i'm kristen sze. >> in her announcement today, representative of seiu said she will not seek reelection in 2024. >> abc7 news south bay reporter zach fuentes sat down with the congresswoman in one of her only in-person interviews given since that announcement. zach >> yeah, that's right. but she's fast to point out this was not an exit interview. congresswoman, she says she has a lot of work left in the year that she still has in office. she has a lot of things she wants to accomplish before she closes this decades long chapter that she's looking back at today with gratitude and pride. a lot has changed since congresswoman anna eshoo was first sworn in in january of 1993. >> the internet was nascent. it was a baby that was just being born. >> she was part of legislation to advance the internet. and in her decades long tenure, 66 of her bills have passed, signed by five presidents, something recognized by speaker emerita nancy pelosi just hours after she announced her retirement. >> any subject you can name health care, education, energy,

technology, climate, whatever the subject that she has been on the forefront now after years of work representing her district, which is included large parts of the peninsula and south bay, as she says she feels at peace with retired plans. >> i have commuted across the country every single week for 31 years. her retirement comes at a time when congress has seen turmoil, including the recent house speaker race and struggles to avoid a government shutdown. but she said that's not what influenced her retirement. i'm not fleeing the congress. >> that's not what my decision is about. at all. i think that it's time for me. >> as she joins a growing list of sitting congressmen, others retiring, marking a shift in many congressional districts across the country. >> so i'll be looking at the ways in which candidates try and establish themselves as being new, different young, hip outsiders, which i imagine a lot of these campaigns are going to claim. >> as for issues, district, many are rumored to be eyeing her

seat, but she's not putting her name behind anyone yet. in the next year, she says her focus is on getting bills signed into law , including legislation on artificial intelligence. after that, she said she looks forward to more flexibility. >> my life is filled with half dues. i have to do this. i have to do that. i have to set up appointments so i can make sure i can have dinner sometimes with my family. so i think that i think stepping out of congress is that it? it's only a dream to me now, but i look forward to not having as many half dues. >> so some of the people rumored to be eyeing her seat include former san jose mayor sam liccardo, santa clara county supervisor joe simitian, and then state senator josh becker and assembly member evan lo. now, again, she said she's not putting her name behind anyone yet, but she says she's confident her constituents will make their voices loud and clear and that her district will be well represented after she

leaves. >> so zach, she announced this news to the public this morning. is there any insight or indication about whom she may have spoken with ahead of her announcement? maybe to get some advice? >> yeah, you know, i get to talk to her a little bit about that. she definitely let nancy pelosi know in the interview we had with her earlier. pelosi said that she kind of joked, saying that as she told her, didn't ask her that she would be leaving, but as she also told me this morning, too, that she reached out to some key stakeholders in her district. that's in tech at stanford. but she really also wanted advocates to hear the news directly from her. she says it's a lot of advocates in the area that she heard from that brought attention to her, to certain issues, to her attention on and that have been able to lead her to the legislation. a lot of the legislation that she's been able to bring forward. so she's grateful to the advocates and, of course, her constituents. >> well, decades of service for sure. zach, thank you. and as you served on the san mateo county board of supervisors from 1982 to 92, on november third of 1992, she was first elected to district 14, the congressional seat representing parts of san

mateo, santa clara and santa cruz counties. the 2010 census shifted eshu into district 18, and after redistricting again in 2022, issues district shrunk in size. no longer representing santa cruz county. she's currently serving on the committee on energy and commerce . >> earlier on, getting answers. at 3 p.m, i spoke with abc7 news insider phil matier about issues decision and her legacy. >> she was very big on the health issues and bringing us affordable health care under president obama. >> she was big on tech issues, which is understandable since her district included silicon valley. as a matter of fact, her rise in washington sort of corresponded with the rise of silicon valley valley, not just as a economic engine, but as a cultural engine and a controversial one as well. but she managed to take care of it, take care of her constituents and be a steady vote in the house for her good friend and close ally. former speaker nancy pelosi. and it's not too

surprising that she has decided to opt out. now it's not that easy a job and as you point out, her age is up there. >> phil adds. and this mirrors what zach said. we should expect quite a few people to consider running for her seat in the east bay two days after a popular restaurant was vandalized. >> it was then heavily damaged by fire horn barbecue in west oakland has been red tagged, meaning it's not safe for anybody to be inside the fire started around 4:00 this morning near the roof of the building. now, on sunday, the restaurant owner blasted vandals on social media who had scrawled graffiti on his building and then tried to break into a trailer on the site. >> developing news out of the middle east, where it appears a deal is near for hostage exchange. abc news has learned the agreement will call for 50 women and children to be released by hamas in return, fighting would be halted for 4 or 5 days. also israel would release three palestinian prisoners for each israeli hostage. both sides appear willing to do the swap, with

israeli prime minister benjamin netanyahu, urging his government to approve it. >> all right. now to on the fentanyl crisis. san francisco is expected to have a record number of accidental drug overdose deaths this year, large majority due to fentanyl use. and today, president biden called for changes in the law to fight that drug. abc7 news reporter luz pena joining us live in the newsroom with details on these efforts. luis >> well, larry, china and mexico play a key role in manufacturing and trafficking fentanyl into this country. a lot of it ending up on san francisco streets. and today we finally heard from president biden on the fentanyl crackdown that came out of his meetings during apec in san francisco. about two people died from a fentanyl overdose every day. and the latest numbers from the medical examiner are staggering. 692 people have died from an overdose. s this year, 83% from fentanyl. fentanyl crisis is driving the worst public health calamity san

francisco has faced since the aids crisis. last week during apec, president biden made fentanyl one of his priorities when meeting with the president of china and mexico. >> i call this meeting to make sure we're doing everything we can to keep building on the momentum of last week. today president biden announced what actually came out of those meetings, starting with china's production of the drug. during my meeting with president xi, we took a critical step of resuming counternarcotics cooperation between our two countries. as one of the important things we agreed upon and 2019, china essentially stopped direct shipments of fentanyl from china to the united states. but in the years since the drug trade has evolved, after his meeting with mexico's president, andres manuel lopez obrador, president biden is hoping to see a disruption of the trafficking of fentanyl. together, we committed to expanding law enforcement cooperation and intelligence sharing to better disrupt the flow of fentanyl. >> today, we caught up with

speaker emerita nancy pelosi in the tenderloin, one of the cities, fentanyl hotspots. >> i hope there will be results in the conversation with the president of china because the ingredients come from there. the process is done. processing is done in mexico and the sales come on to the streets of san francisco. >> in june, pelosi announced operation overdrive deploying federal law enforcement resources to help local and state authorities to dismantle criminal drug networks. >> it's operation overdrive is an attempt to again address what's happening on the streets. >> all steps that are giving san francisco officials hope in the war against fentanyl. >> i have never seen every body rowing in the same direction and statewide. >> last month, governor newsom announced a new effort to hold drug dealers accountable on the streets of san francisco. his office announced a joint law enforcement task force that will investigate fatal overdoses as homicides. in the newsroom lou.

pena abc seven news. >> luis, thank you. and president biden today issued a proclamation for former first lady rosalynn carter who died on sunday. the proclamation called for all federal and public buildings to fly flags at half staff from november 25th until her interment on wednesday, november 29th. >> in oakland, two people have been arrested in connection with the killing of a woman who happened to be shot by a stray bullet that entered her home. 32 year old tramon gray has been charged with murder. 35 year old alonzo dyer is facing felony gun charges. police say both men were involved in the september 15th shooting near 39th avenue. and masterson street in the laurel district. 42 year old wing yin wang was asleep on her couch inside her home just a block away when a stray bullet struck and killed her. oakland mayor shengtao says gun violence remains a big issue for the city. we must continue to better address the root causes of violence while ensuring we have police resources available that

help us deter, respond to and to investigate these violent crimes to get the perpetrators off the streets. oakland police say they're still searching for at least two more suspects. they believe were also involved. meanwhile in union city, police arrested three teenagers who they say broke into a cannabis dispensary early this morning. it happened at the floor dispensary at the union landing, shopping center. police say the suspects used a vehicle to ram the dispensaries metal door. it's the third time florida dispensaries have been burglarized. police say ten minutes earlier, the thieves tried to break into another dispensary just a mile away in the south bay. >> health officials say they're seeing a rapid surge in rsv cases as well as flu like illnesses. santa clara county is using wastewater data to track illnesses similar to how many health departments kept tabs on covid. recent data has alarmed health officials. so we're definitely noting that this is pretty dramatic, a rise in rsv and what we're seeing is that rsv wastewater has doubled in

recognizable sporting events to the bay area. and we can do that in a number of different ways. we can lead the effort like we've done for super bowl 60 and the fifa world cup or we can support like we did for the nba all star game that was just announced a couple of weeks ago. >> well, in fact, at that event, there was kind of a few remarks made about the bid process, how how difficult is the bid process to land an all-star game or world cup? those events, it can be difficult, right? >> there's a lot of cities that really want to have these events come to their region, right? there's economic impact that comes along with it. there is tourism that comes along with it and there's a gravitas that communities want to feel and have their residents engage in. and so it can be quite a competitive process. lucky for us, right? we live in the bay and so the bay comes with such great natural beauty. people want to be here to have those events and it comes with a spirit of innovation around it. leagues and teams feel like

their game can grow, the sport can grow by coming here. and so we have some natural tendencies. there's diversity in this region that makes it a little bit easier for us to put ourselves forward in those in those bids. >> so we're coming off of apec. obviously, thousands of delegates and very important people in the city. what did you learn from apec that maybe can carry over to some of these major sports events? >> yeah, apec was a great test in some ways for us, right? you have a number of different people coming into the city. you have hotel blocks completely full. there's good tests of infrastructure. and so in those cases, we really learn what the city can do, what the region can do and how people can come together. in some cases, larry, it's not the same right, at the nba all-star game and the super bowl and the fifa world cup are fan facing events. they are built for fans to engage, to celebrate, to have fun. whereas apec may may not be the same. and so we'll look for different ways for communities to actually celebrate and engage and be a part of the event, maybe more so

than apec was intended to do, right? >> well, apec had a lot of big fences up, so would have been hard to be involved. that's right. different. they didn't they didn't want everybody involved necessarily with heads of state around ignite the bay. you've launched that. what is that initiative ignite the bay was our chance to really bring the entire bay area together community leaders, business leaders teams athletes to come and actually really understand what is happening in the bay and why sports are coming here. >> to your point, we've had some there's been some teams that have left. and instead of focusing on that, we want to actually focus on what is happening. you know, in addition to the three events, we have a wnba team coming to the bay. we have an nwsl starting their season in the bay with bay fc, and there are moments for us to actually really celebrate what sport is doing and what sport can do for the bay area and to just almost reignite or re-energize the community and talk about what's coming next. >> okay. i want to i'm going to

put you on the spot and ask you a personal question. are you ready? yes. so you deal with all of these super important high profile people. if you were to take out your phone right now, what name what number would you have in your phone that would impress me or shock me, stun me or whatever? i don't know. >> i probably have well, i have all of my board on my phone, so i have the presidents of every single bay area sports team in my phone, often texting me on things that we need to get done bigger, go bigger. oh, my goodness. lots of government leaders in my phone as well. you know, i talk to local government all the time. i talk to state government all the time because these are important for those legislators, you know, organizations and governments to actually understand what's happening in the bay as well. my husband would say that his number is in my phone, and that's a big deal. larry. >> is that would you agree with that? i don't. yeah. okay. there we are. all right. i understand. i understand the sentiment. i'm sure my wife would say the same thing. yeah he's there, but

and just enjoy it. savor it for the moment. all right. here's a look at live doppler seven. yes, some high clouds passing through the bay area right now. they're harmless. they're coming over the top of this ridge of high pressure as this ridge of high pressure is not strong enough to prevent those from spilling over, but certainly strong enough to keep the storm track diverted to our north. so let's talk about where it is. stormy back east, you will notice that they are dealing with not only some heavy rain, but some wind as well. and snow on the northern side. so if you are traveling, heavy problems, delays are likely not just tonight, but as we head towards tomorrow morning. now, by tomorrow afternoon, that storm system is going to be pushing off the coastline. 58, new york city, you're looking at 46 in chicago. no travel issues across the central us as far as weather, 60 in dallas out west pacific northwest, 49. in seattle, great falls, 49 degrees. here's a look at statewide temperatures. it's going to be warm again down in southern california, 80 degrees,

she can afford the meal is lifted and these guys are there. >> they give extra flowers. they maybe give an extra treat like these as we relied on them. and again, thankful is exactly what i am. it's divided up into sections. >> so right over here is where the volunteers are loading the food into the trunks of people's cars. each car has a number on it, which tells the volunteers how many is in each household. and then down the line towards the front of it is where they get registered and checked in. >> we have turkey produce all of the stuffing, all of the trimmings that you need to celebrate your thanksgiving holiday. >> the samaritan house does this every year. they take donations from the community and turn them into opportunities for families to enjoy a holiday meant to bring them together. >> these are laborers who are working day jobs, whether it's house cleaning, whether it's working in the restaurants right . so they're working low wage jobs. we want to ensure that they have the capacity to have a festive holiday just as we would families that can create lasting

holiday memories in san mateo. >> ryan curry, abc seven news. >> the bay area rescue mission hosted its annual box of hope turkey dinner giveaway today in richmond. volunteers helped distribute free holiday dinners to 500 families. the meals include a turkey stuffing and traditional thanksgiving sides. the bay area rescue mission has been serving in impoverished families in the bay area for 58 years. >> coming up, the state's new plan on how to deal with artificial intelligence. plus >> i didn't imagine that that that would happen to me because of a ten minute uber drive. >> uber sexual assault survivors sharing their stories in i-team investigation into why the number of assaults may be more than what the rideshare company is reporting

even to this day, i just if i'm riding an uber alone, i'm dreading like, who's going to show up in this car? >> uber sexual assault survivors sharing their stories as lawsuits get underway on behalf of victims against the san francisco based ride sharing company and abc7 news, i-team reporter melanie woodrow is here with the story that we'll see only on abc7 news. larry, i spoke with two survivors, one who lives here in the bay area, the other was visiting san francisco. >> tonight. their stories and uber's response. billions of uber rides are taken and given every day and according to uber's own 2019 to 2020, us safety report, close to 4000 sexual assault across five categories were reported on the uber app. >> these are predator drivers. i thought it would be safer to

take an uber and it was. it was not. >> it almost felt like the driver. he was just waiting for someone to get in the car and like a young girl to take advantage of. >> now, two women who say they were sexually assaulted by uber drivers are sharing their experience in the hopes that uber will change its safety practices around screening, hiring and removing drivers from its platform. i'm on her way to cat sit in the mission this summer. jennifer says she took an uber to avoid walking through the tenderloin, thinking she'd be safer immediately. she says her uber driver began asking her inappropriate questions. >> oh, do you like to party? and oh, are you having fun? and i'm getting off of work at her destination, he offered to help with her bags. i was taking my backpack off and. and then hands were touching me. i just kept thinking, i can't. i can't believe this is happening. and i said, no, that's that's that's very inappropriate. that this is not i know i don't i don't want this. i know.

>> jennifer says he eventually left, but returned the next day with her cell phone that she had left in his car. a neighbor took the phone for her. she filed a police report. sfpd tells the i-team the investigation remains open. at the time, it was unclear to jennifer whether or not the driver was removed from uber's platform. peiffer wolf, attorney rachel abrams says uber doesn't tell the passenger if a driver is removed from the platform unless they are in litigation and discovery in its 2019 to 2020, us safety report, uber says the core tenets of its approach are to remove requirement of exclusivity. corroboration and survivor credibility when determining whether to ban the accused party from uber's app. in response to a media request, the rideshare company tells the i-team jennifer's driver was deactivated from the platform. um, uber refunded jennifer's ride and sent her information on an uber resources hotline and national sexual assault hotline. >> i didn't imagine that that that would happen to me because of a ten minute uber drive, abrams says. >> uber doesn't properly screen

drivers. >> we do know that they want to do the bare minimum because they want to get drivers without drivers, they don't make money. >> according to uber's 2019 to 2020 us safety report, sexual assault is defined as any physical or attempted physical contact that is reported to be sexual in nature and without consent. the sexual misconduct and violence taxonomy ranges from staring and asking personal questions to non-consensual penetration. but abrams says uber's self-reported assault numbers only include five categories non-consensual sexual penetration, non-consensual kissing of a sexual body part non consensual touching of a sexual body, part attempted non-consensual sexual penetration and non-consensual kissing of a non-sexual body part. >> they're not reporting things that the community would want to know about. >> in its 2019 to 2020, us safety report, uber writes no rider or driver is deactivated from uber for a safety report without a human review. uber also says limiting the categories of incidents to the most severe helps us maintain a

higher level of classification accuracy, reliability and consistency. with our previous report in 2017. alex says she was visiting san francisco by herself when she took an uber immediately, she says her driver began asking her if she had a boyfriend and if she would be his girlfriend. she says. he insists that he show her around the city. i felt like i just needed to be agreeable because he was kind of he seemed kind of impulsive. eventually driving her to treasure island. >> it was out of the way. it wasn't on the way. >> as she took a picture of the view, she says he took her phone to get a selfie. >> he actually, like took a picture with me and i have that picture still. >> then persist it that she sit in the front of the car. >> then he reached over, grabbed me, tried to kiss me, touched my breast, and that's when i pushed him away and was like, take me back right now. no. got really angry, like making me feel like i had done something really, really wrong. and i think at that point i was just like, in fight or flight, alex did not report what happened.

>> she also later realized her driver had canceled the ride. >> felt really shameful about the whole thing. just like, oh, why did this happen to me? is this my fault? and only years later began to openly discuss it. it felt like such a big weight off my chest. >> uber tells the i-team. alex's driver was deactivated from the platform that was not clear why or when, because she didn't report the driver, uber told the i-team there were many different reasons why a driver can lose access to the platform form and for privacy reasons, couldn't go into details about this driver alex says she had at least two other incidents with uber drivers talking sexually during her rides, which she has reported to uber. >> i got a statement like, thank you for submitting this. i think maybe one of them was refunded even to this day. i just if i'm riding an uber alone, i'm dreading like, who's going to show up in this car? >> in an emailed statement on november 1st for an abc7 news report about related litigation in uber, spokesperson wrote quote, sexual assault is a horrific crime and we take every
