shower. the best chance is likely along the coast. take a closer look at that chance coming up in six minutes. let's see how we're doing on the roads with jobina. good morning. >> good morning, drew. thank you. hi, everybody. so it's beginning to fill in just a little bit here at the bay bridge toll plaza. those metering lights came on at 528 and it's actually really increased in terms of the traffic there in the last five minutes or so. san rafael looking live at 101. clear conditions here. no problems so far, no major blocking issues. but this will be an issue if you rely on bart over the weekend, especially through the daly city and glen park stations, because of tree removal and track upgrades, you can expect about 30 minute delays and there will be free bus shuttles in between that area. and they just really want to get the word out ahead of the weekend. >> thanks, jobina. developing news in the east bay. people living near a refinery are worried about yet another flaring incident and what that means for their health. the latest flaring happened last night at the martinez refining company. it came just days after a similar flaring at chevron's refinery in richmond, as well as several others from the past year. abc7 news reporteren howland is hearing from people who live nearby. lena, you say

that we're still seeing this flaring this morning. >> reggie that's right. and we don't know if this has been burning through the night or not, but since our crews showed up on scene about an hour and 15 minutes ago, we have been seeing this flaring in the form of this massive flame burn continuously since we arrived on scene. you can see the flame poking above this fence and partially through some trees from our perspective. people who live in this area tell us they're worried about what's being released into this area. from the flaring incident. this is what this mass of flame looks like for much of the evening yesterday. martinez, the martinez refinery, said this stems from an operational incident that happened right around 430 in the afternoon. they say the appropriate agencies were notified and a community notification was given, adding that ground level air monitoring has shown normal measurements. we talked to someone who lives about a mile away and saw the flaring. >> number one, there's a sound.

it's a kind of a roaring sound. and it kind of made my tension like, oh, you know, something's happening. so i just turned to look over towards the refinery and there's quite a large fire that's coming out of there. concerning for the whole neighborhood. and you know, where if people start to wonder and don't know why you have asthma, you have all these other things and chronic conditions such as that, that they don't investigate it. it's concerning to see something like this. >> this flaring comes just a day after a proposed class action lawsuit was filed against the martinez refinery, alleging the location has created a public nuisance, citing thanksgiving of 2022 when 20 to 24 tons of spent catalyst was released into the community, leaving metallic dust on things. in a statement on yesterday's incident, the martinez refinery said flares are an essential part of our refinery. these integrated, engineered, safe systems designed to safely manage excess

>> new developments hamas is taking credit for a shooting at a bus stop in jerusalem that left three people dead and 16 hurt. israeli police say heavily armed suspects drove up to the bus stop, got out of their car and then opened fire on civilians. the two gunmen were reportedly killed by off duty israeli soldiers who happened to be near the crime scene. police and israeli prime minister benjamin netanyahu described the gunmen as terrorists. >> that shooting happened just a few hours after negotiators were able to broker a last minute deal to extend the ceasefire between israel and hamas. we don't know how today's shooting will impact that truce. the hope is more hostages will be released today. israeli officials say more than 150 people are still being held in gaza. the family of berkeley, native hirsch goldberg, poland is unsure what's going on with their son. he was taken by hamas in october. >> two people have been released. so far from the music festival where hirsch was. those two people don't know him, don't

recognize him, don't know his name. but we're also told that's not real cause for concern because they were in two small groups out of 40 people, 40 ish people. so not real cause for concern, but we know nothing. >> a woman who is a dual israeli american citizen was among those released yesterday and a bay area man says two of his relatives have also been released. we first met pacifica resident oren rubenstein a few weeks ago. he was putting up posters of the then 200 plus hostages being held by hamas. rubenstein says his cousin's wife and his cousin's 18 year old daughter are now at an israeli hospital and are physically fine. >> and they didn't even know they're going to be released. they were just taken out of this cave that they were in this tunnel in israel, prepared for 240 hostage is to be released. and they have houses and, you know, facilities and doctors. rubenstein says he has a cousin

there's a trough, a dip in our jet stream. that's along the west coast. you can see the wind barbs kind of taking that dip across california. the cold front, we're tracking, that's going to kick up our winds later today is right here. that swings through here in the afternoon. a chance of an isolated shower along the coast. but for most of us, we'll feel those winds. that's the biggest issue later on this afternoon. future tracker wind gusts, they pick up by lunchtime and then later today, by 4 or 5, 6 p.m, we'll find those winds gusting probably 20 to 30mph. so it's a blustery day later on today and keeping temperatures in the low 60s. right now, we're starting

to federal and state charges, including 83 counts of attempted murder. authorities say the former alaska airlines pilot tried to cut the engines mid-flight. he later told police he took psychedelic mushrooms about two days prior and thought he was dreaming. as alameda county da pamela price faces a recall, she's trying to show what her office has been doing to help victims of crime in her first year in office. yesterday she held a news conference to highlight her program. james price says after taking office, she conducted a full audit of victims services. she says the audit uncovered a department that was understaffed, under-resourced, with unpaid bills and a backlog of services, which meant victims weren't getting help. >> what i want the public to know is that the alameda county district attorney's office under my administration is fully and completely committed to serving victims of crime. >> as the recall campaign against da price builds, those involved argue that instituting

july, the refinery emitted coke dust so thick it blanketed nearby cars. >> is there a belief that it affects anybody's health? >> i think there's definitely concern on that's part of what we're asking for in our suit is to make sure that there is a medical monitoring regime that people can go and find that out for sure at scale paid for by the refinery. so there's definitely a concern. >> the lawsuit says lab tests show the previous flaring incidents released magnesium, sulfur, nickel and other harmful components. pbf energy, which owns the refinery, would not comment on the lawsuit because it's a legal matter, but did issue a statement about yesterday's incident, saying flares are an essential part of a refinery's integrated engineered safety systems designed to safely manage excess gases through efficient, effective combustion. now, we have reached out to the refinery already this morning to see why this flaring is happening so
