with everybody else. so just watching the game by ourselves at home sounds like i'm going to come out and i'm gonna see what it's all about. and i decided to stick with it. >> the san francisco fire department asking drivers to be aware of the wet roads we ask people to slow down a little bit. >> uh- take extra time to be able to get to where they're going. we also ask the riders and people walking to wear reflective clothing, something with high visibility, and they say it's a good idea to be a good neighbor. well, i think we've seen a lot of flooding in and around the neighborhoods and the sf water department has a program called adopt a drain, where someone in their neighborhood can be aware of the storm drain, and it getting clogged up with leaves or other miscellaneous items that may be in the street, and what that does is it prevents water from flooding the streets. >> it's a reality. this small business owner knows all too well. her salon was flooded during last year's storms. >> what ended up happening is all the gutters were packed with

both mountain mushroom farm and concord farms. the victims were reportedly targeted in what's being called workplace violence. tonight, they will be remembered at a candlelight vigil and a moment of silence. it will be held at the boys and girls club event center from 4 to 6 p.m. the new developments out of the middle east now israel defense forces say they uncovered a tunnel in southern gaza where hamas has held hostages. here's what it looked like from inside those tunnels. idf troops claim they killed several hamas fighters at the entrance of this tunnel. they reportedly found drawings that appear to be drawn by children and five prison cells equipped with a toilet and a mattress. no other hostages were found inside. all right, let's go check on conditions outside. how's it looking, lisa? >> well, right now it's not bad. later on today and tonight, we have a flood watch for the north bay. a wind advisory for the coast, and a level two system for everyone for the evening hours. and the overnight hours.

510707 6000. >> welcome back. here's a live look atop our roof camera looking at the bay bridge. this morning, lisa is tracking a level two storm later on tonight , she'll have the details coming up. new information this morning on the deadly avalanche at palisades tahoe ski resort. the chronicle reports the resort did not fire off any explosives on the ski run that day. there reportedly wasn't one, but actually two avalanches that trap skiers on the mountain. resort officials said they set off charges a day prior to the avalanche, but typically don't set them off after light snowfall. also, new this morning, a bay area nonprofit is offering thousands of dollars for information leading to an arrest in an armed robbery. it happened at a palo alto taco bell, according to our media partners at the mercury news murders, mothers against murder is offering a $20,000 reward. the robbery happened last month on december 20th at 12:45 a.m.

inside the taco bell, located at east charleston road in palo alto. police say the suspect drove away towards highway 101, in a dark colored sedan happening tomorrow. thousands of staff members at california state university campuses will begin the nation's largest public university strike. as many as 400,000 students will be affected before the spring semester begins. california faculty association, which represents 29,000 staff, is demanding a 12% salary increase and expanded parental leave. san jose state, san francisco state and cal state east bay in hayward will all be impacted. the strike is expected to last for five days in san francisco now, the wet weather was not enough to stop people on both sides of the abortion issue from coming out for multiple protests, anti-abortion activists descended on the city for the 20th annual walk for life. the march closed down market street for much of the day. saturday busses filled with participants came from hundreds

of miles away. >> we wanted to come and show our support and show the world that, um, abortion is it's murder makes your heart feel good to stand up and show that you are proud to be pro-life. >> meanwhile, pro abortion rights groups held a counter demonstration near the main library. protesters there called for reproductive justice in the wake of the overturning of roe v wade. >> i think that after roe was turned like so many people don't have access to abortion, and even though we might feel safe in this city, we might feel safe in this state. i think it's really important that we show up, especially when there's such a big force across the street. >> the supreme court has two upcoming cases on abortion this terme, also in san francisco, there's a campaign to rally support for proposition b, prop b is called be safer. the bill would fund full police staffing and recruitment for 5 to 10 years, set a minimum officer

staffing level and allow sfpd to request its own budget changes. those who backed prop b say it could improve public safety and financial transparency. >> prop b creates a recruitment fund. it creates the mandate and it creates the pathway to bring back the minimum number of officers we need to have in san francisco. >> those who oppose the proposition, including supervisor matt dorsey and mayor london breed, say it's a cop tax. they argue the city should staff the police department with existing funds, not new funds. prop will be on the ballot on march 5th in the east bay. now the effort to recall oakland mayor shang tao is moving towards a second phase. organizers say they'll now begin the process of publishing a notice of intent and generating a petition. the group hopes to collect 25,000 signatures, or about 10% of oakland's registered voters. leaders of the recall effort say tao is responsible for high crime rates in the city. tao has not responded to the recall effort.

the deadline for her to do so was friday. in the south bay, the mayor of san jose is calling for a new city policy to prevent encampments from returning to downtown. public spaces last fall, the city used $2 million to move unhoused residents from the guadalupe river trail into interim housing. since then, some camps have returned. mayor matt mehan wants to create no return zones and limit where those encampments can be. he says the move would protect public areas. >> you were here prior to that cleanup effort. you can see why people stopped using the trail. this is a public trail here along the river that should be accessible to everyone. >> some homeless advocates are pushing back on the proposal, calling it cruel. the city council's rules committee will take it up on wednesday look at all those niners fans to levi's stadium now, where it was a loud and proud saturday night.

heavy rain. so we're looking at the rapid rising of creeks and streams because our rain rates are going to be quite intense from about midnight to 3 a.m. we're talking about a lot of rain in a short period of time. saturated soils. some of the soils are not ready to hold those shallow tree roots anymore. there's a look at the system offshore and right now it is quiet for the most part. we've seen a few showers up in santa rosa and even some sunshine shine out there, but we are still tracking this strongest storm tonight with moderate than heavy rain, gusty winds, and then those problems that will follow afterwards. here's a look at our wind advisory. south winds 15 to 25 miles an hour. gust to 40. and take a look. this is noontime today. it's breezy along the coast, but you can make out the stronger winds. 7:00 tonight. look at all the reds here. all the way down the san mateo coast to the santa cruz mountains. and stopping this at 11:00, where the front is just about to push

onshore in these winds at 40 miles an hour. so really, wind advisory warranted. and we will have that very heavy rain to follow. here's a look at uh- outside right now. sfo 55, in oakland, 57, in san jose and half moon bay and the golden gate bridge. cloudy skies where temperatures are in the low 50s. and as we look at our high resolution model, you'll notice that by the next few hours, it does stay damp in the north bay and then the rain increase is look at what happens to 3:00. we've got some light shower activity around the bay area, but the heaviest rain still off to the north and west. and then as we go through the dinner hour, it is getting more organized. 530 we're getting into some of the moderate to heavy rain here in the north bay. and then right on through the evening and the late overnight hours. we have a strong line of some heavy rain, and that is going to sweep on through, probably wake you up along with the winds. here's a look at tonight's rainfall potential. look at an inch and a half in the north bay. but the rest of us only a couple

hundreds to about a 10th to 2/10. then look what happens when we add in the overnight totals. this is just three four hours and we are well over three inches of rain here in santa rosa an inch and a third in novato. and we will pick up at least a half inch to three quarters of an inch in just that time frame, 3 to 4 hours from the east bay to the south bay. so particularly dangerous because it's dark out. it's late. we have the wind and the rain accompanying that short time period of all that activity. we still have our winter storm warning for the west slopes right on through 1 a.m. tuesday, and then for the sierra nevada, still a little bit of snow to pick up. we have still some of the wet snow anywhere from four inches tahoe city, south lake and nine inches at donner. so that is a little bit of good news for most of us. it's dry from the east bay to the south bay throughout the day today, but scattered light showers in the north bay. and as we get into the overnight hours, we are looking at that chance of rain still continuing the accuweather seven day forecast. we've got a level two system

this would all work. i've been following this story since the beginning. new renderings from california forever give a glimpse of what this new city, spanning 18,000 acres in eastern solano county, would look like. aerials of neighborhoods, roads, safe, slow streets, a downtown plaza with transit, family friendly parks and open space and walkable main streets. it would be smaller than vacaville, smaller than vallejo, and about two thirds the size of fairfield . ceo jan sramek explains, if passed by the voters, the new city expected to accommodate tens of thousands of people, promises 15,000 new jobs that pay at least 125% of the county average weekly wage. he says some of these jobs would be in advanced manufacturing, renewable energy and construction. the plan also commits to investing in green spaces, clean energy and protecting travis air force base. we want it to be a partner that can make the base stronger, sramek says. he's locating this new community he seen here in

deal drugs on the streets there. we are meaningfully working hard to try to strategize with the department of public health and the police department and the mayor's office with how we address those who are addicted to fentanyl, who we know need our help and need treatment desperately. um, and so we are continuing to make progress. we've got great partnerships with other law enforcement agencies, but we still have a long way to go to give our viewers perspective from your lens, you talked about a lot of the work you're doing now. >> what's changed in that area since you've assumed office and would you walk alone with your own kids through that area? >> what we have seen is, is a tremendous decrease in the number of dealers that are out during the daytime hours. we're seeing that that activity shift out to the nighttime. and so we know that once the sun sets that that is when we start to see an uptick in the level of people who are loitering, the people who are dealing drugs, the people who are coming out to

purchase drugs, who are illegally selling stolen goods. and so, yes, we have had to now shift much of our strategy to working on having a police presence and other agencies present at night to do outreach and enforcement. um, yeah. yes, of course. i have two children. they are four and seven and i would not want them to see, um, you know, walking through many of the things that i see when i walk through the tenderloin and i understand that there are many parents and many children living there who are wrestling with that same issue. and so it is our job as a city to make sure that we give them livable conditions down there. and so that's what i'm working hard to do now. >> the conviction rate in san francisco has increased for the first time in eight years, according to data from your office, 37% of cases resulted in a conviction in 2022 to almost 43% in 2023. it is the first time since 2016 that those rates have increased. how is the city

safer because of this? >> what we are trying to demonstrate is that we have accountability. back in san francisco, those who are coming into. our businesses attacking our residents, uh, doing all the things that have been going on are understanding that we have a new system here, that we believe in accountability, that there will be consequences. uh, and so we are not going to tolerate the things that have been happening over the past few years. and so i want that trend to continue. um, i've really worked hard to hire additional staff in our office who have prosecuted experience, who understand what it takes to prove our cases and get this job done. and so i think that's why we are seeing, um, an increased ability both at jury trial and in getting defendants to take plea offers, tackling open air drug markets have been a priority for you. >> will you be doing anything different to pursue drug related prosecutions this year?

>> we are going to continue to partner with the federal government and other local law enforcement agencies. again, some some of the things that we need to do are to ramp up our overdose death, uh, investigations. that's something that we are embarking on this year. um, the governor's office has dedicated resources to that. and so we have been undergoing training along with other, uh, law enforcement agencies, so that we can start investigating overdose deaths and perhaps start prosecuting those who are selling fentanyl, causing these deaths with murder, so that is something that that will take off this year. um, but we have to continue to strategize how we can have an impact with those who are addicted. i believe that is our biggest struggle right now is how do we intervene with those who are who are addicted to fentanyl? it is a very difficult drug, um, to get through. you know, when you're talking about how addictive that substance is. and so, again, this is a part of a public health strategy that needs to be

improved in our city. >> well, speaking of fentanyl, i want to talk about the case of 22 year old eduardo rosales silva, who was arrested in may of 2022 for possession to sell cocaine, fentanyl and meth, but was released by a judge and he was then arrested four more times for selling drugs. his sentence, as you know, 18 months in jail, does that concern you? >> i was very frustrated with that sentence. um, he essentially got credit for time served, um, and was released, uh, almost immediately following that trial. and so, again, this is somebody who is demonstrated an unwillingness to follow the law, continuing to peddle death on our streets. and yet, even after going through the resources it takes to prosecute a case to jury trial, taking up the time of jurors, we're still seeing judges come in on the back end and give these lenient sentences. we cannot out keep dealing with this issue so leniently. we have to send a message that we're not going to

tolerate fentanyl dealing in our city anymore. >> now, where does recidivism stand in san francisco currently? would you say it's gotten worse? better or the same ? >> i would say when i took over, uh, it was at its height. uh, people did not believe there was any accountability. they were being released immediately after their arrest. and so the courthouse was a revolving door. and in many ways, despite my office fighting against that, it still is for certain types of crime. that's why i've been so vocal about the judge's impact when it comes to us asking to detain certain drug dealers while their cases are open, we are still seeing that it's taking 3 or 4 arrests for that to happen. and that shouldn't be the case. we are seeing progress, though, when it comes to other types of nonviolent crime like organized retail theft, where we are seeing, um, some of those defendants be held in and so, um, it is it is progress. but again, we still have a long way to go. >> uh, san francisco recently

received a $2 million grant to fight property crime. how is this helping your office? yes our the recent grant was, with respect to organized retail theft. >> it has allowed me to appoint a designated prosecutor just to organize retail theft, as well as an investigation in my office. both of those individuals are working with regional law enforcement as well as business owners and retailers , to really target the most prolific, uh, organized retail theft groups and rings. um, so that we have firm accountability in those cases so that we can connect them across counties, because we know that in this region, they are they are going from county to county committing these same crimes. and so i'm very thankful for those resources. the police department was able to secure $15 million through that grant. and so again, working together, we're being able to target this issue more effectively. and we're seeing that number, that percentage of crime also come

down as well. >> now before we go, we've covered a lot here. if you had to pick one, what is the main priority you want to tackle on the streets of san francisco in 2024? >> right now i believe it's two. it's hard to choose between. uh, we must continue to improve street conditions in our south of market and tenderloin neighborhoods. we cannot give up that fight. we have to decrease the number of overdose deaths. and that means, again, having an effective strategy with public health to address those who are addicted and on the law enforcement side, do more to ensure that we are holding drug dealers accountable. but we also can't forget that retail theft is a huge problem in this city. we have a safeway closing in the fillmore district. i cannot accept watching our businesses close because of rampant theft. we have to make sure that that is a priority as well, because we have to have access to goods and we have to maintain jobs for our residents.

could see some nuisance flooding . so live doppler seven showing you the scattering of some light shower activity from the east bay to the north bay. the hills looking pretty wet there. and as we go through fairfield 80 sonoma. so don't be surprised. did you see the dry conditions and then you have a shower? they will increase throughout the afternoon. first in the north bay right now it is 54, in san francisco, 55, oakland 57 san jose and in santa cruz an inch of rain overnight into tomorrow. and many of you will see at least a half inch to three quarters of an inch as we get towards that eight 9:00 hour through 3 a.m. so a lot coming down in a short period of time with wind accompanying that 53. santa rosa 54. in napa and 52 in livermore. and you can see how wet it is out there from our east bay. scattered showers throughout the day today. they'll be increasing first in the north bay by the middle of the afternoon. and then that strong storm this evening, tonight and overnight. chance of a thunderstorm, wind. and with all that, we have the lag time

on monday where the creeks and streams could provide some nuisance flooding. some of the clogged drains and the saturated soil, allowing for perhaps some trees to come down. here's a look at 10:00, where you can see the atmosphere primed for a little moisture. some light rain and it continues throughout the afternoon. this is a 4:00, but look at what is on the way. stopping this at 7:00. heavy rain along the marin county coast and then we get the wind and we could see some very strong storms here. probably will wake you up from the heavy rain, the wind and then by 1:00 in the morning, the east bay, the south bay. we're still going to see this impact. the morning commute for the south bay and the peninsula. so not only does it get started late, but it continues for the very early morning hours. stopping this tonight, 11:00, an inch and a half in the north bay. so much of it falling in the north bay. but as we carry on three four hours later, still will in the north bay, upwards of 1 to 3in here. but look what happens across the san ramon in fremont.

in san mateo, you're picking up a pretty good amount of rain as well. richmond 0.93. san francisco. so could see a quarter of an inch. so it could be very dicey for your monday morning commute. there's a look at the wind, a 7:00 tonight. very gusty along the coast. breezy inside the bay. and then look at the 40 mile an hour gusts as that front begins to push onshore. so we are looking at a little bit more snow in the mountains for the west slope. the winter storm warning continues through tuesday. here's a look at the snowfall amounts. how about nine inches at donner? four inches tahoe city and the highs today with most of the rain in the north bay, but scattered showers anywhere. perhaps 62, in fremont tomorrow morning. be prepared to give yourself some extra time. we're going to see that heavy rain come to an end mid-morning. the accuweather seven day forecast level two system this evening, tonight, overnight into early monday. then we get a break for much of tuesday. some showers, a lighter system. wednesday. looking dry the rest of the week. we'll be right back
