>> and i'm kristen sze. part of building a better bay area includes supporting small businesses downtown san francisco is struggling since covid hit in 2020. a large number of businesses have closed . many studies say as many as 50. >> now, there were hopes that apec would help with many small businesses, said that only hurt them more. and now those small business owners say they do have a solution. abc7 news reporter lyanne melendez here now with more on what they are saying and asking for. well, in their minds the solution is for people to come back to work full time, five days a week in person because you know small businesses say for them the hybrid situation where people work from home on some days and come to work in person on other days, isn't cutting it. >> you know, they claim that the city hall, that city hall hasn't done enough to push the private sector to come back. and as we found out, the largest employer in this city still has a hybrid policy. this could well be the

epicenter of san francisco's doom loop. folsom and second street, south of market. don't take it from me. ask jeff handy, owner of social 303 restaurant in the shadow of this once booming neighborhood, this building that i'm standing in front of used to have 4000 people in it. >> there's 400. so you're looking at businesses in san francisco who are suffering more than any other city in the country, bringing those people back into the office. >> more than 2 to 3 days a week has been a challenge for the city. regardless of what the mayor has said in the past, who doesn't want to go meet with their coworkers after work and have a drink and let the traffic die down? apparently, thousands of people who live or work in san francisco go return to work policies were not as heavily endorsed in san francisco, so that hurt all of us. >> and it continues to the oasis grill next to the embarcadero center is a classic example since covid, they have not recovered and find that the private sector has little interest in supporting small

businesses. >> he, too, thinks the downtown recovery is achievable if people come back into the offices to bring at least 90% of the employees back because how do you do that? >> i don't know. this is maybe the mayor should do that. the government we asked a government official how the city plans to bring back the workforce more often than just a few days. >> we are exponential, really impacted by the amount of tech and public service businesses that have chosen to remain remote and so at the end of the day, the city. hold on a minute. the city also has employees still working from home. >> they do have the ability to stay home. two days a week. and again, that is the decision of the mayor. ultimately, the mayor, did that change? >> i think we are in a place right now where we need to we can we can go to flex schedules. >> we can allow people to do not necessarily 9 to 5 in some areas, but absolutely, we need

to be coming back five days a week. >> next up, the mayor, will you ask city employees to come back to work five days a week? >> so to be clear, most of our 34,000 city employees are back at work, most of them. but i think the city hall is pretty much at capacity and other city buildings. many of the folks who are maybe not at work are a lot of our technical support, but it's more than i think the latest number. and maybe i should get the latest number to give it to you, but it's a really high percentage. >> city hall eventually got back to us to report that approximately three quarters of city staff is working in person in full time. >> since the pandemic, things have changed. and do i want everyone at work all the time? yes, i do. >> to make matters worse, for these small businesses, apec didn't deliver the kind of boom they anticipated for a number of reasons. first, there was the security zone imposed by the

secret service as apec started to step in, we anticipated a three day heavy closure with a little setup. >> it was much larger than expected, as we can all know. it really became a ten day shutdown for the entire neighborhood. >> secondly, people were told to work from home to avoid the traffic jams and the protesters from fisherman's wharf to downtown to union square to japantown. >> there's no question it was quieter throughout the city. people did heed the warning. >> according to the yerba buena community benefit center, the avage venue for small businesses near moscone center was down by more than 64. now, many of these affected businesses are hoping the city keeps its promise of compensating them for their losses. now a reminder that a resolution was passed to set aside $10 million in the event that there would be heavy losses. and as we now know, that certainly happened. you know, and bringing people back 4 to 5 days, they say, well, you know,

that's more sandwiches that we can sell more coffees. so they're really relying on that. but, you know, the city hall, city officials have told me that their fear is that if they really force city employees to come back five days a week and many are, but if they force them , then they're going to lose them to the private sector. >> and that could be they're competing here. that's why it's so tough. >> absolutely. yeah >> it's going to be hard to force people back into the city. thank you, liane. yeah >> all right. moving on. in the south bay, a new approach to crack down on rampant stealing of catalytic converters in san jose today, mayor matt mehan said he wants to make it illegal to possess a catalytic converter, not attached to a car without proof of ownership. that could include a receipt or documents from an auto body shop. the city council is expected to vote on the proposal early next year. >> it's a major expense these catalytic converters cost about $2,000 a piece, and the amount of effort that people have to go

through to get them replaced is a significant it has a huge impact on our working families as time lost hours at work, the headache and stress. >> san jose earlier launched a program to etch information onto people's catalytic converters. mehan said today that thefts of catalytic converters in san jose are projected to be actually down 50% from 2022. >> today, us justice officials in san francisco announced criminal charges against two russian intelligence officers. as according to the fbi, the two men led a state sponsored organization known as the callisto group. the agency claims that group operated a sophisticated global hacking campaign from 2016 to 2022. >> the callisto group targeted current and former employees of the united states intelligence community. the department of defense, the department of state , late defense contractors and employees at department of

energy facilities throughout the united states. >> authorities say the group also targeted foreign nations and hacked into the computers and email accounts of politician us civil servants. journalists and others in the uk. a $10 million reward is being offered for information leading to their arrest and conviction. >> turning now to weather, showers fell across the bay area today and in some parts sometimes it was pretty heavy. this is a look at conditions this afternoon near tilden park's little farm in the berkeley hills. >> got to get used to driving in the rain again. live look now outside this afternoon. you can see some areas appear to be clearing. in fact, i saw some blue skies on the way in. >> that's right. abc7 news meteorologist sandyha patel is here with a first look at the forecast. you know, i didn't get caught in the rain because i watched your newscast or meteorologist forecast. i'm glad you rain attention, kristin. >> well, you know what? you were all so lucky probably. let's take a look at live picture first and we'll talk about where it is raining right now. san jose camera getting some rain. it is still wet out across parts

of the bay area as we check out live doppler seven right now. we're going to go into street level radar. the south bay across monterey road. morgan hill, highway 101, one of the main corridors from san jose to the san martin area is getting wet. so the commute a little slow this afternoon. santa cruz mountains, the summit if you've traveled when it's raining, you know, visibility is poor. so be careful out there. and across dublin, 580 heading into pleasanton livermore area, highway 84. we are also seeing some showers right now as we really take you back in time, the last few hours, seeing some snow showers in the sierra as well. and we're going to go hour by hour, a couple more hours of these showers, particularly in the southern and eastern part of our viewing area. and then the skies begin to clear and we're going to start to notice the chill this afternoon. it's a level one. scattered showers, light accumulation, slippery roads and breezy conditions. i'll be back to let you know about some freeze watches and warnings that are going up and where it's going to be cold coming right up in just a few

over only a year, a slightly over a year recognized nationally operation hope offers customized programs to teach people about personal finance. >> they work one on one with a person such as myself. if we try to provide a budget, we look at their long term goals and objectives. >> since april of last year, doctor joaquin wallace has worked with close to 300 clients. at 45, reduced their debt 47, increase their savings. 57. increase their credit scores , and operation hope services are free, 1 to 2 three can can and now they have a permanent office in downtown oakland located inside wells fargo. it's called hope inside you don't have to be a wells fargo customer to take advantage of their services. >> it's really meant to be a community benefit. the fdic estimates that 4% of americans are unbanked, meaning they don't have a checking or savings account. >> wells fargo data suggests the numbers are similar. in alameda county, the unbanked are often stuck with high cost alternatives like check cashing

and payday loans and a disproportionate number are people of color. operation hope, hopes to level the playing field. >> financial literacy is something that is overlooked in a marginalized communities, and our program focuses on that and provides you the tools to understand how to create a budget, reducing debt and increasing your savings. >> even though this collaboration with wells fargo bank operation hope doesn't have to use wells fargo financial services or programs with its clients in oakland, anser hassan abc7 news. >> residents of a san francisco neighborhood are taking action to quote, fire a shot across the bow of the us navy and today they served notice they intend to sue the navy and the epa over cleanup efforts and the hunters point naval shipyard superfund site. this action comes just days after the navy announced that it discovered small amounts of radioactive material at the site this year. activists have long demanded more oversight of this clean up effort, and they've voiced concerns of a cancer cluster near the shipyard

attack and was in a dream like state during the incident two days after he claimed to have taken magic mushrooms under the conditions of his release. emerson must stay at his pleasant hill home, be tested for intoxicants and stay 30ft away from an airplane. >> meanwhile, a historic flight was made right here in the bay area with technology created by a local company. abc seven news south bay reporter zach fuentes has more on how this fascinating technology could actually shape the future. >> yeah, we're in flight now. >> commercial pilot and engineer dan tamal's passion for aviation runs deep. >> i grew up next to a small airfield in southern california, and i used to watch the small cessna 172 come in and land and i thought, you know, why not? when i was picking a career growing up, tomalin might not have imagined that she'd be operating a plane in this way. >> but late last month, she was part of history operating this cessna 208 caravan with not one human being on board, doing all of her work from this control

center in mountain view, 50 miles away from the plane we operated out of hollister municipal airport and basic only the taxi, the takeoff, the cruise, the landing, all of that was over a scale of about 12 minutes for the uncrewed portion. >> reliable robotics is the company behind the autonomous flight system, though they've flown a smaller plane without a pilot on board. >> in 2019, they say this flight was the first time a cargo plane of this size was operated remotely by a private company. >> a system like ours will go a long way to save lives and prevent accidents. >> ceo robert rose says their technology will improve aviation safety in order to move the pilot out of the plane and into a control center, you need to have a more advanced navigation system. >> you need to be able to automatically land, you need to be able to automatically take off and auto taxi and many accidents on small aircraft today are due to issues during those phases of flight. >> and though rose says he sees the system rolled out more broadly for cargo first, the hope is that it could one day transition to passenger aircraft , something he said could

facilitate better travel between smaller airports instead of needing to fly out of san francisco, oakland, san jose. >> we could take a flight out of palo alto or reid-hillview or san carlos with pilots like tom miller's expertise still needed to operate the system, rose said he sees it adding jobs. >> i think we're going to have factor ten factor 100 more aircraft as we move into the next decade. >> so i see this as a growth opportunity for aviation. >> the technology still has to be certified by the faa, something rose says they're well on their way to doing in mountain view. zach fuentes, abc seven news, are you ready for that? >> yes. so you're ready to get on the plane and you're looking in the cockpit and there's nobody there. >> well, after a lot of testing and faa certification, but that is a big space in the bay area right now for technology is the whole autonomous aircraft and electric and all that. >> so if they can actually figure it out. yeah. and right. and make it work, it'll be amazing. yes >> why drive to work. that's so boring, larry. >> yeah. yeah you're right. especially if you have to drive in the rain. some of us did some

of us didn't. >> well, i watched the forecast at sandia. well, yeah, i love how you rub that in. >> kristin. >> i wasn't even here. >> she got lucky. larry, you were the loser is basically what she's saying, larry. >> the loser. love it. >> all right, let's get to live doppler seven and we'll talk about where we are seeing some wet weather right now. some showers across parts of the south bay highway 101. morgan hill, san martin, monterey road across coyote. so watch out. there are still some slippery roadways out there as we take a look at the pleasanton livermore area, you will also notice los pasetta road. we are seeing some scattered showers moving across this region. all right. let's take a look at the wider perspective. you see all those speckled clouds off the coastline and that's cold air. and that cold air mass is moving in our direction. so in the next couple of days, you're going to feel that chill in the morning right now, nice looking view from our golden gate bridge camera. we're seeing some sun mid 50s hayward, san francisco,

57 in oakland and san jose half moon bay as well. here's a live view from our walnut creek camera. clouds are still stacked up mid to upper 50s from santa rosa, 57 to napa, 55, 54 degrees in livermore. here's a look at the headlines the next few days through early evening. we're still looking at some spotty showers as we head towards tomorrow morning. cold and frosty freeze warning for the north bay and the weekend outlook does call for chilly morning dry days. so be ready for that as we check out the storm impact scale. it's a one on our storm impact scale for this afternoon. mainly scattered showers, light accumulation, slippery roads and breezy conditions. now an isolated shower or two will continue through this evening, but the majority of it will be through here by the afternoon. so at 5:00, you see those showers starting to move out of the picture. and behind it, the skies begin to clear and fog may form very patchy at best, but you can see that fog around the delta may see some patches in the north bay. tomorrow is going to be a nice sunny day. but the

thing that you're going to notice is that chill winter weather advisory remains up for the sierra until 10 p.m. tonight. additional 2 to 6in of snow looking at up to 10 to 12, perhaps inches above 6000. the snow level 4500ft tonight at midnight to 9 a.m. tomorrow, north bay valleys going under that freeze warning. temperatures is down to 28 degrees. it's a freeze watch that's already been issued for saturday morning. just a reminder to protect your tender plants. don't forget about any water pipes outside to wrap them, drain them and of course, don't forget about the pets as we go hour by hour tonight, temperatures are going to really drop down around 10:00. already in the 40s, it's going to feel cold and it's going to get frosty tomorrow morning. subfreezing temperatures at 7 a.m. going into 8 a.m, some freezing conditions. your morning temperatures ultimately for most of you end up in the low 30s to mid 40s under mainly clear skies tomorrow afternoon. you're looking at plenty of sun. temperatures will range from the 50s to the 60s. here's a look at the accuweather seven day

>> yeah. police say there is a new scam targeting gift card buyers. abc7 news reporter lena howland shows us how it works and why it can be easy for shoppers to miss. >> when the person buys a card, they have a barcode that is visible on the outside of the envelope. this is what scanned at the register pinole police are taking to social media, posting this video warning shoppers of the latest gift card scam after at least one person fell victim to it at a local drugstore. >> we got a call of a community member that was trying to return a gift card or try to get their money back on a gift card because they found that it was cut. so one of our sergeants responded to that call and realized, oh, this is a scam that we've been seeing and now we're seeing it for the first time. so police are trying to stop it. >> somebody was taking all these cards from the store without paying for them and without loading them up, taking them home. and what they do is they heat up these envelopes to where they can open them as carefully

as they can remove the card and actually cut the top of the card off. >> an officer explains how scammers could steal your money by taking the top half of a card. resealing it and placing it back on the store shelf. then they just wait for you to load your money onto the card and use it with the code they stole. >> and they're cutting that and they're carefully putting it back so that that barcode is just placed in the center. so you can't see that it's cut off. and then they're taking that code. and then when you go and you place your money onto that card, it no longer is the drugstores money. it goes to that like amazon. it's now their money. and so we're thinking they're possibly they've got all these cards and they're just running them every day waiting for a hit on a card, which is why this holiday season, the pinole police department is reminding every shopper to remove those gift card envelopes at checkout out to double check before buying. go ahead and open that card. make sure that the barcode is there. make sure that it's not cut off. make sure it's not tampered with. because if

newsom, expands the definition of grave disability. it now allows the conservatorship of those living with the impacts of a severe substance abuse disorder and those unable to provide for their own safety or necessary medical care. supporters say it will help address psychiatric emergencies involving substances like meth, amphetamine and opioids, including fentanyl. it takes effect statewide on january 1st. >> homelessness is obviously one of san francisco's most challenging and complex issues. during our abc7 taking action san francisco live event, city leaders promised that they see things changing and they're going to take a more forceful approach. abc7 news reporter luz pena looking at what the city is doing to solve the problem and what's standing in the way. >> there are nearly 8000 homeless individuals in san francisco, according to the latest count, and the city spends 5% of its $14 billion budget tackling homelessness. when questioning the top three city leaders on this crisis, the

audience pointed out many of those living on the streets seemingly disappeared during apec and dreamforce, and the audience wanted to know why and how it was done so quickly. >> we've made significant progress, and the fact is it wasn't because of apec. we made progress because we got clarity on a court decision. >> mayor breed blamed part of the homeless crisis on the ninth circuit court decision that prevented the city from moving people who declined shelter. >> we were not able to move people the way that we're able to move people now. >> the court decision came after a lawsuit was brought forth by the coalition on homelessness. the executive director for the coalition was sitting in the front row when the mayor pointed out the legal challenge. >> swease have groups that are suing the city for the things that we are and aren't doing. did you notice that she looked at you when she talked about suing the city? >> i did notice that, yeah. and i you know, the lawsuit is a way

for us to push the city to have more shelter. guess what? they added more shelter beds since we filed this lawsuit. >> according to the mayor, the city offered 300 people housing and shelter in the month of november. only 100 accepted. the executive director for code tenderloin pushed back on why many tell her they decline shelter people are turning down shelter because it's not a safe place for them. >> we have to come with out-of-the-box solutions. >> in a recent san francisco report found 54% of people experiencing homelessness declined. shelter district attorney jenkins, is there anything legal that can be done? >> so i think the recourse is obviously outside of the criminal justice system, but is it? it is. i mean, the criminal justice system is just say no, i'm camping here. well, no, they have to be made to be uncomfortable. is the truth of the matter. we cannot make it comfortable for them to pitch a tent on our sidewalks and stay. >> abc seven take action, san francisco brought opposing views face to face after the town
