biden announced an agreement to prevent supply chain disruptions . >> if we had this agreement in place we're talking about today, we would not have had to lay off so many auto workers because lack of semiconductors and many other examples. the agreement involves 13 apec member economies, including japan, south korea, india and singapore. >> it also has provisions to combat corruption and to transition asian these economies toward green energy. for more on apec and a brewing controversy involving elon musk, we go to abc7 news anchor kristen sze at moscone center, where today was the super bowl of apec week, if you will. >> the big day, the culmination, the coming together of world leaders. but like in any big game, there's always a bit of controversy. >> the united states is a pacific power. >> president biden was the star attraction at the moscone center today. he started the day speaking to a huge audience at the ceo summit, then going across the street to meet with the leaders of the 21 apec member economies. the group

smiled for the so-called traditional family photo. the idea was started by president bill clinton 30 years ago as a way to foster trust. but a highly anticipated leader did not show up today. tech leader tesla ceo and owner of the social media platform, elon musk, he was to be on an afternoon panel about artificial intelligence, but us special presidential envoy on climate ambassador john kerry took sk place alongside salesforce ceo marc benioff, the official reason aipac gave for musk no show was scheduling conflict. but it comes amid heavy criticism of musk after he commented on an anti-semitic post. critics say he was showing support for the hateful message. another point of intrigue arising from the summit was last night's simultaneous dueling events between president biden's party at the exploratorium and chinese president xi jinping's dinner at the hyatt regency. it was reportedly attended by state politicians and local politicians and top business leaders, including elon musk and

apple ceo tim cook. chairman mike gallagher of the house select committee sent a letter to the organizers demanding a full list of guests and companies, including those who contributed the reported $40,000 to sit at xi's table. politico analyst and hoover institution fellow lanhee chen explained why the dinner attendance is raising congressional eyebrows. >> i think in the context of the current situation between the us and china, it is noteworthy that companies felt the willingness to continue to engage even though they knew there was some potential political blowback. they had to know that given everything that was going on and if they didn't know that, then they were caught unprepared. >> chairman gallagher, a republican, gave organizers until november 21st to supply the guest list. abc7 news reached out to the us-china business council, one of the organizers and we have not yet heard back. back to you. >> all right, thank you, kristin. an apex final day is tomorrow. today was the final day of the ceo summit. as you

saw, president biden addressed the summit this morning. and tonight he's hosting an apec dinner at the legion of honor. and that means intense security, including road closures and barricades around lincoln park as seen on this map here on abc7 news. reporter suzanne phan is live near the park. >> so, suzanne, what does it look like from your vantage point? >> well, tonight we are at clement and 33rd avenue and right here you can see lots of metal barricades up the hill. you can see lots of flashing lights. now, of course, president biden, the first lady, and a lot of dignitaries are expected here at the legion of honor. we can tell you that a number of cars were towed a little bit earlier and that's because they're expecting a lot of motorcades to be coming this way. another motorcade catches the attention of onlookers, including romsey, baha'i, baha'i, owens, pine and jones market on nob hill. because of all the escorts for dignitaries there are no parking signs on pine street and california street and we're implying it's a tow away zone.

>> they did it for only today because i feel like the president might leave through here the no parking signs are in preparation for the big apec event at the legion of honor. >> for people who live in the outer richmond district, say you've got to take those signs seriously. >> they had a line of tow trucks and they absolutely anyone still parked here after 8 a.m. got towed. we saw at least two from this block here because of the legion of honor event. >> clement street is closed between 33rd and 42nd avenues. liz tells lives in the area. she doesn't mind, but some of her friends do. the va hospital up the street. >> i definitely know a lot of folks that work at the hospital tend to park here on this area, especially because we have so much parking on this block specifically in front of the park. so i think it's hard for them. >> extra barricades are up more uniformed personnel have arrived. law enforcement and secret service officers now have the area around the legion of honor secured. >> i think it's interesting. it's exciting. this isn't an everyday occurrence, but at the same time, it'd be nice to know when things are coming through,

live doppler seven. you will see multiple lightning strikes near pacifica, half moon bay area. they've been seeing that thunderstorm developing. i'm going to track this for you. that cell with multiple strikes moving towards daly city. 643 the sunset district at 656. now the rainfall rates with this system have been intensifying. so if you get caught under one of these downpours, i mean, we're talking about over two inches per hour. light to moderate showers right around antioch deer valley road heading out towards highway four. so we are seeing some wet weather beginning to sweep across the bay area. more thunderstorms not out of the question as you will notice, off the coastline. we've been seeing those. it's a light level one storm that has been just parked off california's coastline for days now. and as we time this out for you, the shower activity continues heading into seven, 8:00 tonight, 11 p.m. it's starting to move northward on our storm impact scale. exclusive to abc seven news. it's a level one

through tonight. showers brief downpours, slippery roadways, breezy, even isolated thunderstorms. so the best likelihood of lightning, this is the san mateo bridge would be along this area. so obviously, be careful if you do have to hit the roads shortly, larry. >> all right, sandhya, thank you . traffic is flowing smoothly right now on the bay bridge following a protest this morning that shut down all westbound lanes for more than four hours. it created a huge backup. this all began around 7:45 a.m. more than 100 people abandoned their cars, many chaining themselves together, others lying on the road, preventing anybody from getting by their goal. send a message to president biden to stop the aid to israel and the loss of civilian life in gaza. >> we have so much empathy and compassion because we know it was a huge inconvenience. but times like these and moments like these call for us to be inconvenienced. you can protest. >> you have your first amendment rights. don't do it here on the bridge. don't impact people's lives in emergency vehicles.

people needing to get to the hospitals, work in schools. you all officers arrested 81 people and towed away more than 15 vehicles. >> take a live look right now at the bay bridge toll plaza west bound traffic. you can see on the right side of your screen, it's backed up, but it's not anything like it was earlier in the day when the protests were going on and the bridge was shut down. and then it opened very, very slowly. now the protest caused a massive, massive backup into the east bay, even affected people who weren't trying to cross the bridge. they had to find alternative means. abc seven news reporter anser hassan joining us live now with some of their stories. answer >> yeah, larry, good evening. chp says the bay bridge we open at around 12 noon and over the past few hours no problems at the toll plaza. no problems on the bay bridge. it wasn't the morning commute. many were expecting. nikema randall was on her way to work in downtown oakland. i'm going to go through

emeryville and then try to get to downtown. you tell your bosses you're going to be late. >> my boss is on the phone right now. i'm like, okay, what's happening in emeryville, police spent hours directing traffic as the on ramp to westbound 80 was closed because of the protest that shut down the bay bridge. >> some commuters tried their luck on city streets but were also stuck. what's this traffic been like for you? >> well, for me, it's been hell. >> lydia navarro spent 2.5 hours in the car. she says she's lucky she didn't have to travel across the bay bridge. >> i'm headed right around the corner, but i come from santa rosa today. i'm 30 minutes late. >> pro-palestinian protesters calling for a cease fire in gaza blocked all westbound traffic on the bay bridge during the morning commute in the backup, not just commuters. ucsf telling abc7 news that three couriers trying to deliver organs for transplants were also stopped. at least one surgery was canceled. >> so we expect there will be more problems in the afternoon

with patients who are trying to arrive now for surgery. >> and then there were those who were just parked in emeryville waiting for the bay bridge to reopen. people are out here honking and trying, turning around and watching and wondering. teresa knight was on her way to san francisco. she exited the freeway because of a mechanical issue with her car. and those few hours she was able to get her car fixed and then just stuck waiting for the bridge to reopen. i would have had to get off anyways. >> nobody's going that way anyways. there's yeah, there's nobody getting through. it's a dead stop. >> we did get an update from ucsf. they say all their trans patients are either in surgery or recovering, so there were no adverse effects because of the bay bridge shutdown. reporting live anser hassan. abc's seven news. >> well, let's glad glad to hear that answer because so many people were impacted today and many of them we hope were using the abc seven news app. we sent this out, an alert just minutes

david to pap, showing no emotion as the verdict was read in san francisco. federal court. he's now facing up to 50 years in prison when sentenced for now. that is scheduled for next month . de papa is also still facing state charges. and san francisco's district attorney says they're prepared to move forward with that trial on charges including attempted murder and elder abuse. federal prosecutors say today's verdict sends a message in america, one's free to believe whatever they want and to engage in impassioned political debate. >> what with this guilty verdict on all counts sends a clear message that regardless of what your beliefs are, what you cannot do is physically attack a member of congress or their immediate family. the pelosi family released this statement. >> it reads in part, quote, the pelosi family is very proud of

their pop who demonstrate extraordinary composure and courage on the night of the attack, a year ago and in court this week. thankfully, mr. pelosi continues to make progress in his recovery. >> that is good. all right. whether we need to check on that rain that's coming back. >> yeah, sandyha patel joins us. >> yeah. and ama and larry, let's take a look at live doppler seven right now because it is becoming active along the san mateo coast. we do have thunderstorms that have developed. i'm going to take you in closer to where we are seeing some of the heavier activity. you can see multiple lightning strikes right now right along hickey boulevard, daly city, fleetwood drive. we are seeing some heavy downpours. the rain has spread all the way out towards the millbrae area. burlingame burlingame drive is also seeing some of that. it is moving in the direction of sunset district at 648. if it holds together, the marina district here in san francisco at 702, special marine warning for the offshore waters until

630 as gusty winds are accompanying the thunderstorm. so as we had expected, we are seeing the activity picking up in the inland east bay right around antioch. deer valley road, james dunnellon boulevard, pittsburgh, some light to moderate showers. so we're going to widen the picture here. i'm going to show you what's been bringing us the showers and the thunderstorms. it's basically an area of low pressure off the coastline here that has just been cut off from the main flow. the jet stream is not actually moving that storm along, but that is going to change come saturday. it's a light level one storm. so we're basically going to look at that storm continuing to send us waves of energy through saturday and then things will quiet down. look at this view from our emeryville camera. absolutely stunning of san francisco. the view from our san mateo camera. certainly watch out for lightning if you are driving right now, 63 in san francisco, mountain view, oakland 65. san jose 59 in half moon bay and from our santa cruz camera, a beautiful view right now. temperatures in the low to

mid 60s from santa rosa to napa, 60 fairfield, 64 concord and all decked out the embarcadero from our explorator camera here in san francisco, brief heavy showers and some thunderstorms tonight. periods of wet weather through saturday and we're looking at dry pattern warmer weather next week on our exclusive abc seven news storm impact scale. this is a light level one storm through tonight. those showers with the brief downpours, slippery roadways, certainly breezy and the isolated thunderstorms will include gusty winds. if you do see one of those cells right overhead. so watch out, 7:00 tonight, the activity shifts northward, 930, the north bay is seeing the wet weather. and then as we head towards the overnight hours, it's mostly clouds, maybe an isolated shower or two. but tomorrow afternoon at 430, we start to notice some showers redeveloping as we head into the evening rush, more activity. and then 1030 tomorrow night, seeing some brief downpours as saturday. we have another batch coming in here in the morning and it continues pretty much through the afternoon and into

athletics. it's not really that simple. what happened today was merely a step towards what they want to do and approval in las vegas. but there are still many more questions and answers. and while major league baseball owners voted unanimously and waived the relocation fee, what they didn't do was present any actual information about the financials of the move, show anyone, even a rendering of what this ballpark is supposed to look like, or tell anyone where the a's will play after 2024. the only thing we know for sure is that oakland fans are devastated today is an incredibly difficult day for oakland a's fans. >> it's a great day for las vegas. yeah oakland has a lease. >> the a's have a lease at the coliseum in oakland. so they're going to be there in 2024. and we're exploring a variety of alternate lives, including staying at the coliseum for the remaining years in the interim. >> i've always been very clear that my door is wide open, and

effort to what they call a recall is really an attack on our democracy. >> and that is so important. people voted, as i said, it's been a year ago. people voted for me for change, for a new direction. and so it's bigger than me. da price is launching protect the win a campaign to push back against what she calls false narratives by election deniers. it's about people who don't want to see the criminal justice system reformed and don't want to see change. and unfortunately, they were able to get outside money to fund that. and it's part of a national attack on progressive prosecutors. unfortunately it has come to alameda county. >> price points to major initiative that she's launched just this first year in office, such as hiring more than 120 new staff, including attorneys and victim advocates, expanding the felony trial team, increasing mental health services and addiction recovery through the court systems, a $4 million in funding to fight organized

retail theft. >> i hope that we will be able to engage people in a real dialog now a continuing education campaign about what the role oftorney is, what i cad cannot do, what i hope to be able to do and what we are actually doing. >> leading the recall effort is a coalition of community groups who say they already have the 73,000 signatures necessary to get the recall vote on next year's ballot, although those signatures still need to be verified. they claim price's philosophy as a prosecutor makes her soft on crime. when she says restorative justice, she forgets about the victims. >> and the goal of diversion programs are for dismissal. she considers home detention, incarceration. so that's why we have an increase in crime. >> i'm not lenient on crime. the fact is, the tough on crime rhetoric and the policies of the past have failed us. d.a. >> price was elected on a campaign for reform to root out racial and economic disparities

year ago, it was 547. >> all right. so that's some good news. this is not your p-g-and-e's bill is going up next year after debate, then deliberation. the california public utilities commission granted the rate increase today, although it is not the full increase that the utility company had been asking for. abc7 news reporter cornell bernard has the details. >> overall, this is an extremely difficult decision. rates are slated to increase and bills will be higher for customers. >> california public utilities commissioners say they struggled with p-g-and-e's rate hike proposal, which will increase the typical monthly bill about $32 or about 13, starting in january. >> we know families already struggle to pay their bills, cut back on energy usage at the expense of their own comfort. we also know that the grid and the pipelines that serve these same families need upgrades, repairs and reinvention. >> the proposal unanimously approved by puc commissioners. it's about $1.8 billion less than the utility request.

p-g-and-e's says the rate increase will allow them to underground about 1200 miles of power lines and increase vegetation management to reduce wildfire ignition risk. it'll also allow the company to upgrade capacity on its electric grid. but dozens of people calling into the hearing said no to the rate hike, no p-g-and-e's doesn't deserve a rate hike. >> it deserves to be regulated back where it belongs in bankruptcy. i am a campfire survivor in paradise, california. >> p-g-and-e's rate hikes are outrageous. fire victims have not been made whole by the rate increases that are proposed are just mind boggling. >> calif consumers energy consumers can't afford. >> former san jose mayor sam liccardo now directs fair california. >> we're all frustrated as so many californians are, that we are having to tighten our belt so severely to pay for rapidly rising p-g-and-e's bills. and the company is not tightening

its belt at a time when it's paying its ceo more than $60 million in compensation. >> in a statement, p-g-and-e's ceo patti poppe said, we appreciate the commission for recognizing the important safety and reliability investments we are making on behalf of our customers, including undergrounding power lines to permanently reduce wildfire risk. thursday's hearing was held in el centro in imperial county. the cpuc says it's designed to enhance community outreach. but liccardo says the venue location was likely no coincidence. >> clearly it's not ideal to have a hearing in el centro. hundreds of miles away from the nearest p-g-and-e's customer at a time when they're deciding how they're going to impose billions of dollars of new costs on ratepayers and utility commissioners say granting the rate increase will require accountability from p-g-and-e's. >> the company will be required to file annual reports on their progress upgrading the grid. the rate increase takes effect january 1st in the newsroom.

struggles on the streets for the unhoused are often debilis stating that's what makes safe, stable housing so important for so many, including jocelyn arenas. >> if i hadn't been accepted into a housing program with my son at the age of 16, i honestly don't know where i would be now. today i probably and i'm being so honest, i don't think i would be here. >> and she's not alone. according to the bill wilson center, california is home to 32% of the nation's homeless, unaccompanied youth and san jose has the highest per capita rate of youth homelessness in the country. we have nearly 85 homeless youth. >> that's youth between ages 18 and 24 years old. for every 100,000 residents in san jose, we must do better with the sound of construction in the background.

>> san jose and santa clara county take a step towards better downtown san jose's pavilion in is being transformed from a hotel to 43 units of permanent affordable housing for youth. it's jamboree housing's first 100% dedicated housing project for people aged 18 to 25, experiencing homelessness or coming out of foster care. >> we hope that this will be a springboard for our our new incoming residents to move on and that it will be a place for them to feel safe and secure, a place where they're valued, a place where they can be themselves. >> something that's a challenge for people struggling with housing security at this age. after success in a similar program, arenas is now a housing activist. she believes this new project will lead to similar successes for future youth residents. i just know that this this property is it's going to be life changing. >> this is incredible project behind us. this is how i cultivate hope that we can have a brighter future than we have today and that we can end up in a place where there are no youth

kind of a rough day for fans of the green and gold. obviously, as the team inches closer and closer to leaving. our own casey pratt has been following this saga for years now. look we figured this day was coming, but it's not necessarily over just yet. >> yeah, not quite yet. and i feel like i have to keep cautioning people. yes, this is another big step for the a's towards las vegas, but there's still a lot of road left to travel. and we're talking desert roads filled with pitfalls and fake renderings to sure. major league baseball's owners unanimously approved the a's move and also waive the relocation fee. but what they didn't do was present any actual information or show anyone, even a rendering of what this ballpark is supposed to look like. so for now, the only thing we know for sure is that the a's will be playing in oakland through 2024. and after that, who knows?

>> i have no issue with the city of oakland or the mayor. you know, we tried very hard to make a deal in oakland. we did that out of respect for the fans in oakland. >> the outcome of the vote is extremely disappointing, not only as the leader of the city of oakland, but i know that it's going to be hard for the fans as well too. and so but we all know that there is a long way before shovels are in the ground and that there are a number of unresolved issues surrounding this move. >> yeah, so a lot of unresolved issues. mayor shengtao says she wants to keep the door open maybe for john fisher to come back to the table. that's highly, highly unlikely, but especially for the mlb commissioner to try to extend the lease at the coliseum and maybe oakland can get some things back in return for that. all right. >> let's try to do a little bit of a deeper dive since we have a few minutes here. why would baseball owners who've watched john fisher live off of revenue sharing for years and years and years with a plan even in vegas

that includes more revenue sharing in a new park, why would they waive the relocation fee? we could be talking 1 billion or $2 billion. why would they gift him this? >> yeah, not only are they gifting him the relocation fee, they're also not now getting an expansion fee for vegas, which was a prime expansion market. so i think the real reason they're doing this is to point out and make the case that, look, you don't play ball with us, municipi localities of major league baseball, this is what's going to happen to you. and you saw the head of mlb's relocation committee, the brewers owner mark attanasio, asking at the moment for public funds and receiving them today, 500 million as he finished this relocation situation for the a's. so really, it kind of tells you the fix is in a little bit and these guys don't want anything to get between them and free money. yes, free money. >> we all like free money. >> everyone likes free money. >> all right. so let's focus on potential stumbling blocks. and there is some opposition in las vegas. and if this goes to a
