minimum police staffing to more than 2000 officers within five years, filling the department's 300 open jobs by offering hiring bonuses also improves recruitment efforts. but they can now only do that if voters approve this measure. >> abc7 news reporter suzanne phan is live in the newsroom with a closer look at the controversy. suzanne. so, kristin, larry, everyone at city hall seems to agree that san francisco needs a lot more police officers, but they strongly disagree on how to get that money to hire them. >> it's so contentious that the supervisor who originally introduced the plan ended up voting against it. supervisor matt dorsey says he first introduced a measure to boost the number of police officers in san francisco. >> make sure that we're delivering on the promise of a fully staffed police department and that we were doing it right out of the gate. we would have been solving this problem in the next budget cycle. >> but then supervisor asha safai introduced an amendment to dorsey's measure. >> currently, the proposal, as it was anticipated, didn't have

a funding source. so going into an $800 million deficit, which we are facing in our city, the question was how are we going to pay for a recruitment fund and to increase our minimum police staffing through that recruitment fund. >> this was a poison pill amendment that came in at the last minute that said, we're going to adopt this, but only if voters enact a new tax that creates additional revenue for it. >> city leaders weighed in. >> this measure is messy and it doesn't do anything to immediately fund and hire police . >> and this is the worst written piece of legislation i think i've seen in my 15 years on this board. >> there has been some misinformation on promoted about this measure. >> the board of supervisors approved adding the measure to the march 2024 ballot. supervisor dorsey says his original measure was and has since become a tax hike or a tax hike scheme. but supervisor

safai says that people are getting the wrong idea and is propose amendment does not involve new tax hikes. >> right now, no one will be voting on a tax. it says we can go back in the future and we can modify an existing tax. we can go and say we're going to repurpose some of the money that we have, some of the previous taxes, and we can apply it to this new concept of an aggressive recruitment strategy. we could look at the ceo tax has just gone into effect. it's 160 to $190 million a year. >> instead of just focusing on hiring more police, the amended measure would also include more deputies, firefighters and 911 operators. what asahi believes is true public safety reform. >> we want to have a comprehend of public safety package, but we have to have a way to fund that and be fiscally responsible in this economic crisis that we're in. >> mayor london breed says we should not tie police staffing to raising taxes. in a letter to supervisor dorsey earlier this month, the mayor quote, stated,

quote, we should not require our residents and businesses to pay more taxes to provide the police officers they rightly expect to see on our streets. back to you. and it seems like there's a lot of confusion about what's going on here. >> is this really a cop tax as supervisor dorsey has framed it? >> well, if you look at the language in the amended measure, you can see why supervisor dorsey is worried. what voters will think. it says the staffing levels are contingent on, quote, a future tax measure passed by the voters will generate sufficient additional revenue. and in a separate section, it refers to quote, new or modified tax to fund the efforts. so it might be a new tax or it might be a modified existing tax. either way, it's now up to voters to approve the plan and we'll see what happens. >> thank you, suzanne. >> in the east bay, as alameda county district attorney pamela price faces a recall, she's trying to show what her office has done to help victims of crime. >> and today, she highlighted some of those programs as abc

seven news reporter anser hassan with a closer look what i want the public to know is that the alameda county district attorney's office under my administration is fully and complete, fully committed to serving victims of crime. >> as alameda county district attorney pamela price closes out her first year in office, she's highlighting the work around victims and survivors. as she says, after taking office, she conducted a full audit of victim services and they conducted an audit by interviewing every member of that division personally, individually. she says that uncovered a department that was understaffed, under-resourced, with unpaid bills and a backlog of services, which meant victims weren't getting help. >> we also clear the backlog, meaning that we processed 792 bills and 408 applications. >> da price says she initiated programs to assist survivors of human trafficking, more advocacy around helping children in creating the first ever victims advisory commission to the da's

husband is scheduled to start in january. he has entered a not guilty plea in that case earlier this month he was convicted in federal court of breaking into the pelosi san francisco home and hitting paul pelosi in the head with a hammer. the pap faces up to 50 years in prison when he is sentenced. in that case, we learned today that chevron is in trouble for that flaring event on monday at its richmond refinery. >> the burial area air quality district says it issued four violations and there could be more to come. chevron blamed a partial power outage for the flaring that generated numerous complaints and reports of flames and smoke coming from the refinery in martinez. residents have filed a lawsuit against another refinery. they claim martinez refining company did not properly warn them about the flaring incident from last year or the coke dust release from this summer. abc7 news reporter ryan curry spoke with one resident named in that suit. >> the martinez residents have had enough. they claim the martinez refining company is risking their safety.

>> makes me feel like they might be hiding something and it's definitely not good for us. whatever it is. >> elena cruz spoke to me on the phone while in between doctor's appointments, she and another resident filed a lawsuit this week demanding the refinery be more transparent. >> and it seems like there's these problems and these issues. they're not really telling us exactly what the problem is and why it's happening. and what they're doing to correct it. >> the lawsuit highlights two recent incidents, a flaring on thanksgiving day last year were 20 tons of toxic powder were released. and in july, the refinery admitted coke dust so thick it blanketed cars nearby. >> they didn't let the people know immediately what was going on. they didn't take action to stop it. and you know, the people are sort of saying, what's going on? what can we do? >> the lawsuit claims pbf energy, which owns the refinery, was negligent, ignoring their duty to immediately alert regulators to keep the community safe. it says lab tests show the flaring released magnesium, sulfur, nickel and other harmful

components. the suit claims the dust from this summer also landed in people's gardens, contaminating the soil before they even knew what had happened . >> and, you know, if there had been notice, immediate early as it was happening, maybe even just the day after that could have been avoided. they could have not eaten those vegetables. maybe they could have stayed inside. >> pbf energy told me they are not going to comment on this because it's a legal matter. meanwhile, the plaintiffs say they had no choice but to file a lawsuit. they say their health is in serious danger. >> and i have a health condition. and so which affects my breathing and so i'm even more concerned about that. like if the air is bad, like how bad is it for me with my health condition? >> the lawyers want the refinery to allow residents to get hazmat testing. they also want immediate notice when something happens, if something doesn't get done. now they fear the environment in martinez will get more toxic. ryan curry, abc7 news. >> additional layoffs are expected after general motors says it will cut spending on self-driving car company cruise.

the company has faced turmoil ever since a self-driving car dragged a pedestrian who had been hit by another car in san francisco. the dmv pulled the company's operating permit after that october incident. earlier this month, cruise's ceo and his co-founder resigned. cruise employs about 3800 people. the majority of them here in the bay area. >> pothole repair work will close lanes of interstate 880 in santa clara and alameda counties . and that's going to be happening for the next two weeks. caltrans says drivers can expect overnight northbound lane closures starting tonight through december 15th. lanes of 880 will be shut down between alvarado boulevard and fremont to dixon landing road in milpitas. those closures will start around 830 and last through 5 a.m. each day. >> san jose based aviation startup archer aviation has signed an historic purchase agreement with the us air force. under the terms, the air force will buy six of archer's midnight line of electric vertical takeoff and landing vehicles. the deal is worth up

in the city's battle against the fentanyl crisis. >> this is a hard drug to be spitting on. it's crazy. >> from fentanyl to meth tranq and more for the drug supply becoming increasingly unpredictable, uh- michael says he sells and uses most people who are buying. what are they looking for? what they're looking for like, you know, then they'll really feeling good and he says it's cheap and easy to get and they might want something for five bucks. >> only got $5 on them. how much do you get for $5? >> well, you know, a nice amount. this says san francisco is on pace for its deadliest year yet amid the drug overdose crisis. the chief medical examiner has recorded 692 accidental overdose deaths so far this year. the majority caused by fentanyl and to combat crisis. the city set aside nearly $600 million for behavioral health services in the past fiscal year. is money

going towards everything from more treatment beds to the street crisis team? the city is also working to get life saving naloxone spray or narcan, into more hands, doling out more than 70,000 doses so far. this year. >> hey, we're going to give you some narcan. hello. hello. >> hello. and just a block away from city hall, a sheriff's deputy reverses an overdose. can i give you this? >> and back in the tenderloin, another life is saved. >> it's exactly why a group of activists set up this pop up safe consumption site earlier this year. >> what we're doing today is that we're showing how simple it can be to save lives. we're not putting anyone at risk, including ourselves. >> richards fighting addiction to fentanyl and says having a place to go to use is a relief. >> it'd be really nice if this place would pop back up again, but i don't know. what does it take? >> the city's been hesitant to greenlight safe consumption sites, citing legal concerns, but the mayor has signaled

support for the new york model, where a local nonprofit is funding and operating three sites that other communities have. and as local leaders look to new york city for solutions, los angeles is turning its eyes to san francisco. >> one of the things i appreciate about what san francisco is doing in recent months is that shift to focus on, especially the folks that are manufacturing and distributing this poison in san francisco, is now more than six months into a multi-agency effort to shutter the open air drug market. >> part of what we're getting from the governor is some help, some support resources. >> governor gavin newsom sending in california highway patrol and national guard to support police . but some say the city's gone, too far from arresting drug users to the mayor's proposal to drug test welfare recipients that destroyed moves. the mayor defended in a recent interview with martha raddatz. >> no, it's not always the popular thing to do. and this is not about right or left. this is about do we want to save lives?

bay hills camera looking toward mount diablo. other temperature readings right now low 60s at novato and santa rosa 59 at napa. low 60s at fairfield and concord and 59 at livermore. and looking across the embarcadero, you can see the sky getting a little bit darker right now. but still very clear. these are our forecast headlines. clouds will increase overnight and a few showers are still likely tomorrow, but not significant enough for us to give it a ranking on the exclusive abc seven storm impact scale. cool unsettled pattern continues into the weekend, but we can expect milder weather next week yet still unsettled. here's our forecast animation. starting 8:00 tonight, it'll be dry, but then the clouds increase. as i just mentioned. and early tomorrow morning, 6 a.m. or so, we might see another wave of widely scattered light showers swinging through the north bay. and then dissipating. and then later in the day, early afternoon, another wave of perhaps a steadier, more widespread showers. but still not a lot of rain swinging through in the early evening hours. so this pattern will want to have just shown you will be

with us for several days into the weekend. additional rainfall totals by 11:00 tomorrow night. barely any measurable rain at all, 1 or 2 hundredths of an inch across the region. meanwhile, the little rain we're getting here translates into a little snow in the sierra. and by 11 p.m. friday in the sierra, we'll see a few inches of snow in some spots, like an inch and a half in incline village, two inches at blue canyon. but nearly a little bit over a half foot at donner and one foot down at kirkwood. so low temperatures in the bay area tonight, mainly mid to upper 40s, a little milder than last night. highs tomorrow, low or low to mid 60s across the entire region. not a very wide range there. and here is the accuweather seven day forecast and again unsettled pattern through saturday. there is a slight chance of some light rain or light showers falling thursday, friday and saturday clouds increase on sunday, but we're not expecting any significant rainfall turning milder on monday. and look at tuesday and wednesday. upper 60s will be the highs under dry

show along with music. >> it's really spectacular. the tickets are $30 per car. the drive through light show is available until january 1st. the country's largest holiday projection event is set to return to san francisco. it's called let's glow sf. it uses high tech projectors and lasers to transform skyscraper cars into humongous works of art. look at that. it was conceived as a way to bring people into downtown san francisco to help those struggling bars, restaurants and shops. >> and last year, even despite the rain and it's rain or shine, looking good so far. last year we had a $3 million economic impact. so our bars, our restaurants, our retail shops in downtown continue to struggle. and those folks really need, you know, people they need bodies and they they want to see you again. so we're looking forward to also increasing that economic value to our businesses. >> really incredible to see some of these images on the side of buildings. yeah, grand kickoff happens friday after sunset. let's glow. sf will run for ten

to use bart's trusty old paper tickets starting tomorrow. the transit agency is moving away from those mass striped tickets and relying solely on clipper cards. this change comes as bart gets ready to switch to new fare gates, which do not take those paper tickets. refunds are being offered to people who have tickets with a balance greater than $1. bart's leadership got an earful from the riding public today about safety on the rail system. district general manager bob powers and transit police chief kevin franklin met face to face with commuters. this was at the antioch bart station. this morning. the stop is part of bart's safe and clean plan listening tour. the goal here hearing customers out, getting feedback about the entire bart experience and no surprise, safety concerns. top of mind if you're in a uniform, whether it's a sworn officer, an ambassador, or crisis intervention special ist, you are walking the trains and the platforms and people are starting to see that right now. >> but i'm really focused on hiring police officers right now and increasing that staffing and getting additional personnel out

now to the latest on the prisoner swap in the israel-hamas war. hamas released 16 more hostages pushing the number of freed captives past 100. now mediators are pushing for another extension of the cease fire, but there are already signs of unrest. abc news reporter ejiochi has the latest. it's the sixth and final day of the truce between israel and hamas. >> according to the red cross, the militant group released an additional ten israeli abductees and four abductees with ties citizenship. they are now on their way to israel. one dual israeli american citizen is among those let go earlier today, the militant group released two female russian hostages, bringing the total number of hostages released by hamas today to 16 prior to wednesday. 86 people have been released, 66 of them israelis and 24 nationals as well as 180 palestinian prisoners. many of whom were women and teenagers. israeli president isaac herzog saying his government is

committed to increasing and sustaining the supply of humanitarian aid to gaza. >> the effort that is being done both on the international level and the israeli egyptian level towards gaza is huge. >> and now the united nations are calling for the international community to move toward an irreversible two state solution to the palestine-israel conflict, saying jerusalem should serve as the capital of both states. still, the fragile truce between the two sides at risk of failing. an israeli government spokesman claims three explosive devices went off targeting israeli troops, followed by an exchange of gunfire, vowing a return to fighting when hamas stops giving back hostages. >> we will resume military pressure in order to bring them all home. meanwhile the war taking a toll on civil liens like this young couple from southern gaza who planned to get married on october 8th, a day before hamas launched an attack in israel. >> they say their dreams were

shattered. the comments made from the united nation about the two state solution comes on the international day of solidarity with the palestinian people. a day which it observes annually. ike ejiochi, abc news, washington. >> one local man is breathing a sigh of relief after two of his relatives held hostage by hamas were recently released. >> abc7 news reporter tara campbell spoke with him today. and you're here now with his story. >> yeah, well, larry and kristin, i first met oren rubenstein a few weeks ago and i've been following his story ever since. he's been advocating for the release of three of his family members held hostage by hamas. and last week, he traveled to israel. and today i was able to speak with him from tel aviv as the world watches from afar. one bay area man is in israel and is bearing witness to the homecoming kings with two of his family members released by hamas. it's like getting finding out you win the lottery. >> i mean, it's just an amazing thought. >> we first met oren rubenstein

a few weeks ago putting up posters of the then 200 plus hostages being held by hamas. the pacifica resident pleading for their return. >> three of my first cousins have been have been kidnaped. my cousin alon, his wife shiri, and their 18 year old daughter. >> and last saturday he found out shari and noga were set to be freed and they didn't even know they were going to be released. >> they were just taken out of this cave that they were in this tunnel. >> the family is choosing not to share images of the reunion and only a few details of their captivity. >> and then, you know, we found out like, you know, shiri was by herself alone in the dark for two weeks, and they haven't even had one shower. and they ate, you know, minimal all food on the ground. i mean, yeah, it's torture. >> the freed hostages just now learning of all that was lost on october seventh, including loved ones killed in the hamas attack. >> they've lost everything. every single thing. can you

imagine? their home is gone. all their possessions are gone. they're not even coming home with their own clothes. >> rubenstein is relieved. they're doing physically fine and will soon be moved from the hospital to temporary housing in tel aviv. in israel, prepared for 240 hostages to be released. >> and they have houses and, you know, facilities and doctors. and he says with each passing day, they're getting a bit better where they're surrounded by love. they're surrounded by people who are supporting them. they're surrounded by an entire country that's behind them. >> and as far as the third family member goes, reuben stein says they're not giving up. >> i think you have to hold out hope and really believe that they're alive, just like i did for noga and shiri. yeah >> now, oren actually originally planned this trip to israel to start raising money to rebuild his family's kibbutz. and he says when he returns here to san francisco, he'll be focusing his focusing on that fundraising effort. larry and kristen got to

cancer. our reporter lauren glasberg from our sister station in new york spoke with stewart's daughters about his legacy and what the foundation does for cancer research. >> stuart scott was a trailblazer in the world of sports broadcasting. >> call konerko butta because he is on a roll. >> his descriptive style made him an espn standout. scott died eight years ago after battling cancer, but his legacy of trailblazing continues with the stuart scott memorial cancer research fund. it funds researchers who are focusing on areas of health care and cancer research that uh- in which there are discrepancies along racial lines. >> it also funds minority researchers themselves to pursue the research projects that they're interested in. >> his daughters, sydney and taylor, say the work those researchers are doing is saving lives. and with espn's help, the fund, in partnership with the v foundation, has awarded nearly $16 million in grants since its

today cpmc and donor network west announced an honor for heart transplant recipient ted young of san francisco. young will ride on the one legacy donate life float in the rose parade. the float will also feature a special recognition for his organ donor, joe barrett of concord. he was 18 years old when he was hit and killed by a hit and run driver in 2020. >> a grieving parent's worst fear is that their child will be forgotten through donor network. west and my ongoing efforts, i am confident that will never happen. >> i consider leslie a very strong individual. she's heard me say this and her friends said if the roles were reversed, i'm not sure i would have the same strength that she has. joe barrett's likeness is being made in a fral portrait known as a floral graph that will appear on the float to honor legacy.
