6:02 pm
extra security measures. >> it's cost us tens of thousands compared with this time last year. it's over loss in revenue. >> executive order, bar and lounge is inside the security perimeter, but there are no security checks needed to access the business at 868 mission, you can just come right off of fifth and mission street. >> you can walk down from market street, one of the hardest hit businesses is bonchon korean fried chicken. >> it's inside the metreon in the highest security zone. at the end of the day. wednesday, the owner closed his business for the rest of the week. bonchon lost at least $15,000 this week in sales. >> wednesday, the day we closed, we were down 80. we are a restaurant that normally serves 300 customers per day and, you know, we were served 58 all day. >> business owners are frustrated. they want city leaders to know it in response, supervisor matt dorsey of

6:04 pm
actually lower than last week. the westbound side of the bay bridge was closed for four hours yesterday after protesters calling for a cease fire by israel blocked all lanes. the mtc, which tracks toll crossssis , logged nearly 70,000 fewer vehicles compared to other days this week. that's about one third the usual bridge traffic during this week of apec bridge crossings have been lower every day compared to this time last year. >> another noticeable difference this week, the number of homeless, especially around moscone center and in downtown san francisco. where did they go during aipac, abc seven news reporter luz pena went to the streets of the city to find out and she's here now. live loose. >> well, i'm in downtown san francisco and the areas surrounding moscone center every day it looks completely different. we found two changes the homeless population in san francisco was moved and many did get shelter just weeks before apec. it's not hard to notice a change. the san francisco standard captured this encampment on van ness avenue
6:05 pm
and eddy street two months ago this week, a completely different look. planter boxes now on the sidewalk. this a mile from apec mena street between seventh and julia streets with multiple tents. two months ago this week cleared less than a mile from apec, all this leading to the question where did san francisco's homeless population go? we found many of them on willow street, where were you before being here on willow harrison and fifth street down the way. >> a bit before apec, cody had set camp two blocks from moscone center for the last week. >> us secret service has been restricting access to a 12 square block radius in the soma neighborhood for the summit. cody said city workers showed up and offered him shelter. he took it. so did the city move you? >> yeah, pretty much. you know, i mean, they tell you they'll block off certain streets and stuff and have to tell you to keep going. >> saint anthony's has been keeping track of the need for
6:06 pm
shelter in the tenderloin. it has seen an uptick this week. so a month ahead of apec. what did you guys notice? >> approximately about a month before apec began there was an intentional engagement with the city and homeless people experiencing homelessness in south of market. >> in a statement, san francisco's department of homelessness acknowledged that when events like apec take place, efforts change, saying, quote, we want to put our best foot forward. dedicated outreach efforts will be focused on the conference vicinity and offering safe places for people experiencing homelessness. this will be priority. >> many of the folks who who are staying south of market on the street have been asked to relocate, and many of those people who were asked to relocate were offered shelter. >> businesses in the tenderloin are glad more homeless individuals are now in shelters, but are concerned of what will happen once apec is over. so you're going to keep pushing for this. we're definitely going to keep pushing. >> we're all the constituents,
6:07 pm
the property owners, the businesses. we are the mayor's constituents. we are the city of san francisco, and they need to listen to us. >> and san francisco's homelessness department said that even though there was no special shelter capacity for apec, the city did open winter shelter on the same day apex started in san francisco, adding about 300 beds to the shelter system. ama all right, luce, thank you so much. >> before president biden left this afternoon, he held one more meeting with heads of state. abc seven news anchor kristen sze has more on that and what else went on today on this final day of apec. >> what a difference a day makes. the international media center here has quieted down the leaders and their motorcades are all out of here, but not before a final day of meetings for the leaders, a field trip for their spouses and a final victory for the negotiators who managed to hammer out a formal statement signifying their agreements on a whole range of issues. it's been a demanding three days for president biden in san
6:08 pm
francisco, but last night, diplomacy happened over a toast at the legion of honor. >> tonight, it's about breaking bread together we know one another a little better after tonight, that looser style was reflected in today's events. >> this morning, biden held direct talks with mexico's president andres manuel lopez obrador and joked about the attention he got from first lady joe biden. >> if you are so captivating, i was worried she liked you more than she likes me now. >> they focused on cracking down on fentanyl trafficking and enforcing the borders. lopez obrador thanked biden for creating new rules for asylum seekers. >> it's a humane way to address the migratory phenomenon. >> while china got the bulk of the attention, taiwan, which china claims as its own. but the island is self-ruled also got a moment in the spotlight today due to its status, its delegation was led not by its president, but the iconic founder of the taiwan semiconductor manufacturing company. it's two relax the
6:09 pm
tension. >> it is reestablished at the communication channel. >> joe biden then held the last leaders gathering at the moscone center. he then handed over the apec chair to next year's host, peru's president dina baluarte. in his goodbye address, biden urged for more climate action and freeing up supply chains. he then shifted to artificial intelligence and the work the us is doing with tech companies to regulate ai. >> i would respectfully suggest all of us around this table have a responsibility to work together to seize the opportunities and manage the risk of this technology. >> lots of bilateral meetings, lots of hands shaking and pledges made though most of the agreements were modest, the visuals of cooperation were certainly strong. so where do we go from here? we'll see. for now, apec 2023 from san francisco is in the books. back to you, kristen sze thank you so

6:17 pm
their children out of an abundance of caution. >> it bothers me when people again target children. they're the most innocent people. they're vulnerable. that's why adults do. why we do what we do as teachers, as educators, is to protect and educate children and it just breaks my heart when people actually target them for fear or hate or threats. >> in oakland, anser hassan, abc seven news. >> a blow for x after four of the company's top advertisers, lions gate, disney, apple and ibm announced they are pulling all advertisements from the platform. the companies say it's due to hate speech and anti-semitic rhetoric shared on the platform, including from elon musk. just days ago, he responded to a post about an semitic concept known as the great replacement theory, calling it, quote, the actual truth. >> it's finally time where we see it's finally time that you can leave and you can survive. and so i do think the exodus will continue. what i hear is a sort of an unsustainable loss in revenue because they're not just

abc7 news data team shows that movement into those fire prone areas is not slowing down as part of our ongoing series weathering tomorrow, we examine the cost and possible solutions of coexisting with the threat of wildfire. so that was the fire coming through and that came in in a matter of minutes. ed messinger can recreate the terrifying moments from recent wildfire in sonoma county. in chilling detail, he captured images of fast moving flames from fires with names like glass kincade and tubbs. the tubbs fire. >> i was here at home. we noticed there was we could smell the grass fire in the distance. we lost multiple homes. our family lost some homes, and our kids lost home. >> but at the same time, you could say ed messinger is uniquely resilient. not only has he lost homes to wildfire in the past, he's also helping to build a new generation of homes designed to survive them in the future. >> okay. so what i'm about to show you is a conventional style

home that is built unconventionally as a consultant and former builder in messenger gave us a tour of a development in windsor near santa rosa. >> it's hilly terrain where luxury homes dot the same ridges that have recently burned, but increasingly they're constructed with a dizzying array of technologies ranging from steel framing to fire resistant roofs and venting systems designed to keep flaming embers from being sucked into the structure. >> there's nowhere for the ember to get cast into. it would touch this resaw and cedar material and not ignite. >> and he says there is so much more to see. but before continuing our tour, it might be helpful to take a quick detour here to understand why fire resistant homes are now part of $1 billion debate over wildfire insurance and continued construction in areas known as swease wildland urban interface. was first built. more people are moving into those fire prone

areas on the fringe of forests and similar landscape types. an abc data team analysis has found that home building in wui areas has increased 40% statewide over roughly the last 30 years. in that same time period, building even increased in wildfire devastated counties like napa, sonoma and solano and while areas like lake tahoe and the wine country continue to attract high end development, experts say the pressure to live or build in fire prone areas is often more complicated. kumiko barrett is a wildfire researcher with headwaters economics. >> there are other reasons for living in these locations, and that's simply out of necessity. there are simply no other place to move into, and we know places like california, for example, do have a significant housing crunch. >> but after increasingly destructive cycles of wildfires linked in part to drought, forest management and climate change, the insurance bills are coming due. the abc data team confirms more than 600,000

policies were canceled between 2015 and 2020 one inches the state's highest fire risk areas. and a growing list of insurance companies are threatening to leave california, making affordable policies even tougher to find. >> if you ask any agent that's been around, they'll say, i've never seen the market conditions this bad. >> amy bock directs the consumer nonprofit united policy holders. she believes changes currently being considered by state insurance regulators could also result in rising premiums in wild fire prone areas. her group is supporting legislation to provide coverage guarantees to homeowners who build or retrofit their homes to one of two wildfire resistant standards. >> any property owner who has met the standards either safer from wildfires or wildfire, prepared home standards. that's to different. very, very similar standards. both are in effect, and the groups behind them are

generating compelling evidence for what the standards can achieve at their testing center in south carolina, the institute for business and home safety used powerful fans to blast burning embers towards a variety of home building materials to judge their effectiveness. >> this demonstration shows how a common wooden fence is helping flames reach the home on the left, while a metal fence gap on the right is preventing it back along the fire scarred hillsides in sonoma county, some of the most advanced technologies are being put to the test in real time and then this is the foil backed osb material that's that's underneath the roofing material. that's where construction consultant ed messinger helped peel back the covering on an ultra modern home reveal thing. the steel, construction and fire resistant materials used from top to bottom, a home that now qualifies as a double survival over this was in construction during the tubbs fire, and then in 2019, when the kincade fire
6:38 pm
came through, the fire burnt all the way around. >> it hadn't been landscaped yet, but the fire burnt all the way around and we suffered no smoke damage inside the house and no exterior damage to the outside of the house. now the challenge could be whether similar technologies can be introduced quickly enough to protect fire prone areas in the near future and possibly ease a dangerous insurance crisis in california. >> what is clear is that our future ability to live side by side with wildfire could ultimately depend not only on where we build, but how we have detailed information on the wildfire risks both here in the bay area and across the country. it's part of a special series called weathering tomorrow, and it's all on our website, abc7 news.com slash weathering tomorrow. information on the internet is often wrong. >> today i have some more proof and this could actually put money in your pocket. i'm michael feeney. seven

michael finney is here to explain. and says you can still cash in on these things. michael, if you know what you're doing, if you know what you're doing. >> there's a really fun story to put together. trading stamps were a very big deal back in the day. if you look online, you will see they are usually referred to in the past tense. well that's misleading. you have to be a certain age to remember trading stamps. they were handed out by merchants loyalty program before there were loyalty cards and frequent flier and credit card points in the western united states. blue chip stamps was the biggest trading stamp company. shoppers collected them, licked the back like a postage stamp, put them into books, then traded in the books for merchandise. the 1970s gasoline shortage changed all of that with more customers than gasoline. service stations stopped handing out stamps and that was the beginning of the end. when i first reported on
6:43 pm
blue chip stamps. it was 1997, and palo alto is all american. market was one of the last to still be a blue chip grocer. carl jamrog was the head checker then. >> a lot of people, when they see us doing it for somebody else, will start the program. you know, they say, like everybody else, i thought those things died a long time ago. >> back then, joanne hall told me they were a great deal. >> it's kind of convenient for me because i don't live far from here, so. and you only have to put them in an envelope and you just mail them back to me and ups delivers it to your house. all right. >> bowling centers were still giving out stamps then, too, but 13 years later, in 2010, blue chip stamps were no longer given out, but they could still be redeemed. and today they go online and you'll find plenty of old blue chip stamps for sale on ebay. and etsy as collectors items search further on the internet and you could bump into plenty of bad information about
6:44 pm
