>> but first, apek is here. do you drive to work? maybe you'll be on public transit this week. it might be a bit better. what you need to know about the traffic closures throughout the city. >> good morning. welcome to monday, november 13th. >> yeah, it's good to start the check of our forecast with drew. yeah. >> so good morning. it's a nice start to the week. we have dry conditions and we'll find that as we head through tuesday, wednesday, thursday, friday. showers do return to the forecast. live look outside. here's the exploratorium camera showing you we have partly cloudy skies out there. temperatures are a bit warmer than this time yesterday. we're starting out pretty much in the upper 40s to the mid 50s to begin your day. and it will be a day of a mixture of sun and clouds, we'll call it partly sunny this morning, 8 a.m. we'll have clouds moving through. we'll break it down a little bit better for sunshine in the afternoon, but it will feel cooler today. temperatures mainly in the 60s. yesterday we had many spots in the 70s, if not lower 80s. so cooler air is moving in this afternoon. it's a mix of sun and clouds. today we

have dry skies, temperatures in the 60s, 65 in the city, 66 in oakland, 70 in san jose, about 65. in vallejo today is dry, but showers do return to the forecast starting tomorrow. i'll take a look at those chances coming up in just a few minutes. >> drew, thank you. apec is here and we're feeling the increased security this morning. we're making sure that you are well prepared to navigate the city during the summit all week. there are four main areas around san francisco that will be impacted, especially around moscone center and nob hill. traffic is already impacted along the embarcadero. abc seven news reporter lena howland is live this morning in the city with what you need to know before you head out the door. lena well, tens of thousands of people are in town for what's known as the super bowl of world economies called apec. >> and with this massive event and with that many people here in san francisco, there's going to be some big traffic effects. so let's get right into it. moscone center, where apec is being held, is like a fortress

in the city. all of the red you see on your screen right there, those are road closures. you're going to want to avoid this area , if possible. green is open to local traffic only, but no rideshares or food delivery will be able to get through something for every commuter, for every commuter to keep in mind, starting tomorrow at 5 a.m, the bay bridge will be down one lane in both eastbound and westbound directions. they will not reopen until 9:00 friday night. then starting on wednesday, some of the off ramps will close as well. that's at fifth street and fourth street through that same timeframe. as for muni sfmta says the bulk of travel and transit impacts will happen starting today through sunday. all of the red dots on your screen are impacts to muni around moscone center. a few too many to mention on air. so you're going to want to check their schedules online before heading out the door. this morning. there is also altered muni metro service because of apec. people are being

encouraged to take public transit. bart is going to be running its usual service but will have longer trains than normal to accommodate this, many more people visiting san francisco. live in san francisco , lena howland, abc seven news. >> thank you, lena. now let me tell you how the cable cars are being impact by apec. the california cable car line is temporarily suspended. the powell hide and powell mason lines are still going, but they're shortened. busses will offer service to these routes. riders are encouraged to hop on cable cars at the cable car museum located at mason and washington streets. now let's take a live look at fisherman's wharf from our turn off the lights. 39 cam to so last night when i was driving by, i was on the bay bridge and this was all lit up. it does look really nice at night, but i guess at 5:00 in the morning, it's just that check back in at six. okay. >> we'll see because i want to see that. i know. that was

amazing. going over the bridge. >> it looked good. >> this is the perfect place for it in our in our city. i'm excited about it now. they had to move this ferris wheel. you remember it's been at golden gate park. it was supposed to start running on friday, but the team said they needed a little more time to park to smooth out parking where that wheel has been put up. now, they also plan to add a platform with steps and an accessible ramp. so they're hoping that everything will be done and they can have it running tomorrow pending inspection means fingers crossed because it looks really cool. now, today, visitors descending on the city for apec can enjoy events and exhibits in san francisco's chinatown. although some popular activities are already sold out. the chinese new year parade dragon is going to be on display throughout the week. you can view it from 6 to 9 p.m. every day through the 19th. the dragon sits at the intersection of sacramento and grant the taste of chinatown, a three hour food tour. that's already sold out from today until the 18th. you can still go on the 19th, though, according to eventbrite, it starts at 11

avoid another federal government shutdown. a two part funding plan has been unveiled by new house speaker mike johnson, but it's already facing an uphill battle. reporter jim jenn sullivan has more on what it will take to avoid a shutdown. >> time is running out for congress to pass a funding bill and avoid a government shutdown in. >> nobody wants a government shutdown. >> lawmakers have until midnight friday before many government operations will be forced to halt a plan must first pass the house and then the senate. but newly elected house speaker mike johnson hasn't even set a date for a possible vote on a spending deal in the house. i'm not exactly sure how he's going to play this, but he's not off to a great start on saturday. speaker johnson announced a plan on a gop conference call. it split into two parts. the first bill would extend funding until january 19th and would include money for military or veterans affairs, transportation, housing and the energy department. the second part of the bill would

extend funding until february 2nd and include money for the rest of the government. but it lacks deep spending cuts. many right wing house members pushed for. we got 1.7 trillion deficit this year and where under any circumstances can they come to bring themselves to have an offset? neither bill, though, includes additional aid for israel or ukraine, something many lawmakers want to see. >> i want to see that get done as expeditiously as possible. i also support aid to ukraine if the government shuts down, millions of federal employees won't get paid. >> the impact across the country could be significant. not all services will be continued to be provided. so all of those could have a bad ripple effect. >> i'm jenn sullivan reporting. >> taking a look at live doppler seven along with satellite. what we're tracking along are some big changes coming. our way. today we are dry, but you notice there's a little bit of moisture around eureka. that's going to stay away from us the next 24 hours. but what will fuel all of

all trains rushes to assess the damage to interstate ten after a huge fire over the weekend. all ten lanes of the freeway in downtown la have been shut down since saturday morning. crews are now working to clear hazardous material that burned from under the bridge. so engineers can assess the damage to that structure there. and

there's no estimate when the freeway is going to reopen, which you can imagine will create a nightmarish situation for the commute. >> 300 plus thousand vehicles go through this corridor every single day. it's of significant consequence to the economy to the health and safety of angelenos, impact to our schools, to vulnerable communities, all of that we take very seriously. >> the governor says the state has been in litigation with the owner of the company leasing the storage area under the freeway where the fire burned. he says the lease has expired and the business owes money. the investigation into exactly what sparked the fire is expected to wrap up today. >> a murder mystery in southern california this morning. the son of a well-known hollywood executive expected in court today as police search for his missing wife and her parents. sammy haskell, the fourth, was

arrested on suspicion of murder last week after police found the remains of an identified woman in a dumpster outside an encino strip mall. police say surveillance video helped them to track clues back to haskell's home in tarzana, which is about five miles away. they say they discovered evidence there, including blood. neighbors say the family had lived in the home with haskell's in-laws for several years. >> she did throw a lot of parties and during those parties, he would sit in the corner, typically, it would come in. he was smiling and, you know, kind of friendly, but not outgoing. >> haskell is a son of emmy winning executive sam haskell, who served as an agent for celebrities like dolly parton and george clooney. police say they are still trying to identify the remains found in the dumpster and to find haskell's in-laws. his children were found and are being cared for by family members. >> back here in the bay area, the us park police are investigating after a person was

found dead sunday morning at san francisco's crissy field. police and the san francisco fire department responded around 6:30 a.m. to a report of a person lying in the east beach parking lot. the person's identity is still unknown right now, and authorities say the investigation is ongoing. >> police in san francisco are looking for the person who did this. oh, this is the walgreens on 23rd in mission. you can see the front is entirely broken open in the smashed atm just right outside sfpd tells us it happened before sunrise yesterday. officers say they started to chase two vehicles with several suspects inside. they eventually lost them. they say the same suspect also burglarized a gas station nearby . and if you know anything about this, you're asked to call police. >> there's a big vote this week regarding the a's. the owner of major league baseball will gather the owners of major league baseball will gather in texas tomorrow for the winter owners meeting. part of the agenda is voting on the a's

pending move to las vegas. and it isn't looking good for fans that want the team to stay in oakland. that vote is expected to pass. 75% of the owners or 23 of them need to vote yes. there would be a huge step for owner john fisher in his attempt to move the a's to vegas after more than five decades in oakland. however there are still many local and state agreements the a's would need to finalize before any move is made. >> book parking right now and get ready for delays. that's the message from local airport as we're getting closer and closer to thanksgiving, our media partner, the sf standard, is reporting oakland international and sfo expected more travelers through the holiday. oakland airport officials say parking is limited. they're urging passengers to get online and reserve spots. now, today is the last day if you want discounted parking reservation at san francisco international airport. tsa says one of the busiest days to travel will be friday, november 17th. and that day also marks the end of apec. so it's just a lot going on if you're

flying out of san francisco, oakland to i imagine all the airports impacted by apec and the holiday. >> i will tell you, i flew out of sfo last wednesday and they were already saying, you know, that's a big parking structure. they have in the center of the airport. they're funneling people up to the top floor because each level was already filled. oh, interesting. they were like, we're just trying to get people up here because this is where the last spots are. so i would not be surprised if next week. yeah it gets very interesting. are you ready? >> give me some time. >> listen, it happens every year. we say pack your patience. no we don't say that. >> i'm not going to say that. >> 1,000. don't say it. hopefully it's not in this home, not in this house. >> never. yeah good morning, everybody. so today is a dry day. we have no issues when it comes to our forecast. it's just a mix of sun and clouds out there. temperatures though, will feel cooler. we're only in the 60s for the most part. for contrast, yesterday we had 70s and 80s on the board. so you start to feel that cooler weather move in now, overnight tonight, we'll keep temperatures elevated thanks to mostly cloudy

conditions. a lot of us sitting in the 50s and that does come with showers moving in after midnight. we do bring in the exclusive abc seven storm impact scale on tuesday to level one light storm for tuesday. the rain is mainly in the north bay. drier conditions prevail south and the biggest impact will be slick roadways. so here's future weather. it's time out the next couple of days. so 2 a.m. early tomorrow morning. that's the best chance for widespread ad scattered showers. then as we head into the later parts of the morning by seven, 8 a.m, the rain is really focused in the north bay and it really stays that way for much of tuesday. so areas outside of the north bay, we're dry with a mix of sun and clouds. this area of rain will lift to the north late tuesday into early wednesday. now, we begin wednesday on a positive note. it looks like the wednesday morning commute is going to be dry, but that changes as we head into the afternoon by about noon. showers return to the forecast and i think wednesday, this is when everybody has a good chance of seeing those showers. and that

comes with the wednesday evening commute turning wet. so the wednesday evening commute is going to be slick. rainfall totals on tuesday, highest amounts in the north bay. and then we start adding on to those numbers by wednesday. wednesday is when we both are everybody has a good shot at seeing rain across the region. so the accuweather seven day forecast shows you we are dry today, rain mainly in the north bay tomorrow. then we find the heaviest rain area wide in the evening. we'll keep scattered showers in the forecast thursday and friday. even a chance lingers into early saturday guys. all right. thank you, joe. >> and let's look at traffic this monday morning. okay. the first thing we want to tell you about is a similar it's in pittsburgh. there has been a deadly crash on eastbound four right before railroad avenue. so we want to make sure you're aware of that. all the lanes are currently blocked. they're being diverted now off of bailey road. there is no estimated time of opening. now, number two, let's take you right now to the richmond, san rafael bridge. now this is a sigalert that's been going on for six weeks now at the richmond-san rafael bridge, three right lanes are still blocked. there is no wide open,

howland is live this morning near moscone center, telling us about the impacts today and what to expect the rest of the week. hi, lena. >> hey, richie, good morning to you. i'm standing just outside of the secure perimeter of this event where they have airport like security for folks just to get inside. but a but outside of the moscone center and really around the city, there are many different traffic impacts that you're going to want to keep in mind before heading out the door this morning. zero near the exploratorium. near the exploratorium is already being impacted. that's where president joe biden is hosting a party on wednesday. city crews blocked off one lane, going toward going towards fisherman's wharf over the weekend, which means there's now only one lane for people driving in that direction. we saw that causing traffic backups all weekend long. >> i ran to fisherman's wharf and back. what does it look like out there? there's a lot of people well, there's a lot of like sidewalk closures. so some

people are kind of like centralized on this side versus like a wider sidewalk on that side. no, i can definitely say there's a lot of traffic. it's more congested, which i think like for running. and i see someone like rollerblading, it might be a bit more challenging and be sure to pay attention to city signs if you are driving around the city because temporary signs are up in certain places that say no parking zones. >> muni has launched a program that will give you a courtesy text alert if your vehicle is about to get towed. you can sign up for that for the text before tow service online. just search for that on the mta. text tow on their website. now, one more thing to keep in mind. one lane on the bay bridge will be closing in both directions, but that does not start until tomorrow morning at 5:00. for now, reporting live in san francisco, lena howland, abc seven news. >> lena, thank you. we've put

a closer look at recess. you know what it is. it's a time for children to get out and play. it's not required in all schools, but should it be? abc news reporter morgan norwood has more on how recess plays into the schools day. >> way too many recess is a classic part of the school day. time to just be kids. >> the rest of the day, they're told who to sit next to and how to sit and where to stand and when to stand. the recess time is the time when they really have a break from that. >> but not all kids in the us get equal access to recess every day. dr. kathy ramster, a founding member of the global recess alliance, says sometimes recess gets replaced with more class time or recess is taken away as a punishment. but studies show that kids who are more active are actually better learners and perform better academically. >> we could look at japan, south korea and finland as countries cities that consistently perform at the top of the world in academics and mandate and allow for 60 plus minutes a day of

today is cooler than yesterday, but no weather issues. tonight, though, we do bring showers into the forecast shortly after midnight so early tomorrow morning. wet weather does return. let's time this all out for you. let's go on future weather and show you tuesday morning we start to see some light scattered showers around 2 a.m. and on tuesday, i think early in the morning, is the best chance for everybody to find showers because once the sun gets up here, the rain is really focused in the north bay. this is 730 tomorrow morning and we'll track those showers. light to moderate in nature in the north bay, even throughout the afternoon, the focus of our attention still remains in the north bay outside of the north bay. on tuesday, during the day, it's just a blend of sun and clouds. and we'll see that initial line lift to the north. so that means wednesday morning we actually start out dry, but those showers return area wide starting around lunchtime on wednesday, and they will intensify throughout the afternoon and the evening. so anticipate that wednesday evening commute is going to be slower than normal as that wet weather moves through. so total rainfall starting tomorrow. so
