this evening for slick roads and also some gusty winds. here's a live look. this is our exploratory camera right now and what you'll find is that we are seeing mostly cloudy start to the day. it's the second half of your day. you focus your attention for the weather that will impact you the most. we'll find those light rain showers starting off right around 2 p.m. and lasting through about 9 p.m. this evening. we're anticipating up to half of an inch of rain is very possible. we'll go hour by hour on future by the way, of the system coming up in about nine minutes. let's check in with jobina angela travis doing this morning. >> thank you, drew. good morning, everybody. we have a number of sig alerts. so we're going to get right to it starting in vacaville where we have a backup in the counter commute direction. eastbound 80 before alamo drive. we have an overturned big rig. injuries involved here, multiple cars involved in a crash in oakland on northbound 880 right at fifth street. and according to the chp, they just updated us saying that that fifth street off ramp is going to be closed for about the next three hours while they work to clear that crash and all lanes are temporarily blocked right now near east palo alto and southbound 101 past marsh

road due to a crash there. we will end with a live picture from the bay bridge toll plaza. we're metering lights came on at 515 and i will have closures in just a few minutes. kumasi. thanks, jobina in just a few hours, president biden will be meeting with chinese president xi jinping at a historic estate outside the city. >> it's all happening at filoli estate in san mateo county. and the talks are expected to last about four hours. they're going to be discussing a variety of topics, the economy and even tiktok abc7 news reporter lena howland joining us live this morning with an inside look at that high stakes meeting. lena kumasi today's meeting with president biden and chinese president xi jinping is expected to happen 25 miles south of san francisco. >> president xi's visit during apec marks the first time he and president biden meet in a tension filled year yesterday. biden bill used this meeting as a chance to get washington and beijing back on a normal course corresponding once again. but a spokesperson for the white house

national council said the president was not going to be afraid to confront where confrontation is needed on issues where we don't see eye to eye. lily mcelwee of the center for strategic and international studies says while the talks should be considered procedural, they should be seen as dialog to opening communication on many issues, including ones important to san francisco and silicon valley. americans care a lot about tiktok, for example. >> think that tiktok is just one one of a number of technology issues that may or may not be discussed on ai. however, we may see move to begin the dialog of how to set controls on the use of ai in warfare. >> another key topic of today's meeting between biden and xi fentanyl. the us and china are expected to announce an agreement that will see beijing cracking down on the manufacturing and export of fentanyl. an agreement on this could be a big win politically

for the president and also for the city of san francisco. according to the city's department of health, they attributed the drug to 72% of the seven of the 620 overdose deaths that we saw in 2022. live in san francisco, lena howland, abc seven news. >> thank you, lena. now, before that meeting today, a landmark deal on climate change. the us and china have agreed to ease off fossil fuels and begin to increase renewable energy sources. it appears to be the first time china has ever agreed to cut emissions from any part of its economy. the framework of this agreement agrees to pursue efforts to triple renewable energy capacity globally by 2030, accelerate the replacement of coal oil and gas production, and make meaningful emission reductions in the us and chinese power sectors. >> there are lots of road closures and traffic changes because of the summit. jobina has the main ones we have to know about. >> thank you, reggie. good

morning, everybody. so our overall messaging is if you need to travel into san francisco too, please take mass transit because we have a number of closures. so we're going to start with the newest one on the embarcadero. this is between battery street and broadway. we can see it right across the street from the station. there's a lot of fencing up. you will not miss it if you come through the area because there not going to let you go here at the bay bridge. if you really have not been on the bay bridge in the last 24 hours, you may not know what to expect. but if you are going in the westbound direction, the far right lane is going to have a bunch of orange cones. you're not going to be able to pass through that area. and later in the day, we are expecting chp vehicles to be staged throughout that stretch of roadway. and then in the eastbound direction, the far left hand side is where you're going to see those orange cones that lane blocked all the way across. that will be in place until friday at 9 p.m. also the fourth street and fifth street, off ramps are now closed as well. there's plenty of signage.

you can't miss it and you can't get very close to it right now. speaking of not getting close to things, the moscone center, this red area you see here on the map, which is also near yerba buena gardens, is going to be completely locked down, essentially like a fortress for the rest of the week. the green area, local traffic, that means no rideshare vehicles, no food delivery service, the muni stops will be heavily impacted. that's where you see all of the red icons. so make sure to check the schedule. there are other mass transit agencies will be running their normal schedule. bart will have longer trains expecting more people there. on bart, we will keep updating you on this, keep reminding you on this. but of course, download the abc7 bay area app and also check out abc7 news .com for more detailed look at those impacts. kumasi >> thank you. jobina. this morning, climate activists will march to demand citibank and exxonmobil stop funding fossil fuels and it's just one of many demonstrations that we will be seeing here in san francisco during apec this week. now this is video from mission and third

sitting off our coast, you can see that stream of moisture, that cloud cover really just funneled into northern california this morning. so as we take a look at the commutes, the morning rush, there's an isolated shower out there. it's little impact because the rain is not widespread. that will come our way for the evening rush. we do anticipate widespread, steady light rain, slick roads, low visibility rainfall totals today. the steadiest rain later on this afternoon and this evening will likely see anywhere from a 10th up to a half of an inch of rain

check them out. so the agency shared this photo on social media. this is a new prototype that is built to prevent fare evasion. officials say it's not the final design and it is still a work in progress. but these fare gate prototypes are set to be installed in west oakland at the station there by the end of the year. wow dog owners are being warned about a respiratory illness found that could lead to severe disease or even death in their pets. the illnesses are known as strep zoo and mycoplasma strep zoo. symptoms include sneezing, nasal discharge, difficulty breathing and lethargy. mike plasma symptoms include lethargy, difficulty moving, fever and signs of discomfort. the san diego humane society temporarily paused, owner surrenders because

of the two highly contagious disease cases. this morning, we are hearing from the arkansas man who is a recipient of the world's first eye transplant. we first told you about this last week. aaron james is a military vet. he suffered a work related high voltage electrical incident which destroyed the left side of his face, his nose, his mouth and as his left eye as well. surgeons at nyu performed the transplant earlier this year. it took 21 hours. aaron talked about the importance of the procedure. >> you know, even can't see which i didn't have another to begin with, you know, after the accident, you know, at least, you know, we all can learn something to help connect person . i mean, that's how you got to start it, you know, you got to start it somewhere. so hopefully this opens up a new a new path. now he cannot see out of that eye yet, but he is hopeful his

broadway is going to be shut down. and there's fencing all around the area. as soon as you approach it, you won't be able to try and skirt by or anything like that. there's security wrapped around that area as well for the bay bridge, if you're traveling in the westbound direction, just to give you a visual, the far right lane is going to have cones lining the whole thing, orange cones. and we're also expecting as the day continues to see chp vehicles staged throughout that area as well in the eastbound direction. it's going to be the far left lane with those cones and the same kind of sight that won't open again until friday at 9 p.m. also, the fourth street and fifth street, off ramps shut down until friday as well. there's plenty of signage. you can't miss it. and you can't get through. now when you're in the city around moscone center and the yerba buena gardens, this center in the middle where you see all that red completely shut down like a fortress. and then where you see the green area, that's going to be local traffic. all of these red icons across the map, those are the muni stops that are going to be affected due to the street

keeping an open line of communication on chinese president xi jinping. visit during apec marks the first time he and president biden meet in a tension filled year. from today's meeting. we have learned the us and china are expected to announce an agreement that will see beijing cracking down on the manufacturing and export of fentanyl. part of the agreement says china will go after chemical companies that manufacture the source material for the highly potent synthetic opioid in exchange, the biden administration is set to remove restrictions on china's institute of forensic science, which has a controversial role in alleged human rights abuses. >> now, there are reports that the us and china are set to announce that beijing will help cut down on the manufacturing and the export of precursor chemicals to fentanyl that often go through mexico and are then through those supply chains. the drug is created and imported into the united states.

moving to the bay area to work as a carpenter. depape told the jury he spent his off time playing video games, watching youtube and listening to right wing podcasts. >> if there are jurors on this panel that feel empathetic to him, that believe him, all it takes is one federal criminal defense attorney adam gassner said he did not meet the bar for a federal insanity defense. >> talking about depape, of course, depape told the jury he only remembered hitting paul pelosi once, but a surgeon said pelosi was hit three times as depape admitted that he went to the pelosi's home in october to discuss last october to discuss russian involvement in the 2016 election. yesterday, the jury also heard from one of depapes alleged targets, gayle rubin, who is a women's and gender studies professor at the university of michigan. depape believed a false theory that she supports child pedophilia. that was a journey that was coming up . a fight breaks out at the warriors game. the two dubs players who got ejected before any points were scored.

we are tracking steady light rain this afternoon and this evening. so that's going to impact your day, especially if you're commuting later on. here's a live look from our golden gate bridge camera. the clouds are certainly in place. we're starting out with overcast skies. but it's this afternoon and evening that the storm impacts scale really gets its use. it's a level one light storm today with those scattered showers and downpours gusty winds, slick roads, low visibility all on the menu later today. here's future weather. we'll go hour by hour showing you that rain arrives this afternoon, noon and then it's pretty steady throughout the evening hours with this rain that'll taper off likely after 8 p.m. and the overnight hours will turn to mostly cloudy conditions and dry skies to begin your thursday. but rainfall totals area wide, we will see probably a 10th to as much as half of an inch of rain moving through here later on today. and again, that will create some slick roads and lower visibility highs today underneath those showers and downpours are pretty much limited to the 60s for daytime highs overnight tonight, we get rid of the showers, but we keep a lot of the cloud cover.
