travel in just a moment. but first we want to start with the forecast with meteorologist lisa argen. good morning to you lisa. >> hi zach. good morning. it is certainly much colder this morning than what we had for your friday. and the afternoon is going to follow suit. here's a look at satellite and radar. live doppler seven. ridge of high pressure over the bay area, keeping us clear and chilly this morning. here's a look at our current numbers. it is 48, in san francisco, 42 concord with 45. in san jose. and a look from our sutro tower camera. plenty of sun on the way today, but we will trim our temperatures back. starting out much colder. 34 petaluma 38 santa rosa. everyone is a lot cooler anywhere from a few degrees to about 13 degrees. so you're feeling that chill and that visibility from morgan hill all the way up through novato and napa is really reduced. so be careful out there. we will see temperatures in a narrow range today and numbers just a few degrees above average. so with sunshine we'll need it. it's a cold start out there

zach. >> lisa. thank you. new overnight. two miners have died after a hit and run crash in antioch. police say a 12 year old and a 14 year old were taken to the hospital before they were pronounced dead. the suspect vehicle reportedly hit the car that the victims were in at the intersection of g and sixth streets. that's when the suspects took off on foot. this is a developing story, and we'll be sure to give you the latest details as soon as they are available. happening now. millions of americans are getting ready to take to the roads or skies this weekend. triple a forecast 7.5 million people will fly out for the holidays, and that surpasses 2019 record breaking 7.3 million passengers is the busiest. days on the road are expected to be today and next thursday, december 28th. as of right now, the holiday rush is off to a smooth start, though we're seeing some delays though. here's a live look from sfo right now. there are more than 50 flights delayed and two have been canceled. more than 200 flights were delayed at that airport last night, so an improvement there and the

holiday season is in full swing at san jose mineta international airport this morning. we're seeing a dozen delays. so far. the crowds on friday were not too overwhelming, but we did see several delays that day, too. officials say the weather is to thank for the minimal delays. >> as of now, sometimes we get a little spoiled up here in northern california. forget that the rest of the country is in the midst of winter. so fortunately, we're not aware of any major, major issues causing major delays around the country. but certainly all it takes is bad weather. somewhere to affect flights everywhere. >> and you want to stay ready in case that happens. so some important tips before heading to the airport. wait to wrap or bag up holiday gifts because the tsa may have to unwrap them for inspection and be sure to arrive early to allow yourself plenty of time in case crowds pick up. be sure to reserve parking and use cell phone waiting areas, too. if you're picking someone up to avoid congestion. so just be ready for anything. so let's take a live look now at the oakland airport to. nearly 15 flights have been delayed. there and one flight has been canceled , so not too bad over there either. and a nice look out

there this morning. so we have everything you need to know about the holiday travel season for more details you can visit our website at abc seven news.com. we want to turn now to the latest on the israel-hamas war. a 73 year old american israeli hostage has been confirmed dead while being held hostage in gaza. sources confirm with abc news. he was shot and killed on october 7th. his wife was also shot and kidnaped that day, and she's still being held captive. as the war fuels tensions across the world, u.s. authorities say they're on high alert ahead of holiday celebrations. a new threat assessment obtained by abc news says the iconic ball drop in new york's times square could be an attractive target for foreign terrorist organizations. the fbi now has 100 active, full scale investigations tied to the ongoing israeli israel-hamas war and an exclusive interview with abc news. the u.s. deputy attorney general says threats to public officials are also reaching alarming levels. >> since october seventh, the fbi has received more than 1300

reports of threats or other types of tips or leads that are somehow related to, or have a nexus to the current conflict in israel and gaza. >> the united nations security council approved a final resolution which calls for faster relief deliveries to civilians in gaza. it passed after the u.s. abstained from the vote friday. in contrast. new this morning, the naacp oakland branch is demanding an immediate release of the police chief candidate list. the names have not been released due to confidentiality rules. earlier this week, mayor shengtao said she would make her selection for a new chief soon. it's unknown if former chief lauren armstrong made that list. however, the mayor has said before that she would not rehire him and a rallying cry in oakland after a beloved donut shop was robbed yet again. it's the second time just this weekend. the third time since june, and now the community is calling on city leaders to do more to help small

business owners. abc seven news reporter anser hassan heard their message and has our story. >> surveillance video from early friday morning shows the popular colonial donuts in oakland getting robbed for a second time this week. >> unfortunately, we've heard this is the third time that colonial donuts has been robbed two times this week alone. three times in the last six months. this is unacceptable. no more crime. >> no more crime. >> a coalition of community groups rallied in front of colonial donuts. they blame failed leadership and failed policies for rising crime. >> we are not safe and it's because of policy, not covid, not economy, not late stage capitalism policy. because otherwise these things will be happening in berkeley with the same frequency as to happen in oakland. >> among the changes they want, bringing in more county and state resources, hiring a police chief and hiring enough police officers to be proportionate to

the city's population, and calling for a state of emergency, saying, nikki bass, we need a state of emergency. >> we got to stop the robbery of this of the community and the business community. >> oakland city leaders counter by saying crime is trending downwards. the addition of foot patrol officers, having chp help with traffic mitigation, and the introduction of the mobile command center in the fruitvale district. they argue, as evidence of progress. in a statement to abc seven news, mayor shengtao writes, oakland has more police officers, safety ambassadors and violence prevention teams on our streets than any time in the past two years. we've also increased patrols and undercover operations and p providing fundg to business districts to enhance security. but at today's rally, they say these are band-aid solutions to ongoing issues. >> these are all superficial responses to what's been ongoing. we need actual solutions that are sustainable. >> in oakland, anser hassan, abc seven news. >> a north bay community is

throwing its support behind some beloved donut shop owners after a devastating burglary this week. the family's petaluma home was ransacked and most of their life savings stolen. police say thieves broke in while they were at work on monday. >> i'm trying not to do that, but i can help. i'm so sorry, i lost everything. what i earn, i think it's terrible. >> i was i was shocked, i was really shocked because i know how much we all love sophie here for years and years. >> yeah, it's just a heartbreaking story. sophie and ray immigrated to the u.s. from cambodia and opened kenny's donuts in 1995. the community, though, has stepped up with a gofundme campaign to help the family. just days before christmas. at last check, there was more than $117,000 in donations. well, you've probably seen e-bikes zooming around, but their safety is being called into question, particularly when it comes to kids riding them. one bay area lawmaker is so concerned about the soaring number of accidents he's looking

to set an age limit. abc seven news reporter tara campbell tells us about some proposed legislation that's going to be introduced when lawmakers return to sacramento in the new year. >> from electric scooters to electric bikes, demand for evs is booming, and so are calls for more safety, especially for younger people. my proposed legislation prohibits individuals under the age of 16 from operating what are known as class two electric bicycles. electric bikes like this that don't require any pedaling. just a turn of a throttle and you're off. >> we believe that setting an age limit for operators will significantly reduce accidents and help ensure that our streets remain safe for everyone. >> our physicians have been seeing a shockingly high number of e-bike accidents, especially among young people aged 19 one sorry, 10 to 19. >> new data from the marin county health department shows that age group is nine times more likely to get into an accident with an e-bike, and that three out of every four

bike accidents in that age group involved an electric bicycle. >> i've heard firsthand from our physician members about the seriousness of these accidents. these are injuries that are not like the scraped knees and bruised elbows that we would expect from a traditional bike accident. >> these class two e-bikes can go up to 20mph, and can be tweaked to reach even faster speeds, the results, say physician. these are injuries akin to high speed vehicle accidents. >> these injuries include internal bleeding, pelvic fractures, damage to internal organs and brain trauma. >> and speaking of the brain, the proposed legislation would also require riders to wear a helmet. >> i kind of like that idea. yeah steve larson prefers to still pedal his way around sharing the streets of san francisco with e-bike riders, and says the legislation makes sense because the kids are are still running around. they go crazy and stuff like that. you have to be a little bit older. >> tara campbell, abc seven news.

saturday is shaping up to be as we head into christmas eve and christmas day. well, now, an update on a story our i-team has been following for several months. the man who camped outside a san francisco grade school for a year, posting signs offering free drugs, has been convicted on a public nuisance charge. prosecutors say joseph moore also unlawfully displayed signs reading free fentanyl for first time users and meth for stolen items. both signs were visible from the school's classrooms. moore remains in custody until sentencing and faces up to six months in jail. well, california employees who smoke marijuana outside of work can expect new protections, which goes into effect january 1st. employers cannot discriminate against workers who test positive for non-psychoactive traces of

cannabis. this means anyone who doesn't show active thc in their system after a drug test cannot be penalized. employers also can't hold candidates responsible if a test reveals past cannabis use. well, a sobering statistic from the south bay a record high number of animal deaths at san jose animal care and services. the concerning trend has staff and volunteers worried about the future of the animals. abc seven news south bay reporter dustin dorsey takes a look at the issues at the shelter with the turn of the new year days away, san jose animal care and services staff, partners and volunteers hope it brings a new beginning as well. >> 2023 is recognized across the board as a harrowing year for the shelter, with jarring overcapacity numbers and tragic animal death statistics. current and former volunteers are concerned about the safety of the animals. it's just terribly, terribly frustrating. >> it's sickening. >> it's so disturbing. >> it makes me so sad that animals are suffering, being euthanized, dying in their

kennels when it's unneeded. >> their concern is warranted. as a year end report released by the shelter shows, 426 animals died while in shelter care during the last fiscal year, a five year high. compounding this problem was overpopulation in the shelter. some 11,000 animals all year and nearly 950 animals at one time. during the peak, which is more than double operating capacity. city of san jose director of public works matt lesh says the overcrowding forced the shelter to only accept mostly sick and injured animals, and that contributed to the high mortality rate. >> really had some really dire cases of animals that were really this is their last resort , and we're trying to find that bridge some of them were trying to give a chance. so we're not euthanizing. so our euthanasia numbers were down. overall, those animals in those critical challenging states, we had a really positive outcome for many of them. >> kurt and former volunteers, we spoke with tell a different story, highlighting issues with mismanagement regarding the care of the animals and a new rescue policy of focusing more on

adoptions than rescues. town cats board of directors member nineveh parker says only a fraction of the animals in the shelter that need to be rescued are available for partners, like her group to take in to help reduce capacity and save lives. >> i'm not sure why they decided to move away with rescues, but that model worked really well and now we're seeing the outcome of what happens when they don't rely on the rescue model the shelter is undergoing an audit requested by the city, and the result should be released in the new year in san jose. >> dustin dawsey, abc seven news inflation is set to drop in the new year, posing a great outlook for the us economy. >> economic experts predict consumers are going to start to see prices of goods dropping in 2024. they also say a sign the economy is moving in the right direction is the uptick in people spending. the positive shift follows three years of the federal reserve increasing rates when inflation jumped 9.1% in june of 2022. that number is now at 3.1. but the fed says it's not something to celebrate yet.

>> we still have a ways to go. no one is declaring victory. that would be premature and we can't be guaranteed of this progress. so we're we're moving carefully and making that assessment of whether we need to do more or not. >> although interest rates are set to cool in 2024, experts say it's very unlikely to drop as low as it did in 2020 and 2021. while just two days till christmas and another holiday tradition is underway last minute shopping retail analysts say today is expected to be the second busiest day of the holiday period, and the holiday hustle was yesterday inside hillsdale shopping center in san mateo. crowds are somewhat light , as you can see, but that still meant plenty of foot traffic, at least 60% of shoppers like me wait until the last week to buy holiday gifts, according to one study, and if you're one of those last minute shoppers happening today, it's the 40th year and final weekend for telegraph avenue's holiday street fair in berkeley. you can get lots of shopping done there at the event on telegraph avenue between dwight and bancroft ways. that's right next to cal's

campus. so friends families can enjoy 200 plus artists, vendors, live music, food and drinks. it all kicks off at 11 a.m, and it's going to run until six. the final day for the fair is tomorrow, sunday, and those traveling in and out of san francisco international airport will be greeted by some furry friends during the holidays. the wag brigade, as it's called, is on patrol to alleviate some of the stress that comes with this time of year. there are primarily dogs, but you might find a few other animals, including one very large rabbit that you see there all decked out for the holidays. there's also a pig. other animals passengers might bump into as they move through the terminals. so just a great story, a great idea that they've got going on there at sfo. all right. meteorologist lisa argen is tracking the forecast for us now . >> all right zach good morning to you. we are getting set for a nice day here. more seasonal yesterday temperatures are really warm upper 60s in our inland valleys 71 in san rafael. high pressure still parked over the west coast. and the view from vollmer peak looks pretty

good. air quality is good and as we look out towards our inland valleys, it's in the 40s for most of us, 48 in san francisco, 42 in oakland, 45 san jose and half moon bay. what a gorgeous shot here. look at all those colors nicely saturated from pier 3938 santa rosa. there has been fog from napa to novato, where temperatures are pretty chilly this morning. 45 by the delta. our inland valleys in the low 40s. so we have a ways to go before we reach those afternoon. milder highs. it's a colder start. a sunny day today will increase the clouds and bring down the temperatures just a little bit day by day as we get into christmas eve, christmas day and the day after, it looks pretty cloudy. rain looks to hold off until wednesday. this will be a level one system. looks like we could see a little more rain into the new year's weekend. new year's eve. here's a look at the sunny skies today into your sunday. just partly cloudy and we'll trim back

temperatures a few few degrees into your monday. increasing clouds looks like the storm system is going to stay well to the north, not only on christmas day, but into tuesday. the day after. it looks like first chance of rain will be on wednesday, so stopping this right here one day morning we're looking at a cold front that should bring rain throughout the day. light to moderate rain. we do get a break on thursday. another system could bring more generous rain and mountain snow friday, and it looks like maybe a break on saturday day and then back into new year's day. kind of hard to tell you have to check back with us. but look, looking like we could see a little bit more sierra snow with that second system. as for christmas day breaking it down for you. upper 30s to mid 40s at about 9:00 by noontime we're all in the mid 50s. partly cloudy and nice afternoon for the holiday to go for a walk or a bike ride on that new bike. and

the weather. here's meteorologist lisa argen. hi, zach. >> good morning to you. hi, everyone. starting out with much colder conditions as we look at some of the milder numbers from the upper 40s right now in san francisco. but there's low 40s in oakland. how about 45 in san jose and san mateo? blue sky, though, here, the golden gate bridge and temperatures still just in the 30s in our north bay valleys with fog from napa to novato and just 40 in livermore. so awfully cold out there. five degrees colder for you in our inland valleys, eight degrees colder in oakland. and there's the fog in the north bay taking you through the next few hours. it's going to take a minute to climb through the 50s. and actually, our highs are just going to be in the upper 50s to near 60. so cooler today. but sunny will increase more clouds and let you know when rain returns in a few minutes. >> all right, lisa, thank you so much. happening now we are seeing traffic stalled going

northbound on interstate 80 in emeryville. take a look at this from our camera. it appears the crash happened near the base of the bay bridge. so again, if you are heading out this morning, this is something we want to let you know about. this is northbound on interstate 880 in emeryville. you want to leave yourself a lot of time because we know a lot of people are going to be heading out on the roads, going to see family friends. so this is something to definitely keep an eye on. it's a developing story. we'll bring you more information as soon as it's available. but again, northbound on interstate 880. in emeryville, crash appears to be at the base of the bay bridge. all right. new details. a jury has reached a not guilty verdict in the trial of a man charged with attacking a former san francisco fire commissioner. that verdict comes after three days of deliberation in the trial of 25 year old garrett doty. the attack was captured on video. prosecutors claim doty beat don carmignani with a metal pipe, leaving carmignani with a fractured skull, a broken jaw and other injuries. doty's attorney said he acted in self defense after he and others were

doused with bear spray by carmignani and developing news. a jury has found two paramedics guilty of criminal negligent homicide in connection with elijah mcclain's death. mcclain was a 23 year old black man who died following a police encounter in aurora, colorado, back in august of 2019. abc news reporter derek dennis has the latest. >> a jury found two aurora, colorado, paramedics charged in connection with the 2019 death of 23 year-old elijah mcclain, guilty on friday of criminally negligent homicide. peter kuzniak and jeremy cooper were accused of administering an excessive amount of ketamine to sedate mcclain after an encounter with police in august 2019. he was later declared brain dead and died days later. the paramedics were found not guilty of second degree assault and crimes of violence. one of the paramedics, kuzniak, was also found guilty of second degree assault for unlawful administration of drugs as he was the one who ordered the ketamine and cooper injected it

into mcclain, according to court records. mcclain elijah mcclain following the death of mcclain, it sparked protests and led to police reforms in colorado, including the scrutiny of when emergency workers can administer ketamine. mcclain was stopped by aurora police initially while walking home from a convenience store, wearing a ski mask and carrying a plastic bag and his phone. both paramedics had pleaded not guilty, the judge said. the jury reached unanimous verdicts. colorado attorney general phil weiser said he was satisfied with the verdict and that more accountability was still needed, stating elijah did nothing wrong that evening. his life mattered and he should be here today. accountability does not end with these trials. earlier this year, a judge convicted one of the police officers on reckless manslaughter and criminally negligent homicide. two other officers were acquitted. derrick dennis, abc news, new york. now developing news on what's

happening on the campaign trail ahead of the 2024 presidential election. >> from primary ballots to immigration and candidates leading in the polls, abc news reporter jay o'brien gets voters take on the upcoming election season. >> this morning, the first in the nation iowa caucuses. now less than a month away, the crucial new hampshire primary days after that, and voters in both states weighing in on the issues driving them. my big concerns are the cost of health care and reacting to the explosive ruling from the colorado supreme court, excluding former president donald trump from the state's republican primary ballot, alleging he engaged in an insurrection, i think it's justifiable. >> i think it's totally, you know, crazy that they're, you know, removing him from this, from the ballot. i feel like, you know, he should have the opportunity to be voted on. >> and, you know, if he loses, he should just lose fairly. >> trump has vowed to appeal the colorado ruling and is using it in his pitch to voters as he continues to dominate most gop

primary polls. we asked republican voters who they'd pick if the former president weren't in the race. i think i could support vivek ramaswamy or or desantis, but but, uh, trump has a record of success in the white house, and he has a foundation to build off of. >> i've liked the stance because he has the experience, you know, of running florida there. >> you can. and i think his mission statement, sort of his truth, some along the lines of that i'm interested in all the candidates. >> so that's why i'm going out to all these rallies right now. trump has my vote, most definitely, because where he's been in the past and know where he stands on issues. >> jay o'brien reporting there. and the supreme court is rejecting a request for a swift decision on whether donald trump has broad immunity for actions he took as president while challenging his 2020 election loss. special counsel jack smith asked the justices to work around the normal appeals court process. shefs. now, if trump were to win on this threshold, threshold issue the charges in his election interference case

you believe that yesterday the san francisco ferry building clock began to chime again. it's been silent for 18 months during a restoration project. the scaffolding around the clock tower came down in time for apec last month, but it wasn't until yesterday that the chimes resumed. now the whole ferry building facade had been undergoing restoration. that was a four year project to repair, repaint and renovate it. it's a 125 year old landmark, and that restoration is now complete. while happening tomorrow, it will be the final day of business for the see's candy location in san francisco's embarcadero center. there's a sign on the door that says it will close at the end of the day. on christmas eve, and that particular see's candies location is located at three embarcadero center. it's not clear why the location is closing, but the closure means there will be three stores still located in the city. the company is based in the bay area, and

and making it available to those that previously made too much to qualify. so governor newsom, the legislature here in california in last year's budget, funded a program that will launch on january 1st, 2024. so forcovers this open enrollment period is for that will lower out-of-pocket costs like copays and deductibles for over 650,000 people we already covered today, many that will newly enroll through open enrollment. that includes for every single one of those people, we will be entirely eliminating deductibles in our enhanced silver plans that they're all eligible for, so no deductibles at all. and many will also see lower out-of-pocket costs for critical services like primary care, generic drugs, emergency services, and other things along those lines, again, with the goal of saying "we want you to be covered, but we also "want you to feel that once you're covered, you really can afford to get the care you need." it's really important to know that covered california we do not have income limits. anyone can come to covered california.

it's just that the financial assistance we offer is on a sliding scale based on your household income. so the more you need, the more you get. we have reduced our uninsured rate from over 17% to a now record-low of 6.5% percent based on the most recent data, and that is the largest percentage point drop of any state in the entire nation. there are over 1.3 million californians today right now who are estimated to be eligible for low or no cost coverage either through covered california and the financial assistance we offer, or through the medi-cal program, yet continue to go without coverage. during the pandemic, the medi-cal program stopped rechecking eligibility. the goal was to keep people covered, not risk removing coverage for anyone when healthcare was so important during that time. but there will be some people in california who are truly no longer eligible for medi-cal coverage. maybe their income went up. maybe they are working more hours.
