racism as he helped guide the united states through more than 60 years of foreign affairs. for secretary of state henry kissinger. dead tonight at the age of 100. good evening. thank you for joining us. i'm dan ashley. >> and i'm ama daetz. kissinger died today at his home in connecticut. he was a jewish refugee who fled germany with his family when he was just 15. >> after gaining citizenship, he went on to win both a nobel peace prize and the presidential medal of freedom. he made many stops here in the bay area as well. >> yeah, kissinger would visit san francisco for different speeches and addresses during his time. many at the fairmont hotel once meeting bay area philanthropist charlotte shultz. protesters were always there to greet him outside. tonight abc

news reporter karen travers has a look back at kissinger's life and legacy. >> henry kissinger will be remembered as one of the most powerful secretaries of state in us history. >> there is no country in the world where it is conceivable that a man of my origins could be standing here next to the president of the united states at president richard nixon's side, he steered american foreign policy through many momentous turns as the vietnam war raged, kissinger advocated the controversial bombing of the north. >> at the same time he secretly negotiated with hanoi and shared a nobel prize. after a ceasefire was signed. when arab states attacked israel in 1973. kissinger made shuttle diplomacy famous as he bustled among the warring parties to broker a peace pact in no area of the world is it more difficult to promote a just and lasting peace that in the middle east. kissinger also pioneered the start nuclear arms treaties as

part of the detente with the soviet union. his most spectacular foreign policy coup was secretly engineering president nixon's trip to china in 1972. the two men stunned the world when nixon, the arch cold warrior, extended diplomatic recognition to the communist government of mao zedong as the nixon presidency was consumed by watergate. kissinger was left to run foreign policy virtually alone. he was controversial, accused by some of brutality in vietnam and cambodia of being soft on apartheid in south africa and of supporting a right wing coup in chile. others called him a devious flatterer of the powerful. kissinger survived and lived to be the nation's foremost elder statesman whose advice was sought by a succession of presidents and other leaders. the image that had become the ultimate in cider. karen travers, abc news. >> the former secretary of state leaves behind his wife of nearly 50 years. nancy a son and a daughter.

>> developing news now out of the middle east where the fragile ceasefire between israel and hamas is going to be extended for another 24 hours. it was supposed to expire two hours ago, but negotiators worked out a last minute deal. there was a disagreement over the hostages to be released. israeli officials say more than 150 are still being held in gaza. the family of berkeley native hirsch goldberg, poland, is unsure for what's going on with their son. he was taken by hamas in october. >> two people have been released so far from the music festival where hirsch was. those two people don't know him. they don't recognize him, don't know his name. but we're also told that's not real cause for concern because they were in two small groups out of 40 people, 40 ish people. so not real cause for concern. but we know nothing. >> a woman who is a dual israeli american was among those released today. more than 100 have been released. so far. hundreds of people marched tonight in san francisco as part of what was being called

international solidarity with palestine day. they plan to protest on howard street, but ended up marching, gathering at speer, then making their way along the embarcadero. organizers say this event was a follow up to some of the many protests we saw in the bay area on black friday. >> moving now to the east bay, people living near a refinery are worried about yet another flaring incident and what it means to their health. our sky seven caught a new flare up tonight at the martinez refining company. it's just days after a similar one at chevron's refinery in richmond, as well as several others over the past year. abc7 news reporter j.r stone is in the newsroom with more on this. j.r, what are you hearing? >> dan those from the martinez refinery said there was an operational incident that happened around 430 this afternoon at the martinez refinery. this is what that massive flame looked like for much of the evening. the refinery has issued at least two statements saying the appropriate agencies were notified and a community notification was given. those

from the refinery say, quote, we have been maintain clean combustion during the flaring and ground level air monitoring has shown normal measurements, end quote. i talked with mitzi crawford earlier. she lives about a mile away and saw the flaring. >> number one, there's a sound. it's a kind of a roaring sound. and it kind of made my attention like, oh, you know, something's happening. so i just turned to look over towards the refinery and there's quite a large fire that's coming out of there. concerning for the whole neighborhood, you know, where if people start to wonder and don't know why you have asthma, you have all these other things and chronic conditions such as that, that they don't investigate it. it's concerning to see something like this, this flaring comes just a day after a proposed class action lawsuit was filed against the martinez refinery, alleging the location has created a public nuisance, citing thanksgiving of 2022 when

20 to 24 tons of spent catalyst was released into the community, leaving a metallic dust on things. >> is there a belief that it affects anybody's health? >> i think there's definitely concern that's part of what we're asking for in our suit is to make sure that there is a medical monitoring regime that people can go and find that out for sure at scale paid for by the refinery. so there's definitely a concern here. >> mitzi also sent us this cell phone video showing what appears to be particles in the air. she is concerned about what may have been released. the bay area air quality management district says their inspectors are investigating tonight's flaring. in their statement, the martinez refinery went on to say that flares are an essential part of a refinery's integrated engineered safety system designed to safely manage excess gases through efficient, effective combustion. reporting in the newsroom, j.r. stone, abc

skepticism from many in solano county, as well as at the state and federal levels. it first started several years ago after silicon valley billionaires secretly bought $800 million of land to develop near travis air force base. the company's ceo, john schrameck, says the county stands to benefit from the project. >> but this is by far the best site that we have in solano county in the bay area and probably in the entire state for a project that can really make a difference during a presentation strum. >> it talks about the long term economic boost it could provide. he mentioned everything from the creation of white collar jobs to new infrastructure and a safe city to raise a family, a tough sell to many in the audience. >> yes, i may be more skeptical now than i was walking into it, but the job guarantees the lack of talk about affordable housing . >> despite the heavy pushback that the project received during wednesday's town hall, the developers tell us they believe that the majority of solano county is actually behind them. >> the people who are kind of creating this this panic about it are the same people who on

streets and closed stores are sending a bad message around the country and the globe. so how do we move beyond these issues and build a better bay area that is what we will address directly in a live town hall style event next monday with mayor london breed district attorney brooke jenkins and the police chief, bill scott. part of that conversation will be around moving past san francisco's homeless crisis as abc7 news reporter lou pena explains the number of people on the streets is stable but the cost to take care of them continues to grow. >> san francisco has one of the nation's highest per capita concentrations of homelessness. high housing costs, drug abuse and covid are some of the factors contributing to this crisis. every two years, the us department of housing and urban development requires communities count. the number of people experiencing homelessness. in february of 2022, the city counted 7754 homeless

individuals. hi, i'm luz pena with abc7. nice to meet you. what's your name? johnny crawford. how long have you been out here? >> i've been out here since 2018. >> johnny crawford is one of over 4000 homeless who live on the streets of san francisco. tell me about being out here. what is it like? it's interesting. >> if you're not cut out for it, you're not going to make it. if you're cut out for it, you can survive. >> san francisco has over 1000 occupied vehicles every night. many are families with kids. over 100 of these rvs are parked along lake merced boulevard. all homeless. >> i'm sleeping here with my dogs, my two kids. >> nelly has been renting this rv for the last year. before living here, they rented a room in the mission district, but her work hours were cut during the pandemic, and they had to move out. >> i said i coronavirus. is. is that working? is down my check

is like 200, 300. so i came to pay the rent. where do you work? housekeeping in a motel. >> san francisco has about 10,000 units of housing for individuals experiencing homelessness, but just 2300 units of housing for families. but as demand grows, waitlists for housing and emergency shelter get longer. >> our shelter system is about 91% full. >> can you get shelter on the same day that you need it? >> yes. often you can. >> often not always. >> not always. >> what about families? >> most of the time, families can get an emergency placement the day they need one, and it can take a few weeks to get a single room. weeks. and that's why we have the emergency. >> why so long? >> because our our long term family shelters are pretty well occupied. >> and as of november 29th, 2023, there were close to 500 pending shelter waitlist

applications. as the city prioritizes who gets into a shelter. so if someone has a long term chronic illness, they're going to have a higher priority station than someone who is able bodied and healthy. in the last year, san francisco faced another setback in clearing homeless encampments. an injunction that was brought forth after the coalition on homelessness filed a lawsuit against the city. they alleged encampments sweeps violated the rights of the unhoused. this has blocked the city from enforcing certain laws like sleeping on public property. the debate has polarized the city. even leading mayor london breed to rally outside the ninth circuit court of appeals. the fact that the courts have crippled our ability to do our jobs, to help get people into shelter is criminal. the coalition has requested the city offer shelter before removing individuals from the streets. >> we're trying to get them to stop illegally confiscating property and criminalizing them when they have no choice but to

be on the streets. >> recently, the court provided clarification allowing for the city to continue cleanup efforts. we went out with the members of the san francisco department of emergency management and the homeless outreach team to see the process . >> they gave us a warning, you know, instead of during the three hour effort, we saw at least ten people out of more than 50 tents get shelter or housing. >> but jose torres was candid. he said there's not enough space for everyone in need. how do you do this job when there is not enough shelter? as you say, it's difficult. >> it's difficult to talk to people and not have enough to offer. >> in san francisco, luz pena, abc seven news. it's a good look at what's really happening out there. >> and we will continue to explore the many issues affecting san francisco and how we can all move forward together. tomorrow we will be diving into the unprecedented vacancies in downtown san francisco as retail and office workers change their habits. we'll ask mayor london breed district attorney brooke jenkins and police chief bill scott

that's what's going to set the stage for the snowy weather they're expecting for us, it's just going to be af clouds around as we check out the rainfall. the past 24 hours. yeah, we picked up close to a half an inch there in san francisco, 6/10 in kentfield, a quarter of an inch there in oakland, san jose, brentwood, livermore area, about a 10th of an inch or less, 13 hundredths in napa and 2000/300 in santa rosa. your temperatures right now in the 40s and the 50s bundle up tonight because it's going to be cold from our sutro tower camera. a beautiful view of downtown san francisco. chilly overnight areas of morning fog spotty showers the next few days and we are looking at milder weather pattern as we head towards next week. we're going to go hour by hour and talk about the winds that northwesterly breeze is really going to kick up tomorrow afternoon at 1 p.m. you're looking at 25, close to 30 mile an hour winds and the gusty winds will remain with us, even going into the early to mid afternoon and evening hours.
