people visiting san francisco by giving them a 360 degree view of san francisco's most iconic destinations. san francisco residents are offering their perspective on apec. many were out enjoying the city tonight. they tell abc7 reporter ryan curry how they plan to navigate all the road closures and special events next week. >> a night out on the town for many in san francisco as they enjoy their last moments of feeling normal before the city enters the global spotlight. but those who came to the city already had to plan ahead. >> we drove here. there's traffic coming off the highway is a pain in the butt, but we're here now. >> many going to the chase center for the warriors game had to sacrifice extra time to get there before tipoff. >> i always look at the map to kind of get a gauge, an idea of how long it's going to take to get here. so i probably left about an hour earlier than i would have. >> usually the warriors telling fans next week attending events at chase center to start planning muni line in front of the arena will be rerouted in

>> ryan curry, abc seven news. >> here are some of the changes for those trying to get around. san francisco. muni is no longer able to serve stops in the exclusion zones. those are the security zones set up by secret service, mostly near moscone center. sfmta wasn't planning to make changes to public transit until monday, but clearly that's changed some of the bay bridge off ramps are going to be closed due to the events taking place at the moscone center. they would normally feed traffic right into the security zone. the closures will start tuesday and go through friday. they'll start at 5:00 in the morning and end at 9:00 at night. every day in the westbound direction. the fifth street off ramp is going to be closed. the fremont street and eighth street off ramps will remain open. eastbound drivers won't be able to use the fourth street off ramp. the last san francisco exit will be at seventh street. now beside the ramp closures, one lane in each direction on the bridge itself

police say they are searching for the shooter, who they say has been identified. there was commotion and confusion at last night's vallejo high school football game. a nearby shooting raised concerns in the crowd of an active shooter situation. the times herald reports one student ran onto the field seeking safety after being shot at at a nearby gas station when he was taken to the hospital with a non-life threatening injury. the school followed protocols until officials determined there wasn't an active shooter there. police are investigating. an oakland man is recovering after being shot while confronting thieves who were trying to steal a car. the shooting happened just before 330 this morning near the intersection of stanford avenue and market street. police say the victim was shot while confronting a suspect from their home. investigators are still searching for possible suspects who were involved and the victim was taken to a hospital and is expected to survive. still ahead on abc7 news at 11, today's veterans day and the bay area

>> organizers rallied in front of police headquarters today. they want the acting police chief and president of the police officers union to step down. newly released documents show they signed off on the use of force by officers in some cases. the fbi later determined the use of force was excessive. the officers involved were indicted in august on federal civil rights violations as to commemorate veterans day, president joe biden visited arlington national cemetery in virginia. biden did the honors of laying a wreath at the tomb of the unknown soldier. the commander in chief recounted famous battles fought by us troops. during his visit. biden said veterans were the steel spine of this nation. the president was joined by vice president kamala harris and first lady jill biden. numerous events were held today around the bay area to mark veterans day. from parades to celebrations as people found a way to salute the troops. abc7 news reporter tara campbell

at san jose. that might be our warmest spot tomorrow. now the forecast animation for next week. by late monday night, 11:00 or so, we'll see that first wave of rain approaching. it'll start to move in on tuesday and it looks like tuesday and wednesday will bring us the most vigorous storm activity, the heaviest and steadiest rainfall. but even on thursday, there'll be more rain moving in, more like scattered showers by then. and then on friday, possibly a lingering early morning shower. so we've got a week of very active weather coming. our way. and rainfall totals depend on which computer model we follow. may be just under an inch and a half for most of the bay area or up to two inches or more in the wettest locations as displayed on this rainfall estimate. so here's the accuweather seven day forecast. it'll start to get cloudier and cooler on monday and then rain arrives on tuesday, wednesday and thursday. each of those days will give the storm activity a ranking of one. on the exclusive abc seven storm impact scale. although there could be one of these days. the

jim harbaugh was banned from today's game against penn state. the former 49 ers coach is caught up in a scandal that includes accusations of sign stealing and in-person scouting. abc7 news reporter morgan norwood has a closer look. >> the university of michigan now preparing for a legal battle against the big ten after their head coach jim harbaugh was sidelined as the wolverines took on penn state at beaver stadium. all of this amid allegations of a sign stealing scheme. offensive coordinator sharon morse stepping in as his replacement and leading the team to a victory over the nittany lions. touchdown wolverines.

sped through a red light and collided with an suv that hayden was in. hayden made national headlines after a collision in practice in 2012. it caused a tear in his heart. he was discharged from the hospital a week later and was selected by then oakland raiders in the 2013 draft. the 33 year old also played for the lions, the jaguars and washington. a large fire shut down a highway in los angeles and both directions. and the governor has declared a state of emergency storage lots beneath interstate ten caught fire closing the highway near downtown los angeles for at least 24 hours. the fire spread eight acres and at least 160 firefighters responded, ended the structural integrity of the freeway is possibly compromised. >> we have caltrans engineers here on scene looking at the damage and they're going to determine whether or not the freeway is safe to drive on the fire department says the fire burned through trailers, parked cars, many wood pallets and

empty office space be turned into much needed housing? abc7 news reporter lyanne melendez took a look at what it takes to make this kind of conversion in san francisco is in a constant battle with itself. >> too much commercial space but not enough housing. >> it does cost less in many examples to convert one of these buildings and to build fresh. >> that's what mayor london breed wants to hear. like a marriage. she believes the coming together of the 2nd may help to revitalize downtown. >> we will continue to adapt. we will adjust, and we will be better. >> the operative word here is conversions. it has been done before. in 2006, the royal insurance building at sampson and pine street across from the old pacific stock exchange was converted from office space to 46 condos. the ritz carlton building on market street with

52 units was once the site of the san francisco chronicle, an and here is where in the 1930 ap giannini had a branch of the bank of italy. it later became the bank of america, which lent walt disney the money to complete his first feature film, snow white and later other projects that building one powell street was converted into 44 high end lofts in 2004. okay, so we know that it is possible, but what does it really take to convert office space into residential units? the answer it's not that simple. strike and froggen knows a thing or two about conversions. his firm, solomon cordwell buenz, was behind the largest office to residential conversion in san francisco's history. 100 van ness, a 29 story building that now has 418 rental units. so for those of you who don't recognize

the building, that's the old triple a building, which was not very attractive. okay, i'm going to say it. it was ugly. >> well, yeah, definitely. from the public's perception, the biggest thing that we did at the building was to remove the old precast concrete facade and to replace that with floor to ceiling glass to really allow the view potential of the building to be realized. inside for many conversion projects. >> one of the biggest challenges is the plumbing. >> so that means we need to cut new vertical rises through the building, which means drilling holes through the concrete. >> each unit must now have its own plumbing, sprinkler heads, a thermostat, heating and ventilation and lighting, light and air and natural light into the units is a big deal for many of these office footprints are very large and deep, and it's difficult to get natural light into the bedroom units.

>> that's why a floor to ceiling glass exterior was ideal. >> this all sounds like a pain in the at what point do you decide to knock the building down and build from the ground up? >> i think there are some buildings that probably have reached the end of their useful life and the highest and best use of that land might be to build new, new construction. >> froggen is looking at 15 possible conversions in san francisco, but only 3 to 5 are potential candidates. the other challenge is dealing with the planning department because the city really wanted 100 van ness to succeed. the permits were expedited. the property was purchased in 2011 and only four years later was ready for occupancy. there are other conversions that have been enormously profitable, like this one at 2121 webster street in pacific heights, the old university of the pacific dentistry school, it went on the market in 2016 and the sale of

the 76 condos is said to have generated $300 million. but that was then. today, in 2023, convert happens now may be less profitable. >> all construction costs are probably double what they were and rents right now, rents have dropped so much that they're not that much above where they were in 2012. >> also, when 100 van ness was being built, the city required the owners to set aside 13% of the units for affordable housing . today it's 21. any developer, architect or engineer will tell you city hall will need to provide more incentives to make these conversions more realist tick. >> you know, this huge inventory of buildings that, you know, could be good enough and could be useful to people who need them. >> leon melendez, abc7 news. >> all right, let's switch gears now and talk about the weather. it's the weekend, so really important to have good weather for that. and of course we have apec next week. exactly. there's
