the day. here's a live look from sutro tower. it's bouncing around a bit as you see a cool, dry northerly wind move in this morning. live doppler seven, it is quiet, quiet. no need this morning to worry about any downpours. temperatures are certainly a lot cooler this morning compared to yesterday. we're in the 30s and 40s for the most part. so certainly you do want that heavier jacket with you this morning. we do have the chance of an isolated shower later on this afternoon. future weather showing you. we see a bit of sunshine later on this morning. the cloud is build back in this afternoon and there's just a real isolated chance of a shower moving through. i think the best chance is probably in the north bay and along the coast. most of us are going to remain dry, but we will track that chance right around three, 4:00 pm. it's also a breezy day today. those winds are going to ramp up this afternoon, keeping temperatures basic in the low 60s. we'll take a closer look at those winds coming up in eight minutes. let's check in with joe biden and see your traffic's doing.

>> thank you, drew. good morning, everybody. so we are going to begin at the richmond-san rafael bridge where we are in week eight of the sigalert. a totally different commute than yesterday in morning. we do not have any issues involving the rain. i'm going to continue to mention this throughout the week because this will certainly impact anyone relying on the bart daly city and glen park stations. the tree removal and track upgrades this weekend, you can expect delays up to about 30 minutes. they will provide free busses in between those stations. and then we will end here with a live picture in emeryville showing you 80 those headlights traveling in the westbound direction. thanks jobina. >> in the east bay, people living near a refinery. we are worried about yet another flaring incident and what it means for their health. the latest happened last night at the martinez refining company in martinez. it came just days after a similar one at chevron's refinery in richmond and several others we've seen over the past year. abc7 news reporter lena howland is hearing from people who live nearby who are on edge. lena you say we're seeing flaring happening as we speak.

>> yeah. reggie we just got on scene about 20 minutes ago and already we are seeing some pretty massive flaring happening just behind me on the other side of that fence. you can kind of see that flaring happening, poking through those trees. that's very similar to the scene that we saw out here last night. people who live in this area told us that they were worried about what may be released into the air from this flaring incident. now, this is what the massive flame looked like for much of the evening in martinez last night. the martinez refinery said this stems from an operation incident that happened around 430 yesterday afternoon here. they say the appropriate agencies were notified and a community notified station was given at an adding that ground level air monitoring has shown normal measurements. we talked to somebody who lives about a mile away and saw the flaring. >> number one, there's a sound. it's a kind of a roaring sound. and it kind of made my attention

like, oh, you know, something's happening. so i just turned to look over towards the refinery and there was quite a large fire that's coming out of there concerning for the whole neighborhood, you know, where if people start to wonder and don't know why you have asthma, you have all these other things and chronic conditions such as that, that they don't investigate it. it it's concerning to see something like this. >> this flaring comes just a day after a proposed class action lawsuit was filed against the martinez refinery, alleging the location has created a public nuisance, citing thanksgiving of 2022 when 2224 tons of spent catalyst air was released into the community, leaving metallic dust on things. in a statement on yesterday's incident, the martinez refinery said flares are an essential part of a refinery's integrated engineered safety systems designed to safely manage excess gases through efficient effect of combustion. now, the bay area

air quality manage management district says they are also investigating yesterday's flaring incident, which, as we just mentioned, is still going on actively here at this hour. live in martinez, lena howland, abc seven news. >> all right, lena, thank you so much. this morning, we're remembering one of the most influential figures of the world stage for decades, former secretary of state henry kissinger has died at the age of 100 and jobina he earned great praise, but also criticism as he helped guide the united states through more than 60 years of foreign affairs. >> yes, gloria, henry kissinger is considered one of the most influential and also one of the most controversial diplomats in american history. he came to the united states at age 15 as a jewish refugee, escaping germany, eventually becoming a us citizen, and then a political scientist at harvard in 1969. kissinger became president nixon's foreign policy advisor and four years later became secretary of state. kissinger

played a pivotal role in many foreign policy events, including helping to orchestrate an end to america's involvement in the vietnam war. >> there is no country in the world where it is conceived evil that a man of my origins could be standing here next to the president of the united states. >> kissinger also helped organize the controversial and secret us bombing campaign in cambodia, which killed thousands of people. that led to some calling him a war criminal. kissinger left his position as secretary of state in 1977, but never left politics. in the past few months alone, he met with with the presidents of china and ukraine last month, he spoke at a gala promoting us-china relations, kissing girls behind his wife, nancy, and two adult children. >> reggie, thank you, sabrina. new developments. hamas is taking credit for a shooting at a bus stop in jerusalem. um, it

left three people dead and 16 hurt. israeli police say heavily armed suspects drove up to the bus stop, got out of their car and opened fire on civilians. the two gunmen were reportedly killed by off duty israeli soldiers who happened to be near that scene. police and israeli prime minister benjamin netanyahu described the gunmen as terrorists, but that shooting happened just a few hours after negotiators were able to broker a last minute deal to extend the ceasefire between israel and hamas. is not sure how that shooting will impact the truce. the hope is that more hostages will be released today. israeli officials say more than 150 people are still being held in gaza. the family of berkeley native hirsch goldberg, poland, is unsure what's going on with their son. he was taken by hamas in october. >> two people have been released so far from the music festival where hirsch was. those two people don't know him. they don't recognize him, don't know his name. um, but we're also told that's not real cause for concern because as they were in

to small groups, out of 40 people, 40 ish people, so not real cause for concern. but we know nothing a woman who is a dual israeli american was among those released yesterday and a bay area man says two of his relatives have also been released. >> we first met pacifica resident oren rubenstein a few weeks ago. he was putting up posters of the then 200 plus hostages being held by hamas. rubenstein says his cousin's wife and his cousin's 18 year old daughter are now at an israeli hospital and are doing physically fine. >> and they didn't even know they're going to be released. they were just taken out of this cave that they were in this tunnel in israel, prepared for 240 hostages to be released. and they have houses and, you know, facilities and doctors. >> rubenstein says he has a cousin who is still being held hostage. they are holding out hope that they are alive and will be released. we're going to continue to keep you updated on

live doppler seven along with satellite. what we're tracking, there's this dip in our jet stream, a trough right now situated along the west coast that is creating the cooler conditions this afternoon. but we're watching. there's a ripple of energy right here. you could see some light showers around eureka. this morning. 1 or 2 of these may try and move in later on this afternoon, say around 3 or 4 p.m. but for the most part, it's just a breezy afternoon with a mix of sun and clouds. future tracker wind gusts showing you by 11 a.m. you'll notice those winds picking up out of the northwest, gusting over 20mph at times. and that's how the afternoon and evening will go. we'll have those winds gusting 20 to 30mph as we see this trough kind of sit over us over the next 24 hours. so the day planner today showing you that we have bright skies throughout the morning. then in the afternoon, clouds will build in for the isolated shower chance, the best chance probably along the coast and in the north bay. but again, most of us do remain dry today. the three day forecast shows you sun and

says it's cutting spending for driverless operations. last month. cruise's self-driving robotaxi dragged a pedestrian who had first been hit by another car in san francisco. the dmv then pulled the company's driverless permit earlier this month. cruise's ceo and his co-founder resigned.

cruise employs about 3800 people, a majority of them live right here in the bay area. >> the off duty pilot accused of trying to crash a flight headed for san francisco last month is expected back in court today. joseph david emerson pleaded not guilty to federal and state charges, including 83 counts of attempted murder. authorities say the former alaska airlines pilot tried to cut the engines mid-flight. he later told police he took psychedelic mushrooms about two days prior and thought he was dreaming. >> today, two people accused in a brazen smash and grab robbery of the christian dior store in san francisco will be back in court. an employee at the union square store said that the suspects stole $275,000 worth of merchandise. the suspects are charged with commercial burglary, grand theft, organized retail theft, conspiracy and resisting arrest. san francisco police say that they've arrested a 14 year old in connection with several retail burglaries in the city. according to police, the

teen faces multiple charges accused of stealing over $30,000 worth of merchandise in as many as 15 organized retail crimes. sfpd has been investigating a large number of those same crimes committed by a group of juvenile and adult suspects. as alameda county district attorney pamela price faces a recall, she's trying to show what her office has done to help victims of crime in her first year in office. >> yesterday, she held a news conference to highlight programs. price says after taking office, she conducted a full audit of victim services. she says the audit uncovered a department that was understaffed, under resourced with unpaid bills and a backlog of services, which meant victims weren't getting help. >> what i want the public to know is that the alameda county district attorney's office under my administration is fully and complete, fully committed to serving victims of crime. >> as the recall campaign

history park in san jose can tune their radio to 93.5 and hear songs sinked with more than 200,000 lights. my favorite part is just people being together and creating joy. this drive through experience all started during the pandemic, and organizers say it's now their biggest fundraiser of the year. >> in 2020. we were the only show in town. we're not a city run event. we are a nonprofit. and the tickets that people buy for our drive through help us keep our park downtown. free tickets are 30 to $35. >> family ali's we heard from said this holiday adventure was worth it it was so awesome christmas in the park said in years past they averaged 2000 vehicles a night. oh it's super convenient. >> it's nice to be cozy in your car with the heater on and going through very slowly. >> the light show runs a mile and a half long. it took crews roughly 20 days to put the dazzling display together. everyone young, old and those with varying abilities can enjoy an evening out. i threw my back

appropriate agencies were notified and a community notification was given. this flaring comes just a day after a proposed class action lawsuit was filed against the same refinery alleging the location has created a public nuisance. the lawsuit highlights two recent incidents of flaring on thanksgiving day last year, where more than 20 tons of toxic powder were released. and in july, the refinery admitted coke dust so thick it blanketed nearby cars. >> is there a belief that it affects anybody's health? >> i think there's definitely concern. that's part of what we're asking for in our suit is to make sure that there is a medical monitoring regime that people can go and find that out for sure at scale paid for by the refinery. so there's definitely a concern. >> the lawsuit says that lab tests show the previous flaring incidents released magnesium, sulfur, nickel and other harmful components. bf energy, which owns the refinery, would not
