morning testing the lasers down market street as apec gets underway here. that's what you just saw. we'll find a mix of sun and clouds throughout the day, probably brighter skies this afternoon, but it is a cooler day. temperatures only in the 60s, but showers are back tomorrow, though. so we bring back the storm impact scale. it's a level one light system. on tuesday with more widespread showers coming on wednesday, we'll take a closer look at some of these details in just a few minutes guys. >> thanks, drew. apec is here and we're feeling the increased security already. we are making sure that you are well prepared to navigate the city during the summit all week. there are four main areas around san francisco that will be impacted this week, especially around moscone center and nob hill. traffic is already impacted this morning along the embarcadero. abc7 news reporter lena howland is live this morning in the city with what you need to know before heading out the door. lena >> hey, reggie. good morning. tens of thousands of visitors are here in san francisco for the super bowl of world economies known as apec. and

just with that sheer volume of people, we are expecting some major traffic impacts around the city. moscone center, where apec is being held, is like a fortress in the city. all of the red you see on your screen, those are road closures. you're going to want to avoid this area . one lane along the embarcadero near the exploratorium has also already been shut down over the weekend. the green you're seeing on your screen is open to local traffic only, but no rideshares or food delivery will be able to get through something for every commuter to keep in mind starting tomorrow at 5 a.m, the bay bridge will be down one lane in both the eastbound and westbound directions. they will not reopen until 9:00 friday night, then starting on wednesday, some of the off ramps will close as well. that's fifth street and fourth street. through that same timeframe. as for muni, sfmta says the bulk of travel and transit impacts will be starting today and lasting all the way through sunday. all

of the red dots on your screen are impacts to muni around moscone center, a few too many to mention on air. so you're going to want to check their schedules online before heading out the door this morning. there is also altered muni metro service. so now folks commuting into san francisco are being encouraged to take public transit. bart will be running their typical schedule as usual, but they will have longer trains to make make some more room for more people live in san francisco lena howland, abc seven news. >> lena thank you. san francisco's iconic cable cars are also impacted by aipac, the california cable car line is temporarily suspended. the powell-hyde and powell mason lines are still there, but they are shortened. busses will offer service to the routes that are no longer running. riders are encouraged to hop on cable cars or the cable car museum, which is located at mason and washington streets. >> a live look now at fisherman's wharf from our pier 39 camera. and of course, we are

admiring the ferris wheel this morning as it's moved there now from golden gate park. now it was supposed to open on friday for people to ride, but but that's not happening. that has not happened yet. the team says they need more time to smooth out the parking lot. so they are planning to add a platform as well with steps and an accessible ramp so they can have everything up and running by tomorrow. so pending inspections today, though, visitors descending on the city for apec can enjoy events and exhibits in san francisco's chinatown, but some of them are already sold out. the chinese new year parade dragon is going to be on display this whole week. it's open for viewing from 6 to 9 p.m. daily through the 19th. the dragon is going to be at the intersection of sacramento and grant the taste of chinatown town's three hour food tour is already sold out from today until the 18th. but you can get a ticket for sunday the 19th, according to eventbrite. it starts at 11 a.m. and goes into 1 p.m. the laser lights are back tonight, making their return to market street.

the weekend that is split into two parts. the first would extend funding until january 19th and would include money for military veterans affairs, transport, nation housing and the energy department. now, the second part would extend funding until february 2nd and include money for the rest of the government. but it does lack deep spending cuts that many right wing house members pushed for. >> we got 1.7 trillion deficit this year and where under any circumstances can they come to bring themselves to have an offset? >> neither bill includes additional aid for israel or ukraine. that's something many lawmakers want to see. the last time there was a government shutdown was december of 2018. that lasted 35 days. >> the republican field of presidential candidates is getting smaller again in south carolina. senator tim scott says he is dropping out of the race. two people close to the campaign say they were not given advance notice. scott was one of five gop hopefuls who participate in last week's debate in miami. he

there to stay indoors for hours while crews were out trying to find a catch. kemba he was eventually geo located in a field, sedated, then returned to the circus. authorities have opened an investigation into how kemba got out of that enclosure. >> well, okay, then, let's talk about your day today. we have no concerns when it comes to the forecast. it's just a blend of sun and clouds out there. it is dry. you'll feel cooler weather move in this afternoon will mainly top out in the 60s compared to yesterday, where it was warmer in the 70s. and actually the low 80s in some spots. but rain returns to the forecast on tuesday. so we do bring in the exclusive abc seven storm impact scale, a level one light storm on tuesday and with this initial band of rain, it mainly impacts the north bay and the biggest impact will be slick roadways. let's plan your tuesday as we get into the early morning hours. this is 2 a.m. we have light scattered showers across the region. that's about the best chance for most of us to see any wet weather then into the morning, 730, that rain really focuses his attention in

lanes of the freeway in downtown la have been shut down since saturday morning. crews are now working to clear hazardous material that burned from under the bridge. so engineers can assess the damage to the structure. no estimate on when that freeway is going to reopen, which you can imagine will create a pretty bad commute situation on 300 plus thousand vehicles, go through this corridor every single day. >> it's of significant consequence to the economy, to the health and safety of angelenos. impact to our schools, to vulnerable communities. all of that. we take very seriously. >> the governor says the state has been in litigation with the owner of the company leasing the storage area under the freeway where the fire burned. he says the lease has expired and the business owes money. the investor relation to exactly what sparked the fire is expected to wrap up today. a murder mystery in southern

california this morning. the son of a well-known hollywood executive is expected in court today as police search for his missing wife and her parents. samuel haskell, the fourth, was arrested on suspicion of murder last week after police found the remains of an unidentified woman in a dumpster outside an encino strip mall. police say surveillance video helped them track clues back to haskell's home in tarzana, about five miles away. they say they discovered evidence there, including blood. neighbors say the family had lived in the home with haskell's in-laws for several years. >> she did throw a lot of parties and during those parties, he would sit in the corner, typically, it would come in. he was smiling and, you know, kind of friendly, but not outgoing. >> haskell is the son of emmy winning executive sam haskell, who served as an agent for celebrities like dolly parton and george clooney. police say they're still trying to identify the remains found in the dumpster and locate haskell's in-laws. his children were

found. they're being cared for by family members back here in the bay area. the us park police investigating after a person was found dead sunday morning at san francisco's crissy field. police and the san francisco fire department responded around 630 to a report of a person lying in the east beach parking lot. the person's identity is unknown at this time, and authorities say the investigation is ongoing. police in san francisco looking for whoever did this. i actually shot this video yesterday in front of the walgreens on 23rd and mission. and as you can see, that front is a mess. the door taken off the glass broken. and we can see at least one atm machine. i thought it was two atm machines ripped out from inside the building. this happened before sunrise yesterday. officers say they started chasing two vehicles with several suspects inside, but they eventually lost the cars. they say these same suspects, suspects also burglarized a nearby gas station right before. so if you know anything about this case, you're

asked to call police. this is, by the way, the only walgreen urns left in the mission. there used to be three. >> there is a big vote this week regarding the a's. the owner owners of major league baseball will be gathering in texas tomorrow for the winter owners meetings and part of the agenda is voting on the a's pending move to vegas. and it is not looking too good for fans who are hoping the team will stay in oakland. the vote is expected to pass. 75% of the owners or 23 of them need to vote yes. it would be a huge step in owner john fisher's attempt to move the a's to vegas after more than five decades in oakland. but there's still many local and state agreements the a's would need to finalize before any move is made . >> and oriole lovers say their favorite cookie is the center of the latest shrinkflation scandal. but is it so? they're saying double stuf. oreos have just a normal amount of cream in the middle and the original version has even less ice. some are angry that the filling doesn't even reach the edges of

temperatures are cooler than yesterday. we'll pretty much max out in the mid to upper 60s by about 4 p.m. tonight. it's mostly cloudy and showers enter the picture after midnight in the early morning hours of tuesday. let's plan out your tuesday and wednesday. here's future weather early tuesday morning, we have some light scattered showers moving through, but for much of tuesday, the attention of the rain looks to focus in the north bay. that's where the current trajectory of our initial front looks to kind of stall over the region. by tuesday afternoon, we'll track those showers in the north bay. but areas outside of the north bay right now looks to remain pretty dry with a blend of sun and clouds that will change heading into wednesday. the wednesday morning commute looks just fine. it looks pretty cloudy out there, but showers return right around lunchtime time and then they spread area wide throughout wednesday evening. so i would anticipate the wednesday evening commute to be slower than normal as the showers move through and create slick conditions and low visibility. remember the sun's going down before 5 p.m. so it gets darker early and once it gets dark out there and the rain is falling, visibility really

does drop. rainfall totals for tuesday, highest amounts in the north bay. and then those numbers really drop off area wide. but then they'll increase for everybody by wednesday as those showers become more widespread in nature. here's the accuweather 70 forecast the next seven days for you. what we'll find is a dry day today with the rain mainly in the north bay tomorrow. then we have those showers area wide on wednesday with the heaviest in the evening. we'll keep scattered showers in the forecast thursday and friday, even a lingering chance early saturday guys. all right. >> thank you, drew. let's take a look at traffic this morning. we are still following a sig alert for a deadly crash. it's in pittsburgh. we're going to show you where it is on eastbound four right before railroad avenue. at this point, we know traffic is being diverted off of bailey road. there is no estimated time for when this might reopen. now, let's take a look right now at the bay bridge toll plaza camera. and you can see it is backed up. the metering lights flipped on 529 this morning and traffic is just filling in there. there is no wait in the carpool lanes. you can see they're just making their way by. but if you're not carpooling, get ready for a wait. >> now we're going to bring in

dogs in training visited school, a school in lahaina, and kids got the chance to pet the dogs and just spend some time with them. the nonprofit assistance dogs of hawaii organized the event with the goal of helping those who have been affected by the wildfire. earlier this year, we've been going to schools and hotels and first responders and bringing the dogs, you know, as a therapy dog role. >> and they've just been putting smiles on people's faces. >> it's just been a very hard and traumatic time for many of

crash and now traffic has recovered. so let's go now to the richmond-san rafael bridge. and not the best news for drivers taking that bridge because it's week six of a sigalert. yes, week six. that means no wide load vehicles allowed. and there is a two and a half mile backup up approaching the bridge toll plaza this morning. so so be aware of that if that is your commute. there is so much happening with apec this morning. we want to give you a day by day timeline. so here are a few events set for today in san francisco, there's a finance ministers meeting, a climate change meeting called the apec multi-stakeholder forum, and it's the first day of apec meets silicon valley in california. it's a five day event where representatives from apec countries will meet with bay area business leaders. they're gathering aboard the klamath, which is a 100 year old ferry moored at pier nine. with all of the activity happening around san francisco because of apec, there are road closures and restrictions throughout the week that you have to know about, including changes to public transit, which will likely be

your best bet. let's go to abc7 news reporter lena howland who's live this morning near moscone center where there are a lot of barricades up. hi, lena. >> hey, reggie. that's right. i'm standing right outside of the entrance to this event where we are seeing a very big secure perimeter that's where they have airport like security for folks just to get inside. but here outside of the moscone center and really across the city, we are seeing several road closures in place ahead of apec, part of the embarcadere near the exploratorium is already being impacted. that's where president joe biden is hosting a party on wednesday. city crews blocked off one lane going towards fisherman's wharf over the weekend, which means there's now only one lane for people drive in that direction. we talked to a renter who said this caused traffic backups all weekend. >> i ran to fisherman's wharf and back. does it look like out there? there's a lot of people. there's a lot of like sidewalk

closures. so some people are kind of like centralized on this side versus like a wider sidewalk on that side. no, i can definitely say there's a lot of traffic. it's more congestion, which i think like for running and i see someone like rollerblading, it might be a bit more challenging. >> be sure to pay attention to the signs if you are driving in the city. temporary signs are up in places that are no parking zones. muni has launched a program that will give you a courtesy alert text if your vehicle is about to get towed, you can sign up for the text before tow service online. just search for mta text tow. of course, the embarcadero will not be the only area impacted. take a look. these areas in red are security zones where there are or will be parking restrictions and road closures. they include the area around the moscone center, where several conferences are scheduled. muni is no longer serving stops in that red exclusion zone. there are also road closures in nob hill, where many top level

cloudy, but we do have some light showers falling across parts of the north bay. and that's really where the axis of rain will tend to stay on tuesday. it's focused in the north bay areas outside of the north bay on tuesday in the afternoon, especially, it's dry with a mix of sun and clouds that line will lift north by wednesday morning. we begin wednesday dry. so the wednesday morning commute is fine, but things quickly change by about lunchtime. showers move back on shore and they'll be on and off throughout the evening into the overnight hours on thursday. so i would anticipate the wednesday evening commute to be a bit slower than normal because of these showers moving through. remember, the sun goes down now before 5 p.m. gets darker early. and with rain moving through, that can really drop. visibility pretty quickly and create slick conditions out there for the wednesday evening commute. here's the accuweather seven day forecast showing you it is a mix of sun and clouds and dry today. rain mainly in the north bay tomorrow, then more widespread here on wednesday. scattered showers remain in the forecast for thursday and friday. all level one. light storms on the storm impact scale. guys.
