people aren't allowed to be. >> so if we were to leave those open, there would be even more delays. >> one thing is certain san francisco and the traffic around it will look different next week . >> i'm assuming it'll get worse next week. >> and just to tell you how fluid things are, we literally just learned those closures won't start on wednesday. they're actually going to be starting on tuesday. so be prepared for that. also, one thing to point out, the sheer amount of police that we've been seeing, not just in these security zones, but pretty much everywhere, downtown san francisco, very prominent. you can tell they are everywhere on almost every single corner. san francisco is very focused on safety for next week. we're live at the moscone center, ryan curry, abc seven news. >> no question. thank you, ryan. >> and in addition to this, fencing and barriers, city leaders are sprucing up san francisco abc seven news reporter suzanne explains that all sorts of arrangements have

been made to wow and welcome visitors. san francisco get ready to wow the world illuminate the nonprofit famous for lighting up the city by the bay is about to do it again on monday night during apec. >> we're actually going to double the number of lasers from 6 to 12 that go down market street. >> so for the 21 heads of state, that will be in san francisco, the diplomatic corps and the more than 1000 ceos. ben davis with illuminate says get ready to be dazzled and let our city continue to shine in the eyes of the world as a at the ferry building, visitors and locals alike can delight in the new and improved clock tower. after months of renovation, the scaffold has been removed and down by pier 39. this site catching the eyes of tourists like anya ustinova, visiting from vancouver, canada. >> i like it. yeah, i think it's totally worth it. >> the ferris wheel that was at golden gate park is now at the waterfront area. >> i did love seeing it there,

but i love seeing it here too. so wherever. as long as it stays in the city, we'll go wherever it goes. >> across town at the war memorial opera house, these banners are welcoming apec attendees, and in chinatown, san francisco merchants and food vendors are ready to kick off a series of events friday and saturday nights. dozen of vendors will be on grant avenue for a special night market. we want them to come and explore it because this is the biggest chinatown out of asia. also, be sure to check out the hundreds of lanterns during the evening along grant avenue. many of them were just replaced. >> walk through at night is beautiful. >> another special treat for chinatown visitors just in time for the apec summit. this beloved 150 foot golden dragon will be brought outside on the streets of grant avenue for people to see. >> we're going to display it on the street so that people can actually come in and see it and touch it. >> so many sites around the city to take note of and appreciate whether you're an apec attendee or a local. >> it's always beautiful. it's going to stay beautiful in san francisco, suzanne phan abc

seven news, apec will be the biggest gathering of world leaders in san francisco in nearly eight decades. >> and that means of course, a lot of security measures there are already zones with heightened security outlined around moscone center, nob hill, along the embarcadero and at the legion of honor for various events. city leaders say the security situation is changing every day. so do be prepared fos throughout the week. next week. and we want to help you be prepared for the changes coming for the apec summit. >> yeah, here's a breakdown of the specific areas that will be affected and when mayor london breed says startinlate monday night into tuesday morning, nob hill andhe areas around the fairmont hot and moscone center will be affected, that is scheduled to last through friday. on wednesday, november 15th. both those areas will be fully affected. the bulk of apec activities are scheduled for wednesday and thuray. >> now starting midday o wednesday. a portion of the embarcadero and surrounding streets near the exploratorium will be impacted through wedanight. then on

thursday, certain streets around theegion of honor, including california and pine, will see the apec effect. no parking signs have already been posted. then on friday, many global leads are scheduled to leave san francisco in the city, expects it will affect the san francisco airport. >> the apec effect. if you're planning on visiting chase center next week, you might want to plan ahead because of the conference fans traveling to see the warriors or maybe the lauryn hill concert will be severely affected by road closures and transit changes to the chase center suggests allowing yourself some extra time when you make your way to the arena. now the impact of security and road detours due to the apec conference will be felt not just in the city but across the bay area. and we want you to be prepared. certainly check out abc7 news.com for everything to know about apec. there's a link right on our home page. >> a person died after being swept into the ocean at point reyes national seashore. today rescuers were called to south beach at point reyes around 9 a.m. crews from the fire

department, sheriff's office and coast guard responded with boats, swimmers, helicopters. the victim was eventually located and airlifted to the beach where they were pronounced dead. >> there are new developments involving an east bay police department trying to recover from a racist tech scandal. a rally is planned tomorrow at the antioch police department. an abc7 news reporter, angela hassan explains the issue this time involves claims of excessive use of force is newly obtained police reports document use of force incident by antioch police with senior level officers signing off on what a federal indictment later deemed to be excessive. >> you shouldn't feel like the police are a gang. i mean, we're supposed to be afraid of street gangs, but we're afraid of the police. it makes no sense. >> nicole arrington is a community activist in antioch. she says the report further highlights concerns about the police department. >> sometimes some people go along with the culture instead of standing against it. you can't have people in here who have the mentality that they

hate people. >> a federal indictment released in august charged several antioch police officers with using excessive force. other officers are linked to a racist texting scandal. attorney ben nissenbaum represents clients at the center of that investigation . he says these police reports expose a problem in police leadership. in one of the police reports that officer eric rombough shot a suspect within 1 to 3ft of him with what's known as a less lethal weapon, even though the suspect was already surrounded by four other officers at the time. sergeant rick hoffman wrote force appears to be within policy. now you have the president, the former president, who who signed off on uses of force that that officers later got indicted for. >> they accepted excessive of force by their officers. they ratified it. >> nissenbaum is calling for federal oversight of the antioch police department. antioch mayor lamar thorpe has seen the police reports. he's previously called

for officers involved in the texting scandal to be fired. and he's also calling for more reform when it comes to investigations, when it comes to fbi this and administrative proceedings that. >> that's all important. but the fact of the matter is, is that we need to change the structure internally so that we can begin changing the culture at the police department. >> antioch police did not return requests for comment. a protest rally is planned for saturday at police headquarters in antioch, anser hassan. abc seven news. >> today san jose police warned of a romanian organized crime syndicate targeting victims in the south bay. police say they served multiple search warrants at homes in san jose and livermore this past wednesday. in those homes, they uncovered evidence linking suspects to several types of crimes. police arrested two people, investigators say part of the crimes include a fake jewelry swapping scheme. and you see some of the items used by suspects linked to the syndicate. police say elderly, asian and indian victims are targeted. a suspect will put

friday, speaking out against a resolution passed by the oakland education association earlier this week. >> we are all united to urge the oca to rescind this inflammatory and dangerous resolution. >> there are still some amendments to the resolution yet to be finalized, but the oca tells us the resolution endorses palestinian liberation mission, encourages teachers to participate in pro-palestinian demonstrations and calls for a cease fire. >> i have a hard time understanding why a teacher's union or a school board thinks they should be creating resolutions around one of the most complex international conflicts when even global leaders currently cannot agree on a resolution. >> members of the america jewish committee, the adl and jewish community relations council were among those who spoke calling on the oca to reverse the resolution and apologize. it is blatantly anti-semitic and it is wrong. the oca responded by pointing us to an earlier statement posted on social media

news. the jewish community relations council set up six empty shabbat tables across the bay area. >> today's event was part of a larger effort to bring awareness to the 240 hostages being held in gaza by hamas. the space was created so that members of the community can remember those who have been taken and reflect on their safe return home. >> volunteers in the south bay joined forces to help repair the home of a 93 year old veteran in santa clara. a local nonprofit rebuilding together. and lockheed martin say they wanted to help create a safer and more comfortable living space. korean war veteran don murphy says he is happy to finally get the needed help. he's been seeking for quite some time. >> great. it's just wonderful to see all these people and they're all so happy and enjoying themselves. that's great. it's something i tried to get through with the with the city, but it didn't work. and they came through that helps a lot. yeah, glad they could deliver. >> according to the us census

is harmless passing through the bay area. we did have an isolated shower in santa rosa this morning with trace amounts, but that's all gone. temperatures right now in the 50s and 60s, our highs. so far have made it up into the 60s and 70s. here's a look at the apec forecast for san francisco. as people start taking part in the events, it's going to be really mild outside and a little bit warmer tomorrow in san francisco, 68 degrees, mild day on sunday, upper 60s cooler on monday. and then we go over to next week. that's when we're expecting some wet weather to arrive on tuesday. still going to be periods of wet gusty weather on wednesday and scattered showers thursday with a lingering chance on friday. but it will turn cooler, as you will notice in that mid to late part of the workweek. as we look and the summit time period. so we look at a live picture from
