for parts of contra costa county . it's after a fire overnight at the marathon refinery in martinez sparked concerns over chemical releases. the county said it could affect people with respiratory illnesses or sensitivity. the area is impacted where martinez, pacheco, concord and clyde. and officials say that fire was under control at 130 this morning. one person appears to have been hurt and video here shows them being airlifted. contra costa public health first reported the fire as a level two incident, which requires a public health advisory. now, as the fire is under investigation, local and state officials are taking serious action against the martinez refining company. the discussion comes after two toxic releases in just the past year. abc7 news reporter anser hassan has reaction and tells us what's at stake. armagnac bill froehlich lives near downtown martinez, which can be a great place to walk. >> his dog. he also lives half a mile from the martinez refining company.

>> i think there's a difference between now and before. there were always releases periodically, but it's been much , much more frequent. >> those releases, like the one that happened in july, are also the concern of the contra costa county district attorney's office. it announced a joint civil enforcement action against the martinez refining company, which could potentially lead to a lawsuit. >> i'm glad they're doing the enforcement because it seems like there's a lower level of investment in the refinery. the releases are more frequent. something's wrong. >> this joint civil action involves multiple agencies, including the bay area air quality management district, department of fish and wildlife and the contra costa county health department. contra costa county district attorney dana beckton states the goal of this joint effort with the air district is to achieve a resolution that ensures environmental compliance and to rebuild and foster a safer community. for the residents of martinez, it's a very, very important step by the county to enforce course its health requirements.

>> these are county ordinances that these refineries in contra costa county must obey. in the case of this particular refinery, it did not. >> us congressman john garamendi , who represents parts of contra costa county, asserts that the refinery did not properly monitor or maintain its equipment following a 20 ton toxic powder release last year on thanksgiving day, garamendi cosigned a letter to pbf energy, the parent company of the refinery, in it stating, we are concerned that this failure to notify local officials in a timely manner may demonstrate a lack of preparedness at the martinez refining company. and then came the coke dust release this summer, which indicates to me that they have not yet done the kind of remedial work necessary to operate their refinery in a manner that is safe for the community in an email to abc7 news, the martinez

refining company acknowledged the joint civil enforcement action still saying we do not have any further details and therefore cannot comment other than to reiterate our continued cooperation with all agencies regarding these matters in martinez anser hassan abc seven news. >> well, saturday's downpours may have impacted some of your plans, but the good news one fire department says it's closing the books on this year's peak wildfire season. because of that rain. abc7 news reporter cornell bernard shows us the weekend impact. >> heavy rain overnight drenching parts of santa rosa for hours. this person was braving the elements on a bike. the storm making for some dangerous roadway conditions in san francisco. this tree limb snapped off, falling on a parked car near leavenworth and bush streets, blocking the intersection for a time. when the sun came up, the rain was still falling. what do you think of the rain? i'm enjoying it, actually. >> i'm enjoying of the rain.

>> it was a super challenging morning drive for cameron ferris , who commutes from american canyon to san rafael. >> it was a little misty, i will say. >> it was a little misty. i had to turn those windshield wipers on pretty high. >> all right. three, two, one. >> and you guys around the annual thanksgiving kayak race through the canals of san rafael went on despite the rain, but the race hosted by 101 surf sports had to be shortened and fewer people took part because of the weather. >> it probably only cost us about ten people, but we still had 33 hardy people come out and race. >> rainfall totals were impressive in sonoma county. >> overnight, the city got about an inch and a half of rain. >> wet weather has produced wildfire danger. so much in santa rosa. the fire department declared an end to the 2023 wildfire season this week, but we are ready at any time to transition back into that wildland preparedness if needed. >> if weather was to change and

we start getting some warmer weather. >> for now, seems the bay area's rainy season is definitely back in the north bay. cornell bernard, abc seven news keep track of the weather anytime with the same live doppler seven radar. >> lisa uses it's available on demand on the abc7 bay area app. you can download it wherever you stream uh. developing news now in the middle east. the washington post reports that israel and hamas have reached a tentative deal for a five day ceasefire, allowing the release of at least 50 hostages in gaza. the report says the agreement is being brokered by the us. they would be released in groups every 24 hours over those five days. there are reportedly 239 hostages still being held by hamas. and the deal does not include military personnel or men. the release could begin within the next several days. a pause in fighting would also allow much needed humanitarian relief to get into gaza. city.

for now, ceasefire now, there are also demands for a ceasefire in the israel-hamas war out of sacramento. take a look. thousands of protesters disrupted the california democratic convention last night. state officials met to consider candidate endorsements ahead of the march primary. the remaining events were canceled because of safety concerns. the california legislative jewish caucus is responding. it says in part, quote, we fully support the right to protest loudly and vociferously, but storming through security and shutting down a democratic process, particularly with chants calling for the destruction of israel and appearing to justify the hamas attack is completely unacceptable. while the caucus is co-chaired by senator scott wiener of san francisco. so here in the bay area, a man is hopeful some of his relatives held hostage by hamas will be released. he recently learned at least one of his relatives will not make it home. abc seven news reporter tara campbell spoke

with him. >> calls from jerusalem and tel aviv saturday for the safe return of more than 200 hostages. still being held by hamas. i can't imagine there are babies there that can be brought home this in wake of the israeli defense forces announcing it found two of the hostages dead, a loss felt right here in the bay area. >> this is everybody's nightmare. oren rubenstein's referring to his relative, 65 year old hostage yehudit weiss, whose body was found in a house near al-shifa hospital. i think the hope and dreams of every single family that has hostages is that they come home alive. >> and that's been the hope for this pacifica resident putting up these posters of the hostages throughout san francisco. three of the posters are three more of his relatives was kidnaped when hamas attacked kibbutz be'eri, killing more than 100 people. you have three other relatives. where does it leave you with

openai's co-founder greg brockman immediately resigned in protest. brockman is also involved in discussions about returning to the company open. ai said altman was, quote, not always truthful in his communication with the board and the east bay. saturday marked 45 years since the jonestown massacre. the community gathered for a memorial service to remember the more than 900 people killed, including over 300 children. the senseless tragedy led by cult leader jim jones, happened in guyana in 1978. some were shot, but many died by cyanide poisoning. bay area congresswoman jackie speier was shot five times and survived . saturday's memorial service was held at evergreen cemetery in oakland. it is the final resting place for more than 400 victims whose bodies were never cleaned. today san francisco leaders are remembering those who have lost their lives in traffic incidents. parents of victims will speak at the event

that includes the parents of a four year old girl who was struck and killed in a crosswalk on fourth and king street back in august. a temporary memorial will have a go. stroller bike and pedestrian in front of city hall. it will also include the name of each person killed in the city since 2014 as well. right now, millions of americans are on their way to thanksgiving destinations and experts predict this travel season will break records. but as many people are traveling, major delays are also on the horizon. abc news reporter johny fernandez tells us about the storm currently moving across the country. >> millions of americans have hit the road or are heading to the airport for thanksgiving as a major storm moves across the country. the storm system will bring rain, thunderstorms and winds in different parts of the states between sunday and wednesday. on turkey day itself, the weather is expected to be cooler than normal. tsa predicts more than 30 million people to take the skies between now and

all. well, speaking of lake tahoe, northstar was supposed to open this weekend. but lisa, i saw on their twitter it's delayed due to mother nature throwing some warmer temperatures. >> yes, that's right. you know, we saw the snow level lower a bit yesterday. so just a dusting there. but yeah, this time last year, we certainly had a boost in the precip. we had several hours and this year certainly beneficial yesterday's rain, but still running behind of what is average. and we hope to make up for that. although i have to tell you, we're not looking at any wet weather in the extended outlook or beyond. so maybe december will hold better odds for us. but right now, live doppler seven picking up on a ridge of high pressure that is going to build in and the gradient between the low pulling away and the high building in is certainly going to bring some gusty wind our way already along the coast. we're looking at that just before 6:00, 7:00, 6:00, 7:00 is the sunrise, 656. and

we'll be looking at that sun setting before 5:00, 456. that's what i was thinking of, 52 san francisco and oakland. mountain view is at 52, 54 with the winds gusting over 20 miles an hour out of the north. half moon bay. and from pier 39, it is quiet out there and you can see the clear start. beautiful 41, santa rosa, 45. in nevada. we've had a little bit of patchy fog along the coast, far up in the north bay. it is 50 in concord. and as we look at the surface winds right now, you can see they're picking up a bit from the city down around half moon bay. elsewhere, they're calm. but, you know, if they were totally calm, it certainly would be a lot cooler out there. so we will look for some colder conditions as we get into your tuesday morning. gorgeous view here from vollmer peak and we're noticing how clear it is out there. so that will certainly be with us throughout the majority of the day, the clear sky. and then by the afternoon, we'll see some high clouds increase. so partly cloudy. then the breezy winds kick in, sunny days ahead, although there will be some

clouds as the ridge will begin to flatten out as we get towards thanksgiving. and a weak system may want to sneak down out of the north on thanksgiving, not offering anything in terms of rain, but maybe that cloud cover. so here we are clear and then by about three, 4:00, a few high clouds, the winds continue to build along the coast. and you can see in our inland valleys, they're also over 20 miles an hour by the delta getting breezy into napa, calistoga, late tonight. that'll keep the overnight lows from getting too cold. and then by 6:00 tomorrow morning, it is certainly gusty. those north winds in the upper elevations. as we look at the highs today in the south bay, including in santa clara where the niners will be mid 60s. upper 60s for your monday and then those low 70s arriving with a little bit more in the way of cloud cover perhaps on thanksgiving 64. in oakland looking at 63 in concord. some high clouds throughout the afternoon. the accuweather seven day forecast

of climate change. the problem is we can't easily check to see if the waters conditions are healthy for humans in the environment. well, that was until santa cruz's jack driscoll , natalie decided to take matters into his own hands. >> being able to have more water health data will allow communities to be able to see the real effects of climate change in their local areas. so i went to kind of fill that gap to be able to create a system that was durable enough to be put out in the field and efficient enough and accessible enough to bring that data to communities. >> driscoll natalie was doing a lab at pacific collegiate school when the senior could not find the water health data needed to complete the project. >> and then the sensors down into the water. >> so like most people do, he went to the internet to learn how driscoll natalie taught himself electronics and computer program to create this one of a kind device. >> it basically takes in the temperature and oxygen reduction potential of local waterways and then using a wi-fi module, we're able to transmit that data wirelessly directly to the cloud. so that means community members can view the health of

this case. take a look. the agency released these images over the weekend. authorities say he had burns on his left leg and a knee brace. you can see here on his right leg. when he left the scene. coming up on this week, san francisco mayor london breed will sit down with abc co-anchor martha raddatz. they're expected to have a conversation about the challenges the city of san francisco is facing and her vision for the future. you can watch the full interview on this week at 8:00 this morning right here on abc seven. well, president biden has rejected calls for a cease fire in gaza. the president wrote an op ed that appeared in saturday's washington post. he said, quote, as long as hamas clings to its ideology of destruction in a cease fire is not peace. the president went on to say a pause in any fighting would give hamas time to rebuild its stockpile of weapons. the president also called on israel to respect humanity law and minimize the

loss of civilian life on the peninsula. now, multiple state and local leaders took part in this vigil showing solidarity with the israeli people. one of them saying they are coming together to stand up against hate, against anti-semitism and mourn the loss of life. >> part of the power of this evening is the fact that so many different faith based community have stepped forward to say, we want to be with you, we want to stand with you. we're here together and in our community. we won't allow hatred and bigotry and anti-semitism to exist. >> they gathered at saint bartholomew catholic church there, representing 12 different faith organizations of christian, catholic, muslim and jewish communities in san mateo county, the multi-faith coalition works together on a variety of issues throughout the year, artists in berkeley hosted a holiday gift bazaar in support of palestinian families. the event included an auction for a live painting. artists also sold a range of ancient crafts, including ceramics, jewelry and

scarves. there was a live tatra's demonstration, which is a type of traditional palestinian embroidery. the middle east children's alliance, or mecca, has hosted this bazaar for 20 years. well aipac is over, but not all summit attendees are gone, and some asian american leaders and organizations came together for an event at and abc7's own dion lim emceed the national asian and pacific islander elected officials. summit guests included house representatives ted lieu, judy chu and young kim, as well as high ranking aapi officials from across the us. the goal of the conference is to promote civic engagement for asian americans as well as other caucuses, including social justice and equal opportunities. >> what it shows is that apis are becoming civic engaged. they want their voices to be heard and they're weighing in on very important issues like combating anti-asian hate. >> the aapi elected officials

summit will run through today. well the second test flight for the spacex starship ended in an explosion minutes after launching on saturday. the spacecraft is designed to bring nasa astronauts to the moon, as abc news reporter phil lipof explains, some people are calling the launch a win for space x. >> spacex launched its mega rocket starship saturday morning from south texas, its second test flight to one company officials then separated and the rocket ship reached space before communication was lost. eight minutes in the spacecraft experienced a, quote, rapid unscheduled disassembly, then exploded via the self destruct system over the gulf of mexico. at nearly 400ft, starship is the biggest and most powerful rocket ever built. the first test flight of starship. this past april ended in an explosion improvements to the booster and

its 33 engines. as well as the launch pad. spacex founder elon musk taking to his social media platform x calling the launch a success, posting several images of the rocket as it soared into space and congratulating everyone who worked on the mission. nasa administrator bill nelson also praised the launch. the faa said no injuries or public damage have been reported and added it will oversee spacex's investigation into the mishap to ensure the company complies with regulatory requirements. spacex cannot launch another starship until the review is complete. nasa is counting on starship to get astronauts to the moon sometime around the end of 2025. the space agency awarding spacex a 3 billion contract to make it happen by transferring astronauts from its orion capsule to starship in lunar orbit before heading down to the surface. phil lipof, abc news, new york. >> new developments in the united auto workers, labor deal

good morning, everybody. live doppler seven here. high pressure building in low pressure, pulling away and looking at breezy winds to result for the day today as we look at our exploratorium camera , maybe some whitecaps on the bay later on. but as for right now, it is 52, downtown oakland and mountain view as well with 47in palo alto, 54 half moon bay winds up to 20 miles an hour. there and here from our sutro tower camera, it's clear it's dry. dry. and that will be the theme for the next several days. 41 santa rosa, 45 in nevada with 40 by the delta. and livermore is at 44. here is a look at the current surface winds where you'll notice most areas calm. but right at the coast they're beginning to pick up. and lake tahoe, where they did get a dusting of snow, temperatures will be in the 40s today for highs and then climbing through the 50s right on through for thanksgiving and then dropping off good ten degrees after the passage of a cold front. so clear and cool this morning,
