and a massive project underway in silicon valley, twice the size of the goodyear blimp. >> and it could be taking flight just a few weeks from now. we're looking at what's being tested now at moffett field. >> good morning to you. it is wednesday, november 15th. >> yeah, we're going to start the check of our forecast with drew. >> yeah, good morning. so we begin with some light isolated showers out there, but the main event today is really going to hold off until later on this afternoon and this evening. here's live. doppler seven. you can see a peppering of green on your screen. this moisture is coming in from the south. and we do have some slick roadways out there this morning. i do want to press in just a little bit closer to parts of the east bay right now. we just have this line of showers that just work through berkeley this morning into hercules orinda. it's a light shower on its way into martinez, but the heaviest and the steadiest of the rain is coming later on this afternoon and this evening. it's a level one light storm we have here today with showers and scattered downpours. the biggest impact, slick roads for the evening commute along with some gusty winds. here's future weather watch as we get into the

afternoon. here's 3:00 pm. now we start to see more widespread rain. light to moderate showers impacting not only the afternoon, but also later on this evening. here's 6 p.m. we're also tracking that light rain for the rest of the evening today. so highs are only in the 60s for the most part. we have isolated showers now more widespread rain comes later on today. we have more showers on the 70 forecast kumasi we'll talk about that coming up in a few minutes. thank you, drew. >> well, the eyes of the world are on the bay area today for that critical meeting between president biden and chinese president xi jinping. and it's been in the works for months now . the two will be holding their talk outside of the city at the historic filoli estate in san mateo county. and it's expected to last about four hours. abc7 news reporter lena howland joining us live this morning with an inside look at what the two will be discussing. lena kumasi outside of the secure parts of the city and well before president biden is expected to host an apec party here at the exploratorium tonight, president biden will travel about 25 miles south of

the city for this meeting with president xi jinping. >> president xi's visit during apec marks the first time he and president biden meet in a tension filled year. yesterday, biden billed this meeting as a chance to get washington and beijing back on a normal course, corresponding once again. but a spokesperson for the white house national council said the president was not going to be afraid to confront where confrontation is needed on issues where we don't see eye to eye. lily mcelwee of the center for strategic and international studies says while the talks should be considered procedural, they should be seen as dialog to opening communication on many issues, including ones important to san francisco and silicon valley. >> americans care a lot about tiktok, for example. think that tiktok is just one one of a number of technology issues that may or may not be discussed on ai. however, we may see move to

begin the dialog of how to set controls on the use of ai in warfare. >> another key topic of today's meeting between biden and xi fentanyl. the us and china are expected to announce an agreement that will see beijing cracking down on the manufacturing and the export of fentanyl. an agreement on this could be a big win for the president and for san francisco as a city. the city's department of health attributed the drug to 72% of the 620 overdose overdose deaths that we had in 2022 alone. live in san francisco, lena howland, abc seven news. >> all right, thank you, lena. now, before that meeting today, a landmark deal on climate change. the us and china agreeing to ease off fossil fuels and start to increase renewable energy sources. it appears to be the first time china has ever agreed to cut emissions from any part of its economy. now the framework agrees to pursue efforts to triple renewable energy capacity

globally by 2030, accelerate the replacement of coal oil and gas production, and make meaningful emission reductions in the us and chinese power sectors. >> the apec summit spreads out across the bay area today, so here's a look at some of the major events going on today. the ceo summit begins at moscone center. speakers there include condoleezza rice, governor gavin newsom, uber ceo and leaders from apec, member economies as the sold out apec study centers consortium conference is going to be held at uc berkeley. it brings together academics and scholars to discuss research and possible collaboration. there's a meeting between president biden and china's president in san mateo county that we just talked about with lena. and then tonight, president biden hosts an event at the exploratorium in san francisco, which will shut down parts of the embarcadero. jobina is tracking the other traffic impacts this morning. >> reggie. good morning, everybody. so, you know, the big thing, reggie mentioned towards the end there was the embarcadero. that's something

that i saw coming in this morning. so a reminder for anyone that needs to travel to downtown san francisco about that one. it is disruptive elsewhere, though. i also witnessed this this morning coming off of the bay bridge. we have one westbound lane closed and one eastbound lane closed. right now you're seeing orange cones essentially, if you're traveling westbound on that far right side. later in the day, though, we are expecting chp vehicles to be staged out every few feet or so, keeping an eye on that area. we also now have the fourth street and fifth street off ramps closed. and this is all going to be in place until friday. so that's an important note here. mass transit is going to be impacted, especially when we talk about muni. so it's all around the moscone center and also yerba buena gardens, where you see these red dots are going to be the areas affected. make sure to check the schedule. that's the best way to keep up with those changes because there's too many to mention on the air. again, if you've been with us throughout the week, you know that this red area, those are the hard road

closures. green is going to be for local traffic, but no food delivery service or also rideshare. and then we have normal service plan for bart caltrain, ace and also for the san francisco bay ferry. and then bart is still operating on its normal schedule, longer trains to offer more space for people. they're expecting a higher volume of riders. and the good news is that we don't have a competing event with chase center tonight, but that will change tomorrow. reggie thank you, jobina. >> this morning, climate activists will march to demand citibank and exxonmobil stop funding fossil fuels. it's just one of many demonstrations we will see in san francisco during apec. this is video from mission and third street yesterday about a block from moscone center. supporters and protesters of china's president gathered near the hotel where he's staying. demonstrators for various social causes believe apec is the perfect setting for getting their message across. and they city leaders say they are ready. >> san francisco, you know, we're used to dealing with a lot of protests. you know, throughout the year. we probably

have at least one protest somewhere in the city every day. so our officers are really skilled at handling those, facilitating first amendment activity. his last week, the san francisco chief of police said his entire department has been mobilized and that's the first time that's happened in decades. >> abc7 news is your station when it comes to everything apec. our complete coverage has everything you need to know. you can find it on the front page of our website, abc7 news.com or your abc7 news bay area app. >> the house has approved a stopgap funding bill by newly elected speaker mike johnson, which could avert friday night's government shutdown. the bill had bipartisan support, though more democrats backed it than republicans. the bill now goes to the senate to be approved. senate leaders say they will support it and promised quick action. >> leader mcconnell and i will figure out the best way to get this done quickly. neither mcconnell nor i want to shut down after the senate. >> this will go to president biden's desk. it does not include any supplement, all aid for israel or ukraine. the bill

will keep the government funded at the same 2023 levels until the end of january. we know house speaker mike johnson says the plan gives the gives time to pass individual spending bills and will avoid the need to pass a massive spending bill near the holidays. this morning, congress seems to be in turmoil after a fistfight nearly broke out during a hearing at the same time, a congressman accused former house speaker kevin mccarthy of assaulting him. jobina has more on the tempers that are flaring on capitol hill. jobina. >> thank you, kumasi. republican senator markwayne mullin of oklahoma stood up during a hearing as he appeared to be ready to physically fight a witness. senator mullin was questioning teamsters president sean o'brien when the two nearly came to blows. >> you want to do it now? >> i'd love to do it right now. well, stand your butt up then. >> you stand your butt up. >> oh, hold up. oh stop it. this is a hearing. and god knows the american people have enough contempt for congress. let's not. >> i don't like let's do this

month. >> we will continue to follow these developments. reggie jobina, thank you. >> an unusual sight in the south bay. a giant airship is getting ready for its next phase of testing at moffett field. it's called pathfinder one. it is twice the size of the goodyear blimp, 400ft long, nearly 70ft wide, according to the chronicle. it's the largest airship built since the hindenburg, which exploded in 1937. >> the size of this alone tells me that there's new technology involved in the very structure for this is not a hindenburg, not only in terms of using helium instead of flammable hydrogen, but also in terms of using carbon technology as a pathfinder. >> one began outdoor testing at moffett field last week. it's expected to begin test flights in the coming months. the company developing the airship lta research, is owned by google co founder sergey brin. lta says their mission is to speed up humanitarian aid. airships don't need to land at airstrips or landing zones so they can deliver food supplies and other

relief to disaster areas. a safety alert is being issued over e-bikes in marin county, public health officials say in one month, the rate of e-bike accidents for kids 10 to 19 years old was nine times higher than that. for adults. the alarming data was discovered when marin county ems services began designated e-bike accidents separately. now the county is reminding people helmets, proper riding posture and following the rules of the road are key to safety, especially for e-bike riders. >> they're heavier. they travel more quickly. they accelerate more quickly. tsay and are now we're seeing contributing to an increased number of accidents. i want to be clear that we're not discouraging the use of e-bikes, really. rather, we're we're trying to promote e-bike safety. >> marin county is also creating a task force in an effort to spearhead e-bike safety measures around the country. >> 512 we're looking at live doppler seven along with satellite, and we are still

tracking this stubborn area of low pressure off of our coastline. you can see it's funneling moisture this morning into northern california. we have some light isolated showers out there. here's the local view on live doppler seven. some moisture moving in from the south. most of this is not actually reaching the ground. maybe a few light sprinklt the t today is really holding off until this afternoon. this evening, that is when this line you see right here off our coastline is going to move onshore and that will impact the evening commute. it is a level one light storm on the abc seven storm impact scale. this morning from sutro tower. we are dry from this vantage point. we'll have that isolated shower chance early on. but the focus of your day is really in the afternoon and the evening for that light, steady rain across the entire entire region. we'll have those temperatures stuck in the upper 50s to the mid 60s as those showers move through and the pattern remains unsettled still through the end of the week. looking at the three day forecast, we're expecting the steadiest rain later on this

afternoon. and it's a similar trend both tomorrow and friday. scatter showers mainly in the afternoon and evening. and then friday, this low finally moves on shore and it will bring another round of wet weather to finish out the week. friday night, we're going to go hour by hour on future weather ready show you these systems coming through the next three days, coming up in about eight minutes, drew, thank you. >> another obstacle for the oakland a's. coming up, the new lawsuit out of nevada that could impact the team's move to las vegas. >> and crews say it will take several weeks to reopen a major freeway in los angeles following that destructive fire. >> many who live and work nearby say it's a difficult timeline to endure after several months, a humvee stolen from a bay area national guard armory has finally been found. >> the bizarre series of events that happened before law

santa rosa back in july. it was spotted yesterday morning in jenner, where police received reports of somebody in a humvee shoot at a p-g-and-e's truck. thankfully nobody got hurt. but when authorities found the vehicle, the driver led them on a chase. 25 miles south to pine grove. i got eyeballs on my humvee. >> chp is behind a shots fired suspect vehicle drivers, 40 to 50 year old male. shots fired at a p-g-and-e's truck. >> petaluma police threw out spike strips to stop the suspect. 34 year old anthony stable was booked on two misdemeanor warrants in multiple felonies. authorities also found a gun and ammunition in the humvee. >> if you ever plans to go to la for thanksgiving, it could be kind of tricky because interstate ten is still closed. and governor newsom says it'll take 3 to 5 weeks to fix that roadway after a huge fire over the weekend. interstate ten is a major artery in la with more than 300,000 commuters going

through that every day. drivers are now forced to either detour onto other freeways or to take the surface streets as well. >> usually it takes me 20 minutes to get here. it took me an hour and 15 minutes. i got to figure out who's going to take my son to practice different things like that. so it's definitely been annoying for sure. and you know, traffic in la is no picnic on a good day. >> the positive development is that the section of freeway that burned will not need to be demolished. but there are major repairs that are needed. >> 100 columns have been damaged and a 9 or 10 severely. but that shoring work will continue 24 over seven and it will allow us to reopen for traffic. >> investigators say they believe this fire was intentionally set. >> new developments with the oakland a's and a potential move to vegas. it seems this never ending saga is still far from over with the a's hitting another roadblock. the nevada teachers union is now filing a lawsuit to stop the public funding of a baseball stadium in vegas, claiming it violates the

state's constitution. these public funding issues could sour a's owner john fisher's bid to relocate from oakland to vegas. a source familiar with the mlb owners meeting that's happening right now in texas says they're expected to make a decision on whether or not to approve the a's move. a's fans have unleashed their air fleet flying a plane over the meetings with the message a's belong in oakland. vote no. recently retired a's closer. trevor may is disappointed and frustrated. >> you know, not the smoothest thing in the whole world. i don't think it comes down to it. there's just so many like even from a business standpoint, it's hard to even make the case that it's a it's a easy homer. it's not really a one of those like, we would be stupid not to move situations which those do exist and they have in the past. this isn't one of them. so that's what's making it really interesting. i think. uh- yeah, even from that standpoint, i don't really, you know, understand the urgency. uh- so

that next round of moisture moving through by 430. most of the region is underneath light to moderate rain as we get the evening commute underway, we'll track those scattered showers for the rest of the evening. the wet weather begins to depart by about 9 p.m. so again, in the overnight hours, it's a blend of stars and clouds with our next round of showers coming tomorrow afternoon, rainfall today likely see anywhere from a 10th to as much as a half of an inch of rain as our system moves through here. now, thursday, we'll get you into the afternoon. here comes another round of showers. i think these are more scattered in nature, not as widespread as today, but we'll continue to keep shower chances in the forecast, even into friday evening. so here's the accuweather seven day steadiest rain is coming later this afternoon and this evening. another round of scattered showers tomorrow and then finally this low moves onshore friday night into saturday morning. we dry out saturday evening and the second half of the weekend is looking delightful with sunshine and dry conditions as jobina. >> thank you, drew. good morning, everyone. so we have a

number of crashes reported on our roads this morning, starting with a couple of sig alerts. we're going to begin in vacaville where we're following this crash in the counter commute direction. it's eastbound 80 right before alamo drive. and what's interesting about this one, we learned that the big rig involved here was hauling a big thing of ice cream. so now that's all in the roadway causing a slowdown. so we're keeping an eye on that one. also in oakland, northbound 880 at fifth street, we're following a sig alert here involving multiple vehicles and that crash. and then i'm bringing in our kgo roof camera so that you can check out the embarcadero, because if you look at the bottom of the screen here, you can see some of the fencing that was put up yesterday because we do have a closure on a major stretch of the embarcadero due to apec that will be impacting you today if you move through downtown san francisco. so the closure is between battery street and broadway and i'll have more on this throughout the show. >> thanks, jobina. coming up, the seven things to know this morning. >> if heaven is a place on

charged with attacking congresswoman nancy pelosi's husband, paul. >> david depape took the stand yesterday saying he remembered hitting pelosi with a hammer. >> number six, if you have plans to drive to la for thanksgiving, you should know that interstate ten is still going to be closed. and officials say it will take 3 to 5 weeks to make repairs after an intense fire over the weekend . >> at number seven, a pretty unusual sight in mountain view. crews are testing this massive 400 foot long airship at moffett field. outdoor testing started last week. you could see it flying in the coming weeks. golden retrievers are taking over a farm in vermont, and it is all because of one post on social media. the owners of golden dog farm say a travel influencer posted a video suggesting the destination during vermont's fall foliage season. the farm owner believes visitors get a mental break when they just get to come and hang out with the dogs. the world's a bit of a heavy place right now. >> there's a lot going on, and this is just an hour kind of to

and it's expected to last for about four hours. >> we also know they are expected to cover a number of hot topic issues from trade, climate change and keeping an open line of communication. uh- chinese president xi jinping's visit during apec marks the first time he and president biden meet in a tension filled year. from today's meeting, we've learned the us and china are expected to announce an agreement that will see beijing cracking down on the manufacturing and export of fentanyl. part of the agreement says china will go after chemical chemical companies that manufacture the source material for the highly potent synthetic opioid. in exchange, the biden administration is set to remove restrictions on china's institute of forensic science, which has a controversial role in alleged human rights abuses. >> our reports that the us and china are set to announce that beijing will help cut down on the manufacturing and the export of precursor chemicals to fentanyl that often go through

need to, to rely on mass transit. so it appears that happened yesterday. we'll see about today, because a big closure that's going to jam things up is along the embargoed zero. so that's going to be between battery street and broadway. we can see it right across the street from our station here in san francisco. also the bay bridge. i saw this one. this morning as i traveled in. so if you're traveling westbound is going to be off to the far right side. you're going to see those orange cones. the far right lane is blocked there. and on the eastbound side, you're going to have a lane blocked as well. that will not end until friday at 9 p.m. then also, the off ramps are impacted today. and this actually started a little earlier than initially scheduled because it started yesterday. so that's going to be the fifth street and fourth street off ramps for you, the impacted stops for muni, there are several. so the best advice here is if you rely on muni to check the schedule to see what those delays may be because all of these red icons are the stops affected and this red area in the center, the hard closures around moscone center, the green

several times as he described his beliefs about hollywood and his attempt to, quote, search for the truth, showing little remorse for the attack on paul pelosi. depape lived in hawaii for two years before moving to the bay area to work as a carpenter. he told the jury he would spend his off time sitting in the garage where he lived, playing video games, watching youtube and listening to right wing podcasts. depape testified that one of those podcasters, james lindsey, talked extensively about speaker emerita. nancy pelosi and a university of michigan professor , also known as target one on his so-called hit list. >> if there are jurors on this panel that feel empathetic to him, that believe him, all it takes is one federal criminal defense attorney adam gassner says depape did not meet the bar for a federal insanity defense. >> but to reach the bar to be federally insane, to put in an insanity defense, you have to show by a clear and convincing evidence that he does not know the conduct that he's
