>> some local businesses say conference security is killing their bottom line. >> and the word of the day is going to be patience. that is what you'll need if you're traveling in or through san francisco. new closures to know about that. start right now. >> good morning on this tuesday, november 14th. >> andrew, not this behind us. i know. >> and this is day one of a series of days where we have showers coming our way. so the rain has arrived. live doppler seven, it's light to moderate in spots. you can see we're going to zoom on in to a couple of spots pressing closer into the city and into parts of the east bay this morning because you can clearly see we have some pops of yellow on our screen indicating some of the moderate showers heading our way. a lot of this is light, but it is creating slick conditions this morning. and it will create a slower morning commute. so here's a look at the storm impact scale today. scattered showers, slick roads is your biggest impact with this system as it moves through. we are expecting the highest rainfall totals to fall in the north bay today. so let's

go hour by hour on future weather. a lot of the showers are going to lift north throughout the morning. so later on today, we'll focus our attention mainly in the north bay. that's where we'll find most of the showers. look at 10 a.m, some sunshine breaking out in parts of the east bay and the south bay. so location is key as to how wet you get today. the farther north you are, the more rain you're going to see today. temperatures are mainly in the 60s. we'll have a few pockets of 70s on the board, but we have more rain coming our way tomorrow. we'll take a look at the next two, two days, rather, coming up in about eight minutes. kumasi. >> thank you, drew. new this morning, president joe biden expected to announce more than $6 billion in climate resilience funding. this announcement comes as the fifth national climate assessment was just released today. the assessment warns the effects of rapidly warming climate change is being felt in every corner of the us. the federally mandated report is issued once every five years. >> speaking of the president, he arrives in the bay area today for apec. he's set to meet with chinese president xi jinping tomorrow to try to defuze a year

of bubbling tensions between the two superpowers. one of the things they're expected to talk about is a crackdown on fentanyl . abc7 news reporter lena howland live outside the exploratorium where one of the most exclusive parties is going to take place. lena hey, reggie, good morning. >> we are outside of the exploratorium where president biden does have plans to host an apec party tomorrow night. we can already see some massive shipping containers set up right in front and behind that we could see a stage has already been set up as well. and security checkpoints are being put into place. that celebration is expected to happen. some time after his meeting with chinese president xi jinping tomorrow, bloomberg reports the us and china will announce an agreement that will see beijing cracking down on the manufacturing and export of fentanyl. part of the agreement says china will go after chemical companies that manufacture the source material for the highly potent synthetic

opioid. in exchange, the biden administration will lift restrictions on china's forensic police institute, which has a controversial role in alleged human rights abuses. both presidents biden and xi are set to meet on the sidelines of the apec summit to discuss this and a multitude of other topics. >> i won't get too far ahead of the meeting, and i'll let the president speak for himself after he has the chance to meet with president xi. but we believe that there are areas where our interests overlap, like our efforts to combat the illicit fentanyl trade. >> san francisco has been hit hard by the opioid crisis, the city's medical examiner said. 647 people died from an unintentional overdose just last year. officials have been pretty tightlipped about president biden's event here at the exploratorium tomorrow night. but according to our media partners at the standard, gwen stefani is expected to perform

so much more on that to come. live in san francisco, lena howland, abc seven news. >> that is very interesting. lena thank you. it is a jam packed day for apec attendees. it could also be a traffic jam day for anyone trying to get in and around san francisco. jobina is here now with some of the traffic changes that are starting as we speak. >> yes, just so you know, what's interesting is we commute in so early for our shift here. and i was already seeing the traffic slower on the bay bridge. i was making my way into san francisco here. so in the westbound direction where, yes, we are already down one lane. you're also going to be down one lane in the eastbound direction and that will be in place until this upcoming friday at 9 p.m. and because we're seeing that drizzle out there to be aware of the potential for spinouts, it's going to be a little messy. so also, we know that the moscone center, this entire area here, and yerba buena gardens is going to essentially be like a fortress here. so again, where you see the red, that is where everything is shut down. and

then this green section is where you're going to have local traffic. but that local traffic does exclude, say, rideshares, for example, or food delivery. that's all going to be on the outside of that perimeter where you see second street, market street, fifth street, harrison street, etcetera. okay. now, the big note here is that if you do need to travel into san francisco from now until friday, it is recommended that you rely on mass transit. bart is going to be operating its normal schedule, but will be running longer trains because they're expecting more people. but i do have a little note here, and that's going to be for muni. there are a number of disruptions due to all the road closures in and around san francisco. so make sure to check the schedule for that. and of course download the abc7 bay area app and we will be sending alerts throughout the week on impacts kumasi. thanks, jobina. >> san francisco officials believe the apec summit will pump as much as $50 million into the economy, but not everyone is benefiting. restaurant owners say since the security fences

around the conference went up last week, businesses plummeted and yesterday it was especially difficult. >> where are the people? i mean, that's basically what the businesses are asking the city is hoping that the international investment or uh, you know, will come out of this. but will the small business owners in soma who have tried to endure the pandemic, will we be alive? >> there is hope to drive more business to restaurant in the area during apec, the golden gate restaurant association, in partnership with the city, has agreed to extend restaurant week until the end of the summit along san francisco's waterfront and lasers and other attractions meant to show the city off. >> but all the extra glamor is getting mixed reviews. we talked to people along the embarcadero. some were concerned that while encampments were cleared for apec, the problem hasn't been solved. >> i think it's good that they're cleaning it up. i would rather have them clean up and, i don't know, like 17 countries

thanksgiving and there are going to be extra travel things to consider with apec. if you're trying to get out of here early. still, experts say having so many people on the road can also be a good sign for the holiday season. >> even in an economy that is certainly very unsafe table and very uneven for a lot of people. there is still a lot of demand for people who want to go somewhere for thanksgiving. so it's a certainly a very good sign about at least the bay area economy overall. >> so if you are planning to travel this thanksgiving, whether you're flying or driving, make sure you give yourself plenty of extra time. a federal government shutdown could be just days away, but today the house is expected to vote on house speaker mike johnson's plan to avoid that shutdown. jobina is at the live desk with how this could impact your thanksgiving travel plans. jobina. >> thank you, kumasi. millions of people are planning to travel for the thanksgiving holiday and could face delays at airports across the country. airline chains are expecting crowds and at record numbers here, american airlines predicts it will carry

about half a million more traveler hours compared to last year. but without a deal in congress to avoid a government shutdown this friday, air traffic controllers and tsa workers could be forced to work without pay. the concern is many could call out sick in protest at taxing the already overburdened system. >> that is not fair to tsa workers at all to be expected to come to work during the busiest time of the travel season without being paid. we are really going to feel the brunt of this come next week at the government shutdown. >> house speaker mike johnson has submitted a plan to keep the government funded through january, but it does not include money for israel or ukraine and it does not include spending cuts that many republicans want. at least nine republicans oppose johnson's bill. the house is expected to vote on johnson's plan today. senate minority leader mitch mcconnell has joined majority leader chuck schumer in supporting the bill. hey, joe. >> hey, jobina. we are at a

level one on the storm impact scale this morning because low pressure spinning off the coast is now sending moisture into northern california in the form of light to moderate showers to begin the morning commute. it's mainly from san francisco, oakland point to the north, we are pretty dry in the south bay right now. we'll press in a little bit closer into the east bay down the street level, you know, 80 gets pretty busy this time of the morning. we have wet roads there, 580 as well. so we have some steadier showers around richmond with that pop of yellow light showers from millbrae south city into the city right now, creating slick conditions. we do have some steady rain across much of the north bay right now. light to moderate showers across parts of sonoma and napa county. this morning. the wider picture shows you. we're watching this next round of moderate rain. this is mainly moving into the north bay and this will all arrive right around 7 or 8 a.m. later on this morning. as you go hour by hour on future weather, you'll notice that after about 8 a.m, much of the focus will shift to the north bay later on this morning.

landing at sfo last night due to a reported bomb threat. the flight from lax to vancouver landed at sfo just before 9:30 p.m. flight tracking shows the flight made it almost two more to oregon before turning around. abc7 spoke with one man who was on the plane as he had left. >> they said they were doing an emergency landing and they didn't tell us where or anything . we just ended up here in san francisco and we're on the tarmac at and they come on and say they're waiting for the air marshals. >> taking a live look at san francisco international right now, 148 people and eight crew members were on board that flight, according to flightaware. the flight to vancouver is now expected to take off at seven this morning. we've reached out to united airlines for comment. we haven't heard back yet. >> there's no timeline and when the major traffic artery of la will be reopening, the humongous

fire that closed the ten freeway through downtown la is now being investigated as arson. >> and they made a determined in a preliminary determination there was malice intent that this fire occurred within the fence line of the facility you see behind me that it was arson and that it was done and set intentionally. >> the fire damaged the concrete freeway overpass. officials say the fire burned an equivalent of six football fields in the south bay. newly licensed drivers at westmont high and campbell are helping to launch a campaign to encourage safer driving near campus students who are part of the school's traffic advisory council partnered with the city of san jose monday to launch a slowdown campaign in students, parents and faculty signed the i drive the speed limit pledge. >> we have like a middle lane here. the cars will speed down even though it's supposed to just be for turning. i've seen too many students who have to jump back because a driver just

speeds right through this traffic council is hoping to promote safer driving habits. >> last year, they asked city officials to install a blinking stop sign right in front of their school. it blinks on the corner of harriet and westmont avenues this morning, california celebrates its annual ruby bridges walk to school day. the statewide walk honors the historic civil rights moment when six year old ruby bridges became the first student to integrate a southern elementary school logo. san francisco students will march from city hall to their schools to honor bridges and her bravery. in 1960, ruby bridges walked to school. day was designated by the state in 2021, oakland unified school district is prepping for the holidays by sending out covid test kits. >> all students and staff are expected to receive two tests ahead of the thanksgiving and winter breaks the district recommends using it if people have symptoms or are exposed to the virus, people will then be able to contact the school. if they need more tests in the north bay, firefighters are

hoping the rain that we're getting will be enough to close the books on prime fire season. >> public works crews are preparing by clearing storm drains to avert possible flooding. emergency maintenance is not that fun. >> emergency maintenance happens in the dark, so we try to do all of our preventative maintenance during the pre rain season when people are out shopping for more wet weather gear like tarps, drains and rain boots, the promise of rain is a relief to north bay firefighters. >> the santa rosa fire marshall says approaching storms may be enough to declare an end to the fire season in the region as early as today. that's certainly good news. >> that is good news. that is, as i'm sure a lot of people wish the rain out here on this apec week. right. you know, we just have to work around it. right. >> and it's no day is a total washout. right. it's periods here and there this morning. this is when the steadiest rain is occurring. tomorrow we'll flip the script. the steadiest rain will occur in the evenings. here's a live look outside our exploratorium camera showing you that we do have drops on our lens this morning live. doppler

seven is active and you can see it's really from the city, oakland and areas to the north. the south bay and the inland east bay for the most part, are mainly dry and will keep that trend for much of the day. we're expecting little to no rainfall around san jose today, but that will change here tomorrow on the storm impact scale two level one light storm today with showers north. drier conditions as you move south, slick roads, your biggest impact and highest rainfall totals will be in the north bay today. so hour by hour, we'll keep those rain chances very high in the north bay throughout the morning and the early afternoon. but again, you look at 10 a.m. today, we're seeing sunshine in parts of the east bay. the south bay. so location is very key today as to what kind of weather you're going to get throughout the afternoon. and the overnight hours. we do expect pretty dry conditions, mainly cloudy tomorrow morning. we'll start out dry, but then those showers return in the afternoon and it will make for a pretty wet evening commute to finish out the day on our wednesday rainfall totals today really focused in the north bay. dry as

you head south but that changes on wednesday. wednesday everybody is going to see showers, especially tomorrow afternoon and tomorrow evening. the rain chances continue into thursday. this low pressure keeps spinning. scattered showers thursday evening. and then finally, that low is going to move on shore by friday and even into saturday. we have to keep some rain chances in the forecast. so here's the accuweather seven day we have rainy north conditions today, drier south and steadier rain tomorrow in the evening then scattered showers thursday friday evening to saturday we'll finally dry out it looks like saturday night. sunday is the drier and brighter of the two days this weekend. jobina. oh wow. >> all right, drew, thank you. well on that note, talking about the rain, it's making for some slick conditions for your commute. and i'm bringing you a live picture from the bay bridge. we are going to have our eyes on this all throughout the week because we have one eastbound lane closed and one westbound lane closed that is due to apec and notably the metering lights are already on. they flipped on at 509. that is much earlier than usual. a live picture here from the

(♪) pandora. loves, unboxed. one. rain has returned this morning. this is a level one light storm on the abc. seven storm impacts scale. we are anticipating the heaviest rain to fall in the north bay with drier conditions to the south. the biggest impact will be for the morning commute, creating slick roads and slower travel. >> number two, due to that rain and also road closures because of apec, we saw the metering light slip on much earlier than usual here at the bay bridge toll plaza. they flipped on at 509 and you can see the backup is beginning. >> number three, if you are coming into san francisco, the rest of the week, be ready for delays. one lane in each direction of the bay bridge is now closed. this is part of

security for apec. the lanes are expected to reopen friday evening. >> number four, president biden arrives in san francisco later this morning for apec. he is set to meet with china's president tomorrow. >> number five, hundreds of protests filled the federal building in oakland last night calling for a cease fire in gaza. organizers say at least 450 people were detained or arrested as the federal protective service work to clear that building. >> number six, the supreme court is adopting a new code of conduct after allegations of ethics lapses by some justices. they didn't make clear how they would enforce this new code or take complaints. number seven, amazon has announced another wave of layoffs in its gaming division. >> a 180 jobs will be eliminated as the company focuses on its free games through prime. >> the head coach behind one of oakland's most successful high school football programs is stepping down. the mcclymonds football team announced on instagram this friday's game will be michael peters final game as head coach. according to

the east bay times, peters is stepping away from football to focus on his health and spend more time with his grandkids. peters has won four state championships since taking over the program in 2013. he says he plans to continue working as the school's outreach coordinator and former oakland police chief leronne armstrong is staying involved with the community. he's now a volunteer coach for bishop o'dowd high school's varsity basketball team. the former chief recently pushed to get his job back after getting fired in february of this year. in the meantime, he's using his free time to mentor the youth community is always asking me, what am i doing now? >> this is what i'm doing. i'm out here volunteering, helping young people develop into young men and young student athletes and so this is what i'm doing with my time. >> armstrong is partnering with the team's head varsity coach, lou richie. some of the student players say it's motivating to see the former chief giving back . >> seeing him here, seeing coaches like coach bannister here as well, just giving back to the community that they came

from. i mean, it just motivates me to, of course, succeed and then be able to bring my successes back. and bless the community even further. >> the chief also played basketball all during his high school years and college years he played at. we were just talking about mcclymonds high school in oakland than college ball at sacramento state. >> a high school student concerned with the health of local waterways in santa cruz has invented a low cost continuous water quality monitor . 17 year old jack driscoll. natalie was working on a school project when he realized he couldn't finish his work. there was a lack of publicly available water quality data, so jack taught himself electronics and computer programing to create his award winning device, able to have more water health data will allow communities to be able to see the real effects of climate change in their local areas. >> so i went to kind of fill that gap to be able to create a system that was durable enough to be put out in the field and efficient enough and accessible enough to bring that data to communities. >> jack is working with the monterey bay aquarium and other

commuted areas this time of the morning. so slick travel is out there this morning. some steadier showers around santa rosa, yountville and napa. right now it's all associated with a level one light storm on the storm impacts scale today with the highest rainfall in the north bay, though, scattered showers giving you those slick roads. the biggest impact for the morning commute as the morning goes on, the rain is really going to lift north and focus in the north bay for much of the day. the south bay is going to be dry with mainly sunny skies. so location is key today as to what kind of weather to expect. we have showers falling in the north bay today. drier conditions south. expect partly sunny skies around san jose, 72, but rainy and cooler in santa rosa at 64 degrees. let's see how that commute is going with that wet weather this morning. good morning, jobina. >> and good morning, drew. thank you. so our overall messaging is going to be do not travel into san francisco this week if you don't need to because of these apec closures. we're going to start with the look at the bay bridge. we have one eastbound lane and one westbound lane closed and that will be in place

until friday at 9 p.m. and then starting tomorrow, we will have the off ramps impacted. so that's going to be the fifth street and fourth street off ramps and that will be closed also until friday. so it's already slowing people down. and by the way, if you do need to rely on the bridge, the metering lights are already on and that can tell you just how bad this is going to get today in terms of the backup. all right. so when we're looking at the area around yerba buena gardens and the moscone center, that red section here, those are going to be the hard closures where you see the green. that's where we have local traffic. but you can not have food deliveries through that area. also rideshare through that area. that's all going to be on the perimeter where you see markets second, harrison and fifth streets there. okay so let's talk about mass transit, because if you are traveling into the city, that is what we recommend. however our muni is going to be heavily impacted. too many stops to mention here on camera because you see all of these red icons here. those are all of the various muni stops that will be impacted throughout the week due to the apec closure. so this is

what you will want to rely on and specifically bart, for our commuters, especially coming out of the east bay, bart is going to be running its normal service, but longer trains because they're anticipating more people. and we will, of course, let you know if things change out there. kumasi. >> thank you, jobina there is so much as you have heard happening with apec, we want to give you a day by day timeline of everything, so here are a few events set to happen today in san francisco. so there's a welcome reception for the apec ceo summit. that's at moscone center, west today is also the apec annual ministerial meeting and apec meets silicon valley and california continues today. that is a week long event in which representatives from apec countries will be meeting with bay area business leaders. they are gathering aboard the klamath , which is a 100 year old ferry moored at pier nine. now a very key moment at apec will be the face to face meeting between president biden and the president of china. this will be their first meeting in a year, and it's happening tomorrow. and of course, one of the topics

and managing competition response forcibly to avoid conflict. >> the question is can we create the lines of communication at and the broad parameters and the relations ship so that through whatever comes, we can manage competition responsibly so it doesn't veer into conflict? that's what the president has set out to achieve in this summit with president xi and so he sees this not just as a one off meeting, but as an important, important moment to be able to establish the kind of basis upon which we can proceed out into the future. sullivan characterized the past conversations between biden and xi as direct and straightforward and the administration is looking forward to a productive meeting now, if you are out heading out to work this morning, just make sure to remember that this setup process has also shut down a lane of traffic here along the embarcadero. >> that means there is only one lane of traffic heading towards the fisherman's wharf area. if

demanding a cease fire, also wanting to send a message to the president. that live in the newsroom, gloria rodriguez, abc seven news. >> thank you, gloria. developing news, a palestinian group is suing president biden and federal court for failing to prevent what they are calling genocide in gaza. palestinians and supporters accused the president and his administration of backing and funding genocide by israel. they claim the administration is, quote, complicit in genocide. and as evidence the suit claims, israel's bombardment of hospitals in gaza, the suits injunctions would require the administration to end the bombing of gaza. it's not clear if the court would have the power to make israel comply. happening today, major league baseball owners are going to gather in texas for their quarterly meeting and a major decision is expected. >> this week on whether to move the oakland a's to vegas. owners will vote on a's team owner john fisher's bid to move the team to nevada. fisher will need 75. that's 23 of the 30 members to

along with satellite, low pressure right now anchored off the coast is setting that moisture right into our neck of the woods. and it's really impacting the north bay. the most. here's live doppler seven, we're dry across the south bay and we do anticipate to stay that way for the rest of the day. but rain is falling in the north bay and we are seeing light to moderate showers. as you look at the trend of the rainfall over the last hour. and you can slowly see this slug of moisture lifting north and it's going to continue that northerly track for the rest of the day. really just focusing its attention in the north bay. so the day today shows you north bay showers, rain to the north, mid day. it's dry to the south. and then we all get a break later on this afternoon, we'll have dry skies to finish out the day and temperatures mainly in the 60s and 70s. so brighter conditions for san jose, palo alto, fremont, cloudier and wetter in the north bay for lakeport, santa rosa and napa. a scattered shower right now in the city, but we're pretty dry this afternoon at 68. a similar story for oakland at 69. but that wet weather is going to impact tomorrow evening's commute. we'll show you that

south bay, parts of the peninsula in the east bay. we'll get you into wednesday here. we start out dry, but then that moisture comes right back area wide. so we do expect on and off showers for the wednesday evening commute leading to slow travel rainfall. estimates they clearly the north bay is the winner outside of the north bay. we are mainly dry. that changes tomorrow, though. watch what happens on wednesday. we all see the showers coming our way and we'll likely see a quarter to a half of an inch of rain by wednesday evening. then more showers coming our way thursday. we have that low just sitting and spinning. and then friday, it looks like that low is finally going to move on shore. but that means showers are still in the forecast. friday and even to early saturday. here's the accuweather seven day rain to the north today. dry to the south. steadiest rain for everybody. tomorrow is in the evening. we have those scattered showers continuing on thursday and then friday evening looks pretty wet leading to a wet start to the weekend. but it looks like we dry out saturday evening leading to a brighter and nicer end to the weekend jobina. >> thank you, drew. good morning, everybody. so we are looking at a crash right now in

it who fired their weapon during an attempted car break in. it happened sunday night outside the georgetown home of president biden's granddaughter, naomi biden. secret service agents encountered possibly three people breaking a window on a parked and unoccupied government vehicle. an agent opened fire, but officials say it's believed no one was hit. the three people drove off in a red vehicle. testimony against a man accused of breaking into former speaker nancy pelosi's san francisco home will continue today. >> paul pelosi took the witness stand yesterday describing the moment he says he was assaulted in his own home. mr. pelosi described how the defendant, david depape, hovered over him in an upstairs bedroom as he was sleeping. at one point, pelosi choked up after telling jurors about the threats to pat made right before beating him with a hammer. >> i really believe that people will feel as he feels they will
