from apec in just a moment. but first, we're going to begin with a tragic story out of santa cruz. county deputies say a five year old boy, five years old, fatally stabbed his twin brother with a kitchen knife. >> abc7 news south bay reporter lauren martinez has new details on the investigation tonight. >> the santa cruz county sheriff's office says they are heartbroken for the family of two young boys on wednesday, just before 4:00 pm, deputies responded to a home in unincorporated scotts valley. officials learned that a five year old boy stabbed his twin brother, the five year old was in an altercation with his five year old twin brother. >> unfortunately, the brother did obtain a knife, a small kitchen knife and stabbed the other five year old who ended up sadly passing away, authorities said. >> the five year old victim died at the hospital. >> through investigations, witness interviews, there was no no negligence. you know, this

ended up being just a very tragic, horrific situation. >> after investigator was coordinated with the district attorney's office. no charges will be filed against anyone involved. >> the fact that the sheriff's office came out so quickly and deemed this not a negligent situation suggests that this family was acting appropriately, that this was just a one off, horrible, tragic event. >> authorities say they will not be releasing any identif information. a psychologist says it's tragedy that's hard to blame anybody. they are five five and they probably likely just developmentally don't have the notion of what is the true implications of their actions. >> and so this is one of those things where i think they're probably going to struggle with for the rest of their lives. and you hope that they get adequate, you know, psychology, medical help. >> thomas plant suggests those in the community, neighbors or

parents of classmates, be careful not to be overly critical. >> i think emphasizing kindness, graciousness is non-judgmental is probably the way to go and not do more damage than what's already been done. >> now, the sheriff's office says this kind of tragedy is something that stays with officers and other first responders. their entire careers. the sheriff's office says they have already started the process of setting up their peer support team. live in san jose, lauren martinez, abc seven news. >> such a tragedy. all right. we do continue to move on to other news tonight. another busy day in san francisco as the apex summit took over the city again, there were more protests, including one that saw groups supporting china and critics of the chinese communist party clash at third and market streets. police created a line to keep them apart at moscone center, there were more events,

including the women's meeting where vice president kamala harris unveiled an initiative. >> so this initiative will invest more than $900 million from the public and private sector as these investments will support women in what is called the blue and green economy, which means supporting women in industries that contribute to a sustainable future. such as clean energy and conservation. >> this afternoon, president biden announced an agreement between numerous apec members to avoid supply chain disruptions. >> president biden took his hosting duties to the legion of honor tonight to host apec dignitaries. you see canadian prime minister justin trudeau. there was just one of them. the dinner included a toast from mr. biden with a quote from a late stanford poet as abc seven news reporter ryan curry explains, many locals toughed out the rain to catch just a glimpse of the festivities. >> heavy rain as president biden approaches another event at this year's apec summit. a dinner at

the legion of honor hosted by the president to recognize each of the member nations. >> please join me in raising your glass to our people, to our to the pacific, and to the possibilities of all we can do together. here, here, here. >> people living in the richmond district lining up along california street, toughing out the wet weather to get a look at the president's motorcade. president biden and his motorcade went through a different entrance to the legion of honor. but here off clement street, this is where majority of the motorcades and other dignitaries are entering for tonight's gala. one even came through while we spoke with michael ryan, who says this neighborhood doesn't normally see this level of attention. >> we've seen maybe a fundraiser stuff go on at the salesforce owner guy who lives on seacliff, but nothing like this at the legion of honor. >> each of the dignitaries arriving to a red carpet before dinner. president biden says this week is about building stronger relations among the

member nations. >> together, we can harness the power of the pacific to grow our economies to uplift our workers, to protect our planet, and to connect our people to one another. and the future of greater prosperity. >> one day of the apec summit remains, as the president has already met with leaders from various countries and ceos from major corporations. >> as so much of history of the world will be written in the asian pacific in the coming years. >> people in san francisco say they never imagined their city would become one of the most important places in the world for a short period of time. >> this is a quiet part of the city, so there isn't a reason to really come out here. >> i guess. in san francisco, ryan curry, abc seven news. and after dinner tonight, president biden signed a spending bill to avoid a government shutdown. >> it will keep the government funding at current levels for about two more months, giving lawmakers some time to negotiate a long term deal aid for ukraine and israel will remain on hold.

>> all right. it is time to turn to our forecast because we saw the rain and even some lightning with us today. abc seven news meteorologist sandhya patel is tracking our weather ahead. sandhya. yeah ama, it was an active day and we may be seeing two more rounds of the activity as we head towards tomorrow and saturday. >> certainly we'll see rain. >> when i say active, i mean thunderstorms. so let's check out what's happening right now on live doppler seven. we do have a wide swath of light to moderate wet weather showers moving through the marina district in san francisco. mission heading into emeryville and oakland and i'm going to track that moisture for you. moving northward and eastward as we head into 11:11 p.m. it'll be passing berkeley, the heavier rainfall. so just be prepared as we go hour by hour. looking back at what happened, we had several thunderstorms from the san mateo coast to the north bay and that area of low pressure light. level one storm continues to spin off the coast. so a couple more days of some shower

activity and the chance of thunder before this all winds down tomorrow afternoon. the rain fall picks up. it'll be more widespread as we head towards tomorrow evening on our storm impact scale. exclusive to abc7 news. it's a level one through tomorrow. those showers will be briefly heavy at times chance of thunderstorms and slippery roadways. i'll be back to let you know if your entire weekend is going to be a washout or if we will dry out for part of it coming up. dan? >> okay. thanks, sandhya. tomorrow boreal mountain opens for the season in the tahoe area, but it's a bummer for two of the biggest tahoe ski resorts. the runs at heavenly and north star will not open tomorrow after all, as previously planned, a warmer than expected temperatures this week are delaying the start date until further notice. all is not lost, though, for anyone desperate to get up there and ski mount rose near reno opened last week. >> all right. let's take a live look at the bay bridge and things are a lot smoother now than they were about 12 hours ago under the backdrop of the

apec summit, dozens of protesters shut down the bridge for hours for drivers trying to get to san francisco. police eventually moved in and arrested the demonstrators and all lanes reopened around noon. the images made for a day. we will not soon forget here in the bay area, especially for those who are caught in the middle of it. fire now! cease fire now! a large group of protesters calling for a cease fire in gaza brought traffic to a halt around 730 this morning on the bay bridge. they got out of their cars and chained their arms together, blocking all lanes in the westbound direction, causing a nightmare for drivers heading toward san francisco. we caught up to one person who said he missed his flight out of san francisco international airport. >> sympathy and a little bit off, kind of a combination. i understand their plight and certainly admire it, but wish i'd gone further. >> the protesters hung banners on the span and saw aipac as an opportunity to get their message out to the world. my people are dying for president biden. >> we're a group of people from

all different communities, walks of life and the reason why today was important to us is because joe biden is in town for the apec conference and we need joe biden to know that he has is probably the most power in this situation. it took hours for law enforcement to clear the road. >> eventually, dozens of california highway patrol officers in riot gear moved in. some getting into confrontations with the demonstrators as they made dozens of arrests and towed at least 15 cars tied to the protest. the chp says some of the activists went as far as throwing their car keys into the bay. >> i don't know necessarily call it a peaceful protest, but when you stop tens of thousands of people from being able to get to the hospital, being able to get to school and being able to get to work. >> the chp says it will be working with the san francisco district attorney's office to determine what charges the protests should face. >> let me state first and foremost, we are 100% in support of people's rights to exercise their first amendment. this is

the wrong way to do it. this is 100% wrong. it's unacceptable and it's illegal. >> and that wasn't the only demonstration we saw today. pro-palestinian activists gathered at uc berkeley to call for a cease fire in gaza. you can see they hung a banner down the side of the campanile. the message, cease fire now, free gaza. the chronicle reports there were no israeli flags or pro-israel supporters visible near that protest. >> it guilty on all counts. a jury today convicted the man charged with attacking paul pelosi. last year, david depape, showed no emotion as the verdict was read in san francisco federal court. he faces up to 50 years in prison when he's sentenced. for now, that's scheduled for next month. do keep in mind, still faces state charges. these were federal today. and san francisco's district attorney says they are prepared to move forward with that trial on charges including attempted murder and elder abuse . federal prosecutors say today's verdict, it sent a message in america, ones free to

believe whatever they want. >> and to engage in impassioned political debate. but what this guilty verdict on all counts sends as a clear message that regardless of what your beliefs are, what you cannot do is physically attack a member of congress or their immediate family. >> the pelosi family released this statement. it reads in part, quote, the pelosi family is very proud of their pop, who demonstrated extraordinary composure and courage on the night of the attack a year ago, an said in the courtroom this week. thankfully, mr. pelosi continues to make progress in his recovery, beating the blockade. >> how one chef is stepping up to help some san franciscans affected by the apex security perimeter. >> the major stretch of fire damaged freeway is being fixed much sooner than expected. in los angeles, how governor newsom says it's going to get done and a history of the family photo at aipac. >> there have been many outfits in each host country over the years. so we wanted to know what

summit that perimeter is so tight that it's even disrupted the seniors regular meal delivery service. >> so i said, we've got a kitchen in. we'll take care of it. >> chef kathy fang runs fang restaurant, a popular eatery nearby, and she says when she heard what was going on, she felt obligated to help delivering more than 150 meals. on thursday. >> and i immediately thought of my grandparents and i'm thinking, you know, all these elderly people in their their other people's grandparents, their other people's parents. >> but even outside the perimeter daily life has been impacted for countless people around san francisco. that includes in chinatown, a neighborhood that was hoping to get one of the biggest boosts from apec at the golden gate fortune cookie factory owner kevin chan says business has been significantly down. the traffic cannot cross market street and people are the locals. >> they want to get out and then the tourism cannot come in. it's a similar story at other places around chinatown too, where streets have been noticeably empty in recent days. >> stephen lee owns multiple businesses in the area. on

thursday night, he hosted a walking tour of several historic bars and lounges in the neighborhood. he said with most of the major apec events now wrapping up, he hopes the city's international visitors will have more time to explore parts of san francisco thursday, friday, saturday should be really busy for all his businesses. >> we're crossing our fingers until that time comes, though, chan is encouraging locals to remember to stop by their favorite spots to this year, come to support not just apec local business, the mom and pop store in san francisco, tim johns, abc seven news. >> we have new updates tonight on the major los angeles freeway that was damaged last weekend by a fire. according to governor newsom, interstate ten will reopen by tuesday. that is a drastic change from the initial 3 to 5 weeks estimate. we've doubled what we've doubled. >> we've doubled the crews. we've doubled down on our efforts here. materials and supplies have presented

themselves without any hindrances or any problems. things continue to move favorably in our direction. >> the fire badly damaged the freeway and burned through numerous wooden pallets, trailers and vehicles stored below the raised interstate. authorities say they are investigating arson as the cause of the fire and new at 11, a big win for much needed student housing in san jose, san jose state university and a developer have reached a $113 million deal for more student housing. the deal involves one of the towers of downtown's signia hotel. the entire development will have beds for 700 students, including 124 affordable beds. renovation of the hotel is expected to begin almost immediately. >> all right. we are nearing the conclusion of the apex summit, and that means world leaders come together for the customary family photo. they usually wear something that reflects the host country's culture. us presidents like clinton, bush and others have worn all kinds of outfits

lasers over san francisco all lit up in rainbow tonight. that looks so cool. and it was as the rain was falling. >> spectacular. >> this is amazing. >> yeah. going up market street from the ferry building. very, very cool. and it was a little drizzly in the city tonight and other spots really poured. >> yeah. let's check in with abc7 news meteorologist sandhya patel who is tracking the rain forest. >> sandhya yeah, that's right. and dan and omar. that was just so magical to see the rain and to see those laser lights. let's now talk about beneficial rain that is moving through the bay area right now. we're going to go to live doppler seven light to moderate rain falling right around larkspur mill valley across 580 heading into point richmond. and you will notice from kensington to emeryville, we are seeing some pretty steady rain heading out towards el sobrante to san francisco. the sunset district. it is wet tonight right now if you know and if you've been out towards the sunset district, especially when that moisture is coming off the coastline, then, you know,

the visibility could be poor. so plan accordingly for the morning commute as we are expecting the moisture to be left over and that'll allow the fog to form area of low pressure off the coast. spinning up that band of thunderstorm activity that we saw earlier today. we certainly are going to see another round or another possibility of it tomorrow as you will notice, this is from the severe weather prediction thunderstorm probability. it's marginal, but it's there for much of california. a live view from our emeryville camera. just absolutely beautiful view of san francisco. 24 hour rainfall totals this is just a sampling. oakland 500. san francisco, 700. san rafael, eight 1800s. mountain view picking up five hundredths and montara. remember, there was a thunderstorm earlier tonight, 3000/300 of an inch of rain. all right. the climate prediction center came out with their winter outlook today for the three month period, december through february. and they basically said temperature wise, we're going to be above average out west across the northern

portion of the country. and in terms of rain, we are going to be above average. this is the prediction for the western us parts of the central us and the southeast. now keep in mind we're in an el nino year and a strong el nino is expected to continue for this upcoming winter and possibly into spring. that doesn't guarantee a lot of rain, but this is what their prediction is. 50 and 60 on those temperatures right now. there's a cool view of that laser light over san francisco. so over market street from sutro tower, brief, heavy showers and thunder chance tomorrow. one last round on saturday and dry pattern and warmer weather is coming our way next week. it's a light level one through tomorrow with those brief downpours, chance of thunder and slippery roads. now tonight, a few more showers tomorrow morning, you get a breather. an isolated shower or two, and that's about it. it's tomorrow afternoon that we see our next round of action here, 3 to 6 p.m. unfortunately, during the commute, during the apec summit that's going on,

people are going to have to deal with the downpours as we head into saturday morning. another push of some moisture coming through saturday night. you're still looking at those scattered showers, cooler air moving in. and look at early sunday. might still see a pop up shower or two. and then this system pretty much pushes on out of here. so rainfall projections will be about 2/10 of an inch to three quarters of an inch. but wetter locations picking up about an inch and a half of rain. your morning temperatures, 40s, 50s, watch out for some fog and some damp roadways tomorrow afternoon. you're looking at 60s, 70s and you definitely will need your umbrellas. accuweather 70 forecast thunderstorms and showers is level one for friday saturday early morning chance on sunday before your weekend plans begin and then we're looking at chilly mornings but certainly warmer days leading up to warmer days leading up to thanksgiving. so it for your most brilliant smile, crest has you covered. ♪ (laughing) nice smile, brad.
