in san francisco and the new night market in chinatown, drawing hundreds as we welcome world leaders and ceos to the bay area. good morning to you. it is saturday, november 11th. i'm gloria rodriguez. before we get to apec, of course, we're going to start with a look at your weather. meteorologist drew tuma is here. good morning to you, drew. >> good morning. and we have a really nice weekend ahead. it's a lovely view outside from our san jose camera this morning as that sun's up here giving us mainly clear skies, good air quality out there today and tomorrow. temperatures right now we're starting out mainly in the 40s away from the coast around the bay shoreline from oakland to san jose to san francisco. good morning. we are in the low 50s. let's go. hour by hour. future weather showing you you're going to have a lot of sunshine today. your sunglasses, your best accessory will be into the 60s by lunchtime. and then later this afternoon, we'll go into the upper 60s and lower 70s across a huge portion of the region. so for your veterans day today, it's looking quite lovely. we expect mostly sunny skies near 70, in oakland, 68,

in the city, 73 in san jose and santa rosa, up to 71 in concord. but we do have some rain in the seven day forecast. we'll talk about a pattern change and coming up in just a little bit, gloria. all right. >> thank you so much, drew. and happy veterans day to all of you. president biden and the first lady are observing veterans day. they're taking part in the traditional wreath laying ceremony at arlington national cemetery. this is a live look right now from the tomb of the unknown soldier in arlington, virginia. the us air force chanters were just performing their moment ago and we are waiting on the president to lay a wreath there. and something to note this marks the tombs 102nd anniversary. it is the final resting place for three unidentified american service members dating back to 1921. and of course, we'll keep our eye out for the president as he arrives for that ceremony today. there are multiple events commemorating veterans day here in the bay area. the marine veterans day ceremony starts at

nine inches san rafael, san jose's veterans day parade and ceremony starts at 1045 at plaza dysart, chavez and six flags. discovery kingdom is hosting veterans weekend at mission to the park is free for all veterans, retired military and active duty members. family and friends can get reduced tickets, and those start at $20. the apex summit in san francisco begins today. the eyes of the world will be turning to the bay area and the city says it is ready. abc7 news reporter tim johns talks to business owners in chinatown who say apec means opportunity. excitement on the streets of san francisco's chinatown. >> it's like a dragon. >> dancers going on over there. there's a lot of good food and just really high energy. >> on friday night, hundreds came out for a new night market. the market is meant to be one of the unofficial starts to the highly anticipated apec summit, the biggest international event in the city in decades. the energy here in chinatown is absolutely palpable tonight. and

organizers tell me this is exactly what they want to see throughout the entirety of the apec summit, as many as 30,000 people from around the pacific rim are expected to come to san francisco next week in chinatown . they're hoping many of them will make a stop in this historic neighborhood. a lot of small businesses already. >> so welcome. anyone any visitor, anybody else from outside of, you know, come and enjoy the food and enjoy the gifts. >> and it's not just chinatown that's getting ready around san francisco. local leaders have been organizing for weeks, cleaning city streets, setting up road barriers and planning events for the influx of visitors at fisherman's wharf, the ferris wheel that once stood at golden gate park reopened friday. also just in time for apec. >> i think that it's going to bring a lot of people down here so that they can see a great aerial view of how beautiful the city is. >> the city's famous restaurant week also extended, keen to try and cash in and showcase some of the best in bay area cuisine.

>> we did that because the city had, you know, said, hey, it'd be great to extend this and have awesome offerings throughout the city and we have the most restaurants ever with the entire world watching. >> the apex summit is being viewed as a way for san francisco to help fight back against some of the negative pr post-pandemic. and after months of preparation, the city says it's ready to shine. >> welcome to san francisco's chinatown. welcome to a world class city, san francisco. >> in chinatown, tim johns, abc seven news. apec is going to have a big impact on traffic in san francisco for some more than others, it might be more of an issue for those who are trying to navigate around all of those various closures. >> so here's what you need to know. muni announced that it is no longer able to serve stops in these so-called exclusion zones. those are the security zones set by the secret service, mostly near moscow center. sfmta was not planning to make changes to public transit until monday, but that has changed. abc7 traffic reporter jobina fortson tells us what else you can expect. the

moscone center is basically going to be like a fortress in the city. >> so you see this red section in the middle. that's where all the road closures are. the green is going to be open to local traffic, but there will still be some security checks there. and also no rideshares, no food delivery through that section. that'll all be on the outside of the perimeter. now, i know a lot of people were panicking when they heard about the changes to the bay bridge down one lane in the eastbound and westbound direction. so that's going to start on tuesday november 14th at 5 a.m. that will not all reopen in until 9 p.m. on friday, november 17th. and then we have the off ramps closed as well. so that's going to be fifth street and fourth street through that same timeframe. okay. now let's get into muni. all of these red dots. yes these are all of the impacts to muni, each of those lines. so too many to mention here on camera. so what you're going to want to do

provides a level playing field for companies and workers in both countries. we'll start with these diplomatic talks could help lay the groundwork for when president joe biden and chinese president xi jinping meet next week. the next stop for secretary allen will be the apec finance ministers conference sunday and monday, they will discuss trade and investment in the region in the east bay, community activists will rally in front of the antioch police department today amid growing scandals. newly obtained police reports reveal senior level officers signed off on multiple use of force incidents later deemed to be excessive. a federal indictment released in august charged several antioch police officers with using excessive force. this while other officers are linked to a racist texting scandal. when it comes to investigations, when it comes to fbi, this and administrative proceedings that, um, that's all important.

>> but the fact of the matter is, is that we need to change the structure internally so that we can begin changing the culture at the police department . >> antioch police did not return requests for comment. today's protests will be held at the police headquarters at noon. new this morning, a person in oakland was shot after confronting suspects who were attempting to steal a car. that shooting happened just before 330 this morning near the intersection of stanford avenue and market street. police say the victim was shot while confronting a suspect from their home in. investigators are still searching for possible suspects who were involved. fillled. the victim was taken to a hospital and is expected to survive. also in oakland this morning, a man was shot while driving in his car. this happened around 330 in the morning near san pablo avenue and martin luther king junior way. police say that the victim flagged down officers in the middle of an intersection while they were already investigating an accident. investigators say the shooting initially happened in another

location. the man was taken to the hospital to be treated for non life threatening injuries. now to the south bay. police are warning about what they call a crime syndicate that the suspects are believed to have committed everything from online scams to even carjackings. abc7 news reporter lauren martin talked to a man who once helped take down members of the italian mafia. >> san jose police say the city is seeing a large increase in romanian organized crime. on wednesday, police arrested two suspects they say are connected to approximately 25 separate crimes. they include armed carjacking, armed robbery, jewelry, robberies and facebook marketplace scams. police released these photos of evidence they believe are connected to the crimes that spanned from july to october. we reached out to bob delaney, a former new jersey state police trooper who infiltrated italian mob families in the 1970s. this is a system that's in place

within that criminal group. >> and so for law enforcement to be able to stop it is difficult because it's ongoing. >> delaney went undercover for three years back then, which helped lead to the arrest of 29 people connected to organized crime. >> so 2 or 3 more people conspiring to commit crime gives the technical version. but there's much more to it. there's a structure and many times law enforcement from my view, over gives them more credit. they're not as organized as we think. >> delaney says. though organized crime may not be as sophistic as we think the criminals are innovative. san jose police say the suspects are targeting elderly members of the asian and indian community. police say a group of men and women in a car or suv will ask for directions, engage in a conversation and thank the victim while slyly taking their jewelry and replacing it with fakes. san jose police also said

state will begin organizing a one day labor strike, joining four other cal state university campuses. the date for the strike is set for december. if a new contract is not settled by then or organizers say extensive job cuts for lecturers have taken classes away from students and placed heavier workloads on faculty. sf state's faculty are negotiating for a 12% pay raise as well as additional teacher benefits. daetz hollywood is back to business board members from the actors union voted to approve the best and final offer made by the studios. many of the board members were also at the negotiating table. the next step

will be for union members who have been on strike since the summer to review and vote on the new three year contract. a date for the member vote has not been announced yet. more than 800,000 sutter health patients had their personal information exposed in a data breach. a message on sutter health's website says that the information was compromised during a ransomware attack last spring. the breach exposed the birthdates health insurance information as well as diagnosis and treatment information. the company is now offering a year of free access to a credit monitoring service. letters have gone out to those who may be affected. and now an update from the i-team. new details are emerging about the alaska airlines pilot accused of trying to crash a flight headed for san francisco. joseph emerson of pleasant hill told the new york times that he suffered a mental breakdown after taking psychedelic mushrooms. the i-team's dan noyes has more from the times interview. plus, he's also been

talking with emerson's wife, 44 year old joseph emerson was arrested and charged with attempted murder for each of the 83 passengers and crew aboard the alaska airlines flight from everett, washington, to sfo on october 22nd. >> as an off duty pilot, emerson had been riding in the cockpit's jump seat, but he told the new york times psychedelic mushrooms he took two days before left him questioning what was real, that he thought he was dreaming as he pulled the plane's fire suppression handles that could have cut power to the engines. emerson told the times. i thought it would stop both engines. the plane would start to head towards a crash and i would wake up the pilots had to struggle with emerson to keep the plane under control. when joe and i spoke that weekend, he wasn't himself. >> it was odd. i didn't understand what was going on. >> his wife sarah stretch tells me emerson had fallen into a depression after the best man from their wedding. a fellow alaska airlines pilots, scott penny, died in 2018 while

jogging on a work trip to hawaii. >> the loss of scott was devastating to us and for joe especially, i feel he has never come to terms with his death, emerson told the times. >> he and his friends spent the weekend before the flight set liberating penny's life and the one of them provided the psychedelic mushrooms. sarah stretch says the mushrooms may have triggered an episode and that her husband had resisted seeking help for his ongoing depression for fear it could ground him as a pilot. >> speaking to him after the incident, i was so confused and worried because he wasn't making any sense. it just wasn't the joe i know and married a mental health diagnosis is not a career ender. >> the faa announced thursday they are establishing a committee to provide recommendations on breaking down barriers that prevent pilots from reporting mental health issues. >> we have completed clinical research and amended policy to make it much easier for pilots on a widening number of antidepressants to continue with their careers, joseph emerson told the times. >> i don't know if i'll ever fly

an airplane again. i really don't, he said. and i had a moment where that kind of became obvious and i had to grieve that for the i-team. dan noyes, abc news. >> all right. thank you, dan, former wrestler and actor dwayne the rock johnson says he was asked to run for president, but he made the announcement during an episode of trevor noah's what now podcast. noah revealed a 2021 poll showed that 46% of us adults would support the rock. as a presidential candidate, johnson says he was blown away once he found out that people would want him in political office. the 51 year old says he has no plans to run right now. october marked breast cancer awareness month, but it should be on our minds and in our hearts all year long. a new documentary is out sharing the struggle of four bay area women who have fought the disease, survived it, and continue to thrive. >> it takes a brave, brave soul to heal the pain.

area airports, whether it's oakland, sfo, san jose. we will have sunshine, mild temperatures, but it is a cool start this morning. we're in the 40s and low 50s right now, but it's dry and mild weather today and tomorrow. but then next week we focus our attention on periods of rain and showers moving through right now. again, temperatures in our coolest spots were in the 40s, but with that sunshine now up, it's doing its job, warming us up. we're getting into the 50s and more cities from oakland to hayward to san mateo. half moon bay. one of the warm spots right now coming in at 57 degrees. so here's live doppler seven along with satellite. the story we're tracking. we have this ridge of high pressure just sitting right off our coast. it stays there today and tomorrow, supplying us with the sunshine, the mild temperatures, all of that wet weather to our north that will stay there this weekend. but then early next week, the storm track starts getting closer to us. sutro tower this morning, the golden gate bridge looking great. we have fog free conditions. and here's how your veteran's day shapes up. we'll have that sunshine in full effect. all day by 4 p.m. it's mild and had temperatures a

little bit above average in some spots. we'll have mid 60s along the coast, away from the coast. we'll go into the upper 60s and lower 70s. so mostly sunny today, 73, the high in livermore, san jose, santa rosa, 69 in oakland, 68. in the city about 70. in san mateo, 71. the high in vallejo overnight tonight. some passing clouds, but for the most part, it's a quiet night in numbers dipping into the 40s. future tracker temperatures, if you like. today's temperatures tomorrow, very similar. lots of sunshine to finish out the week. and with those numbers in the mid 60s to the lower 70s, then we turn our attention to the rain. here's future weather. we begin monday. monday is dry but this area of low pressure will start spinning nearby high and by tuesday it's sending rain into the bay area and it's on and off through wednesday as it's nearby. and that continues into thursday as well. so how it looks right now, showers, pockets of heavy rain with that wet pattern next week, the wettest period right now with the latest info looks to be tuesday evening through wednesday morning. but you do
